का.आ. 2717(अ).—राष्ट्रपजत, संजवधान के अनुच्छेद 77 के खण्ड (3) द्वारा प्रदत्त िजियों का प्रयोग करते हुए,
भारत सरकार (कायय-आबंटन) जनयम, 1961 का और संिोधन करने के जलए, जनम् नजलजखत जनयम बनाते ह,ैं अथायत:् -
1. (1) इन जनयमों का नाम भारत सरकार (कायय-आबंटन) तीन सौ बासठवां संिोधन जनयम, 2021 ह।ै
(2) ये तुरंत प्रवृत्त होंगे।
2. भारत सरकार (कायय-आबंटन) जनयम, 1961 में, -
(क) प्रथम अनुसूिी में,-
(i) “1. कृजि एवं दकसान कल् याण मंिालय” िीियक के अधीन, उप िीियक “(i) कृजि, सहकाररता एवं दकसान कल् याण
जवभाग’’ के स्ट्थ ान पर जनम् नजलजखत उप िीियक रखा िाएगा, अथायत:-
“(i) कृजि एवं दकसान कल् याण जवभाग’’ ;
(ii) ‘‘8. उपभोक् ता मामले, खाद्य और सावयिजनक जवतरण मंिालय’’ िीिय और उसके अधीन उप िीियकों के पश्ि ात,
जवद्यमान िीियक ‘‘8क. कारपोरेट काय य मंिालय’’ और ‘‘8ख. संस्ट्क ृजत मंिालय’’ के स्ट्थान पर जनम् नजलजखत िीियक रखे
िाएंगे अथायत:-
8क. सहकाररता मंिालय

(ख) जद्वतीय अनुसूिी में,-
(i) ‘‘कृजि एवं दकसान कल् याण मंिालय” िीियक के अधीन,
(क) उप िीिय ‘क. कृजि, सहकाररता एवं दकसान कल् याण जवभाग’’ के स्ट्थ ान पर जनम् नजलजखत उप िीियक रखा िाएगा,
अथायत:-
‘‘क. कृजि एवं दकसान कल् याण जवभाग’’;
(ख) इस प्रकार प्रजतस्ट्थाजपत िीिय ‘‘क. कृजि एवं दकसान कल् याण जवभाग’’ के अधीन जवद्यमान प्रजवजियों 24, 25, 26, 27
और 28 का लोप दकया िाएगा;
(ii) ‘‘रसायन और उवयरक मंिालय’’ िीियक के अधीन, उप िीियक ‘‘ख. उवयरक जवभाग’’ के अधीन, जवद्यमान प्रजवजि 2 के
स्ट्थ ान पर, जनम् नजलजखत प्रजवजि रखी िाएगी, अथायत:-
‘‘2. कृजि एवं दकसान कल् याण जवभाग द्वारा दकए गए जनधायरण के अनुसार यूररया के संिालन और जवतरण के
जलए आबंटन और पूर्तत संपकय’’;
(iii) ‘‘उपभोक् ता मामले, खाद्य और सावयिजनक जवतरण मंिालय’’ िीियक के पश्चात और उप िीियक ‘‘ख. खाद्य और
सावयिजनक जवतरण जवभाग’’ और उसके अधीन प्रजवजियों के पश्चात जनम् नजलजखत िीियक और प्रजवजियों को अंतर्तवष् ट दकया
िाएगा, अथायत:-
‘‘सहकाररता मंिालय’’
1. सहकाररता के क्षेि में साधारण नीजत और सभी सेक् टरों में सहकाररता दरिययाकलापों का सम्व य।
रटप्पणी: संबंजधत मंिालय अपने-अपने क्षेिों में सहकारी संस्ट्थानों के जलए उत्त रदायी ह।ैं
2. ‘‘सहकाररता से समृजि’’ संबंधी सपने को साकार करना।
3. दिे में सहकाररता आ् दोलन को सुदढ़ृ बनाना तथा सबसे जनिले स् तर तक इसकी पहुिं बनाना।
4. सहकाररता आधाररत आर्तथक जवकास मॉडल को बढ़ावा दने ा, जिसमें दिे के जवकास हते ु इसके सदस्ट् यों में
जिम् मेदारी की भावना का संवधयन ह।ै
5. समुजित नीजत, जवजधक और संस्ट्थ ागत काययढांिा सृजित करना जिससे सहकाररता अपनी क्षमता को हाजसल कर
सके।
6. राष्र ीय सहकारी संगठनों से संबंजधत मामले।
7. राष्र ीय सहकारी जवकास जनगम।
8. एक ही राज्य में सीजमत न रह िाने के उ्ेश् य के साथ सहकारी सोसाइरटयों का जनगमीकरण, जवजनयमन तथा
समापन, जिसमें ‘बहु-राज्य सहकाररता सोसाइटीि अजधजनयम, 2002 (2002 का 39)’’ िाजमल ह।ै
पर्तु मल्टी मॉडल सहकारी सोसायटी अजधजनयम, 2002 (2002 का 39) के अधीन के्रीय सरकार के जनयंिण
के अधीन कायय कर रही सहकारी इकाइयों के जलए प्रिासजनक मंिालय या जवभाग ‘के्रीय सरकार’ होगी।
9. सहकारी जवभागों और सहकारी संस्ट्थ ानों के कार्तमकों का प्रजिक्षण (जिसमें सदस्ट् यों, पदधाररयों तथा अिासकीय
सदस्ट् यों की जिक्षा िाजमल ह)ै ।

