की धारा 26 की उपधारा (2) के खंड (घ) द्वारा प्रदत् त िजतत यों का प्रयोग करते एए, जनम्न जलजखत जवजनयम बनाता ै,
अथाात:्-
1. संजक्षप्त नाम िर प्रारंभ.- (1) इन जवजनयमों का संजक्षप् त नाम राष्टर ीय रािधानी क्षेत्र िर जनकटवती क्षेत्रों म ें वाय ु
गुणवत्ता प्रबंधन आयोग (वार्षिक ररपोटा प्रस्ट् तुत करन े के प्रप प िर रीजत) जवजनयम, 2022 ै।
(2) य ेजवजनयम रािपत्र में उनके प्रकािन की तारीख से प्रवृत् त ैोंगे ।
2. पररभािाए.ं - (1) इन जवजनयमों म,ें िब तक दक संदभा से अन् यथा अपेजक्षत न ैो :-
(क) “अजधजनयम” से राष्टर ीय रािधानी क्षेत्र िर जनकटवती क्षेत्रों में वायु गुणवत्ता प्रबंधन आयोग अजधजनयम,
2021 (2021 का 29) अजभप्रते ै;
(ख) “प्रप प” से इन जवजनयमों के साथ संलग् न प्राप प अजभप्रेत ै

(2) उन िब् दों िर पदों के िो इन जवजनयमों म ें प्रयुतत ै िर पररभाजित नै ै दकन् तु अजधजनयम म ें पररभाजित ै, वैी
अथ ाैोंगे िो उस अजधजनयम में ै ।
3. वार्षिक ररपोटा तय ार करना.- आयोग इन जवजनयमों में उपाबद्ध प्रप प में वार्षिक ररपोटा त यार करेगा।
(2) वार्षिक ररपोट,ा जवत् तीय विा 2022-2023 स े प्रारंभ करके प्रत् येक वि ा म ें 1 अप्रल स े प्रारंभ ैोन े वाल े वि ा से िर
जनम्न जलजखत वि ा की 31 माचा के अंत तक, त यार की िाएगी ।
(3) वार्षिक ररपोटा म ें अन् य बातों के साथ-साथ अंतर्षवष्टट जपलल े जवत् तीय विा के दारान दायाकलापों का जववरण ददया
िाएगा : -
(क) आयोग का संजक्षप् त पररचय जिसमें उसके अजधदेि, लक्ष्य िर उ्े् य िाजमल ै;
(ख) राष्टर ीय रािधानी क्षेत्र िर जनकटवती क्षेत्रों में प्रदिू ण को जनयंजत्रत िर उपिमन करने के जलए ररपोटा के विा
के दारान उठाए गए कदम;
(ग) राष्टर ीय रािधानी क्षेत्र िर जनकटवती क्षेत्रों म ें वायु की गणु वत्ता के सरं क्षण सुधार के जलए आयोग द्वारा
बनाए गए जवजनयम, िारी दकए गए जनदेि, सलाै िर आदिे ।
4. वार्षिक ररपोटा प्रस्ट्त तु करना.- सम् यक् मुदरितत वार्षिक ररपोटा की प्रजतयों की अपेजक्षत सं् या आयोग के संपरीजक्षत
वार्षिक लेखा के साथ संसद ् म ें प्रस्ट् तुत करने के जलए जवत् तीय विा 2022-2023 स े प्रारंभ ैोने वाल े प्रत् येक विा के ददसंबर
तक पयाावरण, वन िर िलवायु पररवतान मंत्रालय को प्रस्ट्त ुत की िाएगी ।

NOTIFICATION
New Delhi, the12th May, 2022
No. G-25055/1/2021-F&A.—In exercise of powers conferred by clause (d) of subsection (2) of section 26 of the
Commission for Air Quality Management in National Capital Region and Adjoining Areas Act, 2021 (29 of 2021), the
Commission for Air Quality Management in National Capital Region and Adjoining Areas hereby makes the
following regulations, namely:-
Short title and commencement.- (1) These regulations may be called the Commission for Air Quality Management
in National Capital Region and Adjoining Areas, (Form and Manner of Furnishing Annual Report) Regulations, 2022.
(2) These regulations shall come into force on the date of their publication in the Official Gazette.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3
2. Definitions.- (1) In these Regulations, unless the context otherwise requires:-
(a) "Act" means the Commission for Air Quality Management in National Capital Region and Adjoining Areas Act,
2021(29 of 2021);
(b) ―Form‖ means the form appended to these regulations
(2) Words or expressions used in these regulations and not defined but defined in the Act shall have the same
meaning as assigned to them in the Act.
3. Preparation of Annual Report.- (1) The Commission shall prepare annual report in the form annexed to these
regulations.
(2) The annual report shall be prepared for the year commencing from the 1st day of April in each year and ending on
31st day of March of the following year, beginning from the financial year 2022-23.
(3) The annual report shall give an account of activities during the previous financial year containing, inter-alia,-
(a) a brief introduction of the Commission including its mandate, goals and objectives;
(b) steps taken during the year of report for control and abatement of pollution in National Capital Region
and adjoining areas;
(c) regulations made, directions, advisories and orders issued by the Commission for protecting improving
the quality of air in National Capital Region and adjoining areas.
4. Submission of Annual Report – The requisite number of copies of the duly printed annual report shall be
submitted to the Ministry of Environment, Forest and Climate Change by December every year beginning with
financial year 2022-23 along with the audited annual accounts of the Commission for laying in the Parliament.
