L.-33004/99 सी.जी.-डी.एल.-अ.-27082024-256654 xxxGIDHxxx CG-DL-E-27082024-256654 xxxGIDExxx असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 643] नई दिल्ली बृहस्ट्प जतवार, अगस्ट्त 22, 2024/श्रावण 31, 1946 No. 643] NEW DELHI, THURSDAY, AUGUST 22, 2024/SHRAVANA 31, 1946 भारतीय िीव िन्त ु कल्याण बोड ड अजधसचू ना नई दिल्ली, 9 िुलाई, 2024 सख्ं य ा वी-11011(18)/14/2023-प्रिासन_6/ए.—पि ु क्रूरता जनवारण अजधजनयम (1960 का 59) की धारा 10 और धारा 7 की उपधारा (2) द्वारा प्रित्त िजियों का प्रयोग करते हुए भारतीय िीव िन् तु कल्याण बोडड केन्र ीय सरकार के पूवड अनुमोिन से मत्सस्ट्यपालन, पिुपालन एवं डेयरी मंत्रालय, पिुपालन और डेयरी जवभाग के अधीन भारतीय िीव िन्त ु कल्याण बोड डमें समूह ‘ख’ के पिों पर भती की पद्धजत को जवजनयजमत करत े हुए जनम्नजलजखत जवजनयम बनाती है, अर्ाडत्: – 1. सजं िप्त नाम और प्रारंभ - (1) इन जवजनयमों का संजिप् त नाम भारतीय िीव िन् तु कल्याण बोडड (समूह 'ख' पिों) भती जवजनयम, 2024 ह।ै (2) व ेरािपत्र म ेंउनके प्रकािन की तारीख से लागू होंगे। 2. लाग ूहोना - य ेजवजनयम इन जवजनयमों के सार् उपाबद्ध अनुसचू ी के स्ट्तंभ (1) म ेंजनर्िडष्ट पिों पर लाग ूहोंगे। 3. वते न मट्रै रक्स म ें पिों की सख्ं या, वगीकरण और स्ट्तर - उि पिों की संख्या, उनका वगीकरण और उससे संलग्न वेतन मैट्ररक्स में स्ट्तर, उि अनसु ूची के स्ट्तंभ (2) स े(4) में जनर्िडष्ट दकया िाएगा। 5332 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 4. भती की जवजध, आय-ु सीमा, अन्य अहतड ा, आदि - भती की पद्धजत, आय-ु सीमा, अहतड ा और उि पिों स े संबंजधत अन्य मामले उि अनुसूची के स्ट्तंभ (5) स े(13) में जनर्िडष्ट होंग।े 5. आरंजभक गठन - इन जवजनयमों के सार् संलग्न अनुसूची के स्ट्तंभ (1) में उजल्लजखत पिधाट्ररयों, जिन्ह ें जनयजमत आधार पर इन जवजनयमों के प्रारंभ होन े से पहल े उि पिों पर जनयुि दकया गया र्ा, को इन जवजनयमों के अधीन जनयुि माना िाएगा और इन जवजनयमों के प्रारंभ होने स े ठीक पहल े आयोजित संबंजधत पिों पर उनके द्वारा प्रिान की गई जनरंतर सेवा को पट्ररवीिा के प्रयोिनों के जलए, वट्ररष्ठता, प्रोन्नजत के जलए अहकड सेवा, स्ट्र्ाजयत्सव और सेवा में पेंिन हते ु जगना िाएगा। 6. जनरहतड ा - वह व्यजि - (क) जिसने ऐसे व्यजि स े जिसका पजत या जिसकी पत्स नी िीजवत ह,ै जववाह दकया ह ै या जववाह की संजविा की ह;ै (ख) जिसने अपन े पजत या अपनी पत्स नी के िीजवत रहत े हुए दकसी व् यजि स े जववाह दकया ह ै या जववाह की संजविा की ह।ै उि पि पर जनयुजि का पात्र नहीं होगा: परन् तु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे व्यजि और जववाह के अन् य पिकार को लाग ू स्ट् वीय जवजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के अन्य आधार ह ैं तो वह दकसी व्यजि को इस जनयम के प्रवतडन स े छूट ि े सकेगी। 7. जिजर्ल करन े की िजि - िहां केंरीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन है, वहा ं वह उसके जलए िो कारण हैं, उन् ह ें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी वगड या प्रवगड के व् यजियों की बाबत, आििे द्वारा जिजर्ल कर सकेगी। 8. व्य ावृजत्त – इन जनयमों की कोई बात, ऐसे आरिण, आय-ु सीमा में छूट और अन् य ट्ररयायतों पर प्रभाव नहीं डालगे ी, जिनकी केंरीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गये आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन् य जपछड े वगों, भतू पूवड सैजनकों और अन्य जविेष प्रवगड के व्यजियों के जलए उपबंध करना अपेजित ह।