New Delhi, the 6th July, 2021
S.O. 2717(E).—In exercise of the powers conferred by clause (3) of article 77 of the Constitution,
the President hereby makes the following rules further to amend the Government of India (Allocation of
Business) Rules, 1961, namely:-
1. (1) These rules may be called the Government of India (Allocation of Business) Three Hundred
and Sixty Second Amendment Rules, 2021.
(2) They shall come into force at once.
2. In the Government of India (Allocation of Business) Rules, 1961,-
(a) in THE FIRST SCHEDULE, -
(i) under the heading “1. Ministry of Agriculture and Farmers Welfare (Krishi Evam Kisan Kalyan
Mantralaya)”, for the sub-heading “(i) Department of Agriculture, Cooperation and Farmers Welfare
(Krishi, Sahkarita Evam Kisan Kalyan Vibhag)”, the following sub-heading shall be substituted,
namely:-
“(i) Department of Agriculture and Farmers Welfare (Krishi Evam Kisan Kalyan Vibhag)”;
(ii) after the heading “8. Ministry of Consumer Affairs, Food and Public Distribution (Upbhokta Mamle,
Khadya aur Sarvajanik Vitaran Mantralaya)” and sub-headings thereunder, for existing headings
“8A. Ministry of Corporate Affairs (Corporate Karya Mantralaya)” and “8B. Ministry of Culture
(Sanskriti Mantralaya)”, the following headings shall be substituted, namely; -
“8A. Ministry of Cooperation (Sahkarita Mantralaya);
8B. Ministry of Corporate Affairs (Corporate Karya Mantralaya);
8C. Ministry of Culture (Sanskriti Mantralaya)”;
(b) in THE SECOND SCHEDULE,-

(A) for the sub-heading “A. DEPARTMENT OF AGRICULTURE, COOPERATION AND
FARMERS WELFARE (KRISHI, SAHKARITA EVAM KISAN KALYAN VIBHAG)”, the
following sub-heading shall be substituted, namely: -
“A. DEPARTMENT OF AGRICULTURE AND FARMERS WELFARE (KRISHI EVAM KISAN

(B) under the sub-heading “A. DEPARTMENT OF AGRICULTURE AND FARMERS

(ii) under the heading “MINISTRY OF CHEMICALS AND FERTILIZERS (RASAYAN AUR
URVARAK MANTRALAYA)”, under the sub-heading “B. DEPARTMENT OF FERTILIZERS
(URVARAK VIBHAG)”, for existing entry 2, the following entry shall be substituted, namely: -
“2. Allocation and supply linkages for movement and distribution of urea in terms of assessment
made by the Department of Agriculture and Farmers Welfare”;
(iii) after the heading “MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION
(UPBHOKTA MAMLE, KHADYA AUR SARVAJANIK VITARAN MANTRALAYA)”, and sub-
heading “B. DEPARTMENT OF FOOD AND PUBLIC DISTRIBUTION (KHADYA AUR
SARVAJANIK VITRAN VIBHAG)” and entries thereunder, the following heading and entries shall
be inserted, namely:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
“MINISTRY OF COOPERATION (SAHKARITA MANTRALAYA)
1. General Policy in the field of Co-operation and Co-ordination of co-operation activities in all
sectors.
Note: - The Ministries concerned are responsible for Co-operatives in the respective fields.
2. Realisation of vision “from cooperation to prosperity”.
3. Strengthening of cooperative movement in the country and deepening its reach up to the
grassroots.
4. Promotion of cooperative-based economic development model, including the spirit of
responsibility among its members to develop the country.
5. Creation of appropriate policy, legal and institutional framework to help cooperatives realise their
potential.
6. Matters relating to National Co-operative Organisation.
7. National Co-operative Development Corporation.
8. Incorporation, regulation and winding up of Co-operative societies with objects not confined to
one State including administration of „the Multi-State Co-operative Societies Act, 2002 (39 of
2002)‟:
Provided that the administrative Ministry or Department shall be „the Central Government‟ for the
purpose of exercising powers under the Multi-State Co-operative Societies Act, 2002 (39 of
2002), for Co-operative units functioning under its control.
9. Training of personnel of co-operative departments and co-operative institutions (including
education of members, office bearers and non-officials).”.
