1. लघ ुिीर्कड और प्रारंभ

(1) इि जवजियमों को पेरोजलयम और प्राकृजतक गैस जवजियामक बोडड (िुल्क और अन्य प्रभार उगाही) संिोधि जवजियम, 2026 कहा िाएगा।

(2) ये जवजियम रािपत्र म ें इिके प्रकािि की तारीख स ेप्रभावी होंगे।

2. पेरोजलयम और प्राकृजतक गैस जवजियामक बोडड (िल्ु क और अन्य प्रभार उगाही) जवजियम, 2007 म—ें (क) जवजियम 3 में िी गई ताजलका में, क्रम संख्या 3 म,ें “500 दकलोमीटर से अजधक लंबी रंक लाइिें” िब्िों के बाि जिम्नजलजखत िब्ि सजममजलत दकए िाएंगे, अथाडत्:— 7991 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 3 समर्पतड पाइपलाइि प्रसस्ट्ं करण िल्ु क पीएििीआरबी (प्राकृजतक गैस पाइपलाइि जबछािे, जिमाडण करिे, संचालि करि े या प्रत्येक अिुरोध के जलए ₹5,00,000 जवस्ट्तार करि े के जलए इकाइयों को प्राजधकृत करिा) जवजियम, 2008 तथा प्रसंस्ट्करण िल्ु क पीएििीआरबी (पेरोजलयम और पेरोजलयम उत्पाि पाइपलाइि जबछाि,े जिमाडण करिे, संचालि करिे या जवस्ट्तार करि े के जलए इकाइयों को प्राजधकृत करिा) जवजियम, 2010 के जवजियम 19 के तहत सीबीिी स्रोत स ेटाई-इि किजे क्टजवटी: 50 दकलोमीटर के भीतर जस्ट्थत पाइपलाइि से प्रत्येक अिुरोध के अथवा प्राकृजतक गैस पाइपलाइि (सामान्य वाहक/अिुबंध वाहक) के जिकट स्ट्थाजपत जलए ₹1,00,000 डीकंप्रेससंग यूजिट (डीसीयू) के माध्यम से किेजक्टजवटी का प्रसंस्ट्करण िल्ु क (ख) जवजियम 3 में िी गई ताजलका में, क्रम संख्या 13 के बाि, ठटप्पणी के पश्चात् जिम्नजलजखत िोडा िाएगा, अथाडत:् — 14 पीबीिी में कटौती (प्रजत अिरु ोध) ₹10 करोड तक की पीबीिी राजि ₹ 1,00,000 ₹10 करोड से अजधक और ₹100 करोड तक ₹ 5,00,000 ₹100 करोड से अजधक ₹ 10,00,000 ठटप्पणी:

इकाई द्वारा पीबीिी में कटौती के जलए आवेिि के साथ प्रत्येक अिुरोध हते ु जिधाडठरत िल्ु क िमा दकया िाएगा। यदि सत्यापि के पश्चात यह जिष्कर् डजिकलता ह ैदक पीबीिी की राजि में कटौती िहीं की िाएगी, तो इकाई द्वारा िमा दकया गया िल्ु क वापस िहीं दकया िाएगा, क्योंदक सत्यापि की जिधाडठरत प्रदक्रया पणू ड की िा चुकी ह।ै 15 एििीपीएल और पीपीपीएल पठरयोििाओं की पठरयोििा पणू डता प्रजत अिुरोध ₹5,00,000 (पाचाँ लाख समय-सारणी के जवस्ट्तार हते ु िल्ु क रुपये)। (चौथे जवस्ट्तार अिुरोध के आविे ि से आगे लाग)ू (ग) जवजियम 4 के उप-जवजियम (2) के खडं (ए) में िी गई ताजलका के प्रथम कॉलम में, “भारत की 2011 की ििगणिा” िब्िों के स्ट्थाि पर “भारत की िवीितम ििगणिा” िब्ि प्रजतस्ट्थाजपत दकए िाएगं े। (घ) जवजियम 4 के उप-जवजियम (2) के खडं (बी) म ेंिी गई ताजलका के स्ट्थाि पर जिम्नजलजखत ताजलका प्रजतस्ट्थाजपत की िाएगी, अथातड ्:—[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3

