## Policy Analysis Report: Amendment to the Government of India Allocation of Business Rules, 1961
**1. Executive Summary:**
This report analyzes an amendment to the Government of India Allocation of Business Rules, 1961, as outlined in Notification S.O. 1605(E), dated April 13, 2021. The core purpose of this amendment is to streamline and update the nomenclature and functional responsibilities related to the Ministry of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy (AYUSH), renaming it to the Ministry of Ayush. Key findings include a clarification and expansion of the Ministry's role in policy formulation, program implementation, research coordination, and institutional maintenance concerning traditional and non-conventional healthcare systems.
**2. Introduction:**
This report aims to provide a comprehensive analysis of the amendment to the Government of India Allocation of Business Rules, 1961, specifically focusing on the changes outlined in Notification S.O. 1605(E) of April 13, 2021, as derived solely from the provided text.
**3. Policy Overview:**
* This report analyzes an amendment to the existing Government of India Allocation of Business Rules, 1961.
* The core objective of the amendment, as inferred from the provided text, is to redefine and refine the scope and responsibilities of the Ministry dealing with traditional and non-conventional healthcare systems, primarily through renaming and redefining functional responsibilities.
**4. Background and Rationale:**
The amendment likely stems from a need to streamline and modernize the operational framework of the Ministry responsible for AYUSH systems. The renaming suggests a desire for a more concise and inclusive designation. The revised entries under the Ministry's purview indicate a need for clearer articulation of its role in policy, program development, research, and institutional management. It is possible the change reflects an increased emphasis on traditional medicine.
**5. Key Provisions / Changes:**
This amendment focuses on the restructuring of the Ministry related to AYUSH within the Government of India Allocation of Business Rules, 1961. The key changes introduced are:
* **Change:** The Ministry's name is changed from "Ministry of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy AYUSH Ayurveda, Yoga aur Prakratik Chikitsa, Unani, Siddha aur Homoeopathy AYUSH Mantralaya" to "Ministry of Ayush Ayush Mantralaya."
* **Effect:** This simplifies the Ministry's designation for easier reference and potentially reflects a broader scope beyond just the listed systems.
* **Change:** Entries 1, 2, 3, and 4 under the heading "MINISTRY OF AYUSH AYUSH MANTRALAYA" are replaced with updated descriptions of the Ministry's responsibilities. The original entries are not provided, but we are given the new descriptions.
* **New Rule/Provision:** The Ministry's functions are now defined as:
1. Formulation of policy and policy issues for development and propagation of Traditional NonConventional Systems of Health Care and Healing which include Ayurveda, Yoga, Naturopathy, Unani, Siddha, Sowa Rigpa and Homoeopathy etc. Ayush systems of Health Care.
2. Development and implementation of programmes including Central schemes and Centrally sponsored schemes for development and propagation of Ayush systems of Health Care.
3. Coordination and promotion of research and development including assistance therefor in Ayush systems of Health Care.
4. Setting up and maintenance of Central institutions for research and development, education and standards relating to Ayush systems of Health Care.
* **Effect:** These changes provide a more comprehensive and structured outline of the Ministry's core functions, encompassing policy development, program implementation, research promotion, and institutional oversight within the AYUSH sector.
* **Change:** Entry 4A is omitted.
* **Effect:** It is impossible to state the effect of the omission because we do not know what the original entry 4A was.
* **Change:** Sub-entry a under entry 5 is substituted, and sub-entry b under entry 5 is omitted.
* **New Rule/Provision:** Sub-entry a is now "Pharmacopoeia Commission for Indian Medicine and Homoeopathy."
* **Effect:** This likely consolidates and clarifies the commission's role, specifically focusing on Indian Medicine and Homoeopathy. The omission of sub-entry b suggests that a previous aspect related to entry 5 is no longer considered relevant or is being handled elsewhere.
**6. Target Audience and Stakeholders:**
The target audience and stakeholders directly affected by these changes include:
* The Ministry of Ayush and its associated departments and personnel.
* Practitioners and researchers within the Ayurveda, Yoga, Naturopathy, Unani, Siddha, Sowa Rigpa and Homoeopathy systems of healthcare.
* Institutions involved in the research, development, education, and standardization of AYUSH systems.
* The Pharmacopoeia Commission for Indian Medicine and Homoeopathy.
* Citizens who use or are interested in AYUSH systems of healthcare.
**7. Implementation Aspects (Inferred):**
* **Responsible agency:** The Cabinet Secretariat and the Ministry of Ayush are responsible for implementing these changes.
* **Timelines:** The amendment came into force "at once" on April 13, 2021, suggesting immediate effect.
* **Procedures:** The text provides no specific details regarding procedures for implementing the changes, but it can be inferred that the Ministry of Ayush will need to update its internal documentation and operational processes to reflect the revised nomenclature and functional responsibilities.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of these specific changes introduced by the amendment text are:
* Improved clarity and efficiency in the administration of AYUSH-related affairs.
* Enhanced coordination and promotion of research and development within the AYUSH sector.
* Streamlined policy development and program implementation for traditional and non-conventional healthcare systems.
* A more focused and effective approach to setting standards and maintaining institutions related to AYUSH systems.
**9. Conclusion:**
The amendment to the Government of India Allocation of Business Rules, 1961, represents a significant step towards streamlining the operations and strengthening the role of the Ministry of Ayush. By renaming the ministry and redefining its core functions, the amendment aims to create a more focused and effective approach to the development, promotion, and regulation of traditional and non-conventional healthcare systems in India. The changes, effective immediately, are expected to have a positive impact on the AYUSH sector and contribute to improved healthcare outcomes for citizens.
