No. 4(3)/RR/LB/20174600-4609.—In exercise of the powers conferred by Section 98, read with sub-section (2) of Section 480 of the Delhi Municipal Corporation Act, 1957 (66 of 1957) read with Government of India, Ministry of Home Affairs, Notification Number S.O. 3159 dated the 19th October, 1966, and after consultation with Union Public Service Commission and in supersession of recruitment regulations relating to the post of Chief Public Health Inspector notified vide No. F. No. 9/44/83-LSG dated the 7th April, 1983 except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi is pleased to make the following recruitment regulations for regulating the method of recruitment to the post of Chief Public Health Inspector in North, South and East Delhi Municipal Corporations, namely:—4 DELHI GAZETTE : EXTRAORDINARY PART IV] 1. Short title and commencement.–(1) These Regulations may be called The Chief Public Health Inspector Recruitment Regulations, 2017. (2) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of posts, classification and pay level in the Pay matrix.—The number of the said post, their classification and pay level in the Pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations. 3. Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age limit, qualifications and other matters relating to the said posts, shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.—No person,— (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who, having a spouse living, has entered into or contracted marriage with any person; shall be eligible of appointment to the said post: Provided that Government, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulations. 5. Power to relax.—Where the Government of the National Capital Territory of Delhi is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these regulations with respect to any class or category of persons or posts. 6. Saving.—Nothing in these regulations shall affect reservations, relaxation of age-limit and other concessions required to be provided for candidates of Scheduled Castes, Scheduled Tribes, Ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Government of India from time to time, in this regard. Deputation (including short term contract): Officers Under the Central or State Governments or Union Territories or Public Sector Undertakings or Recognized Research Institutions or Universities or Semi Government or statutory or Autonomous Organization; (A) (I) holding analogous Post on Regular Basis in the Parent Cadre/Department, or (II) with six years service in the grade rendered after Appointment thereto on Regular Basis in posts in Level-5 in the pay matrix or equivalent in the parent cadre/department; and (B) Possessing the following Educational Qualification and experience. (I) Bachelor’s Degree from a Recognized University. (II) Sanitary Inspectors Diploma from a recognized Institute. (III) Two years experience in the relevant field. Note 1 : The departmental officer in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation/ absorption. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2 : Period of deputation (including short-term contact) including period of deputation (including short- term contact) in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation (including short term contact) shall not be exceeding fifty six years as on the closing date of receipt of applications. 12. No. 4(3)/RR/LB/20174609-4617.—In exercise of the powers conferred by section 98, read with sub-section (2) of Section 480 of the Delhi Municipal Corporation Act, 1957 (66 of 1957) read with Government of India, Ministry of Home Affairs, notification number S.O. 3159 dated the 19th October, 1966, and after consultation with Union Public Service Commission, the Lt. Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age limit, qualifications and other matters relating to the said posts, shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.—No person,— (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who, having a spouse living, has entered into or contracted marriage with any person; shall be eligible for appointment to the said post: Provided that Government, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulations. 5. Power to relax.—Where the Government of the National Capital Territory of Delhi is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these regulations with respect to any class or category of persons or posts. 6. Saving.—Nothing in these regulations shall affect reservations, relaxation of age limit and other concessions required to be provided for candidates of Scheduled Castes, Scheduled Tribes, ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Government of India from time to time, in this regard.
