The Indian Institute of Management (IIM) Nagpur recently organized a symposium on
the Viksit Bharat Education Foundation Bill 2025. The objective of the symposium
was to deliberate on various aspects of the proposed bill and gather suggestions
from academicians and experts regarding reforms required in the higher education
sector. The bill proposes strengthening regulation, accreditation, standardization,
and a trust-based quality framework in higher education. The symposium featured
technical sessions on Regulation, Accreditation, and Standardization.
Vice-Chancellor of Laxminarayan Innovation Technological University, Dr. Atul Vaidya,
graced the programme as the Chief Guest. In his address, he stated that teacher
evaluation in higher education should not be based solely on the number of research
papers published, but also on the number of capable students they have mentored
and developed. He observed that while academic standing is often measured by the
number of publications, conducting research and preparing students to undertake
research are two different responsibilities. Therefore, teachers should also be
assessed based on the competent students they nurture and guide.
Dr. Bhimaraya Metri, Director of IIM Nagpur, highlighted that the concept of “ViksitBharat” forms an important part of the proposed bill. He noted that India has the
potential to emerge as a developed nation well before 2047, and the country’s
education system must prepare accordingly. He further observed that Indian youth
are already leading several global companies and industry groups. In the coming
decades, India will increasingly be expected to provide leadership at the global level,
making it essential to strengthen and align the higher education system with future
needs.
The first session, on the theme of Regulation, featured Advocate Ashok Pawde as
the keynote speaker. The second session focused on Accreditation, with Dr. Sanjay
Kavishwar, former Dean of Rashtrasant Tukadoji Maharaj Nagpur University,
delivering the keynote address. The third session addressed Standardization, with Dr.
Atul Vaidya presenting the keynote.
The suggestions and ideas presented by experts during the symposium will be
systematically documented and formally compiled before being submitted to the
relevant authorities in New Delhi as policy recommendations for strengthening higher
education reforms.
