जियम बिाते ह,ैं अर्ाात ् :- 1. सजं िप्त िाम और प्रारंभ.- (1) इि जियमों का संजिप्त िाम इलेक्ट्राजिकी और सूचिा प्रौधोजगकी मंत्रालय, राष्ट्रीय सूचिा-जिज्ञाि केन्द्र, समूह ‘क’ (िैज्ञाजिक और तकिीकी) पि, भती जियम, 2022 ह ै। (2) य ेरािपत्र म ेंउिके प्रकािि की तारीख को प्रिृत्त होंग े । (3) ये जियम सीधी भती, आमेलि या प्रजतजियुजक्ट्त्त (जिसके अतं गता अल्पकाजलक संजििा भी ह)ै के जलए लाग ू होंगे। 2. पि-सख्ं आधार पर पट्ररिताि दकया िा सकता ह ै। 3. भती का मािक.– उक्ट्त्त पि पर भती की पद्धजत, अहता ाएं और उससे संबंजधत अन्द्य बाते िे होंगी िो िीचे िी गई हa ै :- (i) पि चयि पि होगा । (ii) पि भती के प्रयोििों के जलए संघ लोक सिे ा आयोग के कायाित्रे से छूट प्राप्त होगी । (iii) जिजभन्न पिों के जलए सीधी भती के जलए न्द्यूितम ििै जणक अहता ाएं और अिुभि िीच ेदिए गए हaै:- अजििाय ा : (क) ििै जणक अहता ाएं: िीचे उजल्लजखत िेत्र के अिुसार इंिीजियरी में स्नातक जडग्री या प्रौद्योजगकी म ें स्नातक जडग्री या इलेक्ट्राजिकी और प्रत्यायि जिभाग से कम््यूटर पाठ्यक्रम बी-स्ट्तर या इंिीजियरों के संस्ट्र्ाि का संबंद्ध सिस्ट्य या में िो िष ा की छूट प्राप्त होगी । ट्रट्पण 2 : उपरोक्ट्त्त उजल्लजखत आिश्यक अहता ा प्राप्त करि े के पश्चात अभ्यर्ी भती के समय पर आिश्यकतािुसार इलेक्ट्राजिक्ट्स और सूचिा प्रौधोजगकी मंत्री द्वारा जिजिजश्चत, अिुसंधाि या जिकास या जडज़ाइि या सूचिा प्रौधोजगकी समाधाि के समाकलि और कायाान्द्ियि या परीिण या गुणित्ता जियंत्रण या, इलेक्ट्राजिक्ट्स जियंत्रण और स्ट्िचलि के िेत्र में जिकास िमता या ई-िासि या सूचिा प्रौधोजगकी या कम््यूटर जिज्ञाि या साइबर सुरिा या माइक्रो इलेक्ट्राजिक्ट्स या िैिो प्रौधोजगकी या डाटा संचार सजहत संचार या िेटिका और साफ्टिेयर इंिीजियरी या जचदकत्सा इलेक्ट्राजिक्ट्स या औधोजगक इंिीजियरी या प्रॉडक्ट्िि इंिीजियरी या साइबर जिजध के एक या अजधक िेत्रों म ेंसुसंगत अिुभि रखता हो। िाछं िीयः जिज्ञाि या इंिीजियरी या सूचिा और संसूचिा प्रौधोजगकी में पीएचडी I 4. भती की पद्धजत.- (क) भती या तो सीध े या आमले ि अर्िा प्रजतजियुजक्ट्त्त (जिसके अंतगात अल्पकाजलक संजििा भी ह)ै द्वारा की िाएगी और प्रत्येक पि के जलए भती की जििेष पद्धजत या िैिजणक योग्यता या अिुभि, संगठि की आिश्यकताओं को ध्याि में रखते हुए पि के जिज्ञापि से पूिा जििेष पि के जलए िैिजणक अहता ाओं और अिुभि के आलोक म ें इलेक्ट्राजिक्ट्स और सूचिा प्रौधोजगकी मंत्रालय के मंत्री द्वारा जिधााट्ररत दकया िाएगा । (ख) भूतपूि ासैजिकों के जलए- प्रजतजियुजक्ट्त्त या पुिर्िायोिि : सेिाजििृजत्त के कारण सिस्त्र सेिा कार्माक या िो िस िषा की अिजध के भीतर आरजित को अतं ट्ररत हो और जियम 3 के खंड (iii) के अधीि जिजहत आपेजित अहता ाएं और अिुभि रखता हो, पर भी जिचार दकया िाएगा और यदि चयजित हो िाता ह,ै ऐसा व्यजि सिस्त्र सेिाओं स े जियोजित होिे के जलए सम्यक तारीख तक प्रजतजियुजक्ट्त्त िी िाएगी और उसके पश्चात िह पुिर्िायुजत्त होिे पर िारी रख सकेगा । (क) सीधी भती (i) सीधी भती के जलए जियम 3 के खंड (iii) के अधीि सीधी भती के जलए जिजिर्िाष्ट ििै जणक अहता ा और अिभु ि रखिे िाल ेअभ्यर्र्ायों पर जिचार दकया िा सकेगा । (ii) िैज्ञाजिक ‘डी’, िैज्ञाजिक ‘ई’ और िैज्ञाजिक ‘एफ’ के पिों के जलए चयजित अभ्यर्ी एक िष ा की अिजध के जलए प्रजतजियुजक्ट्त्त पर होंगे और िज्ञै ाजिक ‘बी’ और िैज्ञाजिक ‘सी’ सरकारी अिुिेिों के अिुसार िो िष ा की अिजध के जलए प्रजतजियुजक्ट्त्त पर होंग े िो प्रत्येक अिसर पर अजधकतम छह महीिे