Directorate General of Shipping, Govt. of India, Mumbai issued Training Circular No. 28 of 2018, dated 09.10.2018, regarding Form of Institute clarification (Ref.:QMS -7.0, No.TR/Mis/9(3)/2018, IS/ISO Clause No.7.1, Page 1 of 2). The Directorate decided to delete para 3 and 3.1 of Training Circular No. 11 of 2018, originally issued on 16.4.2018. Para 1.3.2 of DGS Order 5 of 2016 and para 1.4.2 of DGS Order 7 of 2016 outlines that only institutes promoted, owned, or managed by Central and State Governments, Public Sector Undertakings, or non-profit public trusts/companies registered under Section 8 of the Indian Companies Act, 2013, with management support from shipping professionals, can apply for Maritime Training Institute approval. MTIs are allowed to continue, provided profits from activities are reinvested. This is issued with the approval of the Director General of Shipping and Secretary to the Govt. of India. This Directorate had issued Training Circular No.l 1 of 201g dated
16.4.2018 modi$ring the clause related to Form of Institute.
Many
representation from the existing societies which run the maritime training
institute were received in this Directorate. Taking into consideration, their
view point, this Directorate has decided to delete para 3 and 3.1 of rraining
Circuiar No. 1 1 of 2018.
Para 1.3.2 of DGS Order 5 of 2016 and para 1.4.2 of DGS Order 7 of
2076 may be read as follows:
Form of Institute- Only such institutes as promoted, owned, managed by
Central and State Governments, public Sector Undertakings or
by
registered non-profit public trusts or companies registered under section g
of Indian Companies Act, 2013, with management support of shipping
professionals, can apply for approval for setting up of Maritime Training
Institute for conducting maritime courses. Any society which has been
earlier granted approval by this Directorate for setting up of maritime
training institute shall be allowed to continue, provided the profits from the
activities of the MTIs are reinvested for the purposes of the Institute.
