On Wednesday, December 10, 2025, the Maharashtra Legislative Assembly introduced L. A. BILL No. CIII OF 2025 to further amend the Maharashtra Stamp Act of 1958. The bill, called the Maharashtra Stamp (Second Amendment) Act, 2025, modifies sections of the principal act.
Key changes include:
* Replacing “sections 32b” with “sections 32b and 53b” in section 32k.
* Removing “and any order given in this way will be final” from sub-section (1a) of section 53.
* Replacing "may order him to submit the document" in sub-section (1) of section 53A, with "may order him to submit other documents to him besides the document for which an appeal has been filed before the State Government under section 53b".
* Adding a new section 53b which states that any person aggrieved by an order of the Chief Controlling Revenue Authority filed under sub-section (1a) of section 53, may file an appeal to the State Government within sixty days from the date of receiving such order, along with a fee of one thousand rupees. The State Government, after giving the parties a reasonable opportunity to be heard, will consider the matter and pass such order as it deems just and proper and the order passed in this manner will be final.
The statement of objects and reasons clarifies that these changes are intended to reduce the burden on the High Court and the cost of disputes for aggrieved parties, as well as unlock government revenue that is stuck for a long time.
The Bill's implementation date will be determined by the state government via official gazette notification. The authority to make this determination rests with the State Government.
