L.-33004/99 सी.जी.-डी.एल.-अ.-27082024-256655 xxxGIDHxxx CG-DL-E-27082024-256655 xxxGIDExxx असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 644] नई दिल्ली, बृहस्ट्प जतवार, अगस्ट्त 22, 2024/श्रावण 31, 1946 No. 644] NEW DELHI, THURSDAY, AUGUST 22, 2024/SHRAVANA 31, 1946 भारतीय िीव िन्त ु कल्याण बोड ड अजधसचू ना नई दिल्ली, 09 िुलाई, 2024 स.ं वी-11011(18)/14/2023-प्रिासन_6/बी—पि ु क्रूरता जनवारण अजधजनयम (1960 का 59) की धारा 10 और धारा 7 की उपधारा (2) द्वारा प्रित्त िजियों का प्रयोग करते हुए भारतीय िीव िन् त ु कल्याण बोड ड केन् रीय सरकार के पूवड अनुमोिन से मत्सस्ट्यपालन, पिुपालन एव ं डेयरी मंत्रालय, पिपु ालन और डेयरी जवभाग के अधीन भारतीय िीव िन् त ु कल्याण बोड डमें समूह ‘ग’ के पिों पर भती की पद्धजत को जवजनयजमत करत े हुए जनम्नजलजखत जवजनयम बनाती ह,ै अर्ाडत् : – 1. सजं िप्त नाम और प्रारंभ - (1) इन जवजनयमों का संजिप् त नाम भारतीय िीव िन्त ु कल्याण बोडड (समूह 'ग' पिों) भती जवजनयम, 2024 ह।ै (2) व े रािपत्र म ेंउनके प्रकािन की तारीख से लागू होंगे। 2. लाग ूहोना - य े जवजनयम इन जवजनयमों के सार् उपाबद्ध अनुसचू ी के स्ट्तंभ (1) म ेंजनर्िडष्ट पिों पर लाग ू होंगे। 3. वते न मट्रै रक्स म ें पिों की सख्ं या, वगीकरण और स्ट्तर - उि पिों की संख्या, उनका वगीकरण और उससे संलग्न वेतन मैट्ररक्स में स्ट्तर, उि अनसु ूची के स्ट्तंभ (2) स े(4) म ें जनर्िडष्ट दकया िाएगा। 4. भती की जवजध, आय-ु सीमा, अन्य अहतड ा, आदि - भती की पद्धजत, आय-ु सीमा, अहतड ा और उि पिों स े संबंजधत अन्य मामले उि अनुसूची के स्ट्तंभ (5) स े(13) म ें जनर्िडष्ट होंग।े 5333 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 5. आरंजभक गठन - इन जवजनयमों के सार् सलं ग्न अनुसूची के स्ट्तभं (1) म ें उजल्लजखत पिधाट्ररयों, जिन्ह ें जनयजमत आधार पर इन जवजनयमों के प्रारंभ होने स े पहले उि पिों पर जनयिु दकया गया र्ा, को इन जवजनयमों के अधीन जनयुि माना िाएगा और इन जवजनयमों के प्रारंभ होने स े ठीक पहले आयोजित संबजं धत पिों पर उनके द्वारा प्रिान की गई जनरंतर सवे ा को पट्ररवीिा के प्रयोिनों के जलए, वट्ररष्ठता, प्रोन्नजत के जलए अहकड सेवा, स्ट्र्ाजयत्सव और सेवा म ें पिें न हते ु जगना िाएगा। 6. जनरहतड ा - वह व्यजि - (क) जिसने ऐसे व्यजि स े जिसका पजत या जिसकी पत्स नी िीजवत ह,ै जववाह दकया ह ै या जववाह की संजविा की ह;ै (ख) जिसने अपन े पजत या अपनी पत्स नी के िीजवत रहत े हुए दकसी व् यजि स े जववाह दकया ह ै या जववाह की संजविा की ह।ै उि पि पर जनयुजि का पात्र नहीं होगा: परन् तु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे व्यजि और जववाह के अन् य पिकार को लाग ू स्ट् वीय जवजध के अधीन अनज्ञु ेय ह ै और ऐसा करन े के अन्य आधार ह ैं तो वह दकसी व्यजि को इस जनयम के प्रवतनड से छूट िे सकेगी। 7. जिजर्ल करन े की िजि - िहां केंरीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन ह,ै वहा ं वह उसके जलए िो कारण हैं, उन् ह ें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी वगड या प्रवगड के व् यजियों की बाबत, आििे द्वारा जिजर्ल कर सकेगी। 8. व्य ावृजत्त – इन जनयमों की कोई बात, ऐसे आरिण, आय-ु सीमा में छूट और अन् य ट्ररयायतों पर प्रभाव नहीं डालगे ी, जिनकी केंरीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गये आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन् य जपछड े वगों, भतू पूव ड सैजनकों और अन्य जविेष प्रवगड के व्यजियों के जलए उपबंध करना अपेजित ह।