की अिजध के जलए िो बार जिस्ट्तार योग्य ह ै और यदि अभ्यर्ी अब तक अपिी पट्ररिीिा परू ी िहीं दकया ह ै तब सरकार उस े पि स े उन्द्मोजचत कर सकेगी जिस पर िह भती हुआ र्ा :4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] परंत ु पट्ररिीिा अिजध के जिस्ट्तार करिे का कोई जिणाय साधारणतया पूिा पट्ररिीिा अिजध के समाप्त होि े के पश्चात आठ सप्ताह के भीतर लेिा होगा और उक्ट्त्त अिजध के भीतर ऐसा करिे के जलए कारणों को संबंजधत अजधकारी िोिों के सार् जलजखत में ससं ूजचत करिा होगा । (iii) िैज्ञाजिकों की पुजष्ट अध्यि और तीि सिस्ट्यों से गट्रठत जिभागीय पुजष्ट सजमजत द्वारा जिचार की िाएगी जिसम ें जिम्नजलजखत होंगे :- (क) अध्यि – महाजिििे क, राष्ट्रीय सूचिा जिज्ञाि केन्द्र ; (ख) सिस्ट्य – राष्ट्रीय सूचिा जिज्ञाि केन्द्र से िो िैज्ञाजिक ‘िी’ और प्रमुख (कार्माक प्रभाग), राष्ट्रीय सूचिा जिज्ञाि केन्द्र । (ख) आमेलि या प्रजतजियुजक्ट्त्त (जिसके अंतगात अल्पकाजलक संजििा भी ह)ै : केन्द्रीय सरकार या राज्य सरकार या जिश्वजिधालयों या मान्द्यताप्राप्त अिुसंधाि संस्ट्र्ाि या अधा सरकारी, काििू ी या भारत या जििेि म ें स्ट्िायत्त संगठि म ें कायारत िैज्ञाजिकों या प्रौधोजगकीजििों को आमले ि या प्रजतजियुजक्ट्त्त (जिसके अंतगता अल्पकाजलक संजििा भी ह)ै के आधार पर जिम्नजलजखत ितों के अधीि रहत ेहुए भती दकए िा सकेंगे, अर्ाात ् :- (i) िैज्ञाजिक या प्रौधोजगकीजिि जियम 3 के खंड (iii) म ेंयर्ा-जिजिर्िाष्ट न्द्यूितम िैजिणक अहता ाएं और अिुभि रखते हों ; (ii) िैज्ञाजिकों या प्रौधोजगकीजििों को आिेिि करिे िाले पि के सििृ पि धाट्ररत दकया हुआ हो या जिजिर्िाष्ट पि के सामिे िीचे दिए गए अिुभि रखता हो :- क्रम सं. पि का िाम आिश्यक अिुभि (1) (2) (3) (क) िैज्ञाजिक ‘बी’ के जलए िेति मैट्ररक्ट्स म ें स्ट्तर -8 (47600-151100 रू.) या उसके समतुल्य म ें आठ िषा की सेिा दकया हो (ख) िैज्ञाजिक ‘सी’ के जलए िेति मैट्ररक्ट्स म ें स्ट्तर -10 (56100-177500 रू.) या उसके समतुल्य में पांच िषा की सेिा दकया हो (ग) िैज्ञाजिक ‘डी’ के जलए िेति मैट्ररक्ट्स म ें स्ट्तर -11 (67700-208700 रू.) या उसके समतुल्य में पांच िषा की सेिा दकया हो (घ) िैज्ञाजिक ‘ई’ के जलए िेति मैट्ररक्ट्स म ें स्ट्तर -12 (78800-209200 रू.) या उसके समतुल्य म ें पांच िषा की सेिा दकया हो या िेति मेट्ररक्ट्स-11 (67700-208700 रू.) या उसके समतुल्य म ेंिस िष ा की सेिा दकया हो (ड.) िैज्ञाजिक ‘एफ’ के जलए िेति मैट्ररक्ट्स में स्ट्तर –13 (123100 केन्द्रीय सरकार के उसी या दकसी अन्द्य संगठि या जिभाग में इस जियुजि से ठीक पहल े धाट्ररत दकसी अन्द्य काडर बाह्रा पि पर प्रजतजियजु क्ट्त्त की अिजध gSa 3 िष ा स े अजधक िहीं होगी िो केन्द्रीय सरकार के अिुमोिि से आग ेबढाया िा सकेगा ; (iv) पोषक प्रिग ा के ऐस े जिभागीय अभ्यर्ी, िो लचीली परू क योििा के अधीि स्ट्िस्ट्र्ािी प्रोन्नजत की सीधी पंजि में हaै या प्रचलि म ें अन्द्य िैज्ञाजिक और तकिीकी कार्माक िीजत काडर बाह्रा पि के अजतट्ररि प्रोन्नजत पर जियुजि में जिसके जलए ि े पोषक प्रिगा के अजधकारी िहीं हaै, जिचार करिे के जलए पात्र होंगे, और इसी प्रकार से प्रजतजियुक्ट्त्त व्यजि लचीली पूरक योििा के अधीि स्ट्िस्ट्र्ािी प्रोन्नजत या कोई अन्द्य िैज्ञाजिक और प्रचजलत तकिीकी कार्माक िीजत के जलए जिचार करिे जलए पात्र होगा ; (v) प्रजतजियुजक्ट्त्त (जिसके अंतगात अल्पकाजलक संजििा भी ह)ै द्वारा जियुजि के जलए अजधकतम आयु-सीमा आिेिि प्राप्त करिे की अंजतम तारीख को 56 िषा से अजधक िहीं होगी ।