1. संजक्षि नाम और प्रारंभ - (1) ये जवजनयम ऊजाा दक्षता ब्यूरो (जस्ट्थर भंडारण प्रकार वॉटर हीटर लेबल - प्रदिान
जववरण और ढंग) संिोधन जवजनयमन 2022 कह े जायेंगे।
2. जवजनयम के खंड 6 के तहत जनम्नजलजखत खडं प्रजतस्ट्थाजपत दकया जायेगााः
“6.लेबल के प्रदिान के जलय े अनुमजत - (1) ब्यूरो की पूव ा अनमु जत जलय े जबना जडजस्ट्रब्यिू न रांसफॉमार पर कोई भी स्ट्टार-
लेबल नहीं लगाया जायेगा।
(2) कंपनी पजं ीकरण - ब्यूरो की अनुमजत प्राि करने के जलय े प्रत्येक ब्रैंड को प्रपत्र 1-(क) म ें जवजनदेि अनुसार,
इलेक्रॉजनक रुप स े भगु तान योग्य एक लाख रुपय ेके लेबल सुरक्षा िुल्क के साथ पृथक पंजीकरण कराना होगााः
परन् त ु यह उपबंजधत ह ैदक लघु उद्योग के मामल े म ेंलेबल सुरक्षा िुल्क केवल 25 हजार रुपय ेहोगा।
(3) मॉडल पजं ीकरण- उप-जवजनयमन (2) के तहत अनुमजत प्रािकता ा के प्रत्येक आवेदन के साथ-
(क) प्रजत मॉडल दो हजार रुपय ेका, इलेजक्रक माध्यम स े भगु तान योग्य, आवेदन िल्ु क और
(ख) फॉमा I-ख म ें जवजनर्ददष्ट प्रपत्र, होने चाजहये।’’
3. खंड 7 के उपखंड 4 के तहत जनम्नजलजखत प्रजतस्ट्थाजपत दकय े जायेंगेाः
(4) स्ट्टार रेटटग प्लान के सिं ोधन के मामल े म ें अनुमजत प्रािकता ा द्वारा अनुमजत नवीकरण के जलय े आवेदन इसके
समाि होने स े पहल े के 6 महीने म ें करना होगा लेदकन यह हर हाल म ें समाजि स े तीन महीन े पहल े होना चाजहये और इसके
साथ ऊजाा दक्षता ब्यूरो, नई ददल्ली के पक्ष म ेंइलेजक्रक माध्यम स े भुगतान योग्य एक हजार रुपये का िुल्क होना चाजहये।
स्ट्टार रेटटग प्लान जवस्ट्ताठरत दकय े जाने के मामले म ें एक हजार रुपय े का उि नवीकरण िुल्क नहीं लगगे ा।

2. यह अनुमजत जनम्नजलजखत के अधीन हाःै -
(क) के लेबल पर लगाया गया स्ट्टार लेबल अजधजनयम की धारा 14 के खंड (क) के तहत अजधसूजचत स्ट्टेिनरी
स्ट्टोरेज टाईप इलेजक्रक वॉटर हीटर के ऊजाा उपभोग मानकों और जवजनयमन के जनयमों और ितों के
अनुरूप होना चाजहये।
(ख) लेबल की मुहर केवल ऐस े जस्ट्थर भडं ारण प्रकार जवद्युत वॉटर हीटर पर लगायी जाय े जजसके जलय े अनुमजत
दी गयी ह।ै
(ग) जस्ट्थर भंडारण प्रकार जवद्युत वॉटर हीटर पर लेबल की छपाई और लगाय े जान े का खच ा अनुमजत प्राि कता ा
द्वारा वहन दकया जायेगा।
(घ) अनुमजत प्राि कताा को सुजनजश्चत करना होगा दक जस्ट्थर भडं ारण प्रकार जवद्युत वॉटर हीटर पर लगाया गया
स्ट्टार लेबल हर समय बना रह े।
(ङ) अनुमजत प्रािकताा ब्यरू ो द्वारा जवजनर्ददष्ट लेबल िुल्क करे ।
(च) अनुमजत प्रािकताा ब्यूरो के पास एक बयान जमा करेगा जजसम ें लेबलयिु उपकरण के जवजनमााण और
जवत्तीय विा की प्रत्येक जतमाही के बाद वाल े महीने म ें प्रत्येक जतमाही के प्रोद्भूत लेबल िुल्क का ब्योरा
होगा। यह समान जानकारी एक स्ट्वचाजलत प्रणाली के माध्यम स े भी ब्यरू ो म ें जमा करायी जायेगी।
(छ) अनुमजत प्रािकताा अनुमजत मंजरू करने वाल े ब्यूरो द्वारा मागं े जाने पर जस्ट्थर भडं ारण प्रकार जवद्युत वॉटर

