2. (1) फायदा(cid:7061)ािहय(cid:7298) को सुिवधाजनक और िनबा(cid:6981)ध सेवाएं उपल(cid:7011)ध कराने के िलए (cid:7061)ामीण िवकास िवभाग या पंचायती राज
िवभाग या आवास िनगम िलिमटेड या रा(cid:6996)य सरकार या संघ रा(cid:6996)य (cid:6979)े(cid:7074) (cid:7079)शासन(cid:7298) के अधीन (cid:7079).म.आ.यो.-(cid:7061)ा. का भारसाधक कोई अ(cid:7008)य
िवभाग सभी अपेि(cid:6979)त (cid:7390)व(cid:7021)थाएं, िजसके अंतग(cid:6981)त िन(cid:7388)िलिखत भी ह,(cid:7289) कर(cid:7286)गे, अथा(cid:6981)तः-

यह सलाह भी दने ी होगी (cid:7408)क य(cid:7408)द वे पूव(cid:6981) म(cid:7286) ही नामां(cid:7408)कत नह(cid:7277) ह ैतो वे अपने (cid:6979)े(cid:7074) म(cid:7286) उपल(cid:7011)ध िनकटतम नामांकन के(cid:7008)(cid:7076)(cid:7298) पर अपने आधार के

3. यह अिधसूचना, उसके (cid:7079)काशन क(cid:7409) तारीख से, असम, मेघालय और ज(cid:7013)मू-क(cid:7019)मीर रा(cid:6996)य को छोड़कर, सभी रा(cid:6996)य(cid:7298) और संघ

NOTIFICATION
New Delhi, the 8th February, 2017
S.O.446(E).–– Whereas, the use of Aadhaar as identity document for delivery of services or benefits or
subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries
to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing
multiple documents to prove one’s identity;
And whereas, the Pradhan Mantri Awaas Yojana – Gramin programme (hereinafter referred to as PMAY-G) approved by
the Cabinet on 23rd March 2016 and subsequently implemented from 1st April 2016, involves expenditure incurred from
the Consolidated Fund of India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and other
Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central
Government in the Ministry of Rural Development hereby notifies the following, namely:––
1. (1) Any individual desirous of benefit under PMAY-G is hereby required to furnish proof of possession of Aadhaar or
undergo Aadhaar authentication.
(2) Any individual desirous of getting benefits under PMAY-G not yet enrolled for Aadhaar is hereby required to make
application for Aadhaar enrolment by 31st March 2017, in case he or she is entitled to obtain Aadhaar as per the
provisions of section 3 of the said Act and such individuals may visit any Aadhaar enrolment center (list available at
www.uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department of Rural
Development or Panchayati Raj or Housing Corporation Limited, or any other department in charge of PMAY-G under
the State Government or Union Territory administrations which requires an individual to furnish Aadhaar is required to
offer enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar
enrolment center located in the respective Block, Taluk or Tehsil, the said Department of Rural Development or
Panchayati Raj or Housing Corporation Limited, or any other department in charge of PMAY-G under the State
Government or Union Territory administrations may provide enrolment facilities at convenient locations in coordination
with the existing Registrars of UIDAI or may provide Aadhaar enrolment facilities by becoming UIDAI Registrar:
Provided that till the time Aadhaar is assigned to the individual, subsidy under the PMAY-G shall be given to such
individual subject to the production of the following documents, namely:––
(a) (i) Job Card issued under the Mahatma Gandhi National Rural Employment Guarantee Scheme;
(ii) if he has enrolled, his Aadhaar Enrolment ID slip; or
(iii) a copy of his request made for Aadhaar enrolment, as specified in sub-paragraph 2 of paragraph 2, and
(b) (i) the voter identity card issued by the Election Commission of India; or (ii) Ration Card; or (iii) Bank passbook with
photo; or (iv) the Permanent Account Number (PAN) Card issued by the Income Tax Department; or (v) the Passport; or
(vi) the driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (vii) the
certificate of identity having photo of such member issued by a Gazetted Officer or a Tehsildar on an official letter head;
or (viii) the Kisan Photo passbook; or (ix) any other document specified by the State Government or UT administration:
Provided further that the above documents shall be checked by an officer designated by State Government or UT
Administration for that purpose.
2. (1) In order to provide convenient and hassle free benefits to the beneficiaries, the Department of Rural Development
or Panchayati Raj or Housing Corporation Limited, or any other department in charge of PMAY-G under the State
Government or Union Territory administrations, shall make all the required arrangements including the following,
namely:––
(2) Wide publicity through media and individual notices through the Block offices or Gram Panchayat or Housing
Corporation Limited shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the
scheme and they may be advised to get themselves enrolled for Aadhaar at the nearest enrolment centers available in
their areas, in case they are not already enrolled. The list of locally available enrolment centres shall be made available
to them.
(3) In case, beneficiaries are not able to enroll for Aadhaar due to non-availability of enrolment centres in the
respective Block, Taluk or Tehsil, the Department of Rural Development or Panchayati Raj or Housing Corporation4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
Limited, or any other department in charge of PMAY-G under the State Government or Union Territory administrations
are required to create enrolment facilities at convenient locations and the beneficiaries can be requested to register their
request for enrolment by giving their names with other details as specified in the proviso to sub-paragraph (3) of
paragraph 1, such as, address, mobile number with their Block Office or Gram Panchayat or Housing Corporation
Limited or through the web portal provided for the purpose.
3. This notification shall come into effect from the date of its publication in all the States and Union
Territories except the States of Assam, Meghalaya and Jammu and Kashmir.