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 5. आय-ु सीमा – पि के प्रत्येक श्रेणी म ेंसीधी भती के जलए ऊपरी आय ुसीमा जिम्नजलजखत के अिुसार होगी : - क्रम सं. पि का िाम ऊपरी आय-ु सीमा जिम्नजलजखत से अजधक िहीं होगी । (1) (2) (3) (i) िैज्ञाजिक ‘बी’ 30 िष ा (ii) िैज्ञाजिक ‘सी’ 35 िष ा (iii) िैज्ञाजिक ‘डी’ 40 िष ा (iv) िैज्ञाजिक ‘ई’ 45 िष ा (v) िैज्ञाजिक ‘एफ’ 50 िष ा परंत ु – (i) इलक्ट्े राजिकी और सूचिा प्रौधोजगकी मंत्रालय में जियजमत आधार पर पहले से काम कर रह े िैज्ञाजिकों और केन्द्रीय सरकार में समय समय से प्रचाजलत जियमों की सीमा के अिुसार इसके सगं ठिों के संबंध म ेंआयु जिजर्ल की िाएगी; (ii) अिुसूजचत िाजत, अिुसूजचत िििाजत, भतू पूि ा सैजिकों, अन्द्य जपछड़े िगों, अजस्ट्र् जिकलांग और अन्द्य जििेष प्रिग ा के व्यजियों के संबंध में ऊपरी आयु-सीमा के संबंध में समय समय पर केन्द्रीय सरकार द्वारा िारी दकए गए आिेिों के अिुसार जिजर्ल दकया िा सकेगा ; (iii) केन्द्रीय सरकार जििेषीकृत िैज्ञाजिक िेत्रों में उच्च अिुभिी अभ्यर्ी के मामले म ें पिों की सभी श्रेजणयों के जलए उच्च आय-ु सीमा जिजर्ल की िा सकेगी । ट्रट्पण : आय-ु सीमा अिधाट्ररत करिे के जलए जिणाायक तारीख भारत में अभ्यर्र्ायों से आििे ि प्राप्त करि े के जलए जियत की गई अंजतम तारीख होगी I (ि दक िह अंजतम तारीख िो असम, मघे ालय, अरूणाचल प्रिेि, जमिोरम, मजणपरु , िागालडैं , जत्रपुरा, जसदिम, संघ राज्यिेत्र लद्दाख खंड, जहमाचल प्रिेि के लाहौल और स्ट्पीजत जिले तर्ा चंबा-जिल े के पांगी उपखंड, अडं माि और जिकोबार द्वीप या लिद्वीप के अभ्यर्र्ायों के जलए जिजहत की गई ह ै।) 6. िाचं सजमजत - सीधी भती या प्रजतजियुजक्ट्त्त या आमले ि के जलए िांच सजमजत, अध्यि और िो सिस्ट्यों िो महाजििेिक, राष्ट्रीय सूचिा जिज्ञाि केन्द्र द्वारा िाजमत की िाएगी, से जमलकर बिेगी और िांच सजमजत की जसफाट्ररिों को स्ट्िीकार करि े िाला प्राजधकारी, राष्ट्रीय सूचिा जिज्ञाि केन्द्र का महाजििेिक होगा और केिल छंटे हुए अभ्यर्ी भती के अगले स्ट्तर के जलए पात्र होंगे । 7. सीधी भती के जलए या प्रजतजियजु क्ट्त्त (जिसके अतं गता अल्पकाजलक सजं ििा भी ह)ै या आमले ि के जलए जिभागीय चयि सजमजत, और उसकी सरं चिा.– सीधी भती के जलए या प्रजतजियुजक्ट्त्त (जिसके अंतगता अल्पकाजलक संजििा भी ह)ै या आमेलि के जलए जिभागीय चयि सजमजत और उसकी संरचिा जिम्नजलजखत ह:ै- (क) िैज्ञाजिक ‘एफ’ के पि की भती के जलए :- (i) रिा अिुसंधाि जिकास संगठि अर्िा िैज्ञाजिक तर्ा औधोजगक अिुसंधाि पट्ररषि या जिज्ञाि और अध्यि; प्रौधोजगकी जिभाग या िैज्ञाजिक या तकिीकी ििै जणक संस्ट्र्ाि से िैज्ञाजिक ‘एच’ या इसके समतुल्य (ii) उियोग से िैज्ञाजिक ‘िी’ या उसके समतुल्य सिस्ट्य; (iii) िेति मैट्ररक्ट्स म ें स्ट्तर-14, (144200-218200 रू.) के भारतीय सूचिा प्रौधोजगकी या भारतीय सिस्ट्य; सूचिा प्रौधोजगकी संस्ट्र्ाि का इंदिरा गांधी राष्ट्रीय मुि जिश्वजिधालय या िैज्ञाजिक या तकिीकी संस्ट्र्ाि के जििेिक स्ट्तर के िैिजणक संस्ट्र्ाि से प्रजतजिजध (iv) अन्द्य िैज्ञाजिक सरकारी जिभाग से िैज्ञाजिक ‘िी’ या उसके समतुल्य स्ट्तर का एक सिस्ट्य सिस्ट्य ; (v) इलेक्ट्राजिकी और सूचिा प्रौधोजगकी मंत्रालय या राष्ट्रीय सूचिा जिज्ञाि केंर या मािकीकरण, सिस्ट्य परीिण और गुणित्ता प्रमाणि, जिििे ालय स ेिैज्ञाजिक ‘िी’ या इसके समतुल्य स्ट्तर का एक सिस्ट्य (क) व्यजि स े जिसका पजत या जिसकी पत्नी िीजित ह ैजििाह दकया ह,ै या जििाह की संजििा की ह ैया (ख) जिसिे अपि े पजत या अपिी पत्नी के िीजित रहत े हुए दकसी व्यजि से जििाह दकया है या जििाह की संजििा की ह;ै उक्ट्त्त पि पर जियुजि का पात्र िहीं होगा परंतु यदि केन्द्रीय सरकार का यह समाधाि हो िाता ह ै की ऐसा जििाह उस व्यजि और जििाह के अन्द्य पिकार को लाग ू स्ट्िीय जिजध के अधीि अिुज्ञेय ह ै और ऐसा करिे के जलए अन्द्य आधार ह ै तो िह दकसी व्यजि को इस जियम के प्रिताि से छूट ि ेसकेगी । 