**4. Background and Rationale:**
The policy addresses the potential disruption of essential services provided by Anganwadi Workers and Anganwadi Helpers. The Lieutenant Governor is "satisfied" that these services are essential for the most vulnerable groups, implying a concern that strikes or other labor actions could negatively impact the health, nutrition, and education of these populations. By declaring these services essential and prohibiting strikes, the policy aims to prevent any interruption in the delivery of these critical services.

* **Timelines:** The strike prohibition is in effect for six months from the date of issuance of the notification (March 9, 2022).
* **Procedures:** The notification is issued under the Haryana Essential Services Maintenance Act 1974, suggesting that enforcement will likely be governed by the provisions of that Act.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome is to ensure the uninterrupted delivery of essential services to vulnerable populations served by Anganwadi Centres in the National Capital Territory of Delhi. By prohibiting strikes, the policy aims to prevent disruptions in nutrition, immunization, health check-ups, and early childhood education. This is expected to have a positive impact on the health and well-being of children, pregnant women, and lactating mothers in the region. The policy seeks to prioritize the continuation of services over the workers’ right to strike, therefore the desired outcome is sustained service delivery.
**9. Conclusion:**
The notification declaring Anganwadi services as essential and prohibiting strikes by Anganwadi Workers and Helpers in the National Capital Territory of Delhi underscores the importance of these services for vulnerable populations. The policy prioritizes the uninterrupted delivery of these services, potentially impacting labor relations in the short term but aiming to protect the health, nutrition, and education of children and women in need.
