L.-33004/99 सी.जी.-डी.एल.-अ.-07082020-220932 xxxGIDHxxx CG-DL-E-07082020-220932 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 388] नई दिल्ली, बहृ स्ट्प जतवार, अगस्ट्त 6, 2020/श्रावण 15, 1942 No. 388] NEW DELHI, THURSDAY, AUGUST 6, 2020/SRAVANA 15, 1942 मानव ससं ाधन जवकास मत्रं ालय (स्ट्कूल जिक्षा और साक्षरता जवभाग) अजधसचू ना नई दिल्ली, 5 अगस्ट् त, 2020 सा.का.जन. 493(अ).—राष्ट्रपजत, संजवधान के अनच्ु छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करत े हुए और राष्ट्रीय िैजक्षक अनुसंधान और प्रजिक्षण पररषि ्(जनिेिक) भती जनयम, 2010 को, उन बातों के जसवाय अजधक्ांत करत े हुए, जिन्ह ें ऐसे अजधक्मण स े पहले दकया गया ह ै या करने का लोप दकया गया ह,ै मानव संसाधन जवकास मंत्रालय, स्ट्कूल जिक्षा और साक्षरता जवभाग, राष्ट्रीय िैजक्षक अनुसंधान और प्रजिक्षण पररषि ् म ें जनििे क के पि पर भती की पद्धजत का जवजनयमन करन े के जलए जनम्नजलजखत जनयम बनाते ह,ैं अर्ाात ्:– 1. संजक्षप्त नाम और प्रारंभ. – (1) इन जनयमों का संजक्षप्त नाम मानव संसाधन जवकास मंत्रालय, स्ट्कूल जिक्षा और साक्षरता जवभाग, राष्ट्रीय िैजक्षक अनुसंधान और प्रजिक्षण पररषि ्(जनििे क) भती जनयम, 2020 ह।ै (2) ये रािपत्र म ेंउनके प्रकािन की तारीख को प्रवृत्त होंगे। 2. पि सख्ं या, वगीकरण और वते न मरै रक्स म ें वते न.–पि की संख्या, उसका वगीकरण और उसका वेतन मैररक्स म ें वेतन वह होगा िो अनुसूची के स्ट्तंभ (2) स े स्ट्तंभ (4) म ें जवजनर्िष्टा ह।ैं 3. भती की पद्धजत, आय-ु सीमा, अहता ाएं आदि.–भती की पद्धजत, आय-ु सीमा, अहता ाएं और उससे संबंजधत अन्य बातें व े होंगी िो उि अनुसूची के स्ट्तंभ (5) स े स्ट्तंभ (13) म ें जवजनर्िष्टा ह।ैं 3559 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. जनरहता ा. – वह व्यजि, – (a) जिसने ऐसे व्यजि स े जिसका पजत या जिसकी पत्नी िीजवत ह,ै जववाह दकया ह ै या जववाह की संजविा की ह;ै या (b) जिसने अपने पजत या पत्नी के िीजवत रहते हुए दकसी व्यजि स े जववाह दकया ह ै या जववाह की संजविा की ह,ै पूवोि पि पर जनयुजि का पात्र नहीं होगा: परन्त ु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह, उस व्यजि और जववाह के अन्य पक्षकार को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो वह दकसी व्यजि को इस जनयम के प्रवतान स ेछूट िे सकेगी। 5. जिजर्ल करन े की िजि.–िहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन ह,ै वहा ं वह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी वगा या प्रवगा के व्यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी। 6. व्यावृजत्त. –इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा म ें छूट और अन्य ररयायतों पर प्रभाव नहीं डालगे ी, जिनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर जनकाले गए आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, भूतपूव ा सैजनकों और अन्य जविेष प्रवग ा के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम पि की संख्या वगीकरण वेतन मैररक्स या वेतनमान में स्ट्तर चयन अर्वा सीधे भती दकये अचयन पि िाने व्यजियों के जलए आयु- सीमा (1) (2) (3) (4) (5) (6) जनििे क 1 (2020) लागू नहीं होता 2,10,000 रु. (जनयत) + जविेष भत्ता लागू नहीं होता लागू नहीं होता के रूप में 5000 रु. सीधे भती दकये िाने वाले व्यजियों के जलए सीधे भती दकये िाने वाले व्यजियों के जलए जवजहत आयु पररवीक्षा के अवजध, अपेजक्षत िैजक्षक और अन्य अहता ाएं और िैजक्षक अहता ाएं प्रोन्नत व्यजियों की ििा में लागू यदि कोई हो होंगी या नहीं (7) (8) (9) लागू नहीं होता लागू नहीं होता लागू नहीं होता भती की पद्धजत, भती सीधे होगी या प्रोन्नजत द्वारा या प्रोन्नजत या प्रजतजनयुजि आमेलन द्वारा भती की ििा में वे श्रेजणयां / जिनसे प्रोन्नजत याप्रजतजनयजु ि आमेलन दकया िाएगा / प्रजतजनयुजिआमेलन द्वारा या स्ट्र्ानांतरण द्वारा तर्ा जवजभन्न / पद्धजतयो द्वारा भरी िाने वाली ररजियों की प्रजतितता (10) (11) प्रजतजनयुजि द्वारा या कायाकाल के आधार पर अल्पकाजलक केन्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र या संजविा द्वारा। जवश्वजवद्यालय या मान्यता प्राप्त अनुसंधान संस्ट्र्ान या स्ट्वायत्त संगठन या कानूनी संगठन के अजधकारी, – रटप्पण 1: उसी