9. भारत और भारत स े बाहर सिे ा करि े के जलए अजधकाट्ररयों का िाजयत्ि.- (1) इि जियमों के अधीि जियुक्ट्त्त अजधकारी भारत या भारत से बाहर कहीं भी सेिा करि े के जलए िाजयत्िधीि gksaxs। (2) इि जियमों के अधीि जियक्ट्ु त्त अजधकारी ऐसा प्रजििण लेिे के जलए िायी होंगे और उन्द्ह ें भारत में या जििेि में प्रजििण के अिुक्रम पर भेिा िाएगा िैसा सरकार समय समय पर जिजिश्चय करे और प्रजििण या पाठ्यक्रम, जिसकी अिजध छह माह या उससे अजधक ह,ै के जलए भेिा गया अजधकारी या प्रजििण की अिजध को ध्याि में ि रखते हुए, भारत से बाहर या भारत esa प्राइिेट फमों या कारखािे म ें प्रजििण के जलए भिे ा गया अजधकारी प्रजििण के पूरे खचा का प्रजतिाय करि े का िायी होगा यदि दकसी कारणिि प्रजििण के िौराि या ऐसे प्रजििण के पूरा होि े के तीि िष ा की अिजध के भीतर अपिी सेिा छोड़ि े का जिकल्प िते ा ह।ै 10. प्रजििण.- सीधी भती के आधार पर इि जियमों के अधीि जियुि अजधकारी राष्ट्रीय सूचिा जिज्ञाि केन्द्र द्वारा जिजिर्िाष्ट अिजध के जलए प्रजििण कायाक्रम को आिश्यक रूप से परू ा करिा होगा और दकसी भी अजधकारी की, ऐस े प्रजििण कायाक्रम को पूरा दकए जबिा उिकी पट्ररिीिा अिजध पूरी िहीं होगी । 11. जिजर्ल करि े की िजक्ट्त्त.- िहा ं केन्द्रीय सरकार की यह राय ह ै दक ऐसा करिा आिश्यक या समीचीि ह,ै िहां िह उसके जलए िो कारण ह,ैं उन्द्ह ें लेखबद्ध करके, तर्ा संघ लोक सेिा आयोग स े परामि ा करके इि जियमों के दकसी उपबंध को दकसी िगा या प्रिग ाके व्यजियों की बाबत, आििे द्वारा जिजर्ल कर सकेगी the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the Group ‘A’ Scientific and Technical posts in the National Informatics Centre, Ministry of Electronics and Information Technology, namely:— 1. Short-title and commencement.—(1) These rules may be called the Ministry of Electronics and Information Technology, National Informatics Centre, Group ‘A’ (Scientific and Technical) Posts, Recruitment Rules, 2022. (2) They shall come into force on the date of their publication in the Official Gazette. (3) These rules shall be applicable for Direct Recruitment, Absorption or Deputation (including short-term contract). 2. Recruitment norms. - The method of recruitment to the said posts, qualifications and other matters relating thereto shall be as under:- (i) The posts shall be selection posts. Note 1: The above experience shall be applicable in respect of candidates having Bachelor Degree in Engineering or Bachelor Degree in Technology or Department of Electronics and Accreditation of Computer Courses B Level or Associate Member of Institute of Engineers or Graduate Institute of Electronics and Telecommunication Engineers or Master Degree in Science or Master in Computer Application qualifications, and for Candidates having Master Degree in Engineering or Master Degree in Technology or Master Degree in Philosophy, two years relaxation in above experience shall be applicable. Note 