(a) सचं ालि प्रारंभ होि ेस ेपवू :ड

(i) 50 दकलोमीटर से अजधक लंबाई वाली प्रत्येक पाइपलाइि के जलए ₹5,00,000 प्रत्येक पाइपलाइि के जलए ₹1,00,000

(ii) 50 दकलोमीटर तक की लंबाई वाली

(b) पठरचालि िरूु होि ेके पश्चात:्

(i) 50 दकलोमीटर से अजधक लंबाई वाली प्रत्येक पाइपलाइि के जलए ₹5,00,000 अथवा पूवड जवत्तीय वर्ड के रािस्ट्व का 0.02% (करों को छोडकर), िो जवत्त वर्ड से

(ii) 50 दकलोमीटर तक की लंबाई वाली िीक पहले का ह,ै जिसके जलए अन्य िुल्क अर्िडत दकए िा रहे ह,ैं िो भी अजधक हों। प्रत्येक पाइपलाइि के जलए ₹1,00,000 या पूवड जवत्तीय वर्ड के रािस्ट्व का 0.02% (करों को छोडकर) िो जवत्त वर्ड से िीक पहले का ह,ै जिसके जलए अन्य िुल्क अर्िडत दकए िा रह े हैं, िो भी अजधक हों। ठटप्पणी: प्रथम वर्ड के मामले में िहां पूवड जवत्तीय वर्ड का रािस्ट्व उपलब्ध िहीं है, उस जस्ट्थजत में अन्य िुल्क प्रभार प्रथम वर्ड के अिुमाजित रािस्ट्व के आधार पर लगाए िाएंगे। तत्पश्चात, भुगताि की गई राजि और िेय राजि के बीच के अंतर को अगले जवत्तीय वर्ड के जलए भुगताि करते समय समायोजित दकया िाएगा। (ड) जवजियम 4 के उप-जवजियम (2) म,ें खंड (बी) के पश्चात् जिम्नजलजखत खंड िोडा िाएगा, अथाडत्:— “(सी) स्ट्थापिाओं के जलए अन्य िल्ु क प्रभार (प्रजत प्रस्ट्थापिा, प्रजत जवत्तीय पठरसपं जत्तयों का जववरण वर् डरुपय ेम)ें एलएििी टर्मडिल 5,00,000 लपीिी बॉटसलंग प्लांट 2,00,000 पेरोजलयम तले एव ंस्नेहक प्रजतष्ठाि 2,00,000 ठरफाइिठरयां/तले िोधििालाएं 5,00,000 गैस प्रसंस्ट्करण इकाई 3,00,000 (च) जवजियम 5 के पश्चात ्जिम्नजलजखत जवजियम िोडा िाएगा, अथाडत:् — “6. चकू और उसके पठरणाम

(1) प्रत्येक इकाई जवजियमों के तहत आव‍यकताओं का सावधािीपवू डक पालि सुजिजश्चत करके इि जवजियमों के सुचारू संचालि की सुजवधा प्रिाि करेगी।

