का.आ. 1471(अ).—पहचान स्ट्थाजपत करन े के जलए आधार संख्या का उपयोग व्यजियों को सुजिधाजनक और
जनबाचध तरीके से सहायकी, लाभ और सेिाएं प्राप्त करन े में सक्षम बनाता ह,ै पहचान स्ट्थाजपत करन े के जलए दस्ट्तािेजों की
बहुलता की आिश्यकता को समाप्त करता ह,ै प्रदियाओं को सरल बनाता ह ैऔर पारदर्शिता और दक्षता को बढािा देता ह;ै
और, भारत सरकार में सूक्ष्म, लघ ु और मध्यम उद्यम मंत्रालय (जजसे इसमें इसके पश्चात् मंत्रालय कहा गया ह)ै के
प्रिासजनक अजधकार क्षेत्र के अधीन राष्ट्रीय लघ ु उद्योग जनगम (एनएसआईसी), राष्ट्रीय सूक्ष्म, लघु और मध्यम उद्यम
संस्ट्थान (एनआई-एमएसएमई), हदै राबाद, केंद्रीय टूल रूम (प्रौद्योजगकी केंद्र), सूक्ष्म, लघ ु और मध्यम उद्यम जिकास
संस्ट्थानों के प्रजिक्षण केंद्र (एमएसएमई-डीएफओ), खादी और ग्रामोद्योग आयोग (केिीआईसी) और कयर बोड च (जजसे इसम ें
इसके पश्चात् उि एजेंसी कहा गया ह)ै प्रजिक्षण संस्ट्थानों को सहायता स्ट्कीम (जजसे इसमें इसके पश्चात् उि स्ट्कीम कहा
गया ह)ै का प्रिासन कर रहा ह;ै
और, सूक्ष्म, लघु और मध्यम उद्यम क्षेत्र स े संबंजधत संभाजित प्रजिक्षु को उि स्ट्कीम और उसके संबंध म ें जारी दकए
गए अनुदिे ों और ददिाजनदेिों के अधीन लाभार्शथयों (जजन्ह ें इसमें इसके पश्चात् लाभाथी कहा गया ह)ै से फीस जलए जबना
कौिल जिकास प्रजिक्षण (जजसे इसमें इसके पश्चात ्उि लाभ कहा गया ह)ै ददया जाता ह;ै
और, उि स्ट्कीम पर भारत की संजचत जनजध से व्यय उपगत दकया जाता ह;ै
और, उि मंत्रालय इच्छुक ह ै दक उि सरकार, उि लाभ की प्राजप्त के जलए एक ितच के रूप में लाभाथी की
पहचान स्ट्थाजपत करन े के प्रयोजनाथच, यह अपेक्षा करे दक ऐसा लाभाथी प्रमाणीकरण से गुजरे, या आधार संख्या रखन े का
प्रमाण प्रस्ट्तुत करे या दकसी ऐसे व्यजि के मामल े में, जजस े कोई आधार संख्या आिंटटत नहीं की गई ह,ै नामांकन के जलए
आिेदन करे;

अत:, अब आधार (जित्तीय और अन्य सहाजयदकयों प्रसुजिधाओं और सेिाओं का लजक्ष्यत पटरदान)
अजधजनयम, 2016 (जजसे इसम ें इसके पश्चात ् उि अजधजनयम कहा गया ह)ै की धारा 7 के उपबंधों के अनुसरण म,ें भारत
सरकार जनम्नजलजखत को अजधसजू चत करती ह,ै अथातच ्: -
1 (1) उि स्ट्कीम के अधीन उि लाभ प्राप्त करन े के इच्छुक व्यजि को प्रमाणीकरण कराना होगा या आधार संख्या होन े का
प्रमाण प्रस्ट्तुत करना होगा।
(2) यदद दकसी व्यजि को आधार संख्या नहीं दी गई ह,ै तो उस ेनामांकन के जलए आिेदन करना होगा:
परन्तु यदद िह व्यजि बालक ह,ै तो ऐसा आिेदन केिल उसके माता-जपता या जिजधक अजभभािक की
सहमजत से ही दकया जाएगा।
(3) आधार (नामांकन और अद्यतन) जिजनयम, 2016 के जिजनयम 12 के उपबंधों के अनुसार, सूक्ष्म, लघ ु और मध्यम
उद्यम मंत्रालय ऐसे लाभार्शथयों का नामांकन सुजनजश्चत करेगा, जजनका अभी नामांकन होना ह,ै या रजजस्ट्रार के
साथ समन्िय और सुजिधाजनक स्ट्थानों पर नामांकन केन्द्रों की स्ट्थापना या स्ट्ियं रजजस्ट्रार बनकर नामांकन
सुजिधाएं प्रदान करन े सजहत उजचत उपायों के माध्यम से उनके आधार जििरण को अद्यतन करेगा:
परन्त ु जब तक ऐसे लाभाथी को आधार संख्या नहीं दी जाती ह,ै तब तक िह उि लाभ प्राप्त करने के जलए
