NOTIFICATION
The draft of the Karnataka State Police Services (Direct Recruitment of Meritorious Sportspersons to the
cadres of Police Constables, Sub-Inspectors of Police and Deputy Superintendents of Police) (Special) Rules,
2020, which the Government of Karnataka proposes to make in exercise of the powers conferred by sub-
section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14
of 1990) is hereby published as required by sub-section (2) of section 3 of the said Act, for the information
of all persons likely to affected thereby and notice is hereby given that the said draft will be taken into
consideration after expiry of fifteen days from the date of its publication in the official Gazette.
Any objection or suggestion, which may be received by the State Government from any person with
respect to said draft before the expiry of the period specified above will be considered by the State
Government. Objections and suggestions may be addressed to the Additional Chief Secretary to
Government, Home Department, Vidhana Soudha, Bengaluru-560 001.
DRAFT RULES
1. Title, Commencement and application.- (1) These rules may be called the Karnataka State
Police Services (Direct Recruitment of Meritorious Sportspersons to the cadres of Police Constables, Sub-
Inspectors of Police and Deputy Superintendents of Police) (Special) Rules, 2020.
(2) They shall come into force from the date of their final publication in the Official Gazette.
(3) Notwithstanding anything contained in the Karnataka Civil Services (General Recruitment) Rules,
1977 or the Karnataka State Police including Ministerial Services (Recruitment) Rules, 2004 or the Karnataka
State Reserve Police (Recruitment and Condition of Service) Rules, 2009 or the Karnataka State industrial
security Force (Cadre and Recruitment) rules, 2011 or the Recruitment of Gazetted Probationers

(appointment by competitive Examination) rules, 1977 or any other rules of recruitment relating to the
categories of posts specified in the schedule made or deemed to have been made, under the Karnataka
State Civil Services Act, 1978 (Karnataka Act 14 of 1990), the provisions of these rules shall apply to not
more than 2 percent of posts in direct recruitment of Meritorious Sports persons to the cadres of Police
Constables, Sub-Inspectors of Police and Deputy Superintendents of Police in police service as specified in
the schedule.
2. Definitions.- (1) In these rules unless the context otherwise requires,-
(a) “Asian Games or Asaid” means the games organized by the Olympic Council of Asia having its
Headquarters at Kuwait or any other place declared as such by it and recognized by the
International Olympic Committee;
(b) “Committee” means a Special Selection Committee specified in the shedule to these rules;
(c) “Commonwealth Games” means the quadrennial games organized by the Commonwealth Games
Federation, an international organization, having its Headquarters at London, England, United
Kingdom or any other place declared as such by it;
(d) “Davis Cup” means the annual international team event in men’s tennis organized by the
International Tennis Federation (ITF), having its headquarters at London, England, United
Kingdom;
(e) “Government” means Government of Karnataka;
(f) “Meritorious Sportsperson” means a citizen of India who has participated in any of the sports or
games listed in the table in sub-rule (2) of rule 4 and won medals in the zonal, national or
international events as specified in the table in sub-rule (3) of rule 4 and domiciled in Karnataka
for at least five years prior to his achievement in such events.
Provided that, in the case of a meritorious sportsperson, who has participated in Olympics or
Asian Games or Commonwealth Games, he must have represented Karnataka for at least three
years in the national level tournaments during the five years immediately preceding his
participation in Olympic or Asian Games or Commonwealth Games.
(g) “National Championship” means the annual championship organized by the respective sports
associations affiliated to the Indian Olympic Association;
(h) “National Games” means the quadrennial National Games organized by the Indian Olympic
Association;
(i) “Olympic Games/Olympiad" means the summer Olympic Games organized by the international
Olympic Committee having its headquarters at Lausanne, Switzerland or any other place
declared as such by it and does not include winter Olympic Games or any other Olympic Games.
(j) “Police Service” includes service under police (civil), wireless, City Armed Reserve, District Armed
Reserve, Karnataka State Reserve Police and Karnataka Industrial Security Force.
