L.-33004/99 सी.जी.-डी.एल.-अ.-31052023-246194 xxxGIDHxxx CG-DL-E-31052023-246194 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 330] नई दिल्ली, बुधवार, मई 31, 2023/ज्य ष्े ठ 10, 1945 No. 330] NEW DELHI, WEDNESDAY, MAY 31, 2023/JYAISHTHA 10, 1945 गहृ मत्रं ालय अजधसचू ना नई दिल्ली, 31 मई, 2023 सा.का.जन. 404(अ).—केन्‍द रीय सरकार, भारत-जतब्बत सीमा पुजलस बल अजधजनयम, 1992 (1992 का 35) की धारा 156 की उप-धारा (2) के खंड (ख) द्वारा प्रित्त िजियों का प्रयोग करते हुए और भारत-जतब्बत सीमा पुजलस बल, आरमोरर काडर (समूह ‘ख’ और समूह ‘ग’ पि) पि भती जनयम 2019 को, उन बातों के जसवाय अजधक्ांत करते हुए, जिन्‍द हें ऐसे अजधक्मण स े पूव व दकया गया ह ै या करने का लोप दकया गया ह,ै गृह मंत्रालय, भारत-जतब् बत सीमा पुजलस बल म ें जनरीक्षक (आरमोरर), उप-जनरीक्षक(आरमोरर), सहायक उप-जनरीक्षक (आरमोरर), हडै कांस्ट् टेबल (आरमोरर) और कास्ट् टेबल (आरमोरर) के पिों पर भती पद्धजत का जवजनयमन करने के जलए जनम्न जलजखत जनयम बनाती ह,ैं अर्ावत ् :- 1. संजक्षप्त नाम और प्रारंभ- (1) इन जनयमों का संजक्षप् त नाम गृह मंत्रालय, भारत-जतब्बत सीमा पुजलस बल, आरमोरर काडर (समूह ‘ख’ और समूह ‘ग’ पि) भती जनयम, 2023 ह।ै (2) ये रािपत्र म ेंप्रकािन की तारीख को प्रवृत्त होंगे। 2. पि-सख्ं य ा, वगीकरण और वते न मट्रै रक्स म ें स्ट्तर: उक्त पि की संख्या, उसका वगीकरण और इससे संलग्न वेतन मैट्ररक्स म ें उसका स्ट्तर वह होगा िो अनुसूची के स्ट् तंभ (2) स े स्ट्त ंभ (4) म ें जवजनर्िष्टव ह।ैं 3440 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. भती की पद्धजत, आय-ु सीमा और अन्‍दय अहतव ाए,ं आदि: भती की पद्धजत, आय-ु सीमा, अहतव ाएँ और उससे संबंजधत अन्‍दय बात ें वे होंगी िो उक्त अनसु ूची के स्ट् तंभ (5) स े स्ट् तंभ (13) म ें जवजनर्िष्टव ह।ैं 4. जनरहतव ा: वह व्यजि- (क) जिसने ऐसे व्यजि स े जिसका पजत या जिसकी पत् नी िीजवत ह,ै जववाह दकया ह ै या जववाह की संजविा की ह;ै या (ख) जिसने अपने पजत या अपनी पत् नी के िीजवत रहते हुए दकसी व्यजि स े जववाह दकया ह ै या जववाह की संजविा की ह।ै उि पि पर जनयुजि का पात्र नहीं होगा : परन्‍द त ु यदि केंरीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह ऐस े व् यजि और जववाह के अन्‍द य पक्षकार को लागू स्ट् वीय जवजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्‍द य आधार ह ैं तो वह दकसी व् यजि को इस जनयम के प्रवतवन स ेछूट िे सकेगी । 5. जचदकत् सक िष्ृ ट या योग्य ता: इन जनयमों म ें अंतर्ववष्ट दकसी बात के होते हुए भी, ऐसे व् यजि िो भारत जतब् बत सीमा पुजलस बल जनिेजिका जिल् ि-3 म ें यर्ाजवजनर्िष्व ट जचदकत् सा प्रवगव िेप-1 म ें ह,ैं इन जनयमों के प्रयोिनों के अधीन जनयुजि के जलए पात्र होंगे । 6. अजनवासी भारतीयों की अपात्रता : कोई व् यजि, िो भारत का नागट्ररक नहीं ह,ैं जलजखत म ें केन्‍दर ीय सरकार की पूवव अनुमजत के जसवाय, इन जनयमों के अधीन जनयुक्त नहीं दकया िाएगा: परन्‍द त ु इन जनयम म ें अतं र्ववष्ट दकसी बात के होते हुए भी बल म ें नेपाल या भूटान के नागट्ररक को जनयुजि या जनयोिन स े जववर्िवत नहीं दकया िाएगा। 7. अजधवर्षतव ा : (1) इन जनयमों के अधीन जनयुक्त दकए गए प्रत्य ेक व् यजि उस मास के, जिसमें वह साठ वषव की आय ु या केन्‍द रीय सरकार द्वारा समय-समय पर यर्ाजवजहत आय ुप्राप्त कर लते े ह ैके अंजतम दिन के अपराहन म ें स वे ाजनवृत् त होंगे। (2) परन्‍द त ु वह व् यजि जिसके िन्‍द म की तारीख दकसी मास की पहली तारीख ह,ै वह अजधवर्षवता की आय ु प्राप् त करन े के पूवववृती मास के अंजतम दिन के अपराहन म ें सेवाजनवृत् त होगा: दकसी भी व् यजि की आग े सेवा म ें जवस्ट् तार नहीं दिया िाएगा। 8. जिजर्ल करन े की िजि: िहॉं केन्‍द रीय सरकार की यह राय ह ै दक ऐसा करना आवश् यक या समीचीन ह,ै वहा ं वह उसके जलए िो कारण ह ैं उन्‍द ह ें लेखबद्ध करके जनयमों के दकसी उपबंध को दकसी वग व या प्रवग व के व् यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी। 