ै पि का नाम पिों की सख्ं या वगीकरण वते न मट्रै रक्स म ेंस्ट्तर (1) (2) (3) (4) 1. सहायक 1* (2023) समूह 'ख' स्ट् तर 9 (53100 - 167800 रुपये) सजचव * काय ड भार के आधार पर पट्ररवतडन दकया िा सकता ह।ै चयन पि ह ै या सीध े भती दकय े िान े वाल े व्य जियों के सीध े भती दकय े िान े वाल े व्य जियों के जलए अपजे ित अचयन पि जलए आय-ु सीमा िजै िक और अन्य अहतड ाएं (5) (6) (7) लाग ूनहीं होता ह ै 35 वषड से अजधक नहीं आवश्यक:- ट्रटप्प ण: आय-ु सीमा अवधाट्ररत करन े के (i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्र्ान जलए जनणाडयक तारीख भारत म ें से उपाजध; अभ् यर्र्डयों से आवेिन प्राप्त करने के जलए[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 जनयत की गई अंजतम तारीख होगी। न दक (ii) अंग्रेिी एव ंजहन्ि ी का अच्छा ज्ञान; और वह अंजतम तारीख िो असम, मेघालय, (iii) केंरीय सरकार के दकसी भी संगठन या राज्य अरुणाचल प्रिेि, जमिोरम, मजणपरु , सरकार के संगठन या संवैधाजनक सगं ठन या नागालडैं , जत्रपुरा, जसदिम, लाहोल और स्ट्वायत्त जनकायों या सावडिजनक िेत्र के उपक्रम स्ट्पीजत जिल े तर्ा जहमाचल प्रिेि के में सात वषों का प्रिासजनक अनभु व। चम्बा-जिले के पांगी उपखंड और लद्दाख वाछं नीय:- संघराज्य िेत्र, अंडमान और जनकोबार पिु कल् याण की िानकारी। द्वीप और लिद्वीप के अभ् यर्र्यड ों के जलए जवजहत की गई ह।ै ट्रटप्प ण 1: अहतड ाएं, अन् यर्ा सुअर्हतड अभ् यर्र्डयों की ििा में सिम प्राजधकारी के जववेकानुसार जिजर्ल की िा सकती ह।ै ट्रटप्प ण 2: अनुभव संबंधी अहतड ा (अहतड ाएं) सिम प्राजधकारी के जववेकानुसार अनुसूजचत िाजतयों और अनुसूजचत िनिाजतयों के अभ्य र्र्डयों की ििा म ें तब जिजर्ल की िा सकती ह ै िब चयन के दकसी प्रक्रम पर सिम प्राजधकारी की यह राय ह ै दक उनके जलए आरजित ट्ररजियों को भरन े के जलए अपेजित अनुभव रखन े वाल े उन समुिायों के अभ् यर्र्डयों के पयाडप् त संख् या में उपलब्ध होने की संभावना नहीं ह।ै सीध े भती दकय े िान े वाल े व्य जियों के जलए पट्ररवीिा अवजध, यदि भती की पद्धजत, सीध े भती होगी या प्रोन्नजत द्वारा जवजहत आय ु और िजै िक अहतड ाएं, प्रोन्न त कोई हो या प्रजतजनयजु ि / आमले न द्वारा और जवजभन्न व्य जियों की ििा म ेंलाग ूहोगी पद्धजतयों स ेभरी िान ेवाली ट्ररजियों का प्रजतित। (8) (9) (10) लाग ूनहीं होता ह ै सीधे भती दकए िान े प्रोन् नजत द्वारा, जिसके न हो सकने पर सीधी भती वाले व्यजियों के जलए द्वारा । िो वषड । ट्रटप्प ण: सीधे भती दकये िाने वाले व् यजियों के जलए धाट्ररत की िान े वाली जवजहत अहतड ाएं तर्ा जनयजमत आधार पर सििृ पि धारण करने वाल े पिधारी के प्रजतजनयुजि या लंबी बीमारी या अध् ययन छुट्टी या दकन् हीं अन् य पट्ररजस्ट्र्जतयों म ें एक वषड या इससे अजधक अवजध के जलए बाहर रहन े के कारण हुई ट्ररजियां केन् रीय सरकार के जनम्न जलजखत अजधकाट्ररयों में से प्रजतजनयुजि के आधार पर भरी िा सकेंगी - (क) मूल संवगड या जवभाग में जनयजमत आधार पर अनुरूप पि धारण करना; और (ख) स्ट् तंभ (7) के अधीन सीधी भती के जलए जनधाडट्ररत िैजिक अहतड ा और अनुभव रखना।