नई दिल्ली, 25 िुलाई, 2024 का.आ. 3047(अ).—सांजयिकी और काियक्रम कािायन्विन मंत्रालि, सांजयिकी संग्रहण जनिमावली, 2011 के जनिम 5 और 7 के साथ पठित सांजयिकी संग्रहण अजधजनिम, 2008 (2009 का 7) िथा संिोजधत 2017 (2017 का 21) की धारा 3 और 4 द्वारा प्रित्त िजििों का उपिोग करते हुए, एति्द्वारा एक सांजयिकीि सवेक्षण, जिसे इसके आग े ‘वार्षयक औद्योजगक सवेक्षण 2023-24’ के रूप म ें संिर्भयत दकिा िाएगा, के माध्िम से अनुसूची-I म ें उजल्लजखत ब्िोरे के अनुसार जवजनमायण तथा इससे संबंजधत काियकलापों के बारे म ेंआंकड़े एकत्र करन े का जनिेि िेता ह।ै 2. इसके अलावा, मंत्रालि उपिुयि जनििे ों के संिभय म ें अनुसूची-II म ें उजल्लजखत व्यजििों और साथ ही कािायलि म ें उनके नाजमजतिों को, उसम ें िी गई भौगोजलक इकाइिों के संबंध म ें सांजयिकी अजधकाठरिों के रूप म ें जनिुि करता ह ै । प्रत्िेक सांजयिकी अजधकारी साजं यिकी संग्रहण जनिमावली 2011 के साथ संलग्न फाम-य I नामक जनधायठरत प्रपत्र म ें भर कर एक वचनबन्ध तत्काल अपर महाजनिेिक, क्षत्रे संकाि य प्रभाग, राष्ट्रीि प्रजतिि य सवेक्षण कािायलि, नई दिल्ली को प्रस्ट्ततु करेगा । 3. संबंजधत सांजयिकी अजधकारी द्वारा प्राजधकृत व्यजि, सांजयिकी संग्रहण जनिमावली, 2011 के साथ संलग्न फाम-य I नामक जनधायठरत प्रपत्र म ें भरा गिा वचनबन्ध सांजयिकी अजधकारी को प्रस्ट्तुत करन े के पश्चात प्रपत्र म ें सूचनािाता द्वारा िी 4727 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] गई सूचना के सत्िापन, तत्संबंधी ठरकॉडों की िांच, और िसै ा भी आवश्िक हो, स्ट्पष्टीकरण मागं न े के जलि,े सांजयिकी अजधकारी के भौगोजलक कािक्षय ेत्र म ें जनिुि दकि े िाएंग े । इन कतयव्यों के अनुसार, प्रत्िेक व्यजि फोटो पहचान पत्र अथवा संबंजधत सांजयिकी अजधकारी द्वारा िारी प्राजधकार पत्र अपने साथ रखेगा । सांजयिकी अजधकारी प्राजधकृत व्यजििों द्वारा प्रस्ट्तुत वचनबन्ध को सुरजक्षत अजभरक्षा म ें रखेगा तथा उपरोि वचनबन्ध प्राप्त करने का प्रमाण पत्र अपर महाजनिेिक, क्षत्रे संकाि य प्रभाग, राष्ट्रीि प्रजतिि यसवेक्षण कािायलि, नई दिल्ली को अग्रेजषत करेगा। 4. वार्षयक औद्योजगक सवेक्षण (एएसआई) अनुसूची के भाग I म ें एकत्र दकए गए आंकड़े, उजचत सत्िापन और िांच के बाि, उप महाजनिेिक, औद्योजगक सांजयिकी स्ट्कंध, कोलकाता के कािायलि म ें काियरत अजधकाठरिों द्वारा संसाजधत दकिा िाएगा तथा वार्षयक औद्योजगक सवेक्षण (एएसआई) अनुसचू ी के भाग II म ें एकजत्रत आकं ड़ो को श्रम ब्िरू ो म ें काियरत अजधकाठरिों द्वारा संसाजधत दकिा िाएगा I सांजयिकी संग्रहण अजधजनिम 2008 के प्रावधानों तथा सांजयिकी संग्रहण जनिमावली, 2011 के प्रावधानों के अनुसार, सांजयिकीि तकनीकों के माध्िम स े उत्पादित डाटा स े तैिार ईकाई स्ट्तरीि आंकडे एव ं ठरपोटें मन्त्रालि के औद्योजगक सांजयिकी स्ट्कंध तथा संगणक केन्र और श्रम तथा रोिगार मन्त्रालि के अन्तगतय श्रम ब्िरू ो की अजभरक्षा म ें रख े िाए ं तथा उनके द्वारा सरकार के नीजत जनिेिों के अनुसार सरकार तथा सरकार के बाहर के प्रिोगकतायओं, राज्िों/संघ राज्ि क्षेत्रों तथा आम िनता के प्रिोग हते ु प्रसाठरत दकिा िाए। 5. वार्षयक औद्योजगक सवेक्षण 2023-24 स े सम्बंजधत दकसी भी काियकलाप, िैसे आंकडा संग्रहण, आंकडा प्रसंस्ट्करण तथा प्रचार प्रसार म ें लग े सभी व्यजि सांजयिकी संग्रहण अजधजनिम, 2008 और सांजयिकी संग्रहण जनिमावली, 2011 के प्रावधानों द्वारा अजधिाजसत होंगे । 6. सांजयिकी अजधकाठरिों को जनम्नजलजखत िजििा ं प्रिान की गई ह:ैं (क) सांजयिकी अजधकारी उपिुयि जनिेिों के अनुसार आंकडा संग्रहण के जलए, व्यवसाि संबंधी ठरकाडय तथा अन्ि ठरकाड य के आधार पर सूचनािाताओं द्वारा िी गई िानकारी का सत्िापन करने तथा फैक्ट्री के स्ट्वामी िा अजधभोिा िा फैक्ट्री के प्रभारी व्यजि अथवा प्रजतष्ठान िा प्रबन्धन, िैसा भी मामला हो, िहां ऐसा ठरकाडय रखा गिा ह ै वहा ं पर स्ट्पष्टीकरण प्राप्त करन ें के जलए कमयचाठरिों को प्रजतजनिुि/प्राजधकृत करन े के जलए अजधकार प्रित्त ह।