(2) इि जवजियमों के दकसी भी प्रावधाि के उल्लघं ि और/या अिपु ालि ि दकए िािे की जस्ट्थजत म,ें कोई अजधकृत इकाई पेरोजलयम और प्राकृजतक गैस जवजियामक बोडड (िगर या स्ट्थािीय प्राकृजतक गसै जवतरण िेटवकड जबछािे, जिमाडण, संचालि या जवस्ट्तार करिे के जलए इकाइयों को प्राजधकृत करिा) जवजियम, 20084 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] के जवजियम 16, पेरोजलयम और प्राकृजतक गैस जवजियामक बोडड (प्राकृजतक गैस पाइपलाइि जबछािे, जिमाडण करिे, संचालि करि े या जवस्ट्तार करिे के जलए इकाइयों को प्राजधकृत करिा) जवजियम, 2008 के जवजियम 16 तथा पेरोजलयम और प्राकृजतक गैस जवजियामक बोडड (पेरोजलयम और पेरोजलयम उत्पाि पाइपलाइि जबछािे, जिमाडण, संचालि या जवस्ट्तार करिे के जलए इकाइयों को प्राजधकृत करिा) जवजियम, 2010 के जवजियम 16 के अतं गतड चूककताड इकाई मािी िाएगी तथा संबंजधत लाग ूजवजियम में उजल्लजखत प्रदक्रया के अिुसार कारडवाई के अधीि होगी। बिते दक उप-जवजियम (2) पर प्रजतकूल प्रभाव डाल ेजबिा, ‘बोडड’ अजधजियम की धारा 28 के तहत जसजवल िंड भी अजधरोजपत कर सकता ह,ै इसके अजतठरि अजधजियम के अध्याय IX के अतं गतड अपराधों और िडं के जलए दकए गए प्रावधािों के अिसु ार कारडवाई भी की िा सकती ह।ै

(3) दकसी इकाई द्वारा दकसी प्रकार की चूक और/या अिुपालि ि दकए िािे की जस्ट्थजत में, िो इस जवजियम के उप-जवजियम (2) के अतं गतड िहीं आती है, ऐसी इकाई पीएििीआरबी अजधजियम, 2006 की धारा 28 के अिुरूप जसजवल िडं अजधरोजपत दकए िािे और/या संचालि के जिलंबि/समाजि के जलए उत्तरिायी होगी, जिसकी प्रदक्रया जिम्नजलजखत प्रकार से होगी:— (ए) बोडड संस्ट्था को एक सूचिा िारी करेगा, जिसके तहत उसे सुिवाई का अवसर प्रिाि दकया िाएगा। (बी) यदि इकाई ऐसी चूक और/या अिुपालि ि दकए िािे के संबंध में उजचत कारण/स्ट्पष्टीकरण प्रस्ट्तुत करिे म ेंजवफल रहती ह,ै तो बोडड, ऐसी इकाई को सुिवाई का अवसर प्रिाि करिे के पश्चात्, जलजखत आिेि द्वारा यह जििेि ि ेसकता ह ैदक इकाई पर लाग ूहोिे वाल ेदकसी अन्य िंड पर प्रजतकूल प्रभाव डाले जबिा, ऐसी इकाई प्रत्येक उल्लघं ि के जलए जसजवल िडं के रूप में एक करोड रुपय ेतक की राजि का भुगताि करेगी और यदि उल्लंघि/अिुपालि ि करिा िारी रहता है, तो प्रत्येक दिि के जलए िस लाख रुपय ेतक का अजतठरि िडं लगाया िा सकता ह।ै (सी) यदि इकाई खंड (ख) के तहत बोडड द्वारा पाठरत जििेिों का अिपु ालि करि े में जवफल रहती है, तो बोड डअजधजियम के अध्याय IX के अतं गतड अपराधों और िडं के जलए जिधाडठरत प्रावधािों के अिुसार उजचत कारडवाई कर सकता ह।ै

(4) उप-जवजियम (2) से (3) के प्रयोिि हते ु, यह स्ट्पष्ट दकया िाता ह ैदक दकसी भी िडं का अजधरोपण इकाई को इि जवजियमों के तहत लाग ूदकसी अन्य िुल्क या अजधभार का भगु ताि करिे से मिु िहीं करेगा। (छ) वतडमाि जवजियम 6 को जवजियम 7 के रूप में पिु ःक्रमांदकत दकया िाएगा। (ि) वतडमाि जवजियम 7 को जवजियम 8 के रूप में पिु ःक्रमांदकत दकया िाएगा। (झ) इि जवजियमों के प्ररूप-I में “भारत की 2011 की ििगणिा” िब्िों के स्ट्थाि पर “भारत की िवीितम ििगणिा” िब्ि प्रजतस्ट्थाजपत दकए िाएंगे। अंिि कुमार जमश्रा, सजचव [जवज्ञापि-III/4/असा./403/2026-27] पाि ठटप्पणी:

