RECRUITMENT AND PROMOTION REGULATIONS FOR THE POST OF PRINCIPAL (POLYTECHNICS/INSTITUTES OF TECHNOLOGY) IN DEPARTMENT OF TRAINING & TECHNICAL EDUCATION, GNCTD. 1. Short title and commencement.—(I) These regulations may be called the Principal (Polytechnics/Institutes of Technology) in Department of Training & Technical Education, GNCTD (Recruitment and Promotion) Regulation, 2017. (II) They shall come into force on the date of their publication in the official Gazette. 2. Application.—They shall apply to the post specified in Serial No. 1 of Annexure I. 3. Number of posts, classification and Scale of pay.—The number of posts, their classification and the scale of pay attached thereto shall be specified in Serial 2 to 4 of the said Annexure. 4. Method of Recruitment, Age limit and other qualification.—The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in Serial No. 5 to 11 of the said Annexure. 5. Disqualifications.— No person (a) Who has entered or contracted marriage with the person having a spouse living or (b) Who having a spouse living, has entered into or contracted marriage with any person shall be eligible for appointment to any of the said posts. Provided that Department of Training & Technical Education may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of this regulation. 6. Regular Service.—“Regular Service” in relation to any grade means the period or periods of service in the grade, rendered after selection in accordance with the prescribed procedure of selection on long term appointment to that grade and shall include any period or periods during which an officer would have held a duty post in that grade but for his being on leave or otherwise not being available for holding such post. 7. Power to relax.—Whether the Govt. of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of person. 8. Saving.—Nothing in these regulations shall affect reservations and other concessions required to be provided for the scheduled castes and scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Govt. from time to time in this regard.
