No. 119 भाग IV PART IV राष्ट्रीय रािधानी राज्य क्षत्रे दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI जिकास जिभाग अजधसचू ना दिल् ली, 18 िलु ाई, 2024 फा. स.ं ३१(१) ए.एच.डी./२००६/०७/ गलण्ै डस स/ भाग-३ /1931.—िबदक, जनिेिक, (आई. सी.ए.आर.) राष्ट्रीय अश्व अनुसंधान केन्द्र, जिसार, गलैण्डसस के जलए राष्ट्रीय रेफरल प्रयोगिाला द्वारा अिगत कराया गया ि ै दक राष्ट्रीय रािधानी क्षत्रे दिल्ली के आिािपुर सब्िी मडं ी / ििागं ीरपरु ी, मध्य रािस्ट्ि जिल े स े तीन अश्वों के नमनू े, ग्लैण्डसस रोग के सम्बंध म ें कॉम्पलीमेंट दफक्सेिन टेस्ट्ट के द्वारा पॉजिटीि पाय े गये ि।ैं ग्लैण्डसस पॉजिटटि पाय े गये अश्व आिािपुर सब्िी मंडी, उपकेन्द्रो पर जस्ट्ित ि;ैं और िबदक गलण्ै डस स अनुसूजचत 'पिुओं के सांसर्गसक एि ं संक्रामक रोगों के रोग ि ै िो दक क्रमाकं ११ के श्रणे ी (डी) (अश्वों के रोग ) जनिारण और जनयंत्रण अजधजनयम, २००६ के अंतगतस आता ि;ै और िबदक गलैण्डसस पिुओं तिा मनुष्यों को प्रभाजित करने िाला िुनोटटक रोग िIै 4665 DG/2024 (1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] अतः अब "पिओंु के सांसर्गसक एि ं संक्रामक रोगों के जनिारण और जनयंत्रण अजधजनयम, २००६ की धारा ६ की उपधारा (१) के द्वारा प्रित िजियों तिा इसके साि िी भारत सरकार, मत्सस्ट्य पालन, पिुपालन और डेयरी मंत्रालय का मंत्राक संख्या का प्रयोग करत े हुए, अनुसूजचत रोगों स े बचाि, जनयंत्रण एि ं उन्द्मूलन करन े के उद्देश्य स,े राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार के द्वारा दिल्ली के आिािपुर सब्िी मडं ी / ििांगीरपरु ी, मध्य रािस्ट्ि जिले के ०५ दकलोमीटर की पटरजध के क्षत्रे िो दक नाजभक / संक्रमण का केन्द्र और / या गलैडसस रोग की पष्टु ी के मामले म ें संभाजित मिामारी स े िुडी हुई कडी के सम्बंध म ें जनयंजत्रत क्षत्रे घोजित करती ि।ै पिल े मामले की घटना के ०३ सप्ताि के भीतर अजधसूजचत क्षत्रे के १००% अश्वों की िााँच की िानी ि ै और अगले ०२ मिीनों के अन्द्िर २१ स े ३० दिनों के अन्द्तराल म ें िो बार नमनू ें जलय े िायेंगें अजधसूजचत क्षत्रे के बािर २५ दकमी (५-२५ दकमी) के िायरे तक २५% अश्वों की ०३ मिीनों म े िो बार िााँच की िायेगी। िोजिम के आकलन और अश्वों की गमनागमन के आधार पर २५ दकमी क्षत्रे के बािर िाटरटरक िांच / सरे ोसिेक्षण दकया िायेगा। आिािपरु सब्िी मंडी / ििांगीरपुरी, मध्य रािस्ट्ि जिल े के पांच दकलोमीटर की पटरजध के क्षत्रे , पि ु पालन और डेयरी जिभाग, मत्सस्ट्य पालन, पिुपालन और डेयरी मंत्रालय, भारत सरकार की कायसयोिना एि ं दििा जनिेिानुसार सघन जनगरानी म ें रिगें े। दिल्ली में इस अनुसूजचत रोग की घटना को संज्ञान म ें रिते हुए, दिल्ली के आिािपरु सब्िी मडं ी / ििांगीरपुरी, मध्य रािस्ट्ि जिले के ०५ दकमी की परीधी स े बािर एि ं बािर स े दिल्ली के आिािपुर सब्िी मंडी / ििांगीरपुरी, मध्य रािस्ट्ि जिलें म,ें अश्व िग स के गमनागमन को, अंजतम पॉजिटटि अश्व की कललंग स े तीन माि की अिजध तक प्रजतबंजधत दकया िाता ि।ै तीन माि पश्चात,् िाटरटरक िांच एि ं सीरोलोजिकल िांच के पटरणामों के आधार पर सरकार अश्वों के आग े के गमनागमन पर रोक या ढील का जनणयस करेगी। (२) दिल्ली के आिािपुर सब्िी मडं ी / ििांगीरपुरी, मध्य रािस्ट्ि जिलें के ०५ दकमी की परीधी म ें आन े िाले सभी अश्व सम्बंजधत संस्ट्िाओं को जनिेजित दकया िाता ि ै दक िे अपने अश्वों के नमनू े, गलैण्डसस रोग की िांच िते ु आई.सी.ए.