(i) This order may be called the Steel and Steel Products (Quality Control) Amendment Order, 2017. (ii) This order shall come into force on the date of its publication in the official Gazette. 2. In the Steel and Steel Products (Quality Control) Order, 2015 (hereinafter referred to as the said order), in paragraph 3, for sub-paragraph (1), the following sub-paragraph shall be substituted, namely:- “(1) No person shall by himself, or through any person on his behalf, manufacture or store for sale, sell or distribute any steel and steel products specified in the Schedule which do not conform to the specified standards and do not bear Standard Mark of the Bureau of Indian Standards, on obtaining certification marks licence: Provided that nothing in this order shall apply in relation to export of steel and steel products which conform to any other specification as required by the foreign buyer.”. 3. In the said order, after paragraph 9, the following paragraphs shall be inserted, namely:- “10. Date of effect of amendment or revision in Indian Standards. - Where any amendment or revision is made by the Bureau in the title, scope, grade, testing requirements or any other parameters with respect to any Indian Standard specified in the Schedule, the provisions of this order shall apply to such amendment or revision with effect from the date notified by the Bureau in this behalf. 11. Appeal: - (1) Any manufacturer or dealer who is aggrieved by any decision of the appropriate authority may prefer an appeal to the Central Government. (2) The Central Government may, for the purpose of advising it in the disposal of the appeal, constitute an Empowered Committee consisting of the Secretary to the Government of India in the Ministry of Steel as Chairperson and one person each to represent the Bureau of Indian Standards, the Directorate General of Foreign Trade and the Ministry of Steel as members.¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 9 (3) The Central Government may, after giving the appellant an opportunity of hearing and after considering the advice given by the Empowered Committee , pass such order as it may deemed fit. 4.
