(ख) (i) भारत के िनवा(cid:6981)चन आयोग (cid:7367)ारा जारी मतदाता पहचान काड(cid:6981); या (ii) आयकर िवभाग (cid:7367)ारा जारी
(cid:7021) थायी खाता सं(cid:6990) याक काड(cid:6981); या (iii) पासपोट(cid:6981); या (iv) मोटर यान अिधिनयम, 1988 के अधीन अनु(cid:6980)ापन

NOTIFICATION
New Delhi, the 16th February, 2017.
S.O. 503(E).––Whereas, the use of Aadhaar as identity document for delivery of services or benefits or
subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries
to get their entitlements directly to them in a convenient and seamless manner and Aadhaar obviates the need for
producing multiple documents to prove one’s identity;
And whereas, the scholarship benefit for students is expenditure incurred from the Consolidated Fund of India;
Now, therefore, in pursuance of the provisions of section (7) of the Aadhaar (Targeted Delivery of Financial and
other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (herein after referred to the said Act), the Central
Government in the Ministry of Human Resource Development, Department of Higher Education hereby notifies the
following, namely:––
1. (1) An individual desirous of receiving scholarship benefit under the “Central Sector Scholarship Scheme for
College and University students”shall furnish proof of possession of Aadhaar or undergo Aadhaar
authentication.
(2) An individual desirous of receiving scholarship benefit under the “Central Sector Scholarship Scheme for
College and University students” and is not yet enrolled for Aadhaar shall have to apply for Aadhaar enrolment
by 30th June, 2017, in case he/she is entitled to obtain Aadhaar as per the provisions of section 3 of said Act and
such individual may visit any Aadhaar enrolment center list available at (www.uidai.gov.in) to get enrolled for
Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations 2016, the Higher Education
Department of the State Government through Higher Education Institutions is required to offer enrolment
facilities for the beneficiaries who are not yet enrolled for Aadhaar and in absence of such Aadhaar enrolment
centers located in the vicinity, the Higher Education Department of the State Government through Higher
Education Institutions may provide enrolment facilities at convenient locations in coordination with the existing
Registrars of UIDAI or may provide Aadhaar enrolment facilities by becoming UIDAI Registrar:
Provided that till the time Aadhaar is assigned to the individual,he or she shall be entitled for
scholarship benefit subject to the production of the following documents, namely:––
(a) (i) if he or she has enrolled, his or her Aadhaar Enrolment ID slip; or
(ii) a copy of his or her application made for Aadhaar enrolment, as specified in sub-paragraph (2) of
paragraph 2; and
(b) (i) the voter identity card issued by the Election Commission of India;
or (ii) the Permanent Account Number Card issued by the Income Tax Department; or (iii) the Passport;
or (iv) the driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988; or (v)
the certificate of identity having photo of such member issued by a Gazetted Officer or a Tehsildar on an
official letter head; or (vi) the Identity Card issued by the college or institute or university; or (vii) any
other document with photo specified by the State Government:
Provided further that the above said documents shall be checked by an officer specifically designated by the

2. (1) In order to provide convenient and seamless Scholarship benefit to beneficiaries, Higher Education
Department of the State Government through Higher Education Institutions and other means shall make all the necessary
arrangements including following, namely:––
(2) Wide publicity through media and individual notices through Higher Education Institutions shall be given to
applicants or beneficiaries to make them aware of the requirement of Aadhaar to receive the scholarship and they may be
advised to get themselves enrolled at the nearest enrolment center available in their areas by 30th June, 2017 in case they
are not already enrolled. The list of locally available enrolment centers shall be made available to them.
(3) In case, the beneficiaries are not able to enroll due to non-availability of enrolment centres in the taluka where
they reside or study, the Higher Education Department of the State Government through Higher Education Institutions
are required to create enrolment facilities at convenient locations. The applicants or beneficiaries may be requested to
register their request for enrolment by giving their names with other details such as proof of identity specified in clause
(b) of the proviso to sub-paragraph (3) of paragraph 1 with address and mobile number on their web portal and such
request may also be registered with the concerned college, institute or university.
3. This notification shall come into effect from the date of its publication in all States except the State of Jammu and
Kashmir.