जनम्नजलजखत दस्ट्तािेज प्रस्ट्ततु करके अपनी पहचान स्ट्थाजपत कर सकेगा, जजसका िह हकदार ह ै और जो प्रस्ट्तुत करन े
के समय िैध ह,ैं या, यदद उि मंत्रालय द्वारा ऐसी पहचान के जलए प्रदान दकया गया या अजधकृत सॉफ्टिेयर ऐस े
दस्ट्तािेजों की तैयारी या रखरखाि से संबंजधत प्राजधकाटरयों के डाटाबेस से ऐसे दस्ट्तािेजों की सामग्री को प्रमाजणत
करने िाली सूचना को इलेक्ट्रॉजनक रूप से प्राप्त करने का समथचन करता ह,ै तो ऐसा प्राप्त करन े के जलए अपनी
सहमजत देकर, अथाचत्: -
18 िर्च से कम आय ुके बालक के जलए, जजसे आधार सख्ंया नहीं दी गई ह:ै
(क) लाभाथी द्वारा नामांकन प्रदिया पूरी कर लने े की पािती, जो नामांकन केंद्र पर ऑपरेटर द्वारा
प्रदान की जाती ह,ै जजसमें नामांकन आईडी (ईआईडी) होती ह;ै और
(ख) जनम्नजलजखत दस्ट्तािेजों में स े कोई एक दस्ट्तािेज यह प्रमाजणत करन े के जलए दक लाभाथी 18
िर्च से कम आयु का बालक ह,ै अथाचत:्—
(i) जन्म और मृत्य ु रजजस्ट्रीकरण अजधजनयम, 1969 के अधीन ददया गया जन्म प्रमाण पत्र,
जो लाभाथी के जन्म के संबंध म ेंजन्म रजजस्ट्टर में की गई प्रजिजि से जनकाला गया हो;
(ii) भारतीय पासपोटच;
(iii) दकसी मान्यता प्राप्त स्ट्कूल जिक्षा बोडच द्वारा जारी मैटरक या 10िीं कक्षा या उच्चतर
माध्यजमक या 12िीं कक्षा का प्रमाणपत्र या अंकों का जििरण ;
(iv) देखभाल और संरक्षण की आिश्यकता िाल े दकसी बालक या जिजध का उल्लंघन करन े
िाले बालक के संबंध में, जजसे दकिोर न्याय (बालकों की देखभाल और संरक्षण)
अजधजनयम, 2015 के अधीन राज्य सरकार द्वारा बनाए गए जनयमों के अधीन संबंजधत
राज्य सरकार के पास रजजस्ट्रीकृत बाल देखभाल सस्ट्ं था म ें रखा जाता ह,ै ऐसी संस्ट्था के
प्रभारी, अधीक्षक, बाल कल्याण अजधकारी या पटरिीक्षा अजधकारी द्वारा जारी दकया
गया उसकी जन्मजतजथ जिजनर्ददि करने िाला प्रमाणपत्र; या
(v) दकसी प्रिासी भारतीय नागटरक के संबंध म,ें—
(I) यदद िह प्रिासी भारतीय नागटरक काडचधारक ह,ै तो प्रिासी भारतीय नागटरक
काडच;
(II) यदद िह जतब्बती िरणाथी ह,ै तो जिदेिी क्षेत्रीय रजजस्ट्रीकरण कायाचलय द्वारा
जारी रजजस्ट्रीकरण प्रमाणपत्र;[भाग II—खण् ड 3(ii)] भारत का राजपत्र : असाधारण 3
(III) यदद िह नेपाल या भूटान का नागटरक है, तो नेपाल या भूटान का पासपोटच;
(IV) यदद िह प्रिासी भारतीय नागटरक काडचधारक, जतब्बती िरणाथी या नपे ाल या
भूटान का नागटरक नहीं ह,ै तो उसके पास या तो जिदेिी पासपोटच के साथ
भारतीय िीजा होना चाजहए या ितचमान में िधै या समाप्त हो चुके जिदेिी
पासपोटच के साथ भारत का दीघकच ाजलक िीजा होना चाजहए; या
(ग) जनम्नजलजखत दस्ट्तािेजों में से कोई एक दस्ट्तािेज, जजसमें लाभाथी की फोटो हो, जो
उसके माता-जपता या जिजधक अजभभािक के साथ उसके संबंध को प्रमाजणत करे, अथातच :-
(i) रािन काड;च
(ii) जाजत प्रमाण पत्र या जनिास प्रमाण पत्र, जो दकसी राजपजत्रत अजधकारी द्वारा जारी
दकया गया हो जो कायचकारी मजजस्ट्रेट या राज्य सरकार का राजस्ट्ि अजधकारी हो, जो
तहसीलदार के पद से नीचे का न हो;
(iii) दकसी सरकारी संस्ट्था या सािजच जनक क्षेत्र के उद्यम द्वारा सेिाजनिृत्त या कायचरत लोक