2: After acquiring essential qualification mentioned above, the candidate must have relevant experience in one or more areas in Research or Development or Design or Integration and implementation of Information Technology Solution or Testing or Quality Control or Capacity Development in the areas of Electronics, Control and Automation or e-governance or Information Technology or Computer Science or Cyber Security or Micro Electronics or Nano Technology or Communication including Data Communications or Network and Software Engineering or Medical Electronics or Industrial Engineering or Production Engineering or Cyber Law as decided by the Ministry of Electronics and Information Technology as per the requirement at the time of recruitment. Desirable: PhD in Science or Engineering or Information and Communication Technology. 4. Methods of recruitment. – (a) The recruitment shall be made either by direct recruitment or absorption or deputation (including short-term contract) and the particular method of recruitment or education qualification or experience for each post shall be decided by the Ministry of Electronics and Information Technology in the light of the educational qualifications and the experience or area required for the particular post before advertising the post, keeping in view the requirements of the same in the organisation. (b) For ex-servicemen – Deputation or re-employment: The Armed Forces Personnel due to retire or who are to be transferred to reserve within a period of one year and having the requisite qualifications and experience prescribed under clause (iii) of rule 3 shall also be considered and if selected, such persons shall be given deputation terms upto the date on which they are due for release from the Armed Forces and thereafter they may be continued on re-employment. (A) Direct recruitment: (i) The candidates possessing the educational qualification and experience specified under clause (iii) of rule 3 may be considered as eligible for direct recruitment. (ii) The selected candidates for the post of Scientist ‘D’, Scientist ‘E’ and Scientist ‘F’ shall be on probation for the period of one year and Scientist ‘B’ and Scientist ‘C’ shall be on probation for the period of two years as per Government instructions, which is extendable twice by a period of six months maximum on each[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 9 occasion and if a candidate is still not able to clear his probation, the Government may discharge him from the post on which he has been recruited: Provided that any decision for extension of a probation period shall be taken ordinarily within eight weeks after the expiry of the previous probationary period and communicated in writing to the concerned officer together with the reasons for so doing within the said period. (iii) The confirmation of the Scientists shall be considered by the Departmental Confirmation Committee consisting of a Chairman and three Members as under:- (a) Chairman - Director General, National