ैं सांजयिकी अजधकारी राज्ि सरकारों/संघ िाजसत क्षेत्रों के प्रिासजनक जनिन्त्रणाधीन ऐस े कमयचाठरिों को प्रजतजनिुि/प्राजधकृत करने के जलए अजधकार प्रित्त ह ैं िो उनम ें स े दकसी फैक्ट्री/प्रजतष्ठान स े आंकडे एकत्र करना चाहता हो जिसके जलए सांजयिकी अजधकारी द्वारा उसके प्रिासजनक जनिन्त्रणाधीन दकसी कमयचारी को प्रजतजनिुि/प्राजधकृत न दकिा गिा हो। (ख) सांजयिकी अजधकारी प्रत्िेक सूचनािाता को आंकडा संग्रहण के उद्देश्ि स े जनधायठरत फामय म ें एक माह िा िो भी अवजध उजचत समझ,े ठरटनय प्रस्ट्तुत करने के जलए नोठटस िारी करने के जलए अजधकार प्रित्त ह।ैं (ग) सांजयिकी अजधकारी दकसी भी सूचनािाता को वेबपोटयल के माध्िम स े एक जनजश्चत अवजध के जलए, िो उसके द्वारा सूचनािाता को िारी नोठटस म ें ििायिी गई हो, इलेक्ट्राजनक रूप म ें ठरटनय प्रस्ट्तुत करने की सुजवधा प्रिान करने के जलए अजधकार प्रित्त ह।ै अनसु चू ी-I साजं यिकी सग्रं हण का जवषि और प्रिोिन : 1. वार्षयक औद्योजगक सवेक्षण 2023-24 के माध्िम स े संगठित जवजनमायण क्षत्रे की वृजि, संरचना और ढांच े जिसम ें जवजनमायण प्रदक्रिा स े संबंजधत काियकलाप, मरम्मत सेवाए,ं गैस और िलापूर्त य तथा कोल्ड स्ट्टोरेि स े संबंजधत काियकलाप िाजमल ह,ैं के बारे म ेंआंकड़े एकत्र दकए िाते ह ैं।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 साजं यिकी सग्रं हण के जलए भौगोजलक क्षत्रे : 2. सांजयिकी संग्रहण अजधजनिम, 2008 िथा संिोजधत 2017 के तहत वार्षयक औद्योजगक सवेक्षण 2023-24 पूरे भारत म ें आिोजित दकिा िा रहा ह।ै आकं ड़ा सग्रं हण की पिजत: 3. प्रत्िेक सांजयिकी अजधकारी उसके काियक्षेत्र म ें आन े वाले सूचनािाताओं को एक नोठटस िारी करेगा, जिसम ें सूचना िेने की तारीख, जिसे सूचना िी िानी ह ैउस अजधकारी अथवा कािायलि का नाम, जिस इकाई अथवा जिन इकाइिों के बारे म ें सूचना िी िानी ह,ै उसका ब्िौरा और प्रपत्र तथा जवजध जिसके अनुसार सूचना प्रिान की िानी अपेजक्षत ह,ै जिसम ें इस उद्देश्िके जलए जनरुजपत तथा सचू नािाताओं के जलए नोठटस म े ििायिी गई जनजश्चत जतजथ तक उपलब्ध करवाए िान े वाल े वेब पोटयल के माध्िम स ेइलेक्ट्राजनक रुप म ें सूचना प्रस्ट्ततु करना भी िाजमल ह ैका उल्लेख होगा। सचू नािाताओं का स्ट्वरूप जिनस े आकं ड़े एकत्र दकए िान ेह:ैं 4. सूचनािाता कारखाना अजधजनिम, 1948 के अन्तगयत पंिीकृत कारखानों अथवा बीड़ी एव ं जसगार कामगार (रोिगार की पठरजस्ट्थजतिां) अजधजनिम, 1966 के तहत पंिीकृत प्रजतष्ठानो िा जनम्नजलजखत म ें स े दकसी भी अजधजनिम/बोड/य प्राजधकरण िसै े कंपनी अजधजनिम, 2013, िकू ान तथा व्यवसाजिक प्रजतष्ठान अजधजनिम, सोसािटी पंिीकरण अजधजनिम, सहकारी सजमजत अजधजनिम, खािी एव ं ग्रामोद्योग बोड,य उद्योग जनििे ालि (जिला उद्योग केन्र) के अन्तगयत पिं ीकृत ह ैं के माजलक अथवा िखलकार िा प्रभारी ह,ैं जिन्ह े सांजयिकी अजधकारी द्वारा उपिुयि जनििे ों के अनुसार, इकाइिों के बारे म ेंसूचना उपलब्ध करवान े के जलए नोठटस िारी दकिा िाएगा । 5. सांजयिकी अजधकारी उन िो अथवा अजधक इकाइिों िा प्रजतष्ठानों िो एक ही प्रबन्धन के अधीन राज्ि िा संघीि क्षत्रे म ें चल रही हो जिनके बारे में प्रत्िेक इकाई के अनुसार अलग-अलग सूचना उपलब्ध नहीं ह ै तो संबंजधत प्रबन्धन के माजलक अथवा िखलकार िा प्रभारी व्यजि को नोठटस िारी कर समेदकत सूचना प्रस्ट्तुत करने के जलए कह सकता ह ै| साजं यिकी सग्रं हण का काि य सम्पन्न करन ेकी अवजध 6. प्रत्िेक सूचनािाता द्वारा सूचना प्रस्ट्तुत करन े की तारीख नोठटस म ें उजल्लजखत की िाएगी और िह आमतौर पर अगस्ट्त, 2024 स े िुलाई, 2025 के बीच होगी । सिं भ य अवजध 7. प्रसत् ुत की िाने वाली सूचना, 01 अप्रैल, 2023 स े िुरू होने वाले और 31 माचय, 2024 को समाप्त होने वाल े जवत्तीि वषय अथवा इकाई के लेखा वषय, िो 01 अप्रैल, 2023 और 31 माच,य 2024 के बीच दकसी भी तारीख को समाप्त होता ह,ै के बारे म ेंहोगी । एकत्र की िान े वाली सूचना की प्रकृजत 8. अपेजक्षत सूचना पठरसम्पजत्तिों और िेिताओं, प्राजप्तिां, व्यि, जनवेि की मि ें (िेिी अथवा आिाजतत), उत्पाि और उप- उत्पाि, जवतरण संबंधी व्यि, रोिगार तथा श्रम लागत, काि य दिवस, काि य दकए गए श्रम दिवस, अनुपजस्ट्थजतता, श्रम टनयओवर, काि य दकए गए श्रम घटं े, आि तथा सामाजिक सुरक्षा स े संबंजधत ह।