This document summarizes the Ministry of Tribal Affairs' (MoTA) implementation of schemes for tribal populations in Rajasthan and across India, as informed to the Lok Sabha on August 21, 2025. The schemes are implemented through central sector and centrally sponsored schemes, including Pre and Post Matric Scholarship, National Fellowship and Scholarship for higher education of ST students, National Overseas scholarship, Ekalavya Model Residential Schools (EMRS), PMJVM, PMJANMAN, and Aid to voluntary organizations. Central sector schemes are implemented by the central government, while centrally sponsored schemes are implemented by state governments, with Rajasthan covered under both. Regular evaluations are conducted by outside agencies to identify gaps and improve scheme efficiency.
Key data points from Annexures 1-9 include:
* **Annexure 1:** Details allocation and expenditure under Tribal Sub Plan(TSP) in crores for the years 2022-23, 2023-24 and 2024-25. For Rajasthan, the TSP allocation was ₹23570.96 crore, ₹26229.65 crore, and ₹29593.66 crore, respectively. The TSP expenditure for the same period was ₹20635.7 crore, ₹22643.56 crore, and ₹4608.65 crore.
* **Annexure 2:** State-wise details of funds disbursed for Village Development Plans (VDPs) under the scheme of PMAAGY (Pradhan Mantri Adarsh Gram Yojana) in lakhs. Rajasthan received ₹15269.66 lakh in 2022-23, with a total release till date (2021-22 to 2024-25) of ₹22494.37 lakh.
* **Annexure 3:** Funds released under Grants under Article 275(1) in lakhs. Rajasthan received ₹11002.53 lakh, ₹8940.07 lakh, and ₹4626.61 lakh in 2022-23, 2023-24, and 2024-25 respectively.
* **Annexure 4:** Year-wise statement of fund released to states for EMRS in lakhs. Rajasthan received ₹19463.30 lakh, ₹13687.79 lakh, and ₹8532.54 lakh in 2022-23, 2023-24, and 2024-25 respectively.
* **Annexure 5:** Details of Fund Released to State Governments for Pre-Matric Scholarship for ST students as on 31st March, 2025 in lakh. Rajasthan received ₹3530.80 lakh, ₹2236.11 lakh, in 2022-23 and 2023-24 respectively.
* **Annexure 6:** Details of Fund Released to State Governments for Post-Matric Scholarship for ST students as on 31st March, 2025 in lakh. Rajasthan received ₹18810.10 lakh, ₹22000.00 lakh, and ₹35000.00 lakh in 2022-23, 2023-24, and 2024-25 respectively.
* **Annexure 7:** Physical progress of PMJANMAN related to livelihood and health. Rajasthan has 6 Multi-purpose centers, 51 Village development plans, and 18 Anganwadi centers sanctioned.
* **Annexure 8:** Funds released to TRI (Tribal Research Institute) State Fund Released Rs. in lakh. Rajasthan received ₹215.34216 lakh in 2021-22.
* **Annexure 9:** Funds released to NGOs (Non-governmental organizations). For Rajasthan the amount is ₹210.70 lakh (Education), ₹58.51 lakh (Livelihood) for the year 2022-23, ₹196.96 lakh (Education), ₹20.71 lakh (Livelihood) for the year 2023-24 and ₹394.96 lakh (Education), ₹103.99 lakh (Livelihood) for the year 2024-25.

Replying today an un-starred question of Shri Hanuman Beniwal the Union Minister of State for Tribal
Affairs Shri Durgadas Uikey informed Lok Sabha today that schemes related to education and health are
being implemented by MoTA in the form of central sector schemes and Centrally Sponsored schemes like Pre
and Post Matric Scholarship, National Fellowship and Scholarship for higher education of ST students,
National Overseas scholarship and Ekalavya Model Residential Schools, PMJVM and PMJANMAN and Aid
to voluntary organisations. These centrally sponsored schemes are implemented by the state government and
the Central sector schemes are implemented by central government. Rajasthan is also covered in both the
sectoral schemes.
Regular evaluation studies are done by outside agencies to study the gaps and increase efficiency of schemes
