## Policy Analysis Report: Extension of Term for Ex-officio Member of the Board of V. O. Chidambaranar Port Authority
**1. Executive Summary:**
This report analyzes a notification (G.S.R. 268E) issued by the Ministry of Ports, Shipping and Waterways, Government of India, dated April 4, 2022. This notification constitutes an amendment to a prior notification (G.S.R. 72E dated 28th January, 2022) concerning the Board of V. O. Chidambaranar Port Authority. The core purpose of this amendment is to extend the term of Sh. Lucas L. Kamsuan, Joint Secretary, Ministry of Ports, Shipping Waterways, as an Ex-officio Member of the Board, beyond March 31, 2022, until further orders. The key finding is that this amendment ensures continued representation and expertise from the Ministry within the Port Authority's Board.
**2. Introduction:**
This report provides an overview and analysis of the Ministry of Ports, Shipping and Waterways' Notification G.S.R. 268E, dated April 4, 2022, regarding the extension of term for an Ex-officio Member of the Board of V. O. Chidambaranar Port Authority. The analysis is based solely on the text provided.
**3. Policy Overview:**
* **Amendment:** This notification amends the earlier Notification No. G.S.R. 72E dated 28th January, 2022.
* **Core Objective(s):** The core objective, as inferred from the text, is to ensure the continued presence of Sh. Lucas L. Kamsuan, Joint Secretary, Ministry of Ports, Shipping Waterways, on the Board of V. O. Chidambaranar Port Authority. This likely aims to maintain continuity, expertise, and alignment with the Ministry's directives within the port authority's decision-making processes.
**4. Background and Rationale:**
This amendment addresses the expiration of Sh. Lucas L. Kamsuan's initial term as an Ex-officio Member on March 31, 2022. The amendment extends his term "until further orders," indicating a need for continued representation from the Ministry of Ports, Shipping and Waterways, on the Board. The specific rationale behind this extension isn't explicitly stated, but it can be reasonably inferred that the Ministry views Sh. Kamsuan's continued presence as beneficial or necessary for the port authority's operations or strategic direction.
**5. Key Provisions / Changes:**
This notification introduces the following specific change:
* **Specific Part of Original Policy Changed:** It modifies the term of Sh. Lucas L. Kamsuan as defined under notification G.S.R. 72E dated 28th January, 2022
* **New Rule/Provision:** The term of Sh. Lucas L. Kamsuan as an Ex-officio Member of the Board of V. O. Chidambaranar Port Authority is extended "beyond 31.03.2022 and until further orders."
* **Difference/Effect of Change:** The original notification likely specified a fixed term for the ex-officio member. This amendment removes the defined end date and makes the term indefinite, subject to future directives. This ensures uninterrupted participation of the Joint Secretary on the board and potentially reflects a strategic decision to maintain strong Ministry oversight or guidance.
**6. Target Audience and Stakeholders:**
Based on the text, the direct target audience and stakeholders include:
* **V. O. Chidambaranar Port Authority:** The extension directly affects the composition and functioning of the port authority's board.
* **Sh. Lucas L. Kamsuan:** The Joint Secretary whose term is being extended.
* **Ministry of Ports, Shipping and Waterways:** The Ministry is responsible for this decision and its implications for the port authority.
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies:** The Ministry of Ports, Shipping and Waterways (PHRD Division) is responsible for the implementation of this extension.
* **Timelines or procedures:** The amendment is effective immediately, extending the term beyond March 31, 2022. No specific procedures are detailed in the provided text beyond the issuance of the notification itself. The term is indefinite until further orders are issued by the Ministry.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of this amendment is to maintain continuity and potentially enhance the effectiveness of the V. O. Chidambaranar Port Authority's Board. By ensuring the continued presence of a key Ministry official, the port authority can likely benefit from:
* Consistent application of Ministry policies and directives.
* Expertise and insights from the Ministry regarding port operations, shipping, and waterways management.
* A streamlined communication channel between the port authority and the Ministry.
**9. Conclusion:**
The Ministry of Ports, Shipping and Waterways' Notification G.S.R. 268E represents a targeted amendment to extend the term of an Ex-officio Member of the Board of V. O. Chidambaranar Port Authority. This amendment ensures continued Ministry representation and expertise within the port authority's governance structure, likely contributing to operational continuity and strategic alignment. The indefinite extension suggests a perceived need for sustained Ministry involvement in the port's affairs.