सेिक या उसके पटरिार के सदस्ट्य को जारी दकया गया जचदकत्सा या बीमा पहचान पत्र;
(iv) भारतीय पासपोटच;
(v) दकसी मान्यता प्राप्त स्ट्कूल जिक्षा बोडच द्वारा जारी मैटरक या 10िीं कक्षा या उच्चतर
माध्यजमक या 12 िीं कक्षा का प्रमाणपत्र या अंकों का जििरण ;
(vi) देखभाल और संरक्षण की आिश्यकता िाल े दकसी बालक या जिजध का उल्लंघन करन े
िाले बालक के संबंध में, जजसे दकिोर न्याय (बालकों की देखभाल और सरं क्षण)
अजधजनयम, 2015 के अधीन राज्य सरकार द्वारा बनाए गए जनयमों के अधीन संबंजधत
राज्य सरकार के पास रजजस्ट्रीकृत बाल देखभाल संस्ट्था म ें रखा जाता ह,ै ऐसी संस्ट्था के
प्रभारी व्यजि, अधीक्षक, बाल कल्याण अजधकारी या पटरिीक्षा अजधकारी द्वारा जारी
दकया गया उसकी जन्मजतजथ जिजनर्ददि करन े िाला प्रमाणपत्र; या
(vii) दकसी जिदेिी नागटरक के संबंध में,—
(I) यदद िह प्रिासी भारतीय नागटरक काडचधारक ह,ै तो प्रिासी भारतीय नागटरक
काडच;
(II) यदद िह जतब्बती िरणाथी ह,ै तो जिदेिी क्षेत्रीय रजजस्ट्रीकरण कायाचलय द्वारा
जारी रजजस्ट्रीकरण प्रमाणपत्र;
(III) यदद िह नेपाल या भूटान का नागटरक ह,ै तो नेपाल या भूटान का पासपोटच;
(IV) यदद िह प्रिासी भारतीय नागटरक काडचधारक, जतब्बती िरणाथी या नेपाल या
भूटान का नागटरक नहीं ह,ै तो उसके पास या तो जिदेिी पासपोटच के साथ
भारतीय िीजा होना चाजहए या ितचमान म ें िैध या समाप्त हो चुके जिदेिी
पासपोटच के साथ भारत का दीघकच ाजलक िीजा होना चाजहए; या
(viii) ऐसे लाभाथी के संबंध म ें जजसके पास जिजधक अजभभािक, दत्तक ग्रहण आदिे या
जिजधक अजभभािकता के साक्ष्य के जलए अन्य दस्ट्तािेज ह,ै जो संरक्षक और प्रजतपाल्य
अजधजनयम, 1890, दकिोर न्याय (बालकों की देखभाल और सरं क्षण) अजधजनयम,
2015, राष्ट्रीय स्ट्िपरायणता, प्रमजस्ट्तर्क घात, मानजसक मंदता और बहु
जनिःििताग्रस्ट्त व्यजि कल्याण न्यास अजधजनयम, 1999 या ददव्यांगजन अजधकार4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
अजधजनयम, 2016 और उि अजधजनयमों के अधीन बनाए गए लागू जनयमों और
जिजनयमों के अधीन दकसी न्यायालय या सक्षम प्राजधकारी द्वारा जारी दकया गया है; या
(ix) कोई अन्य दस्ट्तािेज जो उि मंत्रालय जनर्ददि करे ।
18 िर्च या उससे अजधक आयु के लाभार्शथयों के जलए जजन्ह ेंआधार संख्या समनदुेजित नहीं की गई ह:ै
(क) लाभाथी द्वारा नामांकन प्रदिया पूरी कर लेन े की पािती, जो नामांकन केंद्र पर ऑपरेटर द्वारा प्रदान की
जाती ह,ै जजसमें ईआईडी िाजमल होती ह;ै तथा
(ख) जनम्नजलजखत दस्ट्तािेजों म ेंसे कोई एक दस्ट्तािेज, जजसमें लाभाथी का फोटो हो, अथातच ्:—
(i) भारत जनिाचचन आयोग द्वारा जारी मतदाता फोटो पहचान पत्र;
(ii) रािन काड;च
(iii) जाजत प्रमाण-पत्र या जनिास प्रमाण-पत्र, जो दकसी राजपजत्रत अजधकारी द्वारा जारी दकया गया
हो, जो कायचपालक मजजस्ट्रेट या राज्य सरकार का राजस्ट्ि अजधकारी हो, जो तहसीलदार के पद स े
नीचे का न हो ;
(iv) दकसी सरकारी संस्ट्था या सािचजजनक क्षेत्र के उद्यम द्वारा दकसी सेिाजनिृत्त या सेिारत लोक सेिक
या उसके पटरिार के सदस्ट्य को जारी दकया गया जचदकत्सा या बीमा पहचान पत्र;
(v) भारतीय पासपोटच;
