IMPLEMENTATION OF PM-VANBANDHU
KALYAN YOJANA

Union Minister of State for Tribal Affairs Shri Durgadas Uikey informed Lok Sabha that the benefits of
schemes relating to education, health, housing, livelihood, drinking water and infrastructure under the
Pradhan Mantri Vanbandhu Kalyan Yojana in tribal dominated States including Ratlam–Jhabua–Alirajpur
of Madhya Pradesh and the other tribal areas of the States is as under:
DhartiAabaJanjatiya Gram Utkarsh Abhiyan: Hon'ble PM launched DhartiAabaJanjatiya Gram
Utkarsh Abhiyan on 2nd October, 2024. The Abhiyan comprises of 25 interventions implemented by 17-
line Ministries and aims to saturate infrastructural gaps in 63,843 villages, improve access to health,
education, Anganwadi facilities and providing livelihood opportunities benefiting more than 5 crore tribals
in 549 districts and 2,911 blocks in 30 States/UTs in 5 years including Ratlam–Jhabua–Alirajpur of
Madhya Pradesh. The Abhiyan has total budgetary outlay of Rs.79,156 Cr (Central share: ₹56,333 Cr and
State share: ₹22,823 Cr).
Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN): On 15th November 2023,
Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) was launched for socio-economic
development of 75 PVTG communities residing in 18 states and one UT including Ratlam–Jhabua–
Alirajpur of Madhya Pradesh. The mission aims to provide basic facilities to improve their socio-
economic conditions such as safe housing, clean drinking water and improved access to education, health
and nutrition, road and telecom connectivity, electrification of unelectrified households and sustainable
livelihood opportunities in 3 years. These objectives are being met through 11 interventions implemented
by 9-line Ministries.
Pre-Matric Scholarships to ST students: The scheme is applicable to students who are studying in
Classes IX –X. Parental income from all sources should not be more than Rs.2.50 lakhs per annum.
Scholarship of Rs.225/-per month for day scholars and Rs.525/-per month for hostellers is given for a
period of 10 months in a year. Scholarship is disbursed through the State Government/UT Administration.
Funding ratio is 75:25 between Centre and States for all States including Ratlam–Jhabua–Alirajpur of
Madhya Pradesh except North East and Hills States/UT like Himachal Pradesh, Uttarakhand and Jammu
and Kashmir where it is 90:10. For UTs without legislature sharing pattern is 100% Central share.
Post Matric Scholarship to ST students: The objective of the scheme is to provide financial assistance
to the Scheduled Tribe students studying at post-matriculation or post-secondary levels to enable them to
complete their education. Parental income from all sources should not be more than Rs.2.50 lakhs per
annum. Compulsory fees charged by educational institutions are reimbursed subject to the limit fixed by
the concerned State Fee fixation committee and scholarship amount of Rs.230 to Rs.1200 per month,
depending upon the course of study is paid. The Scheme is implemented by the State Governments and
Union Territory Administrations. Funding ratio is 75:25 between Centre and States for all StatesincludingRatlam–Jhabua–Alirajpurof Madhya Pradesh except NE and Hilly States/UT of Himachal Pradesh,
Uttarakhand and Jammu and Kashmir where it is 90:10. For UTs without legislature sharing pattern is
100% Central share.
In order to strengthen inter-departmental coordination and improve awareness in the implementation of
Pradhan Mantri Vanbandhu Kalyan Yojana ,the concrete steps being taken by the Government to ensure
time-bound implementation, strengthen the monitoring mechanism and ensure direct outreach to the
targeted beneficiaries is as under:
Development Action Plan for Scheduled Tribes (DAPST): The Ministry of Tribal Affairs is the nodal
ministry to monitor Development Action Plan for STs (DAPST) funds which are earmarked under various
schemes of 41 Ministries / Departments (excluding Ministry of Tribal Affairs) for welfare and
development of STs in the country including Ratlam–Jhabua–Alirajpur of Madhya Pradesh. An online
monitoring system (https://stcmis.gov.in) integrated with PFMS has been designed to monitor the
allocation and utilization of DAPST funds by these Ministries/Departments. Ministry also organizes
periodic meetings with the obligated Ministries/Departments to review allocation and utilization under
DAPST and guides them for better utilization of DAPST funds.Each ministry has to place the funds
earmarked for TSP under Minor Head ‘796’ below the functional major Head/Sub-Major Heads to ensure
their non-divertibility to any other scheme.
Schemes along-with funds allocated by the obligated Ministries/Departments for the welfare of Scheduled
Tribes are given at Statement 10B of Expenditure Profile of Union Budget document in the link:
State Tribal Sub Plan (TSP): State Governments are also supposed to earmark TSP funds with respect to
the total Scheme allocation, in proportion to ST population (Census 2011) in the State. The details of
allocation and expenditure for TSP by States/UTs out of their own funds are available at
https://statetsp.tribal.gov.in.
PM-JANMAN Initiatives in PM Gatishakti Portal
To ensure the effective implementation and monitoring of the PM JANMAN, Ministry has been regularly
reviewing the implementation with State Governments and District administrations. Besides, for
monitoring the progress of the works under PM JANMAN, digital dashboard on PM GatiShakti portal has
been developed. A Project Monitoring Unit in the Ministry has also been established for monitoring and
coordination with Ministries and States / UT.
Under the PM JANMAN initiative, the integration of GIS-based data has enabled better planning and
robust monitoring of schemes across multiple Line Ministries. Key advancements include seamless
integration of PVTG locations. The demographic data was collected for the PVTG habitations belonging
to PVTGs Districts/Sub-districts/villages through a Mobile App developed by BISAG-N for survey,
ensuring accessibility for project planning and sanctionings. Real-time progress monitoring has been
enabled through API integration with web portals of seven Line Ministries, with ongoing integration for
MoWCD. Additionally, saturation dashboards provide granular insights up to the village level, and online
modules facilitate data submission for Van Dhan Vikas Kendra (VDVKs), Multi-Purpose Centers, and
Anganwadi construction progress monitoring. These efforts reinforce data-driven governance for tribal
empowerment.
In coordination with State Governments, Information, Education and Communication (IEC) campaigns
have been organized across States which are aimed at creating awareness on various welfare schemes for
tribals and strengthen outreach and also facilitating in preparation of basic documents like Aadhar Card,
Caste certificate, Jan Dhan bank account which are required for availing benefits under different schemesMultiple evaluation and monitoring exercises have been undertaken to assess the performance and impact
of tribal welfare schemes. NITI Aayog (DMEO) through M/s KPMG Advisory Services Pvt. Ltd.,
conducted a comprehensive Evaluation Study of Centrally Sponsored Schemes under Package 9 for the
period 2020–21 to 2024–25, covering seven schemes under the Vanbandhu Kalyan Yojana.