आर. - राष्ट्रीय अश्व अनुसंधान केन्द्र, जिसार को भेिना सुजनजश्चत करें। भेि े गए नमनू ों के सम्बंध म ें तिा उनके िांच के पटरणामों की िानकारी जनिेिक, पिुपालन इकाई, जिकास जिभाग, दिल्ली सरकार को तुरंत अिगत कराएाँ। (3) इस सम्बंध म,ें पि ु पालन और डेयरी जिभाग, भारत सरकार द्वारा समय-समय पर िारी दकए गए दििाजनिेिानुसार कायसिािी की िाएगी। (4) पिुपालन इकाई जिभाग, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार के दिल्ली के आिािपुर सब्िी मडं ी / ििांगीरपुरी, मध्य रािस्ट्ि जिलें के ०५ दकमी की परीधी म ें कायसरत सभी पिु जचदकत्ससा अजधकाटरयों को अजधकृत और जनिेजित दकया िाता ि ै दक िे गलण्ै डसस रोग की जनगरानी िते ु अपने सम्बंजधत क्षेत्रों म ें स े सभी अश्व िगस के नमूने, संक्रजमत पिुओं की कललगं , िि का उजचत जनपटान, संक्रमण / जबमारी के प्रसार की रोकिाम और इसका उन्द्मूलन 'पिओंु के सांसर्गसक एि ं संक्रामक रोगों के जनिारण और जनयंत्रण अजधजनयम, २००६' के संबंजधत प्रािधान और इसके साि समय-समय पर िारी राष्ट्रीय काय स योिना, भारत सरकार और राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार की काय स योिना / दििाजनिेि के अनुसार कायसिािी करे। (5) सभी व्यजि, िो दिल्ली के आिािपुर सब्िी मडं ी / ििांगीरपुरी, मध्य रािस्ट्ि जिल ें के ०५ दकमी के परीधी म ें अश्व िग स के माजलक ि,ैं उनको जनिेजित दकया िाता ि ै दक िे, ग्लन्द्ै डसस के सम्बन्द्ध म ें अपन े अश्व िगस की िााँच, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार की पिुपालन इकाई के जनकटिती पिु जचदकत्ससालय / जडस्ट्पेंसरी के माध्यम स े कराएं। आिेि स,े माननीय उपराज्यपाल राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार डा. राकेि लसंि, जनिेिक, पिुपालन जिभाग[PART IV DELHI GAZETTE : EXTRAORDINARY 3 DEVELOPMENT DEPARTMENT NOTIFICATION Delhi, the 18th July, 2024 F. No. 31(1)AHD/2006/07/Glanders/PartIII/1931.—Whereas, the Director, ICAR- National Research Centre on Equines (NRCE), Hisar, the National Referral Laboratory for Glanders, has informed that three horses from Azadpur Subzi Mandi / Jahangirpuri Central Revenue District of Govt. of NCT of Delhi are found positive for Glanders by Complement Fixation Test (CFT). The Horses found positive for Glanders are located at the epicentre Azadpur Mandi; And Whereas, Glanders is a Scheduled disease (item No.11 under the category of (d) (equine diseases) under 'The Prevention and Control of Infectious and Contagious Diseases in Animals Act, 2009'; And whereas, Glanders is a zoonotic disease affecting animals and human beings; Now, therefore, in exercise of the power conferred by sub-section (1) of section 6 of the Prevention and Control of Infectious and Contagious Diseases in Animals Act, 2009, read with Government of India, Ministry of Fisheries, Animal Husbandry and Dairying letter No. K-11053/57/2019-LH dated 29.07.2020, with the object of preventing, controlling and eradicating the scheduled disease that is affecting equines, Govt. of National Capital Territory of Delhi declares 5 Km. area around Azadpur Subzi Mandi / Jahangirpuri, Central Revenue District, the nucleus / focus of infection and or the possible epidemiological link to a confirmed case of Glanders, a controlled area, in respect of Glanders. Further, 100% equids of the notified area shall be screened within 3 weeks of the incidence of the first case and repeated twice within the next 2 months with samples taken 21-30 days apart. 