Informatics Centre; (b) Members - Two Scientists ‘G’ from National Informatics Centre, and Head (Personnel Division), National Informatics Centre. (B) Absorption or Deputation (including short-term contract): The Scientists or Technologists working in the Central Government or State Government or Universities or Recognised Research Institutions or Semi Government, Statutory or Autonomous Organisations in India or abroad may be recruited on absorption or deputation (including short-term contract) basis subject to fulfilment of the following conditions, namely:- (i) the Scientists or Technologists possess minimum educational qualifications and experience as specified in clause (iii) of rule 3; (ii) the Scientists or Technologists shall be holding a post analogous to the post applied for or having the experience as stated against a specific post :- Sl. (iii) the period of deputation, including the period of deputation (including short-term contract) in another ex- cadre post held immediately preceding this appointment in same or some other Organisation or Department of the Central Government, shall ordinarily not exceed three years, which may be extended further with the approval of the Central Government; (iv) the Departmental candidates in the feeder category, who are in the direct line of in-situ promotion under Flexible Complementing Scheme or any other Scientific and Technical Personnel Policy in vogue shall not be eligible for consideration for appointment on deputation except for the ex-cadre post for which they are not the feeder grade officers, and similarly deputationist shall not be eligible for consideration for in-situ promotion under Flexible Complementing Scheme or any other Scientific and Technical Personnel Policy in vogue; (v) the maximum age limit for appointment by deputation (including short-term contract)shall be not exceeding 56 years as on the closing date of receipt of applications.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 5. Age-limit. – The upper age-limit for direct recruitment in each category of post shall be as under:- Sl. Note: The crucial date for determining the age-limit shall be closing date for receipt of application from candidates in India (and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of Jammu and Kashmir State, Lahaul and Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh, Andaman and Nicobar Islands or Lakshdweep). 6. Screening Committee.—The Screening Committee for direct recruitment or deputation or absorption shall consist of a Chairman and two Members who shall be nominated by the Director General, National Informatics Centre and the authority to accept the recommendations of the Screening Committee shall be Director General, National Informatics Centre and only the screened-in candidates shall be eligible for next level(s) of recruitment. 