या केन्रीय सरकार के दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक पहले धाररत पूवा कैडर पि में (क) (i) िो मूल संगठन या जवभाग में जनयजमत आधार पर सििृ पि प्रजतजनयुजि की अवजध सजहत प्रजतजनयजु ि की अवजध धारण दकये हुए हैं; साधारणतया पांच वषा या अभ्यर्ी की 65 वषा की आयु तक या या अगले आििे होने तक, इसमें से िो भी कम हो, होगी I (ii) िो मूल संगठन या जवभाग में वेतनमान मैररक्स के स्ट्तर 14 [रु .1,44,200 – 2,18,200] में जनयजमत आधार पर जनयुजि के[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 रटप्पण 2: यदि कोई व्यजि, जिसके मूल संगठन में सेवाजनवृजत्त पश्चात श्रेणी प्रिान दकये गए स्ट्तर में िस वषा की जनयजमत सेवा की ह;ै और की आयु 65 वषा से कम है, को जनििे क के रूप में जनयुि दकया िाता ह,ै तो वह अपने मूल संगठन में जनधााररत आयु के अनुसार अजधवर्षाता की आयु प्राप्त करने पर सेवाजनवृत्त होगा। (ख) जनम्नजलजखत अनुभव और अहता ाएं रखते ह:ैं- (i) एक मान्यता प्राप्त जवश्वजवद्यालय प्रणाली में आचाया रटप्पण 3: 60 वषा की आयु में सेवाजनवृत्त होने वालों के जलए के रूप में िस साल का अनुभव या मान्यता प्राप्त अनुसंधान या िैक्षजणक संस्ट्र्ान में िस वषा का प्रजतजनयुजि द्वारा जनयजु ि के जलए अजधकतम आयु सीमा आवेिन अनुभव । प्राजप्त की अंजतम तारीख को 58 वषा से अजधक नहीं होगी। (ii) एक मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्र्ान से जवद्या वाचस्ट्पजत; रटप्पण 4: 65 वषा की आयु में सेवाजनवृत्त होने वालों के जलए (iii) िैजक्षक अनुसंधान और प्रजिक्षण के क्षेत्र में उत्कृष्ट प्रजतजनयुजि द्वारा जनयजु ि के जलए अजधकतम आयु सीमा आवेिन िैक्षजणक कीर्तामान और अनुभव; प्राजप्त की अंजतम जतजर् को 60 वषा से अजधक नहीं होगी। (iv) प्रिासजनक, संगठनात्मक और नेतृत्व क्षमता के अलावा दकसी मान्यताप्राप्त संस्ट्र्ान से स्ट्कूली जिक्षा के जवजभन्न पहलुओं पर िोध के संबंध में व्यापक रुजच; वाछं नीय: (i) जिक्षा में जवद्या वाचस्ट्पजत; या (ii) भारत या जवििे में दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्र्ान से जिक्षा में स्नातकोत्तर जडग्री; (iii) राष्ट्रीय और अंतरााष्ट्रीय ख्याजत प्राप्त पजत्रकाओं में िोध और (अजधमानती जिक्षा की पजत्रकाओं) प्रकािनों का प्रमाजणत अजभलेख। यदि जवभागीय प्रोन्नजत सजमजत है, तो उसकी संरचना क्या होगी भती करने में दकन पररजस्ट्र्जतयों में संघ लोक सेवा आयोग से परामिा दकया िायेगा (12) (13) खोि-सह-चयन सजमजत जनम्नजलजखत स ेजमलकर बनगे ी: लागू नहीं होता। (क) मानव संसाधन जवकास मंत्रालय द्वारा नामजनर्िष्टा दकया िाना ह;ै –अध्यक्ष (ख) केंरीय िैजक्षक संस्ट्र्ानों / केंरीय जवश्वजवद्यालयों / केंरीय स्ट्वायत्त संस्ट्र्ानों के िो संस्ट्र्ान प्रमुख - मानव संसाधन जवकास मंत्रालय द्वारा नामजनर्िष्टा – सिस्ट्य (ग) मानव संसाधन जवकास मंत्रालय और इसके अधीनस्ट्र् कायाालयों के बाहर के िो प्रख्यात जिक्षाजविों – मानव संसाधन जवकास मंत्रालय द्वारा नामजनर्िष्टा – सिस्ट्य [फा. सं. 1-5/2004-स्ट्कूल.4] एल. एस. चांगसन, संयुि सजचव4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF HUMAN RESOURCE DEVELOPMENT (Department of School Education and Literacy) NOTIFICATION New Delhi, the 5th August, 2020 G.S.R. 493(E).—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of the National Council of Education Research and Training (Director) Recruitment Rules, 2010, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Director, National Council of Educational Research and Training in the Ministry of Human Resource Development, Department of School Education and Literacy, namely:- 1. Short title and commencement. – (1) These rules may be called the Ministry of Human Resource Development, Department of School Education and Literacy, National Council of Education Research and Training (Director) Recruitment Rules, 2020. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and pay in the pay matrix. –The number of post, its classification and pay in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. – No person, – (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