(k) "SAARC Championship or South Asian Federation Games" means the biennial multi-sport event
organized by South Asian Olympic Council having its headquarters at Kathmandu, Nepal;
(l) “South Zone for Seniors” means the annual championship organized among the South Indian
States by the respective sports associations for persons above 19 years affiliated to the Indian
Olympic Association;
(2) Words and expressions used but not defined in these rules shall have the same meaning assigned to
it in the Karnataka Civil Services (General Recruitment) Rules, 1977 or any other rules made or deemed to3
have been made by Government under the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of
1990).
3. Composition of the Committees, Minimum Qualifications etc.,- (1) The composition of the
committees, power of the chairperson of the committee for the posts, minimum qualifications,
achievements, age limits, minimum physical standards, training, probation, seniority, etc., in respect of
selection of meritorious sports person for up to two percent of the posts as horizontal reservation in respect
of the categories of posts specified in column (2) of the Schedule shall be as specified in column (3) thereof,
appended to these rules.
(2) Upper Limit.-The number of meritorious sportspersons to be recruited in each of the categories
of police constable, sub-inspector and Deputy superintendent of police in Karnataka State Police Service,
Karnataka State Reserve Police and Karnataka State Industrial Security Force under these rules shall not
exceed two percent of Direct recruitment posts as horizontal reservation in each of the categories of SC, ST,
OBC and General merit.
4. Application of other rules.- The Karnataka Civil Services (Classification, Control and Appeal)
Rules, 1957, the Karnataka Civil Services (Conduct) Rules, 1966, the Karnataka Civil Services (Probation)
Rules, 1977 and all other rules for the time being in force regulating the conditions of services of
Government Servants made or deemed to have been made under the Karnataka State Civil Services Act,
1978 (Karnataka Act 14 of 1990) in so far as such rules are not inconsistent with the provisions of these
rules shall be applicable to the persons selected and appointed under these rules.
5. Method of Selection.- (1) Inviting Applications: The Committee after ascertaining the number
of vacancies to be filled under these rules shall issue an advertisement inviting applications from eligible
meritorious sportspersons in such form as may be specified by it by giving wide publicity in such media of
publicity as it deems fit including the Karnataka Gazette, at least two leading newspapers having wide
circulation, out of which, at least one shall be in Kannada, the All India Radio and Doordarshan. The number
of vacant posts proposed to be filled, the time limit for submitting applications along with details such as
conditions of eligibility, method of selection etc., shall also be specified in advertisement:
(2) A candidate shall be considered as a meritorious sportsperson only if he has participated in the
sports or games specified in the table in the zonal, national or international events hereunder either as an
individual participant or a member of the team in respect of team sports or games:

(3) Lists of eligible Candidates.- Upon receipt of applications from the eligible meritorious
sportspersons, the Committee shall prepare a list of eligible candidates on the basis of the marks secured by
them in accordance with the grading or weightage specified in column (3) of the table below in respect of
each of the achievements in sports or games specified in column (2) thereof:

(4) No meritorious sportsperson shall be eligible for selection unless his achievement is within ten
years from the date of application. if a meritorious sportsperson has won more than one medal, the medal
of the highest order won by him shall be taken into account for the purpose of grading or weightage under
sub-rule (3).
6. List of selected candidates.- The Committee shall, on the basis of the total marks secured in the
grading or weightage under sub-rule (3) of rule 5 prepare a provisional list of selected candidates based on
merit lists of candidates suitable for appointment. The number of candidates to be included in such lists
shall be equal to the number of available posts specified in the advertisement.
7. The provisional selected list shall be published by the Committee on department official website for
information of the candidates, Candidates likely to be affected may address objections, if any, to the
Member-Secretary of the Committee, within a period of fifteen days from the date of such publication.
Note: The candidates, whose names are included in the provisional merit lists, shall not be required
to appear for the endurance test.
8. Medical Examination.-The candidates, whose names are included in the provisional merit lists
shall be subjected to a comprehensive medical examination by a medical board at the time and place fixed
by the Committee. The medical examination shall be the same as prescribed for direct recruitment to the
cadres of Police Constables, Sub-Inspectors of Police and Deputy Superintendents of Police respectively. The
medical board shall be headed by an officer not below the rank of a District Surgeon. The Medical
Examination report given by Medical Board is final. there shall be no second opinion. the names of the
candidates, who are found to be not fit by the medical board, shall be deleted from the provisional merit list
prepared under rule 6.
