No.F.6(1)/RR/SB/DTTE/2013/339:- In exercise of powers conferred by the proviso to article 309
of the Constitution of India read with Govt. of India, Ministry of Home Affairs notification No. F. 24/78/68-
DH (S) dated 24.09.1968, the Lt. Governor of National Capital Territory of Delhi, with the prior approval
of the Union Public Service Commission, is pleased to frame the Recruitment Rules, regarding the method
of recruitment to the post of Principal, G.B. Pant Engineering College under the Department of Training &
Technical Education, Govt. of National Capital Territory of Delhi, namely:—
1. Short title and commencement:—(1) These regulations may be called the Principal, G.B. Pant
Engineering College in Department of Training & Technical Education, GNCTD Recruitment and
Promotion Regulation, 2018.
(2) They shall come into force on the date of their publication in the official Gazette.
2. Number of posts, classification and Scale of pay:—The number of posts, their classification and
the scale of pay attached thereto shall be specified in Column 2 to 4 of the said Schedule attached
thereto.
3. Method of Recruitment, Age limit and other qualification:—The method of recruitment to the
said post, age limit, qualifications and other matters connected therewith shall be as specified in
Column No. 5 to 11 of the said Schedule.
4. Disqualifications:—No person
(a) Who has entered or contracted marriage with the person having a spouse living or
(b) Who having a spouse living, has entered into or contracted marriage with any person;
shall be eligible for appointment to the said post.
Provided that Department of Training & Technical Education may, if satisfied that such a marriage
is permissible under the personal law applicable to such person and the other party to the marriage
and there are other grounds for doing, exempt any person from the operation of these rules.
5. Power to relax:—Whether the Government of National Capital Territory of Delhi is of the opinion
that it is necessary or expedient to do so, it may, by order and for reason to be recorded in writing,
and in consultation with Union Service Public Commission, relax any of the provisions of these
rules with respect to any class or category of person.
6. Saving:—Nothing in these regulations shall affect reservations and other concessions required to
be provided for the Scheduled Castes and Scheduled Tribes and other specified category of persons
in accordance with orders issued by the Central Government from time to time in this regard.

Note 2: Ph.D shall be from a recognized
University.
Note 3: For an incumbent Assistant
Professor, experience at the level of
Assistant Professor will be considered
equivalent to experience at the level of
Associate Professor, provided the
incumbent Assistant Professor has
acquired or acquires Ph.D degree in the
relevant discipline.
Note 4: Experience at Diploma Institute
is also considered equivalent to
experience degree level institutions at
appropriate level and as applicable.
However, qualifications as above shall
be mandatory.
Note 5: If a Class/division is not
awarded, minimum of 60% of marks in
aggregate shall be considered equivalent
to first class/division. If a Grade point
system is adopted the CGPA will be
converted into equivalent marks as
below:

6.75 60%
7.25 65%
7.75 70%
8.25 75%
(Period of deputation (ISTC) including
period of Deputation (ISTC) in another
ex-cadre post held immediately
preceding this appointment in the same
or some other organization / department
of the Central Government shall not
exceed five years. The incumbent
appointed to the post shall be eligible
for re-appointment for one more term
only after a similar selection process.
The maximum age limit for
appointment by deputation (ISTC) shall
be not exceeding 56 years as on the
closing date of receipt of applications).