ै भाषा जिसम ेंसूचनािाता द्वारा सचू ना िी िानी ह ै 9. सूचनािाता जनधायठरत प्रपत्र म ें हहिं ी अथवा अग्रं ेिी म ें सूचना उपलब्ध कराएगा ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] सचू नािाता का िाजित्व 10. कारखाना िा प्रजतष्ठान अथवा प्रबन्धन, िैसा भी मामला हो, का माजलक िा िखलकार संबंजधत सांजयिकी अजधकारी स े प्राप्त नोठटस म ें दिए गए तरीके स े और तारीख तक सूचना उपलब्ध कराएगा । वह सांजयिकी अजधकारी अथवा उसके द्वारा प्राजधकृत व्यजि द्वारा मागं े िाने पर अपेजक्षत सूचना के संबंध म ें जनरीक्षण के जलए तत्संबंधी ठरकाडय उपलब्ध कराएगा और पूछे गए प्रश्नों के उत्तर भी िेगा । जनरीक्षण दकए िान ेवाल ेकारोबारी ठरकॉडय और अन्ि ठरकॉडों की प्रकृजत 11. सांजयिकी अजधकारी अथवा उसके द्वारा प्राजधकृत व्यजि इकाई द्वारा उपलब्ध कराई गई सूचना के समथयन म ें उस इकाई के कारोबार ठरकाडय िैसे दक बैलेंस िीट, लाभ और हाजन खाता, मस्ट्टररोल, उपजस्ट्थजत रजिस्ट्टर, वेतन नामावली, जनिेिक की ठरपोट यअथवा कोई अन्ि िस्ट्तावेि की िांच कर सकता ह ै। जनरीक्षण का तरीका 12. संबंजधत सांजयिकी अजधकारी अथवा उसके द्वारा प्राजधकृत व्यजि उपिुयि वर्णतय जनिेिों के अनूसार इकाई के कारोबार ठरकाडय और अन्ि िस्ट्तावेिों के आधार पर इकाई द्वारा उपलब्ध कराई गई सूचना की पुजष्ट कर सकता ह ै और संबंजधत माजलक अथवा िखलकार िा प्रभारी व्यजि अथवा इकाई के प्रबंधन द्वारा प्राजधकृत व्यजि स े ईकाई प्रांगण म ें स्ट्पष्टीकरण मागं सकता ह ै। अनसु NOTIFICATION New Delhi, the 25th July, 2024 S.O. 3047(E).—In exercise of the powers conferred by sections 3 and 4 of the Collection of Statistics Act, 2008 (7 of 2009), as amended in 2017 (21 of 2017), read with rules 5 and 7 of the Collection of Statistics Rules, 2011, the Ministry of Statistics & Programme Implementation hereby directs Collection of Statistics on manufacturing and related activities through a statistical survey, hereinafter referred to as ‘Annual Survey of Industries 2023-24’, as per the details mentioned in the Schedule-I. 2. The Ministry further appoints the persons as also their assignees in office, mentioned in the Schedule II as Statistics Officers in respect of the geographical units mentioned thereof with reference to the aforesaid direction. Each Statistics Officer shall immediately submit an undertaking in the prescribed format, namely, Form-I appended to the Collection of Statistics Rules, 2011, to the Additional Director General, Field Operations Division, National Sample Survey Office, New Delhi. 3. The persons authorized by each statistics officer, after submission of undertaking in the prescribed format, namely, Form-I appended to the Collection of Statistics Rules, 2011 to the Statistics Officer, would be engaged in the geographical jurisdiction of the Statistics Officer for verification of information furnished by informants, for inspecting relevant records, and for seeking clarifications, as may be necessary, from informants. In accordance with these duties, each person authorized would carry a photo identity card and a letter of authorization issued by the concerned Statistics Officer. The Statistics Officer shall keep the undertakings of the authorized persons in his safe custody and forward a certificate of having obtained the above undertakings to the Office of the Additional Director General, Field Operations Division, National Sample Survey Office, New Delhi. 