4. पेरोजलयम और प्राकृजतक गैस जवजियामक बोडड (िल्ु क और अन्य प्रभार उगाही) संिोधि जवजियम, 2018, भारत के रािपत्र, भाग III, खंड 4 म ें दििांक 8 ििवरी, 2019 को फा. स.ं पीएििीआरबी/एफ एंड सी/संिोधि पीएििीआरबी जवजियम के माध्यम से प्रकाजित दकए गए थे।

5. पेरोजलयम और प्राकृजतक गैस जवजियामक बोडड (िल्ु क और अन्य प्रभार उगाही) सिं ोधि जवजियम, 2020, भारत के रािपत्र, भाग III, खंड 4 म ें दििांक 14 मई, 2020 को फा. स ं पीएििीआरबी/जवत्त/8- ओसी(1)/2018 के माध्यम स ेप्रकाजित दकए गए थे।

8. पेरोजलयम और प्राकृजतक गैस जवजियामक बोडड (िल्ु क और अन्य प्रभार उगाही) संिोधि जवजियम, 2022, भारत के रािपत्र, भाग III, खंड 4 में दििांक 2 अगस्ट्त, 2022 को संख्या.पीएििीआरबी/जवत्त/8- ओसी(1)/2018(पी-3264) के माध्यम से प्रकाजित दकए गए थे।

NOTIFICATION New Delhi, the 16th October, 2026 No. PNGRB/Fin/8-OC (2)/2018 (E-3270).— In exercise of the powers conferred by clause (g) of sub-

section (2) of section 61 read with clause (g) of section 11 of the Petroleum and Natural Gas Regulatory Board Act, 2006 (19 of 2006), the Petroleum and Natural Gas Regulatory Board hereby makes the following regulations, further to amend the Petroleum and Natural Gas Regulatory Board (Levy of Fee and Other Charges) Regulations, 2007,

namely: —

1. Short title and commencement:

(1) These regulations may be called the Petroleum and Natural Gas Regulatory Board (Levy of Fee and Other Charges) Amendment Regulations, 2026.

(2) These regulations shall come into force on the date of their publication in the Official Gazette.

2. In the Petroleum and Natural Gas Regulatory Board (Levy of Fee and Other Charges) Regulations, 2007, -6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(a) in regulation 3, in table, in s.no.3, after the words “Trunk lines more than 500 Kilometers” the following shall be inserted, namely:- 3 Dedicated pipeline processing fee: under regulation 19 of PNGRB (Authorizing Entities to Lay, Build, Operate or Rs. 5,00,000 as Expand Natural Gas Pipelines) Regulations, 2008 and PNGRB (Authorizing Entities processing fee for to Lay, Build, Operate or Expand Petroleum and Petroleum Products Pipelines) each request Regulations, 2010 Tie in connectivity from CBG source from pipeline within 50 KM or Rs. 1,00,000 as Decompressing unit (DCU) near the natural gas pipeline (Common Carrier/Contract processing fee for Carrier) each request

(b) in regulation 3, in table, after s. no.13, after note, the following shall be inserted, namely:- 14 PBG Reduction (Per request) PBG Value Upto Rs. 10 crore Rs. 1,00,000 More than Rs. 10 crore up to Rs. 100 crore Rs. 5,00,000 More than Rs.100 crore Rs. 10,00,000

Note:

Entity shall submit the per request fee along with application for PBG reduction. In case, after verification, it is concluded not to reduce the PBG amount, the fee shall not be refunded to entity because due process of verification has been carried out.

15 Fee for time extension of project completion schedule of NGPL Rs.5,00,000 per request and PPPL Projects (Applicable from application for 4th Extension Request onwards)

(c) in regulation 4, sub-regulation 2, clause (A), in first column of the table, the words “2011 Census of India” shall be substituted with the words, “Latest Census of India”.

