1. (1) इि जवजियमों को यूजियि बैंक ऑफ इंजडया (अजधकारी) सेवा (संिोधि) जवजियमि, 2026 कहा िाएगा.

(2) य ेआजधकाठरक रािपत्र में प्रकािि की जतजथ से लाग ूहोंगे.

2. यूजियि बैंक ऑफ इंजडया (अजधकारी) सेवा जवजियमि, 1979 (जिसे आग े उि जवजियमि कहा िाएगा) में, जवजियम 3 के खंड (एफ) के स्ट्थाि पर जिम्नजलजखत खंड प्रजतस्ट्थाजपत दकया िाएगा, अथाजत: - 3723 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] “(एफ़) जचदकत्सा स जवधाओं तथा अवकाि दकराया ठरयायत के प्रयोििों हते दकसी अजधकारी कमजचारी के संबंध में ‘पठरवार’,से तात्पयज-

(i) अजधकारी कमजचारी के पजत या पत्नी,

(ii) पणू तज ः आजित अजववाजहत बच्चे (सौतले े बच्चों और काििू ी रूप स ेगोद जलए गए बच्चों सजहत)

(iii) पणू तज ः आजित िारीठरक और मािजसक रूप स ेददव्ांग भाई या बहि िो चालीस प्रजतित या उससे अजधक ददव्ांग हों;

(iv) जवधवा पज त्रयां और आजित तलाकिद ा/पजत से अलग हुई पज त्रया;ं

(v) बहिें, जिसमें अजववाजहत या तलाकि दा या पठरत्यि या पजत स े अलग रह रही अथवा जवधवा बहिें सम्मजलत ह;ैं तथा

(vi) अजधकारी पर पणू तज ः आजित माता-जपता, से ह:ै बिते दक िारीठरक या मािजसक रूप से ददव्ांग बच्चों के मामले में, आय की परवाह दकए जबिा, उन्द्हें जववाह के पश्चात भी आजित मािा िाएगा, बिते दक वे आजित होिे के जलए जिधाजठरत मािदंडों को पूरा करते हों.

स्ट्पष्टीकरण 1- "पणू जतः आजित पाठरवार के सदस्ट्य" से अजभप्राय पठरवार के ऐसे सदस्ट्य से है जिसकी माजसक आय ₹18,000/- से अजधक ि हो तथा यदद माता-जपता में से दकसी एक की माजसक आय ₹18,000/-से अजधक ह ै अथवा माता-जपता दोिों की क ल माजसक आय ₹18,000/- से अजधक ह,ै तो माता-जपता दोिों को अजधकारी कमजचारी पर पूणजतः आजित िहीं मािा िाएगा.

स्ट्पष्टीकरण 2.- जचदकत्सा व्य प्रजतपूर्तज योििा तथा अवकाि दकराया ठरयायत के प्रयोििों हते , सभी अजधकारी कमजचाठरयों के जलए आजित जपता, माता, सस र एवं सास में से दकसी दो को कवर दकया िाएगा. अजधकारी कमजचारी के पास एक कैलेंडर वषज में एक बार इि आजितों में से दकसी एक अथवा दोिों को प्रजतस्ट्थाजपत करिे का जवकल्प होगा.

स्ट्पष्टीकरण 3.- यह पठरभाषा ददिांक 1 अप्रैल, 2024 से प्रभावी होगी तथा कैलेंडर वषज 2024 हते , जचदकत्सा बीमा योििा या पॉजलसी के प्रयोिि हते , आजितों के संिोजधत माजसक आय मािदंड ददिांक 1 िवंबर, 2024 से प्रभावी होंगे.

3. उि जवजियमि के जवजियम 4 में, - (ए) उप-जवजियम (7) में, स्ट्पष्टीकरण का लोप दकया िाएगा; (बी) उप-जवजियम (9) और (10) के स्ट्थाि पर जिम्नजलजखत प्रजतस्ट्थाजपत दकए िाएंग,े अथाजत्: - “(9) 1 िवंबर , 2022 से प्रत्येक वग जके समक्ष जिर्दजष्ट वेतिमाि जिम्नाि सार होंग:े (ए) िीषज कायजपालक वगज वेतिमाि VIII = ₹ 253000 – 9000/4 – 289000 वेतिमाि VII = ₹ 156500 - 4340/4 – 173860 वेतिमाि VI = ₹ 140500 – 4000/4 - 156500 (बी) वठरष्ठ प्रबंधि वगज वेतिमाि V = ₹ 120940 – 3360/2 – 127660 – 3680/2 - 135020 वेतिमाि IV = ₹ 102300 – 2980/4 – 114220– 3360/2 – 120940[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (सी) मध्य प्रबंधि वगज वेतिमाि III = ₹ 85920 -2680/5– 99320 - 2980/2 - 105280 वेतिमाि II = ₹ 64820 – 2340/1 - 67160 -2680/10 - 93960 (डी) कजिष्ठ प्रबंधि वगज वेतिमाि I = ₹ 48480 -2000/7- 62480-2340/2-67160-2680/7-85920.