ै पि का नाम पिों की संख्या वगीकरण वेतन मैट्ररक्स में स्ट्तर (1) (2) (3) (4) 1. मुख्य जलजपक सह 1* (2023) समूह 'ग' स्ट् तर 5 (रु. 29200 – लेखाकार 92300) * कायड भार के आधार पर पट्ररवतडन दकया िा सकता ह।ै चयन पि ह ै या सीधे भती दकये िाने वाले व् यजियों के जलए सीधे भती दकये िान े वाल े व् यजियों के जलए अचयन पि आय-ु सीमा अपेजित िैजिक और अन्य अहतड ाए ं (5) (6) (7) चयन। 30 वषड स ेअजधक नहीं। आवश्यक:- ट्रटप्प ण: आय-ु सीमा अवधाट्ररत करन े के (i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या जलए जनणाडयक तारीख भारत म ें अभ् यर्र्डयों संस्ट्र्ान से उपाजध; और से आवेिन प्राप्त करन े के जलए जनयत की गई (ii) दकसी भी केंरीय सरकार के संगठन या अंजतम तारीख होगी। न दक वह अंजतम राज्य सरकार के सगं ठन या सावडिजनक तारीख िो असम, मेघालय, अरुणाचल िेत्र के उपक्रम या स्ट्वायत्त जनकायिेत्र म ें प्रिेि, जमिोरम, मजणपुर, नागालडैं , प्रिासन, स्ट्र्ापना, नकिी और खातों में जत्रपुरा, जसदिम, लाहोल और स्ट्पीजत जिल े पांच वषड का अनुभव। तर्ा जहमाचल प्रिेि के चम्बा-जिले के पांगी उपखंड और लद्दाख संघराज्य िेत्र, अंडमान और जनकोबार द्वीप और लिद्वीप के अभ् यर्र्डयों के जलए जवजहत की गई ह।ै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 सीधे भती दकय े िाने वाल े व् यजियों के पट्ररवीिा अवजध, यदि भती की पद्धजत, सीध े भती होगी या प्रोन्नजत जलए जवजहत आयु और िैजिक अहतड ाए,ं कोई हो| द्वारा या प्रजतजनयुजि / आमेलन द्वारा और प्रोन् नत व् यजियों की ििा में लागू होगी| जवजभन्न पद्धजतयों स े भरी िान े वाली ट्ररजियों का प्रजतित। (8) (9) (10) आय:ु नहीं प्रोन् नजत और सीधी प्रोन् नजत द्वारा जिसके न हो सकने पर सीधी भती िैजिक अहतड ा: हा ाँ भती के जलए िो वष ड द्वारा प्रोन्नजत या प्रजतजनयुजि/आमेलन द्वारा भती के मामल े म,ें व े यदि जवभागीय पुजष्टकरण सजमजत ह,ै तो इसकी संरचना श्रेजणयां जिनसे प्रोन् नजत या प्रजतजनयुजि / आमले न दकया । िाना ह।ै (11) (12) प्रोन्न जत- समहू 'ग' जवभागीय प्रोन्न जत सजमजत (प्रोन्न जत पर ग्रेड म ें पांच वषड की जनयजमत सेवा के सार् वेतन मैट्ररक्स म ें जवचार करन े के जलए) म ें जनम्नजलजखत सजम्मजलत स्ट् तर -4 में उच् च श्रणे ी जलजपक (25500-81100 रुपय)े । ह:ैं – (i) सजचव, भारतीय िीव िन्त ु कल्याण बोड ड ट्रटप् पण - िहां ऐस े कजनष्ठ व्य जियों के संबंध में जिन् होंन े - अध्यि; अपनी अहकड / पात्रता सेवा पूरी कर ली ह,ै प्रोन् नजत के जलए (ii) सहायक सजचव, भारतीय िीव िन् त ु कल्याण जवचार दकया िा रहा हो िहा ं उनसे ज्य ष्ठे व् यजियों के संबंध बोडड – सिस्ट्य; में भी जवचार दकया िाएगा परंतु यह तब िब दक उसके द्वारा (iii)केंरीय सरकार का कोई रािपजत्रत अजधकारी की गई ऐसी अहकड / पात्रता सेवा के आधे स े अजधक या िो भारत सरकार के अवर सजचव रैंक के - सिस्ट्य। वषड से, इनमें से िो भी कम हो, कम न हो और उन् होंन े अपन े समहू 'ग' जवभागीय पजु ष्टकरण सजमजत (पजु ष्टकरण पर ऐसे कजनष्ठ व् यजियों सजहत जिन् होंने ऐसी अहकड / पात्रता जवचार करन ेके जलए) जिसम ेंजनम्नजलजखत सजम्मजलत सेवा पूरी कर ली ह ै अगली उच्च तर श्रेणी म ें प्रोन् नजत के जलए ह ैं: – अपनी पट्ररवीिा की अवजध सफलतापूवडक परू ी कर ली हो। (i) सजचव, भारतीय िीव िन्त ु कल्याण बोड ड - अध्यि; (ii) सहायक सजचव, भारतीय िीव िन् त ु कल्याण बोडड – सिस्ट्य; (iii) भारत सरकार के अवर सजचव रैंक का केंरीय सरकार का कोई रािपजत्रत अजधकारी – सिस्ट्य। ऐसी पट्ररजस्ट्र्जतयां जिनम ेंभती करते समय सघं लोक सेवा आयोग से परामिड दकया िाएगा। (13) लाग ूनहीं होता ह।