(vi) दकसी मान्यता प्राप्त स्ट्कूल जिक्षा बोडच द्वारा जारी मैटरक या 10 िीं कक्षा या उच्चतर माध्यजमक या
12 िीं कक्षा का प्रमाणपत्र या अंकों का जििरण;
(vii) दकसी सरकारी संस्ट्था या सािचजजनक क्षेत्र के उद्यम द्वारा सेिारत या सेिाजनिृत्त लोक सेिक को
जारी दकया गया पहचान पत्र या अन्य पहचान दस्ट्तािेज;
(viii) ददव्यांगजन अजधकार जनयम, 2017 के अधीन अजधसूजचत जचदकत्सा प्राजधकारी द्वारा जारी
ददव्यांगता प्रमाण पत्र, या ददव्यांगजन सिजिकरण जिभाग, भारत सरकार द्वारा जारी जिजिि
ददव्यांगता पहचान (यडू ीआईडी) काड च ;
(ix) भारत में जारी दकये गए ड्राइविग लाइसेंस:
(x) देखभाल और संरक्षण की आिश्यकता िाला बालक या जिजध का उल्लंघन करन े िाला बालक,
जजसे दकिोर न्याय (बालकों की देखभाल और संरक्षण) अजधजनयम, 2015 के अधीन राज्य
सरकार द्वारा बनाए गए जनयमों के अधीन संबंजधत राज्य सरकार के पास रजजस्ट्रीकृत बालक
दखे -रेख संस्ट्था म ें रखा जाता ह,ै ऐसे संस्ट्था के प्रभारी, अधीक्षक, बाल कल्याण अजधकारी या
पटरिीक्षा अजधकारी द्वारा जारी दकया गया उसकी जन्मजतजथ जिजनर्ददि करने िाला प्रमाण-पत्र;
या
(xi) दकसी जिदेिी नागटरक के संबंध में,—
(I) यदद िह प्रिासी भारतीय नागटरक काडचधारक ह,ै तो प्रिासी भारतीय नागटरक काड;च
(II) यदद िह जतब्बती िरणाथी ह,ै तो जिदेिी क्षेत्रीय रजजस्ट्रीकरण कायाचलय द्वारा जारी
रजजस्ट्रीकरण प्रमाणपत्र;
(III) यदद िह नेपाल या भूटान का नागटरक ह,ै तो नेपाल या भूटान का पासपोटच;[भाग II—खण् ड 3(ii)] भारत का राजपत्र : असाधारण 5
(IV) यदद िह प्रिासी भारतीय नागटरक काडधच ारक, जतब्बती िरणाथी या नेपाल या भूटान
का नागटरक नहीं ह,ै तो उसके पास या तो जिदेिी पासपोटच के साथ भारतीय िीजा
होना चाजहए या ितचमान में िैध या समाप्त हो चुके जिदेिी पासपोटच के साथ भारत का
दीघचकाजलक िीजा होना चाजहए; या
(xii) ऐसे लाभाथी के संबंध म ें जजसके पास जिजधक अजभभािक, दत्तक ग्रहण आदेि या जिजधक
अजभभािकता के साक्ष्य के जलए अन्य दस्ट्तािेज ह,ै जो संरक्षक और प्रजतपाल्य अजधजनयम, 1890
(1890 का 8), दकिोर न्याय (बालकों की देखभाल और संरक्षण) अजधजनयम, 2015 (2016 का
2), राष्ट्रीय स्ट्िपरायता,प्रमजस्ट्तष्क घात, मानजसक मंदता और बहु-जन:ििता ग्रस्ट्त व्यजि कल्याण
राष्ट्रीय रस्ट्ट अजधजनयम, 1999 (1999 का 44) या न्यास ददव्यांगजन अजधकार अजधजनयम,
2016 (2016 का 49) और उि अजधजनयमों के अधीन बनाए गए लागू जनयमों और जिजनयमों के
अधीन दकसी न्यायालय या सक्षम प्राजधकारी द्वारा जारी दकया गया ह;ै या
(xiii) कोई अन्य दस्ट्तािेज जो उि मंत्रालय जिजनर्ददि करे ।
(4) उि मंत्रालय द्वारा इस संबंध म ें नाजमत अजधकारी धारा (3) के अधीन प्रस्ट्ततु दस्ट्तािेजों या उनकी जिर्य-िस्ट्त ु
को प्रमाजणत करने िाली सूचना के संबंध म ेंजांच करेगा,—
(क) माइआधार पोटचल (https://myaadhaar.uidai.gov.in/portal) पर ईआईडी जमा करके नामांकन
अनुरोध की जस्ट्थजत की पुजि करें, तादक यह पुजि हो सके दक ईआईडी िैध ह ै और नामांकन अनुरोध अस्ट्िीकृत
नहीं हुआ ह;ै और
(ख) अन्य दस्ट्तािेजों के संबंध में, तथा इस प्रयोजन के जलए, दकसी सरकारी संस्ट्था या प्राजधकरण की