4. The statistics collected in Part I of Annual Survey of Industries (ASI) schedule after due verification and scrutiny, will be processed by officials working at the Office of the Deputy Director General, Industrial Statistics Wing, Kolkata and the statistics collected in Part II of the ASI schedule thereof will be processed by officials working at the Labour Bureau. Subject to the provisions of the Collection of Statistics Act, 2008 and the Collection of Statistics Rules, 2011, the unit level data and the reports, generated from the data through statistical techniques,8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] may be kept in custody and disseminated by the Industrial Statistics Wing and the Computer Centre of this Ministry and the Labour Bureau under the Ministry of Labour and Employment to the users within and outside the Government, the States/UTs and the public at large as per policy guidelines of the Government. 5. All persons engaged in any activity in respect of collection of statistics, processing of data and dissemination with respect to ASI 2023-24 are governed by the provisions under the Collection of Statistics Act, 2008 and the Collection of Statistics Rules, 2011. 6. Following powers have been delegated to the Statistics Officers: (a) A Statistics Officer is empowered to depute/authorize officials to collect statistics in respect of the aforementioned direction, to verify any information furnished by informants on the basis of business records and other records and to seek clarifications from any owner or occupier or person in-charge of a factory or establishment or management, as the case may be, at the premises where such records are kept. A Statistics Officer is also empowered to depute/authorize officials under the administrative control of any State Government or Union territory Administration, which is willing to collect statistics from any of those factories/establishment for which the Statistics Officer has not deputed/authorized any official under his administrative control. (b) A Statistics Officer is empowered to give one month notice or for the period deemed fit to each of the informant for furnishing return in the format, specified for the purpose of collection of statistics. (c) A Statistics Officer is empowered to provide to any informant, the facility of furnishing return in electronic form through a web-portal for certain period, to be specified by him in the notice to be issued to the informant. SCHEDULE-I Subject and purpose for collection of statistics: 1. Statistics relating to growth, composition and structure of organized manufacturing sector comprising activities related to manufacturing processes, repair services, gas and water supply and cold storage is collected through Annual Survey of Industries 2023-24. Geographical area for collection of statistics: 2. The Annual Survey of Industries 2023-24 is conducted in the whole of India. Method of data collection: 3. A Notice will be issued by each Statistics Officer to informants under his jurisdiction, indicating therein the date by which, the officer or office to whom, the unit or units for which, and the formats and the manner in which information is required to be furnished, including submission of information in electronic form through a web-portal designed for the purpose and made available to informants up to a certain date, specified