9. व्य ावृजत: इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा म ें छूट और अन्‍दय ट्ररयायतों पर प्रभाव नहीं डालगे ी, जिनका केन्‍दरीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्‍दय जपछडे वगों, भूतपूव व सैजनकों और अन्‍दय जविेष प्रवग व के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 अनसु चू ी पि का नाम पि संख्या पि का वगीकरण वेतन मैट्ररक्स म ें चयन पि ह ैया स्ट्तर अचयन पि (1) (2) (3) (4) (5) 1. जनरीक्षक 19* (2023) साधारण केन र् ीय वेतन मैट्ररक् स म ें चयन सेवा, समूह 'ख', स्ट्तर-7 (आरमोरर) अरािपजत्रत (44900– *कायवभार के आधार पर अननुसजचवीय। पट्ररवतवन दकया िा सकता ह।ै 142400/-रू.) सीधे भती सीधे भती दकए िाने सीधे भती दकए िाने वाल े पट्ररवीक्षा की भती की पद्धजत: भती सीधी दकए िाने वाले व् यजियों के जलए व्यजियों के जलए जवजहत अवजध, यदि होगी या प्रोन्नजत द्वारा या वाले व य् जियों अपेजक्षत िैजक्षक और आय ु और िैजक्षक अहतावए ँ प्रजतजनयुजि या आमले न द्वारा कोई हो। के जलए आय-ु अन्‍दय अहतावएँ। प्रोन्नत व्यजियों की ििा म ें तर्ा जवजभन्न पद्धजतयों द्वारा सीमा। लाग ू होंगी या नहीं। भरी िाने वाली ट्ररजियों की प्रजतितता। (6) (7) (8) (9) (10) लाग ू नहीं लागू नहीं होता लाग ू नही होता लाग ू नही होता प्रोन्‍द नजत द्वारा होता प्रोन्नजत/प्रजतजनयुजि/आमेलन द्वारा भती की ििा म ें व े श्रेजणया ंजिनस े प्रोन्‍द नजत/प्रजतजनयुजि/आमले न दकया िाएगा। (11) प्रोन्‍दन जत द्वारा: वेतन मैट्ररक्स म ें स्ट् तर-6 (35400 - I-12022/13/2019-संगठन] पी. एस. डंगवाल, उप सजचव8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 31st May, 2023 G.S.R. 404(E).—In exercise of the powers conferred by clause (b) of sub-section (2) of section 156 of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), and in supersession of the Indo- Tibetan Border Police Force, Armourer Cadre (Group ‘B’ and ‘C’ posts) Recruitment Rules, 2019, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Inspector (Armourer), Sub- Inspector(Armourer), Assistant Sub-Inspector (Armourer), Head Constable (Armourer) and Constable (Armourer) in the Indo-Tibetan Border Police Force, Ministry of Home Affairs, namely:— 1. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, Indo-Tibetan Border Police Force, Armourer Cadre (Group ‘B’ and ‘C’ posts), Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in the pay matrix.— The number of said post, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule. 3. Method of recruitment, age-limit and other qualifications, etc. .— The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.— No person, — (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post : Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Medical Fitness.- Notwithstanding anything contained in these rules, those persons who are in medical category SHAPE-I, as specified in the Indo-Tibetan Border Police Force manual Volume-III. Medical manual, shall be eligible for appointment under the provisions of these rules. 6. Ineligibility of non-citizens of India. — No person, who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules: Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force. 7. Superannuation. — (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time: Provided that the person whose date of birth is the first of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation. (2) No person, shall be granted extension in service beyond the prescribed age of retirement on superannuation. 8. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 9.