सहायता ल े सकेगा तथा प्रस्ट्ततु जानकारी को उसके साथ साझा कर सकेगा, जो ऐस े दस्ट्तािेजों में जनजहत
जानकारी की तैयारी या रखरखाि से संबंजधत ह।ै
2. लाभार्शथयों को उि लाभ आसानी से प्राप्त करन े म ें सक्षम बनाने के जलए, मंत्रालय उि स्ट्कीम के अधीन आधार
संख्या की आिश्यकता के बारे में लाभार्शथयों को जागरूक करने के जलए मीजडया के माध्यम से व्यापक प्रचार सुजनजश्चत
करने के जलए सभी आिश्यक कदम उठाएगा।
3. जब आधार नंबर का प्रमाणीकरण दकसी भी बायोमेटरक आधाटरत प्रमाणीकरण जिजध (अथाचत् चेहरे का प्रजतवबब,
उंगजलयों के जनिान या आईटरस स्ट्कैन आधाटरत प्रमाणीकरण) के माध्यम से दकया जाता ह,ै िह दकसी भी कारण से जिफल
हो जाता ह,ै जैसे दक बायोमेटरक सूचना की खराब गुणित्ता, तो जनम्नजलजखत उपचारात्मक तत्रं अपनाए जाएंगे, अथाचत: -
(क) यदद प्रमाणीकरण का कोई जििेर् बायोमेटरक-आधाटरत तरीका सफल नहीं होता ह,ै तो बायोमेटरक-
आधाटरत प्रमाणीकरण या िन-टाइम जपन (ओटीपी) आधाटरत प्रमाणीकरण का कोई अन्य तरीका, जहां भी
व्यिहायच और स्ट्िीकायच हो, से दकया जाएगा;
(ख) ऐसे मामलों म ें जहां प्रमाणीकरण के बायोमेटरक-आधाटरत या ओटीपी-आधाटरत तरीके संभि नहीं ह,ैं िहा ाँ
उि स्ट्कीम के अधीन लाभ, यथा जस्ट्थजत, आधार सुरजक्षत त्िटरत प्रजतदिया (क्ट्यआू र) कोड या आधार
पेपरलेस ऑफलाइन ई-केिाईसी दस्ट्तािेज पर यआू ईडीएआई के जडजजटल हस्ट्ताक्षर प्रमाण-पत्र के ऑफ़लाइन
सत्यापन के द्वारा आधार संख्या की िास्ट्तजिकता स्ट्थाजपत करने के पश्चात,् जनम्नजलजखत में से दकसी के
आधार पर ददया जा सकता ह:ै
(i) आधार सुरजक्षत त्िटरत प्रजतदिया (क्ट्यआू र) कोड जजसमें आधार काड,च आधार पत्र (अथाचत ्आधार संख्या
धारक को उसके आधार संख्या के सृजन पर जारी दकया गया पत्र ) या ई- आधार (अथाचत् यूआईडीएआई
की िेबसाइट से डाउनलोड करने योग्य आधार-पत्र की पासिडच से सुरजक्षत इलेक्ट्रॉजनक प्रजत या जजसे
एमआधार ऐप का उपयोग करके प्राप्त दकया जा सकता हो) सजममजलत ह,ै आधार क्ट्यआू र स्ट्कैनर या
एमआधार ऐप का उपयोग करके क्ट्यूआर कोड को स्ट्कैन करके ऑफ़लाइन सत्यापन के माध्यम से इसकी
िास्ट्तजिकता स्ट्थाजपत होन े के पश्चात्।
(ii) आधार पेपरलेस ऑफलाइन ई-केिाईसी दस्ट्तािेज (यआू ईडीएआई की िेबसाइट से डाउनलोड दकया जा
सकता ह ै या इसके एमआधार ऐप का उपयोग करके प्राप्त दकया जा सकता ह)ै , यूआईडीएआई की िेबसाइट6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
पर इस संबंध म ें ददए गए जििरण के अनुसार, इस प्रयोजन के जलए संबंजधत मंत्रालय या जिभाग या स्ट्कीम
कायाचन्ियन एजेंसी द्वारा जिकजसत एजललकेिन के माध्यम से दस्ट्तािेज पर यूआईडीएआई के जडजजटल
हस्ट्ताक्षर प्रमाण-पत्र के ऑफलाइन सत्यापन के माध्यम स ेइसकी िास्ट्तजिकता स्ट्थाजपत होने के पश्चात्।
4. ऊपर दी गई दकसी बात के होत े हुए भी,—

में असफल रहने की जस्ट्थजत म ें; या
(ii) नामांकन के जलए आिेदन प्रस्ट्ततु करने की जस्ट्थजत म,ें जहा ं उसे आधार संख्या नहीं दी गई ह;ै
तथा
(ख) उि स्ट्कीम के अधीन लाभ, ऐसे बालक को उसकी पहचान सत्याजपत करके और परै ा 1 की धारा (3)
के परंतुक में जिजनर्ददि तरीके स े उसके माता-जपता या जिजधक अजभभािक के साथ उसके संबंध को स्ट्थाजपत
