Union Minister of State for Tribal Affairs Shri Durgadas Uikey informed in Rajya Sabha today that the
provision of pucca house to the PVTG households is one of the interventions under the PM JANMAN
which is being implemented by the Ministry of Rural Development (MoRD). As per information from
MoRD, the total target of 4.90 lakh houses under the abhiyan have been allocated to States implementing
the housing intervention of PM JANMAN, against which more than 4.76 lakhs houses have been
sanctioned by the States and more than 2.61 lakhs houses have been completed as on 09.02.2026.
Further, it is mentioned that the parameters for automatic exclusion in the Pradhan Mantri Awaas Yojana -
Gramin (PMAY-G) were relaxed and only two exclusion parameters i.e. “household with pucca houses
and household with any member as a Govt. employee”, were made applicable for PVTGs to be identified
under PM JANMAN.
The landless beneficiaries are accorded top priority under PMAY-G. Also, providing land to the landless
beneficiaries is of utmost importance since they are among the most deserving beneficiaries. Since, land is
a State subject, and the Ministry has no role in the land acquisition matters of the States. However, as per
the provisions of the scheme, the State/ Union Territory (UT) shall ensure that the landless beneficiary is
provided land from the government land or any other land including public land (Panchayat common land,
community land or land belonging to other local authorities).
The details of eligible households, target allocated, houses sanctioned and houses completed (State-wise)
under PM JANMAN as on 09.02.2026 are given in Annexure-I.
Ministry of Environment, Forest and Climate Change has intimated all States/ UTs vide letter dated
11.03.2025 to all States/UTs to comply with the order of the Hon’ble Supreme Court dated 4th March
2025. To monitor progress, the Ministry convened a series of review meetings with the State/ UT
Governments and thereafter based on the action taken report received from the State/UT Governments,
Ministry filed a detailed affidavit in the Supreme Court of India on 3.10.2025. The matter is sub-judice.
Further, the provisions of the Forest (Conservation) Amendment Act, 2023 do not abrogate the provisions
of the Forest Rights Act, 2006 or statutory powers of Gram Sabhas. On the contrary, provisions of the
Rule 11(7) of the Van (Sanrakshan Evam Samvardhan) Rules, 2023 mandates that State Government/UT
Administration shall issue orders of diversion of forest land only after fulfilment and compliance of all
provisions, including settlement of rights under the Scheduled Tribes and Other Traditional Forest
Dwellers (Recognition of Forest Rights) Act 2006. Further, amendment of Act and Rules do not bar or
infringe upon the operation of other laws.
