Registered No. HSE-49/2016 PART I EXTRAORDINARY No.341 AMARAVATI, SATURDAY, JULY 4, 2026 G.324 NOTIFICATIONS BY GOVERNMENT --x-- Municipal Administration & Urban Development Department – Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 – Approval of Street Vending Plans furnished by 51 Urban Local Bodies under Section 21(2) of the Act – Determination of norms applicable to Street Vendors and issuance of implementation guidelines for Urban Local Bodies and Town Vending Committees – Notification – Orders – Issued. ====================================================== [G.O.Ms.No.140, MA&UD (UBS) DEPARTMENT, Date: 04-07-2026] NOTIFICATION In exercise of the powers conferred under sub-section (2) of Section 21 of the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, the Government of Andhra Pradesh hereby: (1) approve and notify the Street Vending Plans furnished by the 51 Urban Local Bodies specified in ANNEXURE - II appended to this Notification; (2) determine and notify the norms applicable to Street Vendors specified in Part-A of ANNEXURE - I for the purposes of Section 21(2) of the Act; and (3) prescribe the implementation guidelines specified in Parts-B and C of ANNEXURE - I for guidance and compliance by the Urban Local Bodies and Town Vending Committees in implementation of the notified Street Vending Plans. (BY ORDER AND IN THE NAME OF THE GOVERNOR OF ANDHRA PRADESH) S. SURESH KUMAR PRINCIPAL SECRETARY TO GOVERNMENTANNEXURE – I Part – A Norms to be followed by Street Vendors 1. No permanent, semi-permanent, or immovable structures shall be erected in vending zones and only temporary, removable stalls shall be permitted. 2. Vendors shall not obstruct vehicular traffic, pedestrian movement, emergency access routes, or visibility at junctions and shall ensure free flow of movement at all times. 3. Vendors shall comply with relocation instructions issued by the local authority whenever required for road widening, infrastructure development, traffic management, or public interest purposes. 4. Vendors shall maintain prescribed safety distance from electrical installations such as transformers, substations, and overhead/underground power lines as per safety norms. 5. Vendors shall not occupy, encroach upon, or obstruct proposed roads, road margins, or alignments shown in the Master Plan, Zonal Development Plan, or Layout Plans. 6. Vendors shall maintain a minimum safe distance from storm water drains, open drains, and sewage channels and shall not dump any waste into drains or public spaces. 7. Vendors shall ensure proper collection and disposal of solid and liquid waste only in designated systems provided or arranged by the Urban Local Body (ULB). 8. Vendors shall maintain hygienic and sanitary conditions in and around vending areas and prevent any nuisance such as foul smell, spillage, or unhygienic practices. Part – B Norms to be followed by Urban Local Bodies 1. The local authority shall, in consultation with the planning authority and on the recommendations of the Town Vending Committee, prepare a Plan for Street Vending once in every five years. 2. The ULB shall ensure issuance of Certificate of Vending and Identity Cards only after proper verification and compliance with eligibility norms. 3. The ULB shall provide basic civic amenities in vending zones, such as water, sanitation, lighting, and waste disposal facilities wherever feasible. 4. The plan shall ensure that all existing street vendors identified in the survey are accommodated, based on holding capacity. 5. The approved plans shall be incorporated into the Proposed Master Plan, Zonal Plan, Development Plan, Layout Plans, and other spatial planning documents.Part – C Norms to be followed by Town Vending Committees 1. As per Rule 4(9) of the Andhra Pradesh Street Vendors (Protection of Livelihood and Regulation of Street Vending) Rules, 2017, the Town Vending Committee shall discharge its duties. S.