स्ट्पष्टीकरण - प्रत्येक अजधकारी िो 31 अक्टूबर, 2022 को लागू वेतिमाि के अधीि ह,ै उसे 1 िवंबर, 2022 से इस उप-जवजियमि में जिधाजठरत वेतिमाि में चरण-दर-चरण आधार पर दफट दकया िाएगा, अथाजत, संबंजधत वेतिमाि में पहले चरण से आग े के समकक्ष चरणों में और वेति वृजि सामान्द्य रूप से वार्षजकी जतजथ होगी, बिते िहां अन्द्यथा प्रावधाि दकया गया हो.

(10) उप-जवजियम (1) से (9) में जिजहत दकसी बात का यह अथज िहीं लगाया िाएगा दक बैंक को प्रत्येक समय इि सभी वगों में सेवारत अजधकारी रखिे की आवश्यकता ह.ै

(11) 1 िवंबर, 2012 से अजधकाठरयों को देय जविेष भत्ते जिम्नाि सार होंगे: वेतिमाि I-III – मूल वेति का 7.75 प्रजतित तथा उस पर लागू महंगाई भत्ता वेतिमाि IV- V – मूल वेति का 10 प्रजतित तथा उस पर लागू महंगाई भत्ता वेतिमाि VI-VII – मूल वेति का 11 प्रजतित तथा उस पर लागू महंगाई भत्ता

(12) 1 िवंबर, 2017 से अजधकाठरयों को देय जविेष भत्ते जिम्नाि सार होंगे: वेतिमाि I-III – मूल वेति का 16.40 प्रजतित तथा उस पर लागू महगं ाई भत्ता वेतिमाि IV- V – मूल वेति का 19 प्रजतित तथा उस पर लागू महंगाई भत्ता वेतिमाि VI-VIII – मूल वेति का 20 प्रजतित तथा उस पर लागू महगं ाई भत्ता बिते दक वेतिमाि VIII का अजधकारी 31 माचज, 2020 से जविेष भत्ते के जलए पात्र होगा.

(13) िवंबर, 2022 से अजधकाठरयों को देय जविेष भत्ते जिम्नाि सार होंगे: वेतिमाि I - मूल वेति का 26.50 प्रजतित तथा उस पर लागू महगं ाई भत्ता वेतिमाि II-III - मूल् वेति का 28.30 प्रजतित तथा उस पर लागू महगं ाई भत्ता वेतिमाि IV-V - मूल् वेति का 30.50 प्रजतित तथा उस पर लागू महगं ाई भत्ता वेतिमाि VI-VII - मूल् वेति का 31.50 प्रजतित तथा उस पर लागू महगं ाई भत्ता वेतिमाि VIII - मूल् वेति का 28.30 प्रजतित तथा उस पर लागू महगं ाई भत्ता िोट: उप-जवजियम (11), (12) एवं (13) में जिर्दजष्ट जविेष भत्ते तथा उस पर लागू महगं ाई भत्ते की गणिा सेवाजिवृजत्त लाभों िैसे पेंिि, पठरभाजषत अंिदायी पेंिि योििा (िई पेिि योििा), सजहत भजवष्य जिजध और ग्रेच्य टी में िहीं की िाएगी.

4. उि जवजियमि के जवजियम 5 में, -4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ए) उप-जवजियम (1) के स्ट्थाि पर जिम्नजलजखत उप-जवजियम को प्रजतस्ट्थाजपत दकया िाएगा, अथाजत:- “(1) जवजियमि 4 के उप-जवजियम (9) के प्रावधािों के अधीि, 1 िवंबर, 2022 से वेति वृजि जिम्नजलजखत के अधीि प्रदाि की िाएंगी, अथाजत: - (ए) जवजियम 4 के उप-जवजियम (9) में जिधाजठरत वेतिमाि में जिर्दजष्ट वेति-वृजि, सक्षम प्राजधकारी की मंिूरी के अधीि, वार्षजक आधार पर उपार्िजत होगी और वे जिस माह में देय होंगी, उस माह के पहले ददि प्रदाि की िाएगी ;