NOTIFICATION
New Delhi, the 27th June, 2022
No. BEE/S&L/Water Heater/3/2015-16.—In exercise of the powers conferred by clause (i) of sub-section
(2) of section 58 read with clause (n) of sub-section (2) of section 13 of the Energy Conservation Act, 2001 (52 of
2001), the Bureau of Energy Efficiency (the Bureau) with the previous approval of the Central Government,
proposes to amend the Bureau of Energy Efficiency (Particulars and Manner of their Display on Labels of Stationary
Storage Type Electric Water Heater) Regulation 2016, the proposed draft amendments are hereby published in the
Gazette of India, Extraordinary, as required by sub-section (1) of section 58 of the said Act, for the information of all
the persons likely to be affected thereby and inviting their suggestions and objections (if any); and the notice is hereby
given that the said draft regulations shall be taken into consideration on or after the expiry of a period of thirty
days from the date of their publication in the Gazette of India, Extraordinary;
Any objections or suggestions, if any, may be addressed to the Director-General, Bureau of Energy
Efficiency, Ministry of Power, 4th Floor, Sewa Bhawan, North Wing, Sector-1, R.K.Puram, New Delhi-110066;
Objections or suggestions which may be received from the persons with respect to the said draft regulations
before the expiry of the period of thirty days specified in para 1 above, shall be taken into consideration by the Bureau
of Energy Efficiency.
1. Short title and commencement.- (1) These regulations may be called the Bureau of Energy Efficiency
(Particulars and Manner of their Display on Labels of Stationary Storage Type Electric Water Heater), Amendment
Regulations, 2022.
2. Under clause no. 6 of the regulation, the following clause shall be substituted:
―6. Permission for display of label. - (1) No star label shall be affixed on a Distribution Transformer without
obtaining the prior permission of the Bureau.
(2) Company registration.- For the purposes of obtaining permission of the Bureau, every brand shall be
registered separately as specified in Form I – (A), accompanied by a label security fee of one lakh rupees, payable by
electronic mode of payment:
Provided that in case of small scale industry, the label security fee shall be twenty five thousand rupees only.
(3) Model registration.- Every application of the permittee under sub-regulation (2) shall be
accompanied by—
(a) an application fee of two thousand rupees per model, payable by electronic mode of payment; and
(b) documents specified in Form I – (B).‖
3. Under sub clause no. 4 of clause 7 of the regulation, the following shall be substituted:
―(4) In case of revision of star rating plan, an application for renewal of permission shall be made by the
permittee from six months but not later than three months before its expiry and shall be accompanied by a fee of
rupees one thousand payable in electronic mode in favour of the Bureau of Energy Efficiency, New Delhi.
In case of extension of star rating plan, the said renewal fee of rupees one thousand shall be exempted.‖

1. Pursuant to the provisions of regulation 7 of the Bureau of Energy Efficiency (Particulars and Manner of
their Display on Labels of Stationary Storage Type Electric Water Heater) Regulations, 2022, the Bureau
hereby permits you to register your brand as per details of approvals set out in Annexure to this letter.
2. This permission is subject to—
(a) the star level displayed on the label of the Stationary Storage Type Electric Water Heater shall
conform to energy consumption standards for Stationary Storage Type Electric Water Heater
notified under clause (a) of section 14 of the Act and terms and conditions provided in the
aforesaid regulations;
(b) the stamping of the label only on such model Stationary Storage Type Electric Water Heater for
which permission has been granted;
(c) the printing and affixture of the label on the Stationary Storage Type Electric Water Heater at the
cost of the permittee;
(d) the permittee ensuring that the star level displayed on the Stationary Storage Type Electric Water
Heater shall be maintained at all time;
(e) the permittee paying the label fee as specified by the Bureau;
(f) the permittee furnishing to the Bureau a statement containing details of the production of the
labelled equipment and the accrued labelling fee due for each quarter within the following month
of the close of each quarter of the financial year. The same details shall be furnished to the
Bureau also through an automated system;
(g) the permittee making available such other details of Stationary Storage type Electric Water
Heater as and when sought by the Bureau of which the permission has been granted.
3. The permittee shall not withdraw the registered brand and the Stationary Storage type Electric Water Heater
from the market during the validity period except with the prior approval of the Bureau.
4. The unique label series code assigned by the Bureau of Energy Efficiency for the brand is............. and should
appear on the label as per the approved design.
