## Report on Government of National Capital Territory of Delhi Notification Regarding Protected Forests
**1. Executive Summary:**
This report analyzes a notification issued by the Government of the National Capital Territory of Delhi concerning the declaration of a specific land parcel as a Protected Forest. The notification, identified as No. 78CFDLandGM Usmanpur5.3 haFCA landNotification202122300613, designates approximately 5.3 hectares of land in North East District, Nazul Land, as protected under the Indian Forest Act, 1927. This action appears intended to preserve the specified land parcel's ecological integrity. Key findings include the clear identification of the land via geo-coordinates, and the explicit legal basis for the declaration.
**2. Introduction:**
This report aims to provide a comprehensive overview of a notification issued by the Government of the National Capital Territory of Delhi, based solely on the information contained within the provided text. The notification concerns the declaration of land as a Protected Forest, analyzing its objectives, provisions, and potential impact.
**3. Policy Overview:**
This is a *new* policy declaring a specific area as protected forest land, rather than an amendment to an existing policy. The core objective, as inferred from the text, is to officially designate and legally protect the identified land parcel as a protected forest area, presumably to preserve its environmental value and biodiversity.
**4. Background and Rationale:**
The policy addresses the need for environmental protection and conservation within the National Capital Territory of Delhi. While the specific reasons for protecting this particular 5.3-hectare parcel are not explicitly stated, it can be inferred that it possesses ecological significance or is at risk of degradation or development. The designation as a Protected Forest is likely intended to safeguard the area from activities that could harm its natural state.
**5. Key Provisions / Changes:**
As a new policy, the key provision is the designation of the specified land as a Protected Forest. The notification establishes the following:
* **Land Designation:** A 5.3-hectare parcel of land in North East District, Nazul Land, Khasra No. 12, is declared a Protected Forest.
* **Geographic Coordinates:** The boundaries of the protected area are precisely defined using geographic coordinates (latitude and longitude) for ten points (A-J).
* **Legal Basis:** The declaration is made under the authority of Section 29 of the Indian Forest Act, 1927, read with relevant Government of India notifications (104J, 146J, and S.R.O. no 2536).
* **Effective Date:** The designation takes effect from the date of publication of the notification in the Official Gazette (May 27, 2022).
The policy effectively prohibits activities within the designated area that would be detrimental to the forest, subject to the provisions of the Indian Forest Act, 1927.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders affected by this policy include:
* **Local Residents:** Individuals residing in the vicinity of the newly designated Protected Forest.
* **Land Developers:** Companies or individuals interested in developing the land, which is now restricted.
* **Government Agencies:** The Department of Forests and Wildlife, and potentially other agencies responsible for land management and environmental protection.
* **Environmental Groups:** Organizations interested in preserving and monitoring the protected area.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Department of Forests and Wildlife, Government of NCT of Delhi, is responsible for implementing and enforcing the policy. The Additional Chief Secretary, Environment and Forests, is named in the order.
* **Timelines:** The policy came into effect on May 27, 2022, upon publication in the Official Gazette.
* **Procedures:** While not explicitly detailed, it can be inferred that the Department will likely establish procedures for managing the Protected Forest, including regulating access, preventing illegal activities, and potentially implementing conservation measures. The reference to the Indian Forest Act, 1927, suggests that the management will be guided by the provisions of that Act.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of this policy are:
* **Preservation of Forest Ecosystem:** Protecting the existing forest cover and biodiversity within the designated area.
* **Prevention of Land Degradation:** Preventing activities such as deforestation, encroachment, and unsustainable development.
* **Maintenance of Environmental Services:** Ensuring the continued provision of environmental services, such as clean air and water, carbon sequestration, and habitat for wildlife.
* **Increased Scrutiny of Activities:** Land use activities around the protected area will likely face more scrutiny, requiring adherence to environmental regulations and potential mitigation measures.
**9. Conclusion:**
The notification analyzed constitutes a significant step towards environmental conservation within the National Capital Territory of Delhi. By designating a 5.3-hectare land parcel as a Protected Forest, the government aims to safeguard its ecological integrity and prevent its degradation. The policy's legal basis, clear identification of the land, and defined effective date provide a framework for its implementation and enforcement by the Department of Forests and Wildlife. This action will likely affect local residents, land developers, and other stakeholders, while contributing to the broader goal of environmental sustainability in Delhi.