25% equids shall be screened beyond the notified area of up to 25 km (5-25 km) twice within 3 months. Beyond 25 kms, the physical /sero- surveillance will be taken based on the risk assessment and movement of equines. Five kilometres radius of Azadpur Subzi Mandi / Jahangirpuri, Central Revenue District of Delhi will be intensively monitored as per the action plan and guidelines of the Department of Animal Husbandry and Dairying, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India. In view of presence of this scheduled disease in Azadpur Subzi Mandi / Jahangirpuri, Central Revenue District of Delhi, equine movement to and from 5 Km. area around Azadpur Mandi / Jahangirpuri, Central Revenue District of Delhi, are hereby restricted for a period of three months with effect from the date of last culling of the positive reactor equine. After three months, based on physical examination and serological test results, further restriction or ease on the movement of equines will be seceded by the Government. (2) All organizations within 5 Km. area around Azadpur Subzi Mandi / Jahangirpuri, Central Revenue District of Delhi having equines are hereby directed to get their equines tested for Glanders from ICAR- National Research Centre on Equines, Hisar, and communicate the details of samples sent and the results so obtained, to the Director, Animal Husbandry Unit, Development Department, Government of National Capital Territory of Delhi immediately. (3) Further action will be taken as per the National Action Plan and Guidelines issued by the Department of Animal Husbandry and Dairying, Government of India from time to time. (4) All Veterinary Officers of Animal Husbandry Unit of Government of National Capital Territory of Delhi working in 5 Km. area around Azadpur Subzi Mandi / Jahangirpuri, Central Revenue District of Delhi are hereby authorized and are directed to undertake measures for surveillance of the disease, collection of the test samples from all the equines in their respective areas, culling of animals found positive with the infection, proper disposal of carcass, prevention of spread of the infection/disease and its eradication as per the respective provisions of the 'The Prevention and Control of Infectious and Contagious Diseases in Animals Act, 2009' as well as per the National Action plan of Government of India and Action Plan/ Guidelines of Government of National Capital Territory of Delhi issued from time to time. (5) All individuals owning equines in the area of 5 Km. around Azadpur Subzi Mandi /Jahangirpuri, Central Revenue District of Delhi must get their equines tested for Glanders, through the nearest Veterinary Hospital/ Dispensary of the Animal Husbandry Unit of Government of National Capital Territory of Delhi.