(d) in regulation 4, sub-regulation 2, clause (B), the table shall be substituted with the following, namely,-

(a) Before commencement of operations:

(i) with a length of more than 50 Kilometers Rs. 5,00,000 for each pipeline

(ii) with a length of upto 50 Kilometers Rs. 1,00,000 for each pipeline

(b) After commencement of operations:

(i) with a length of more than 50 Kilometers Rs. 5,00,000 for each pipeline or 0.02% of the revenue (excluding taxes) of the previous Financial Year immediately preceding to the FY for which other charges are being accrued, whichever is higher.

(ii) with a length of upto 50 Kilometers Rs. 1,00,000 for each pipeline or 0.02% of the revenue (excluding taxes) of the previous Financial Year immediately preceding to the FY for which other charges are being accrued, whichever is higher.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7

Note: In case of First year where no previous Financial Year revenue is available, other charges shall be levied on the projected revenue of the first year and subsequently Difference of amount paid and payable shall be adjusted at the time of making payment for the next financial year.

(e) in regulation 4, sub-regulation 2, after clause (B), the following shall be inserted, namely, - “(C) For Installations Other Charges Assets Details (Rs. Per installations per Financial Year) LNG Terminal 5,00,000 LPG Bottling Plant 2,00,000 Petroleum Oil & Lubricants Installation 2,00,000 Refineries 5,00,000 Gas Processing Unit 3,00,000

(f) after regulation 5, the following regulation shall be inserted, namely, - “6. Default and consequences. -

(1) Every entity shall facilitate the smooth conduct of these regulations by ensuring meticulous adherence to the requirements under the regulations.

(2) In the event of any default and/or non-compliance of these regulations, an authorized entity shall qualify as defaulting entity under the Regulation 16 of Petroleum and Natural Gas Regulatory Board (Authorizing Entities to Lay, Build, Operate or Expand City or Local Natural Gas Distribution Networks) Regulations, 2008, Regulation 16 of Petroleum and Natural Gas Regulatory Board (Authorizing Entities to Lay, Build, Operate or Expand Natural Gas Pipelines) Regulations, 2008, Regulation 16 of Petroleum and Natural Gas Regulatory Board (Authorizing Entities to Lay, Build, Operate or Expand Petroleum and Petroleum Products Pipelines) Regulations, 2010, and shall be governed by the procedure mentioned under the applicable regulation.

Provided that without prejudice to sub-regulation (2), the Board may also levy civil penalty under section 28 of the Act in addition to taking action as provided for offences and punishment under Chapter IX of the Act.

(3) In the event of any default and/or non-compliance by an entity, not subject to sub-regulation (2) of this regulation, the entity shall be liable to face the imposition of civil penalty in line with Section 28 of the PNGRB Act, 2006, and/or suspension/termination of operation, as per following procedure:

(a) The Board shall issue a notice to the entity, providing it an opportunity of being heard.

(b) In case the entity fails to provide reasonable justification for such default and/or non-compliance, the Board may, after giving such entity an opportunity of being heard, by order in writing, direct that, without prejudice to any other penalty which the entity may be liable for, such entity shall pay, by way of civil penalty, an amount which shall not exceed one crore rupees for each contravention, and in case of a continuing failure, additional penalty which may extend to ten lakh rupees for every day.

(c) If the entity fails to comply with the directions passed by the Board, as provided in clause (b), the Board may take appropriate action as prescribed for offences and punishment under Chapter IX of the Act.

(4) For the purpose of sub-regulation (2) to (3), it is clarified that imposition of any penalty shall not absolve entity from paying any other charges or surcharge as applicable under these regulations.”8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(g) the existing regulation 6, shall be renumbered as regulation 7.

(h) the existing regulation 7, shall be renumbered as regulation 8.

(i) in Form-I of the regulation, the words “2011 Census of India” shall be substituted with the words, “Latest Census of India”.
