conferred by section 19 of the Coal Bearing Areas (Acquisition and Development) Act, 1957 (20 of 1957) and in supersession of the notification of the Government of India in the Ministry of Mines and Minerals (Department of Coal) dated the 5th February, 2000 published in the Gazette of India, Part-II, Section 3, Sub-section (ii) vide S.O. 289, dated the 18th January,2000 except as respect things done or omitted to be done before such supersession, the Central Government hereby directs that all the powers and duties may be exercised or discharged by the said Government under such of sections of the Act as are specified in column (2) of the Schedule hereto annexed shall be exercised and discharged also by the persons specified against in the corresponding entry in column (4) of the said Schedule; Provided that the exercise and discharge of powers and duties under sub-section (1) of section 14 of the said Act shall be subject to the prior approval of the Central Government whereas the exercise and discharge of powers and duties under section 21 of the said Act by the officers as specified in the schedule annexed herewith shall be in such circumstances and under such conditions, if any, as may be specified and directed by order, with the prior approval of the Central Government, in writing, by the Managing Director or Director of the Central Coalfields Limited, Darbhanga House,