9. Final lists.-The Committee shall consider the objections received under rule 7 and make final select
lists equal to the number of vacancies notified with such modifications as it deems fit and publish the same,
duly indicating the reasons for the modifications, in the Karnataka Gazette and its website and such other
media of publicity as it may deem fit. It shall send copies of the final select lists to the appointing
authorities concerned and intimate the fact of selection to the selected candidates.
10. Appointment of candidates.-Mere inclusion of the name of a candidate in the final select list, by
itself, confers no right for appointment. No candidate, whose name is included in the final select list, shall be
appointed unless he is found to be of good character and suitable for appointment to Government service in
all respects. The appointing Authority shall verify the veracity of the contents of the affidavit and certificates.
Upon such verification, if the contents of the affidavit and certificates are found to be false, the name of the
candidate shall deleted from the final select list. The decision of the appointing Authority in this regard shall
be final.6

(2) Educational Qualification.-
(a) For Police Constables (Civil): Must have passed Pre-University
Course or an equivalent examination.
(b) For Armed Police Constables (City Armed Reserve or
District Armed Reserve) and Reserve Police Constable
(Karnataka State Reserve Police or Karnataka State
Industrial Security Force): Must have passed Secondary
School Leaving Certificate or an equivalent examination.
(c) For Police Constable (Wireless): Must have passed Pre-
University Course or an equivalent examination in Science stream.
Notwithstanding anything contained in sub-rule (5) of rule 5 of
the Karnataka Civil Services (General Recruitment) Rules, 1977 if a
meritorious sportsperson does not posses the minimum Acadamic
qualification prescribed, he may be allowed to participate in the
recruitment process, if found otherwise eligible and suitable, he
may be selected and appointed, subject to the condition that he
shall acquire the minimum Acadamic qualification prescribed within
a period of five years from the date of his appointment failing
which, he shall be liable to be discharged from service. His
probation period shall be deemed to have been extended upto five
years.7
(3) Age Limits.-
(a) For Police Constables (Civil/Wireless).- Notwithstanding
anything contained in sub-rule (2-A) of rule 6 of the
Karnataka Civil Services (General Recruitment) Rules, 1977,
the meritorious sportsperson must have attained the age of
19 years and not have attained the age of:
(i) 25 years in the case of meritorious sportspersons
belonging to the General Merit category.
(ii) 27 years in the case of meritorious sportspersons
belonging to the Scheduled Castes, the Scheduled
Tribes and the Other Backward Classes.
(b) For Armed police constables (City Armed Reserve or
District Armed Reserve: Notwithstanding anything
contained in sub-rule (2-A) of rule 6 of the Karnataka Civil
Services (General Recruitment) Rules, 1977, the meritorious
sportsperson must have attained the age of 18 years and not
have attained the age of:
(i) 25 years in the case of meritorious sportspersons
belonging to the General Merit category.
(ii) 27 years in the case of meritorious sportspersons
belonging to the Scheduled Castes, the Scheduled
Tribes and the Other Backward Classes.
(c) For Reserve police Constables- Karnataka State
Reserve Police or Karnataka State Industrial Security
Force: Notwithstanding anything contained in sub-rule (2-A)
of rule 6 of the Karnataka Civil Services (General
Recruitment) Rules, 1977, the meritorious sportsperson must
have attained the age of 18 years and not have attained the
age of:
(i) 25 years in the case of meritorious sportspersons
belonging to the General Merit category.
(ii) 27 years in the case of meritorious sportspersons
belonging to the Scheduled Castes, the Scheduled
Tribes and the Other Backward Classes.
(4) Achievements in Sports or Games applicable.- Must have
secured 46 or above marks as per schedule sub-rule (3) of rule 5.
5) Minimum Physical Standards.-
(a) Height:
(i) Men: 155 centimeters
(ii) Women: 150 centimeters
(b) Chest (For men only): 81 centimeters normal, with a
expansion of 05 centimeters.