ै पि का नाम पिों की संख्या वगीकरण वेतन मैट्ररक्स में स्ट्तर (1) (2) (3) (4) 2. आिुजलजपक ग्रडे -1 2* (2023) समूह 'ग' स्ट् तर 5 (रु. 29200 – 92300) * कायड भार के आधार पर पट्ररवतडन दकया िा सकता ह।ै4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] चयन पि ह ै या सीधे भती दकये िाने वाले व् यजियों के जलए सीधे भती दकये िान े वाल े व् यजियों के जलए अचयन पि आय-ु सीमा अपेजित िैजिक और अन्य अहतड ाए ं (5) (6) (7) चयन। 30 वषड स ेअजधक नहीं। आवश्यक: (i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या ट्रटप्प ण: आय-ु सीमा अवधाट्ररत करन े के समकि की उपाजध; अपनी अहकड / पात्रता सेवा पूरी कर ली ह,ै प्रोन् नजत के जलए (ii) सहायक सजचव, भारतीय िीव िन् त ु कल्याण जवचार दकया िा रहा हो िहां उनसे ज्य ष्ठे व् यजियों के संबंध में बोडड – सिस्ट्य; भी जवचार दकया िाएगा परंतु यह तब िब दक उसके द्वारा की (iii)भारत सरकार के अवर सजचव रैंक का केंरीय गई ऐसी अहडक / पात्रता सेवा के आधे से अजधक या िो वषड से, सरकार का कोई रािपजत्रत अजधकारी इनमें से िो भी कम हो, कम न हो और उन् होंने अपने ऐस े – सिस्ट्य। कजनष्ठ व् यजियों सजहत जिन् होंने ऐसी अहकड / पात्रता सेवा पूरी कर ली ह ैअगली उच् चतर श्रेणी में प्रोन् नजत के जलए अपनी पट्ररवीिा की अवजध सफलतापूवडक पूरी कर ली हो। प्रजतजनयजु ि:- केंरीय सरकार के अजधकारी: (i) जनयजमत आधार पर अनरूु प पि धारण करना; या (ii) अवर श्रणे ी जलजपक या समकि ग्रडे म ेंआठ वष ड की जनयजमत सेवा के सार् ट्रटप्प ण 1: – पोषक वग ड के ऐसे जवभागीय अजधकारी, िो प्रोन् नजत की सीधी पंजि म ें हैं, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िान े के पात्र नहीं होंग े इसी प्रकार प्रजतजनयुि व् यजि प्रोन् नजत द्वारा जनयुजि के जलए जवचार दकये िाने के पात्र नहीं होंगे। ट्रटप्प ण 2: – प्रजतजनयुजि की अवजध, जिसके अन्त गतड केंरीय सरकार के उसी या दकसी अन्य संगठन / जवभाग में इस जनयुजि स े ठीक पहल े धाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजध ह ै साधारणतया 3 वष ड से अजधक नहीं होगी। ट्रटप्पण 3: – प्रजतजनयुजि पर जनयुजि (जिसके अन् तगडत अल् पकाजलक संजविा भी ह)ै के जलए अजधकतम आयु सीमा आवेिन प्राप्त करन े की अंजतम तारीख को 56 वषड स े अजधक नहीं होगी। ऐसी पट्ररजस्ट्र्जतयां जिनम ेंभती करते समय सघं लोक सेवा आयोग से परामिड दकया िाएगा। (13) लाग ूनहीं होता ह।ै पि का नाम पिों की संख्या वगीकरण वेतन मैट्ररक्स में स्ट्तर (1) (2) (3) (4) 4. आिुजलजपक ग्रेड - 2* (2023) समूह ‘ग’ स्ट् तर 4 (रु. 25,500 – 2 81,100) * कायड भार के आधार पर[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 पट्ररवतडन दकया िा सकता ह।ै चयन पि ह ै या सीधे भती दकये िाने वाले व् यजियों के जलए सीधे भती दकये िान े वाल े व् यजियों के जलए अचयन पि आय-ु सीमा अपेजित िैजिक और अन्य अहतड ाए ं (5) (6) (7) लाग ूनहीं होता ह।ै 18 वषड स े 27 वषड के बीच। (i) दकसी मान्यता प्राप्त बोडड या जवश्वजवद्यालय से 12 वीं किा पास या समकि; Short title and commencement.- (1) These regulations may be called the Animal Welfare Board of India (Group ‘C’ posts) Recruitment Regulations, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. - These regulations shall apply to the posts as specified in column (1) of the Schedule annexed to these regulations. 3. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule. 4.