7. Departmental Selection Committee, and its composition, for direct recruitment or deputation (including short-term contract) or absorption. – The Departmental Selection Committee for direct recruitment or deputation (including short-term contract) or absorption and its composition shall be as under:- (A) For recruitment to the post of Scientist ‘F’: Scientist –H or equivalent from Defence Research Development Organisation or Council for (i) Scientific and Industrial Research or Department of Science and Technology or Scientific or Chairperson; Technical academic institution (ii) Scientist ‘G’ or equivalent from Industry Member; Representative from a Academic Institution of the level of Director, Indian Institute of Technology or Indian Institute of Information Technology or Indira Gandhi National Open (iii) Member; University or Scientific or Technical academic institution in level-14 (Rs. 144200-218200) in the pay matrix One member of the level of Scientist ‘G’ or equivalent from other Scientific Government (iv) Member; Departments One member of the level of Scientist ‘G’ or equivalent from Ministry of Electronics and (v) Information Technology or National Informatics Centre or Standardisation, Testing and Quality Member. Standardisation, Testing and Quality Certification, Directorate Note: The proceedings of the Departmental Selection Committee may be acted upon notwithstanding the absence of any of its members other than the Chairperson provided that the member was duly invited but he absented himself for one reason or the other and there was no deliberate attempt to exclude him from the deliberation of the Departmental Selection Committee and provided further that the majority of the members constituting the Departmental Selection Committee are present in the meeting. 8. Disqualification. - No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to any of the said posts: Provided that the Central Government, may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 9. Liability of officers to serve in India and outside. – (1) Officers appointed under these rules shall be liable to serve anywhere in India and outside. (2) Officers appointed under these rules shall be liable to undergo such training and be detailed on courses of instruction in India or abroad as the Government may decide from time to time and an Officer detailed for training or course, the duration of which is six months or more or an officer detailed for training outside India or with private firms or factories in India, irrespective of the duration of the training, shall be liable to refund in full the cost of training, if, for any reason, during the training, or within a period of three years after the completion of such training, he chooses to discontinue his service. 10. Training. –An Officer appointed under these rules on direct recruitment basis shall compulsorily undergo training programme for a period specified by the National Informatics Centre and no officer shall be cleared for his probation period without completing such training programme. 11. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 12. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
