Executive Summary & Key Takeaways

**Executive Summary** This report outlines the status of the Indian telecom sector as of April 30, 2026, based on data provided by 1538 operators to TRAI. It details growth in broadband, wireless, and wireline segments, showing a total of 1337.54 million telephone subscribers with an overall tele-density of 93.69%. Key performance indicators include 14.74 million mobile number portability requests and a significant 93.84% active subscriber rate within the wireless segment. **Key Points / Main Content** **Overall Subscription and Tele-density** * **Total Subscribers:** The total number of telephone subscribers increased from 1330.58 million in March 2026 to 1337.54 million at the end of April 2026, a monthly growth rate of 0.52%. * **Tele-density Trends:** Overall tele-density rose to 93.69%. There remains a significant gap between urban tele-density (152.11%) and rural tele-density (60.74%). * **Wireless vs. Wireline:** The wireless segment dominates with 1288.96 million subscribers, while the wireline base stands at 48.58 million. **Broadband Segment** * **Market Growth:** Total broadband subscribers reached 1073.44 million by the end of April 2026, reflecting a 0.71% monthly growth rate. * **Market Leaders:** Reliance Jio Infocomm Ltd. leads the broadband market with 526.94 million subscribers, followed by Bharti Airtel (373 million) and Vodafone Idea (128.92 million). * **Segment Performance:** 5G Fixed Wireless Access (FWA) showed the highest growth rate at 2.53% for the month. **Wireless (Mobile) Subscriber Base** * **Active Users:** Out of 1271.90 million wireless (mobile) subscribers, 1193.57 million (93.84%) were active on the date of peak Visitor Location Register (VLR). * **Provider Performance:** Bharti Airtel maintained the highest proportion of active subscribers at 99.72%, while Reliance Jio held the largest wireless market share at 39.25%. * **Sector Dominance:** Private access service providers hold 92.67% of the wireless market share, compared to 7.33% held by PSUs (BSNL and MTNL). **Wireline and M2M Connections** * **Wireline Growth:** The wireline subscriber base grew by 0.33 million in April 2026. Reliance Jio holds the highest market share in this segment at 31.66%. * **M2M Connectivity:** Machine-to-Machine (M2M) cellular mobile connections increased to 127.48 million. Bharti Airtel leads this specific niche with a 61.98% market share. **Mobile Number Portability (MNP)** * **Porting Requests:** 14.74 million subscribers submitted MNP requests in April 2026. * **Regional Trends:** In MNP Zone-I (Northern and Western India), U.P. (East) received the highest requests (2.14 million), while Madhya Pradesh led Zone-II (Southern and Eastern India) with 1.343 million requests. **Impact Analysis** **Telecom Service Providers (TSPs)** **Impact** Private TSPs continue to dominate the market share (92.67%), while PSUs face continued pressure with marginal shares. High MNP activity (14.74 million) indicates intense competition and subscriber churn. **Action Required** TSPs must focus on rural market penetration to address the lower rural tele-density (60.74%) and optimize 5G FWA and M2M offerings, which show higher growth potential. **Regulatory Authorities (TRAI / Ministry of Communications)** **Impact** The data confirms a steady expansion of the digital footprint, particularly in broadband. However, the urban-rural tele-density divide remains a significant geographical disparity. **Action Required** Continue monitoring the quality of service and portability efficiency, and potentially introduce policies to incentivize rural infrastructure development. **Public Sector Undertakings (BSNL/MTNL)** **Impact** PSUs hold a small fraction of the wireless market (7.33%) and have seen declines in specific segments, such as a negative growth rate in wireline subscribers for the "Metro" circle. **Action Required** Urgent strategic intervention is needed to stem subscriber loss in metro circles and improve the active subscriber (VLR) percentage, which currently lags behind private competitors.

Advisor (NSL), TRAINote: Peak VLR figures in some LSAs of some of the service providers are more than their HLR figures due to a large number of inroamers. Annexure IV VLR Subscribers in the Wireless Segment Home Location Register (HLR) is a central database that contains details of each mobile phone subscriber that is authorized to use the GSM core network. The HLRs store details of every SIM card issued by the service provider. Each SIM has a unique identifier called an International Mobile Subscriber Identity (IMSI), which is the primary key to each HLR record. The HLR data is stored for as long as a subscriber remains with the service provider. HLR also manages the mobility of subscribers by means of updating their position in administrative areas. It sends the subscriber data to a Visitor Location Register (VLR). Subscriber numbers reported by the service providers is the difference between the numbers of IMSI registered in service provider’s HLR and sum of other figures as given below: - 1 Total IMSI's in HLR (A) 2 Less: (B = a + b + c + d + e) a. Test/Service Cards b. Employees c. Stock in hand/in Distribution Channels (Active Card) d. Subscriber Retention period expired e. Service suspended pending disconnection 3 Subscribers Base (A-B) Visitor Location Register (VLR) is a temporary database of the subscribers who have roamed into the particular area, which it serves. Each base station in the network is served by exactly one VLR; hence a subscriber cannot be present in more than one VLR at a time.If subscriber is in active stage i.e. he is able to send/receive calls/SMSs he is available both in HLR and VLR. However, it may be possible that the subscriber is registered in HLR but not in VLR due to the reason that he is either switched-off or moved out of coverage area, not reachable etc. In such circumstances he will be available in HLR but not in VLR. This causes difference between subscriber number reported by the service providers based on HLR and numbers available in VLR. The VLR subscriber data calculated here is based on active subscribers in VLR on the date of Peak subscriber number in VLR of the particular month for which the data is being collected. This data is to be taken from the switches having the purge time of not more than 72 hours.