in the notice. Nature of informants for whom data may be collected: 4. The informants are owners or occupiers or persons in-charge, of factories registered under the Factories Act, 1948 or of establishments registered under the Beedi & Cigar Workers (Conditions of Employment) Act,1966 or the units registered under any of the following Acts/Boards/Authority viz., Companies Act, 2013, Shops and Commercial Establishments Act, Societies Registration Act, Cooperative Societies Act, Khadi and Village Industries Board, Directorate of Industries (District Industries Centre) who would be issued notice by Statistics Officer for furnishing information under the aforementioned direction. 5. A Statistics Officer may require furnishing of consolidated information in respect of two or more factories or establishments under a single management operating within a State or Union Territory, in case information is not separately available for individual factories or establishments, through a notice issued to the concerned owner or occupier or person in-charge of the management. Period during which collection of statistics may be completed: 6. The date for submission of information by each informant would be mentioned in the notice and would generally fall during August, 2024 to July, 2025. Reference period: 7. Information is required to be furnished for the financial year commencing from 1st April 2023 and ending on 31stMarch 2024 or for the Accounting Year of a unit ending on any date between 1st April 2023 and 31st March 2024. Nature of information to be collected: 8. The information required relates to assets and liabilities, receipts, expenses, input items (indigenous and imported), products and by-products, distributive expenses, employment and labour cost, working days, man-days worked, absenteeism, labour turnover, man-hours worked, earning and social security benefits.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 9 Language in which information is to be furnished by informant: 9. An informant shall furnish information in the prescribed formats, either in Hindi or in English. Obligation of informant: 10. An owner or occupier or person in-charge of a factory or establishment or management, as the case may be, shall furnish information in the manner and by the date mentioned in the notice received by him from the concerned Statistics Officer. He should also furnish relevant records for inspection, and answer questions in relation to the information sought, as may be required by the Statistics Officer or a person authorized by him. Nature of business records and other records which may be inspected: 11. Business records of a unit, such as balance sheet, profit and loss account, muster rolls, attendance registers, labour register, pay rolls, Director’s report or any other document in support of the information furnished may be inspected by the Statistics Officer or a person authorized by him. The manner of inspection: 12. The concerned Statistics Officer or a person authorized by him may verify the information furnished under the aforementioned direction on the basis of business records and other records of the unit and seek clarifications, at the premises where such records are kept, from the concerned owner or occupier or a person in-charge of a factory or establishment or management, as the case may be, or a person authorized by him of the unit.