करके ददया जाएगा; और
(ग) जहां धारा (ख) के अधीन लाभ ददया जाता ह,ै िहां उसके संबंध में एक टरकाडच रखा जाएगा, जजसकी
उि मंत्रालय द्वारा समय-समय पर समीक्षा और लेखा-परीक्षा की जाएगी।

NOTIFICATION
New Delhi, the 27th March, 2025
S.O. 1471(E).—Whereas the use of Aadhaar number to establish identity enables individuals to receive
subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents
to establish identity, simplifies processes and promotes transparency and efficiency;
And whereas, the National Small Industries Corporation (NSIC), National Institute for Micro, Small and
Medium Enterprises (ni-msme), Hyderabad, Central Tool Rooms (Technology Centers), training centers of Micro,
Small and Medium Enterprises Development Institutes (MSME-DFO), Khadi and Village Industries Commission
(KVIC) and Coir Board (hereinafter referred to as the said agency) under the administrative purview of the Ministry of
Micro, Small and Medium Enterprises (hereinafter referred to as the said Ministry) in the Government of India
(hereinafter referred to as the said Government) is administering Assistance to Training Institutions Scheme
(hereinafter referred to as the said scheme);
And whereas, the skill development training (hereinafter referred to as the said benefit) is given to the
potential trainee related to Micro, Small and Medium Enterprises sector without charging fee from the beneficiaries
(hereinafter referred to as the beneficiaries) under the said scheme and the instructions and guidelines issued in respect
thereof;
And whereas, the expenditure for the said scheme is incurred from the Consolidated Fund of India;
And whereas, the said Ministry is desirous that the said Government, for the purpose of establishing identity
of a beneficiary as a condition for the receipt of the said benefit, require that such beneficiary undergo authentication,
or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has
been assigned, make an application for enrolment;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial
and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the said Act), the Government of
India hereby notifies the following, namely:—[भाग II—खण् ड 3(ii)] भारत का राजपत्र : असाधारण 7
1. (1) An individual desirous of availing of the said benefit under the said scheme shall be required to undergo
authentication, or furnish proof of possession of Aadhaar number.
(2) In case such an individual has not been assigned an Aadhaar number, he shall be required to make an
application for enrolment:
Provided that if that individual is a child, such application shall be made only with the consent of his
parent or legal guardian.
