PREAMBLE:
In notification (1) read above, the Karnataka Victim Compensation Scheme,
2011 has been constituted by the Karnataka State Government to provide compensation
for the purpose of compensating victims or dependents who have suffered loss or loss
as per the provisions of Section 357 A of the Code of Criminal Procedure, 1973.
In (2) read above, the Hon'ble Supreme Court has directed all the State
Governments to formulate a Victim Compensation Scheme under Section 357 A of the
Code of Criminal Procedure, 1973 for the victims of mob killings/mob riots.
In the proceedings of (3) read above, although the Karnataka Victim
Compensation Scheme, 2011 has already been framed by the State Government, it is

felt that there is a need to issue a separate order to provide compensation to the
dependents of the victims of Lynching/mob riots.
Therefore, the opportunities under which the victims/ dependents of mob
killings/ mob riots can seek compensation under the Karnataka Victim Compensation
Scheme-2011 are not clearly covered and the Hon'ble Supreme Court in the judgment
in (2) read above for the dependents of the victims of mob killings/ mob riots. Directing
the State Governments to formulate a plan to provide relief given that, the Government
deems it appropriate to issue a separate order in this regard
After reviewing the above points, the Government has ordered as follows.

As explained in the preambale, as per the direction of the Supreme Court, the
victim compensation scheme was ordered to be implemented to provide compensation
to the families and their dependents in the Lynching/mob riots occurring in the state as
per the schedule below.

The compensation under the Lynching / Mob violence Victim Compensation
Scheme shall be paid from the compensation fund earmarked under the Karnataka
Victim Compensation Scheme, 2011 and regarding the determination and payment of
compensation amount, Karnataka Victim Compensation Scheme -2011 (Karnataka
Victim Compensation Scheme, 2011) should follow the guidelines.
This Government order is issued by the Finance Department concurrence vide
its Note No. FD 350 Exp-11/2023, dated:21.09.2023
