New Delhi, the 28th March, 2018
G.S.R. 301(E).—In exercise of the powers conferred by clause (f) of sub-section (3) of section 9 of
the Salary, Allowances and Pension of Members of Parliament Act, 1954 (30 of 1954), the Joint Committee,
after consultation with the Central Government, hereby makes the following rules further to amend the
Housing and Telephone Facilities (Members of Parliament) Rules, 1956, which have been approved and
confirmed by the Chairman of the Council of States and the Speaker of the House of the People, as required
under sub-section (4) of section 9, namely:-
1. (1) These rules may be called the Housing and Telephone Facilities (Members of Parliament)
Amendment Rules, 2018.¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 3
(2) They shall come into force from the 1st day of April, 2018.
2. In the Housing and Telephone Facilities (Members of Parliament) Rules, 1956,-
(a) in rule 2, in sub-rule (3), for the first proviso, the following proviso shall be substituted,
namely:-
“Provided that furniture shall be made available free of charge to the Members within the
existing monetary ceiling of rupees eighty thousand in respect of durable furniture and rupees
twenty thousand for non-durable furniture respectively, which shall be increased every five
years commencing from the 1st April, 2023, on the basis of Cost Inflation Index provided
under clause (v) of Explanation to section 48 of the Income-tax Act, 1961 (43 of 1961).”;
(b) in rule 4, after sub-rule (7), the following sub-rules shall be inserted, namely:-
“(8) With effect from the 1st August, 2006, a Member may avail broadband internet facility
with option either to have a maximum of hundred gigabyte (100 GB) data download at the
rate of 512 kilobits per second (kbps) speed against ten thousand surrendered call units per
annum with Rs. 0.50 paise per megabyte (MB) on every additional megabyte (MB) consumed
or unlimited data download at the rate of 256 kilobits per second (kbps) speed against ten
thousand surrendered call units per annum.
Explanation.- For the purpose of this sub-rule, the “broadband internet facility” shall apply
separately to each point where the Member would like to have a connection and modality for
provisioning of broadband connectivity on the existing landline connections of Members shall
be akin to the existing practice of provisioning of public switched telephone network (PSTN)
connections to them and the broadband connection shall be construed as value added service
on the existing public switched telephone line.
(9) With effect from the 1st September, 2015, to the 31st December, 2016, a Member may avail
high speed broadband on the Fibre to the Home (FTTH) with wi-fi services at his residence in
Delhi from the Mahanagar Telephone Nigam Limited and shall not be liable to make payment
up to a maximum of rupees one thousand seven hundred per mensem, which shall be paid
directly to the Mahanagar Telephone Nigam Limited towards charges for this facility.
(10) With effect from the 1st January, 2017, a Member may avail high speed broadband on the
Fibre to the Home (FTTH) with wi-fi services at his residence in Delhi from the Mahanagar
Telephone Nigam Limited and shall not be liable to make payment up to a maximum of
rupees two thousand two hundred per mensem, which shall be paid directly to the Mahanagar
Telephone Nigam Limited towards charges for this facility.”.

notification number S.R.O. 1973, dated the 8th May, 1956 and lastly amended vide notification
number G.S.R. 744(E), dated the 12th December, 2006.
EXPLANATORY MEMORANDUM
It has been proposed, inter alia to provide broadband internet facility to the Members of Parliament against
ten thousand surrendered call units per annum on landline connected to the Members with effect from the
1st August, 2006. The facility of broadband internet is being provided to the Members of Parliament from the
1st August, 2006 and has to be regularised by the amendments. It has also been proposed for creation of wi-fi
zone in the Members residential areas for providing high speed broadband on the Fibre to the Home with
monthly tariff plan of rupees one thousand seven hundred only with effect from the 1st September, 2015 to
31st December, 2016, in addition to the existing broadband facility and one monthly tariff plan of rupees two
thousand two hundred only with effect from the 1st January, 2017. Necessary amendments are required to give
retrospective effect to the proposals. It is certified that none will be adversely affected by giving retrospective

अिधिनयम, 1961 (1961 का 43) क(cid:27) धारा 48 के (cid:20)प2ीकरण के खंड (v) म (cid:24) उपबंिधत लागत मु%ा (cid:20)फ(cid:27)ित सूचकाकं के
आधार पर वृिQ क(cid:27) जाएगी ।”।

NOTIFICATION
New Delhi, the 28th March, 2018
G.S.R. 303(E).—In exercise of the powers conferred by clause (f) of sub-section (3) of section 9 of
the Salary, Allowances and Pension of Members of Parliament Act, 1954 (30 of 1954), the Joint Committee,
after consultation with the Central Government, hereby makes the following rules further to amend the
Members of Parliament (Office Expense Allowance) Rules, 1988, which have been approved and confirmed
by the Chairman of the Council of States and the Speaker of the House of the People, as required under sub-
section (4) of section 9, namely:-
1. (1) These rules may be called the Members of Parliament (Office Expense Allowance) Amendment
Rules, 2018.
(2) They shall come into force from the 1st day of April, 2018.
2. In the Members of Parliament (Office Expense Allowance) Rules, 1988, for rule 3, the following rule
shall be substituted, namely:-
“3. Amount of Office Expense Allowance.- (1) A member shall be entitled to receive the office
expense allowance under section 8 of the Act at the rate of rupees sixty thousand per mensem, out of

(a) rupees twenty thousand shall be for meeting expenses on stationery items and postage; and
(b) the Lok Sabha or the Rajya Sabha Secretariat may pay up to rupees forty thousand to the
person(s) as may be engaged by a Member for obtaining secretarial assistance and one such
person shall be computer literate duly certified by the Member.
(2) The Office Expense Allowance under sub-rule (1) shall be increased every five years commencing
from the 1st April, 2023, on the basis of Cost Inflation Index provided under clause (v) of Explanation
to section 48 of the Income-tax Act, 1961 (43 of 1961).”.