(3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations,
2016, the said Ministry shall ensure enrolment of such beneficiaries who are yet to be enrolled, or update their
Aadhaar details through appropriate measures, including coordination with Registrars and setting up enrolment
centres at convenient locations or providing enrolment facilities by becoming a Registrar itself:
Provided that till such time an Aadhaar number is assigned to such beneficiary, he may establish his
identity to avail of the said benefit, by presenting the following documents to which he is entitled and which
are valid at the time of presentation, or, in case the software provided or authorised by the said Ministry for
such identification supports electronic obtaining of information evidencing the contents of such documents
from the database of the authorities dealing with the preparation or maintenance thereof, by giving his consent
for so obtaining, namely:—
For a child below 18 years of age to whom an Aadhaar number has not been assigned:
(a) The acknowledgement of the beneficiary having undergone the process of enrolment,
provided by the operator at the enrolment centre, containing the Enrolment ID (EID); and
(b) Any one of the following documents to evidence that the beneficiary is a child below 18
years of age, namely:—
(i) Certificate of birth given under the Registration of Births and Deaths Act, 1969, as
extracted from the entry made in the register of births regarding the birth of the
beneficiary;
(ii) Indian passport;
(iii) Certificate or statement of marks of matriculation or 10th class or higher secondary or
12th class, issued by a recognised board of school education;
(iv) In respect of a child in need of care and protection or a child in conflict with law,
who is housed by Child Care Institution registered as such with the State
Government concerned under the rules made by it under the Juvenile Justice (Care
and Protection of Children) Act, 2015, certificate specifying his date of birth issued
by the person-in-charge, superintendent, child welfare officer or probation officer of
such institution; or
(v) In respect of a foreign national,—
(I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;
(II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional
Registration Office;
(III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;
(IV) if he is other than an Overseas Citizen of India Cardholder, Tibetan refugee or a
national of Nepal or Bhutan, either an Indian visa along with foreign passport or a
Long Term Visa to India along with currently valid or expired foreign passport; or
(c) Any one of the following documents, having the photograph of the beneficiary, to evidence
his relationship with the parent or legal guardian, namely:—
(i) Ration card;
(ii) Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive
Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar;
(iii) Medical or insurance identity card issued by a government entity or public sector enterprise
to a retired or serving public servant or his family member;
(iv) Indian passport;
(v) Certificate or statement of marks of matriculation or 10th class or higher secondary or 12th

(vi) In respect of a child in need of care and protection or a child in conflict with law, who is
housed by Child Care Institution registered as such with the State Government concerned
under the rules made by it under the Juvenile Justice (Care and Protection of Children)
Act, 2015, certificate specifying his date of birth issued by the person-in-charge,
superintendent, child welfare officer or probation officer of such institution; or
(vii) In respect of a foreign national,—
(I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;
(II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional
Registration Office;
(III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;
(IV) if he is other than an Overseas Citizen of India Cardholder, Tibetan refugee or a
national of Nepal or Bhutan, either an Indian visa along with foreign passport or a
Long Term Visa to India along with currently valid or expired foreign passport; or
(viii) In respect of a beneficiary who has a legal guardian, adoption order or other document to
evidence legal guardianship, which is issued by a court of law or competent authority
under the Guardians and Wards Act, 1890, the Juvenile Justice (Care and Protection of
Children) Act, 2015, the National Trust for Welfare of Persons with Autism, Cerebral
Palsy, Mental Retardation and Multiple Disabilities Act, 1999 or the Rights of Persons
with Disabilities Act, 2016 and the applicable rules and regulations made under the said
Acts; or
(ix) Any other document as the said Ministry may specify.
