गया था, जिसे दिल्ली रािपत्र असाधारण, भाग II, िंड-1, स.ं 06 (एनसीटीडी स.ं 476) दिनांक 25.02.2022 म ें
प्रकाजित दकया गया था:-

iii) व्यजिगत वािी (चाह े वह प्रवासी भारतीय नागररक हो या जविेिी नागररक) को

क) फॉमग िेिन े के जलए वेब पोटगल पर िाना चाजहए।
ि) पंिीकरण ललंक पर जललक करें।
ग) आवश्यक जववरण के साथ फॉमग भरें और िमा करें।
i) भारत के प्रवासी भारतीय नागररक को प्रवासी भारतीय नागररक काड ग या उस संबंजधत ििे िहां आवेिक रह
रहा ह,ै के द्वारा िारी दकसी अन्य सरकारी पहचान पत्र की स्ट्व-सत्याजपत फोटो कॉपी प्रस्ट्तुत करनी होगी।
ii) जविेिी नागररक को संबंजधत ििे के दकसी भी सरकारी पहचान पत्र की स्ट्व-सत्याजपत फोटोकॉपी प्रस्ट्तुत करनी
होगी, जिस पर आवेिक का नाम और पता अंदकत हो।
रटप्पणी 1. आवेिक, जिसके पास कोई सरकारी पहचान पत्र नहीं ह,ै वह जवजधवत सत्याजपत िपथ पत्र और इस
संबंध म ें सहायक िस्ट्तावेिों के साथ ई-फाइललगं पोटगल पर व्यजिगत वािी के रूप म ें पंिीकरण के जलए अनरु ोध िायर कर
सकेगा, जिस पर सक्षम प्राजधकारी द्वारा जवचार दकया िाएगा।
2. दकसी भी आवेिक द्वारा िायर िपथ-पत्र(त्रों) को जनयम 7(ग), अध्याय XIX, दिल्ली उच्च न्यायालय
(ओररजिनल साइड) जनयम, 2018 के अनुसार होना चाजहए, जिसके अनुसार भारत के बाहर हस्ट्ताक्षररत िपथ-पत्रों पर
'जविेिी सावगिजनक िस्ट्तावेिों के जलए वैधीकरण की आवश्यकता को समाप्त करन े वाल े हगे कन्वेंिन, 1961' के प्रावधानों
के अनुसार हस्ट्ताक्षर और एपोजस्ट्टल दकया िाना आवश्यक ह।ै

NOTIFICATION
Delhi, the 18th November, 2025
No. 96/Rules DHC.—In exercise of its powers under Section 7 of the Delhi High Court Act, 1966 (Act 26
of 1966) and Article 227 of the Constitution of India, the High Court of Delhi, with the previous approval of the Lt.
Governor of National Capital Territory of Delhi hereby makes the following amendment in “e-Filing Rules of the
High Court of Delhi 2021”, which were notified vide Notification No. 11/Rules/DHC dated 22.02.2022, published in
Delhi Gazette Extraordinary, Part II, Section-I, No. 06 (N.C.T.D. No. 476) dated 25.02.2022 :-
The following new Rule 4.1(iii) shall be inserted after the existing Rule 4.1(ii) of the “e-Filing Rules of the
High Court of Delhi 2021” in the following manner:-
iii) Litigant in-person (whether an overseas Citizen of India or foreign national)
a) Should visit the web portal to view the form.
b) Click the registration link.
c) Fill the form with requisite details and shall submit
i) An Overseas Citizen of India shall submit a self attested photocopy of Overseas Citizen Card or any
other Government ID issued by the concerned country where the applicant is residing.
ii) A foreign national shall submit a self attested photocopy of any Government ID of the concerned
country bearing the name and address of the applicant.[PART II—I DELHI GAZETTE : EXTRAORDINARY 3
Note: 1. The applicant, who does not have any Government ID, may file a request for registration as
litigant in-person with the e-filing portal along with duly attested affidavit and supporting
documents in this regard, which shall be considered by the Competent authority.
2. The affidavits(s) filed by any applicant should be in accordance with Rules 7(c), Chapter XIX,
Delhi High Court (Original Side) Rules, 2018 which requires that affidavits signed outside India,
shall be signed and apostilled in accordance with the provisions of the ‘Hague Convention
Abolishing the Requirement of Legalization for Foreign Public Documents, 1961’.
Note: This Amendment shall come into force from the date of its Publication in the Gazette.