(c) Weight (For women only): 45 Kilograms
(6) Training.-Meritorious Sportspersons appointed in this category
shall undergo basic training simultaneously with regular sports activities
in accordance with a special training programme drafted with the8
approval of the Direct General and Inspector General of Police.
(7) Probation.- The period of probation shall be for two and a
half years.
(8) Seniority.- Seniority of the meritorious sportspersons
appointed under these rules shall be determined in accordance with the
Karnataka Government Servants’ (Seniority) Rules, 1957.
(9) Verification of Sports, Academic, Income and Caste
Documents.-Authenticity of the documents relating to academic
qualifications, achievements in sports or games, caste, income etc.,
shall be subjected to due verification by the appointing authority
concerned.

a university established by law in India or equivalent qualification.
(3) Age Limits.- Notwithstanding anything contained in rule 6 (2-
A) of the Karnataka Civil Services (General Recruitment) Rules, 1977,
meritorious sportspersons must have attained the age of 21 years
and not have attained the age of:
(a) 28 years in the case of meritorious sportspersons
belonging to the General Merit category.
(b) 30 years in the case of meritorious sportspersons
belonging to the Scheduled Castes, the Scheduled Tribes
and the Other Backward Classes.
(c) 35 years in the case of meritorious sportsperson
belonging to the General Merit category in-service
candidate.
(d) 40 years in the case of meritorious sportsperson
belonging to the Scheduled Caste or Scheduled Tribe or
Other Backward Classes category in service candidates.9
(4) Achievements in Sports or Games applicable.-
Must have secured 50 or above marks as per schedule sub-rule
(3) of rule 5.
(5) Minimum Physical Standards.-
(a) Height :
(i) Men: 155 centimetres
(ii) Women: 150 centimetres
Chest (For men only): 81 centimetres normal, with a expansion
of 05 centimetres.
(a) Weight (For women only): 45 Kilogram.
(6) Training: Meritorious Sportspersons appointed in this category
shall undergo training simultaneously with regular sports activities in
accordance with a special training programme drafted with the
approval of the Direct General and Inspector General of Police.
(7) Probation: The period of probation shall be for two and a half
years.
(8) Seniority: Seniority of the meritorious sportspersons shall be
determined in accordance with the Karnataka Government Servants’
(Seniority) Rules, 1957.
(9) Verification of Sports/Academic, Income and Caste
Certificates: Authenticity of the documents relating to academic
qualifications, achievements in sports/games, caste, income etc., shall
be subjected to due verification by the appointing authority concerned.

(2) Educational Qualification.- A Bachelor’s Degree awarded by
a university established by law in India or equivalent qualification.
(3) Age Limits.-Notwithstanding anything contained in rule 6 (2-A) of
the Karnataka Civil Services (General Recruitment) Rules, 1977,
sportspersons must have attained the age of 21 years and not have
attained the age of:
(a) 38 Years in the case of meritorious sportspersons
belonging to the General Merit category.
(b) 40 years in the case of meritorious sportspersons
belonging to Other Backward Classes excluding Category-1
(c) Achievements in Sports or Games applicable.- Must
have secured 55 or above marks as per schedule sub-rule
(3) of rule 5.
(5) Minimum Physical Standards.-
(a) Height :
(i) Men: 155 centimetres.
(ii) Women: 150 centimeters.
(a) Chest (For men only): 81 centimetre normal, with a
expansion of 05 centimetres.
(b) Weight: (For women only) 45 Kilograms.
(6) Training.- Meritorious Sportspersons appointed in this
category shall undergo training simultaneously with regular sports
activities in accordance with a special training programme prepared
with the approval of Direct General and Inspector General of Police.
(7) Probation.- The period of probation shall be for two and a
half years.
(8) Seniority.- Seniority of the meritorious sportspersons shall be
determined in accordance with the Karnataka Government Servants’
(Seniority) Rules, 1957.
(9) Verification of Sports or Academic, Income and Caste
Certificates.- Authenticity of the documents relating to academic
qualification achievements in sports or games, caste, income etc, shall
be subjected to due verification by the appointing authority concerned.