For beneficiaries aged 18 years or above to whom an Aadhaar number has not been assigned:
(a) The acknowledgement of the beneficiary having undergone the process of enrolment,
provided by the operator at the enrolment centre, containing the EID; and
(b) Any one of the following documents, having the beneficiary’s photograph, namely:—
(i) Elector’s Photo Identity Card issued by the Election Commission of India;
(ii) Ration card;
(iii) Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive
Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar;
(iv) Medical or insurance identity card issued by a government entity or public sector
enterprise to a retired or serving public servant or his family member;
(v) Indian passport;
(vi) Certificate or statement of marks of matriculation or 10th class or higher secondary or 12th
class, issued by a recognised board of school education;
(vii) Identity card or other identity document issued to serving or retired public servant by a
government entity or a public sector enterprise;
(viii) Disability certificate issued by notified medical authority under Rights of Persons with
Disabilities Rules, 2017, or Unique Disability Identification (UDID) card issued by the
Department of Empowerment of Persons with Disabilities (Divyangjan), Government of
India;
(ix) Driving licence issued in India:
(x) In respect of a child in need of care and protection or a child in conflict with law, who is
housed by Child Care Institution registered as such with the State Government concerned
under the rules made by it under the Juvenile Justice (Care and Protection of Children)
Act, 2015, certificate specifying his date of birth issued by the person-in-charge,
superintendent, child welfare officer or probation officer of such institution; or
(xi) In respect of a foreign national,—
(I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;
(II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional
Registration Office;
(III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;

national of Nepal or Bhutan, either an Indian visa along with foreign passport or a
Long Term Visa to India along with currently valid or expired foreign passport; or
(xii) In respect of a beneficiary who has a legal guardian, adoption order or other document
to evidence legal guardianship, which is issued by a court of law or competent authority
under the Guardians and Wards Act, 1890 (8 of 1890), the Juvenile Justice (Care and
Protection of Children) Act, 2015 (2 of 2016), the National Trust for Welfare of Persons
with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999
(44 of 1999) or the Rights of Persons with Disabilities Act, 2016 (49 of 2016) and the
applicable rules and regulations made under the said Acts; or
(xiii) Any other document as the said Ministry may specify.
(4) An officer designated by the said Ministry in this behalf shall check in respect of the documents presented
or the information evidencing the contents thereof under clause (3),—
(a) the status of the enrolment request by submitting the EID on MyAadhaar Portal
(https://myaadhaar.uidai.gov.in/portal) to confirm that the EID is valid and that the enrolment
request does not stand rejected; and
(b) the other documents, and for this purpose, may take the assistance of and share the information
presented with any government entity or an authority that deals with the preparation or maintenance
of the information contained in such documents.
2. In order to enable beneficiaries to avail of the said benefits conveniently, the Ministry shall make all
necessary steps to ensure wide publicity through media to make the beneficiaries aware of the requirement of Aadhaar
number under the said scheme.
3. Where the authentication of the Aadhaar number of a beneficiary done through any of the biometric-based
modes of authentication (namely, facial image, fingerprints or iris scan based authentication) fails due to any reason,
such as poor quality of biometric information, the following remedial mechanisms shall be adopted, namely:—
(a) In case any particular biometric-based mode of authentication is not successful, any other mode of
biometric-based authentication or one-time pin (OTP) based authentication shall, wherever feasible
and admissible, be offered;
(b) In cases where biometric-based or OTP-based modes of authentication are not possible, benefits
under the said scheme may, after establishing the genuineness of the Aadhaar number by doing
offline verification of the digital signature certificate of UIDAI on the Aadhaar Secure Quick
Response (QR) Code or the Aadhaar Paperless Offline e-KYC document, as the case may be, be
given on the basis of any of the following:
(i) An Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter
(i.e., the letter issued to an Aadhaar number holder on generation of his Aadhaar number)
or e-Aadhaar (i.e., the password-protected electronic copy of Aadhaar letter downloadable
from the website of UIDAI or accessible using its mAadhaar app), after its genuineness is
established through offline verification by scanning the QR code using the Aadhaar QR
Scanner or mAadhaar apps.
(ii) Aadhaar Paperless Offline e-KYC document (downloadable from the website of UIDAI or
accessible using its mAadhaar app), after its genuineness is established through offline
verification of the digital signature certificate of UIDAI on the document through the
application developed by the Ministry or Department or scheme implementing agency
concerned for this purpose, in accordance with the details given in this regard on the
website of UIDAI.
4. Notwithstanding anything contained hereinabove,—
(a) benefit under the said scheme shall not be denied to a child—
(i) in case of failure to establish his identity by undergoing authentication or to furnish proof of
possession of Aadhaar number; or
(ii) in case of production of an application for enrolment where he has not been assigned an Aadhaar
number; and
(b) benefit under the said scheme shall be given to such a child by verifying his identity and establishing
his relationship with his parent or legal guardian in the manner specified in the proviso to clause (3) of
paragraph 1; and
(c) where benefit is given under clause (b), a record shall be maintained in respect of the same, which
shall be reviewed and audited periodically by the said Ministry.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
5. In order to ensure that bona fide beneficiaries who are aged 18 years or above are not deprived of the benefit
due to them under the said scheme, the said Ministry shall follow the exception handling mechanism specified in the
Office Memorandum no. D-26011/04/2017-DBT, dated the 19th December, 2017 of the Direct Benefit Transfer
Mission, Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in).
6. This notification shall be effective from the date of its publication in the Official Gazette.
