## Report on the National Commission for Homoeopathy Submission of List of the Homoeopathy Practitioners Rules, 2021
**1. Executive Summary:**
This report analyzes the "National Commission for Homoeopathy Submission of List of the Homoeopathy Practitioners Rules, 2021," as outlined in the provided government notification. This new policy establishes the rules for the National Commission for Homoeopathy to submit lists of Homoeopathy Practitioners to the Central Government. The core purpose is to maintain updated records of practitioners, both those with recognized qualifications in India and those with foreign qualifications permitted to practice in India. Key findings indicate a structured process for submission, including specific forms (A and B) and reporting frequency (every six months). This policy directly impacts Homoeopathy practitioners and the National Commission for Homoeopathy.
**2. Introduction:**
This report aims to provide an informative overview of the "National Commission for Homoeopathy Submission of List of the Homoeopathy Practitioners Rules, 2021," based solely on the text of the provided government notification. It outlines the policy's objectives, key provisions, affected stakeholders, and inferred implementation aspects.
**3. Policy Overview:**
* This is a *new* policy.
* **Core Objective(s):** The core objective of this policy, as inferred from the provided text, is to establish a mechanism for the National Commission for Homoeopathy to regularly submit lists of Homoeopathy Practitioners to the Central Government. This includes practitioners with recognized Indian qualifications and those with foreign qualifications permitted to practice in India for a limited period. This suggests the objective is to create and maintain an updated registry for regulatory and oversight purposes.
**4. Background and Rationale:**
* **New Policy:** Based on the text, the policy likely addresses the need for a structured system to maintain up-to-date information on Homoeopathy practitioners in India. This is crucial for several reasons:
* **Regulation:** Facilitates the effective regulation of Homoeopathy practice within the country.
* **Accreditation:** Supports the accreditation and recognition of qualified practitioners.
* **Public Information:** Potentially informs the public about qualified and registered practitioners.
* **National Commission for Homoeopathy Act, 2020:** The reference to the "National Commission for Homoeopathy Act, 2020" suggests that this rule is an implementing provision of the Act.
**5. Key Provisions / Changes:**
* **New Policy:**
* **Rule 1: Short Title and Commencement:** This rule establishes the name of the rules and specifies that they come into force from the date of their publication in the Official Gazette (June 1st, 2021).
* **Rule 2: Definitions:** This rule defines key terms used in the rules, specifically referencing the "National Commission for Homoeopathy Act, 2020" (referred to as "the Act") and the "Commission" itself. It clarifies that terms used but not defined within the rules will have the same meaning as defined in the Act.
* **Rule 3: Manner of Submitting List of Medical Practitioners:** This rule outlines the process for submitting the list of Homoeopathy practitioners.
* The Commission must submit the list to the Central Government every six months using Forms A and B (as per the Schedule).
* The forms must be submitted in PDF format electronically and two hard copies must be sent by speed post to the Joint Secretary to the Government of India, in charge of the affairs of the National Commission for Homoeopathy in the Ministry of AYUSH.
* **Schedule (Form A & B):** The schedule includes Form A and Form B which specify the data points to be collected for each Homoeopathy practitioner.
* **Form A:** For practitioners possessing recognized medical qualifications enrolled in State or National Registers (Indian qualifications). It requires data such as: name, father's name, address, Aadhaar number, phone number, date of birth, qualification details, registration particulars, and details of the hospital/institute where they practice.
* **Form B:** For practitioners possessing medical qualifications from outside India and permitted to practice in India for a limited period. It requires data such as: name, father's name, address, passport number, visa details, date of birth, qualification details, registration status in other countries, and details of the hospital/institute where they practice.
**6. Target Audience and Stakeholders:**
* **Directly Affected:**
* **The National Commission for Homoeopathy:** Responsible for compiling and submitting the lists.
* **Homoeopathy Practitioners:** Both those with recognized Indian qualifications and those with foreign qualifications practicing in India. They are the subjects of the data collection.
* **Indirectly Affected:**
* **Central Government (Ministry of AYUSH):** Receives and likely utilizes the data for regulatory and policy purposes.
* **Patients/Public:** Could benefit from increased transparency and access to information about qualified Homoeopathy practitioners (though this is not explicitly stated).
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies:**
* **National Commission for Homoeopathy:** The primary responsible body for compiling and submitting the lists.
* **Central Government (Ministry of AYUSH, specifically the Joint Secretary):** Receives the lists and likely has oversight responsibility.
* **Timelines:** The list must be submitted every six months.
* **Procedures:**
* Data must be collected using Forms A and B.
* Submission must be done electronically (PDF) and via speed post (two hard copies).
**8. Expected Outcomes / Impact of Changes:**
* **New Policy:** The expected outcomes of this policy are:
* **Improved Data Collection:** Standardized and regular collection of data on Homoeopathy practitioners.
* **Enhanced Regulatory Oversight:** Facilitation of regulatory oversight by the Central Government.
* **Increased Transparency:** Potentially increased transparency regarding the qualifications and registration status of Homoeopathy practitioners in India.
* **Better Enforcement:** The data collected could assist in the detection and prosecution of unqualified or unregistered practitioners.
**9. Conclusion:**
The "National Commission for Homoeopathy Submission of List of the Homoeopathy Practitioners Rules, 2021" establishes a framework for the regular submission of information on Homoeopathy practitioners to the Central Government. This policy is significant because it aims to improve data collection, enhance regulatory oversight, and potentially increase transparency within the Homoeopathy sector in India. The consistent enforcement of this policy will be important to ensure its effectiveness and achieve its intended outcomes.