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ट्रटप्प ण 1: – प्रजतजनयुजि की अवजध, जिसके अन् तगडत केंरीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक पहल े धाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजध ह ै साधारणतया 3 वषड स े अजधक नहीं होगी। ट्रटप्प ण 2: – प्रजतजनयुजि पर जनयुजि के जलए अजधकतम आय ु सीमा आवेिन प्राप्त करन े की अंजतम तारीख को 56 वष ड से अजधक नहीं होगी। प्रोन्नजत या प्रजतजनयजु ि/आमले न द्वारा भती के मामल े यदि जवभागीय पजु ष्टकरण सजमजत है, तो इसकी सरं चना । म,ें व े श्रजे णया ं जिनस े प्रोन्न जत या प्रजतजनयजु ि / आमले न दकया िाना ह।ै (11) (12) प्रोन्न जत- समहू 'ख' जवभागीय पजु ष्टकरण सजमजत (पजु ष्टकरण पर जवचार करन े के जलए) जिसम ेंसजम्मजलत ह:ैं वेतन मैट्ररक्स के स्ट् तर 7 (रु. 44900-142400) में ऐसे प्रकािन के संपािक जिन्होंने उस श्रणे ी म ें तीन (i) अध्यि, भारतीय िीव िन् त ु वषड की जनयजमत सेवा की ह ै या वेतन मैट्ररक्स के स्ट् तर कल्याण बोड ड - अध्यि; 7 (रु. 44900-142400) म ें ऐसे मानवीय जििा अजधकारी जिन्होंने उस श्रणे ी म ें तीन वषड की जनयजमत (ii) सजचव, भारतीय िीव िन् त ु सेवा की ह ै या वेतन मैट्ररक्स के स्ट् तर 6 (35400- कल्याण बोड ड - सिस्ट्य; और 112400 रुपय)े म ें ऐसे पि ु जचदकत्ससा सिडन जिन्होंने (iii) भारत सरकार के अवर सजचव उस श्रेणी में आठ वषड की जनयजमत सेवा की ह ै और रैंक का केंरीय सरकार का कोई पिु कल्याण के िेत्र म ें कम से कम चार सप्ताह का रािपजत्रत अजधकारी - सिस्ट्य। प्रजििण भी सफलतापूवडक दकया ह।ै ट्रटप्पण: िहां ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंने अपनी अहकड या पात्रता सेवा पूरी कर ली है, प्रोन्नजत के जलए जवचार दकया िा रहा हो, वहां उनके जलए ज्यष्ठे व्यजियों के संबंध म ें भी जवचार दकया िाएगा परंत ु यह तब िब दक उसके द्वारा की गई दकसी ऐसी अहकड या पात्रता सेवा, अपेजित अहकड या पात्रता सेवा के आधे से अजधक से या िो वष ड से, इनम ें से िो भी कम हो, कम न हो और उन्होंन े अपने ऐस े कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकड या पात्रता सेवा पहल े ही परू ी कर ली ह,ै अगली उच्चतर श्रेणी म ें प्रोन्नजत के जलए अपनी पट्ररवीिा की अवजध सफलतापूवडक पूरी कर ली हो।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 ऐसी पट्ररजस्ट्र्जतया ंजिनम ेंभती करत ेसमय सघं लोक सवे ा आयोग स ेपरामि डदकया िाएगा। (13) लाग ूनहीं होता ह।ै पि का नाम पिों की सख्ं या वगीकरण वते न मट्रै रक्स म ेंस्ट्तर (1) (2) (3) (4) 2. प्रकािन के 1* (2023) समूह 'ख' स्ट् तर 7 (रु. 44900-142400) संपािक * कायड भार के आधार पर पट्ररवतडन दकया िा सकता ह।ै चयन पि ह ै या सीध े भती दकय े िान े वाल े व्य जियों के जलए सीध े भती दकय े िान े वाल े व्य जियों के जलए अपजे ित अचयन पि आय-ु सीमा िजै िक और अन्य अहतड ाएं (5) (6) (7) लाग ूनहीं होता ह ै 35 वषड से अजधक नहीं। आवश्यक:- ट्रटप्प ण: आय-ु सीमा अवधाट्ररत करने के जलए (i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्र्ान जनणाडयक तारीख भारत म ें अभ् यर्र्डयों स े से उपाजध; ग्यारह वष ड की जनयजमत सेवा की ह ै और[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 संबंजधत िेत्र में कम से कम चार सप्ताह का (ii) सजचव, भारतीय िीव िन् त ु प्रजििण भी सफलतापूवडक दकया ह।ै कल्याण बोड ड - सिस्ट्य; Disqualification. - No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation. 7.