(बी) संबंजधत वेतिमािों में अजधकतम स्ट्तर तक पहुचं िे के एक वषज बाद, वेतिमाि I और वेतिमाि II के अजधकाठरयों को अगले उच्चतर वेतिमाि में िहराव वेति-वृजि के साथ वेति-वृजि प्रदाि की िाएगी, िैसा दक िीचे खंड (ग) में जिर्दजष्ट ह,ै बिते दक व ेदक्षता मािदंड को पार कर लें;

(सी) कजिष्ठ प्रबंधि वगज वेतिमाि I के अजधकारी, िो उच्चतर वेतिमाि के अजधकतम स्ट्तर पर पहुचं िे के बाद खंड (बी) के अि सार मध्यम प्रबंधि वग ज वेतिमाि II के वेतिमाि में चले गए ह,ैं प्रत्येक दो वषज की पूणज सेवा पर सात िहराव वेति- वृजि के जलए पात्र होंग,े जििमें से पहले दो वेति-वृजियां 2680/- रुपये प्रत्येक और अगली पााँच वेति-वृजियां 2980/- रुपये प्रत्येक होंगी:

बिते दक अजधकारी पााँचवी िहराव वेति वृजि िारी होिे के दो वषज पश्चात् अथवा 1 िवम्बर, 2022 को, िो भी बाद में हो, छिी िहराव वेति-वृजि के जलए पात्र होगा ; यह भी प्रावधाि ह ै दक अजधकारी पााँचवी िहराव वेति वृजि िारी होिे के चार वषज पश्चात् अथवा 1 िवम्बर, 2022 को, िो भी बाद में हो, सातवीं िहराव वेति-वृजि के जलए पात्र होगा ;

(डी) मध्य प्रबंधि वगज वेतिमाि II के वे अजधकारी, िो खंड (बी) के अि सार उच्चतर वेतिमाि की अजधकतम स्ट्तर तक पहुचं िे के बाद मध्य प्रबंधि वगज के वेतिमाि III में चले गए ह ैं , प्रत्येक दो वषज की पूणज सेवा पर 2980/- रुपए प्रत्येक, सात िहराव वेति-वृजि के जलए पात्र होंग:े बिते दक अजधकारी पााँचवी िहराव वेति वृजि िारी होिे के दो वषज पश्चात् अथवा 1 िवम्बर, 2022 को, िो भी बाद में हो, छिी िहराव वेति वृजि के जलए पात्र होगा;

यह भी प्रावधाि ह ै दक अजधकारी पााँचवी िहराव वेति वृजि िारी होिे के चार वषज पश्चात् अथवा 1 िवम्बर, 2022 को, िो भी बाद में हो, सातवीं िहराव वेति वृजि के जलए पात्र होगा; (ई) मध्य प्रबंधि वग ज वेतिमाि III में जियजमत रूप से कायजरत अजधकारी अथाजत, वे अजधकारी िो मध्य प्रबंधि वग ज वेतिमाि III में भती या पदोन्नत दकए गए ह,ैं वेतिमाि के अजधकतम वेति स्ट्तर पर पहुचं िे के पश्चात प्रत्येक दो वषज की पूणज सेवा पर आि िहराव वेति वृजियों के पात्र होंगे, जििमें प्रथम चार िहराव वेतिवृजिया 2980/-रुपये प्रत्येक तथा अगली चार िहराव वेतिवृजिया 3360/- रुपये प्रत्येक होगी:[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 बिते दक छिी िहराव वेति वृजि के िारी होिे के दो वष ज पश्चात अथवा 1 िवंबर, 2022 िो भी बाद में हो, सातवीं िहराव वेति वृजि के जलए पात्र होगा:

यह भी प्रावधाि ह ै दक छिी िहराव वेति वृजि के िारी होिे के चार वषज पश्चात अथवा 1 िवंबर, 2022 िो भी बाद में हो, आिवीं िहराव वेति वृजि के जलए पात्र होगा: (एफ) वठरष्ठ प्रबंधि वगज वेतिमाि IV के अजधकारी, वेतिमाि के अजधकतम वेति स्ट्तर पर पहुचं िे के पश्चात, प्रत्येक दो वषज की पूणज सेवा पर पााँच िहराव वेति-वृजि के जलए पात्र होंग,े जििमें से पहली िहराव वेति-वृजि 3360/- रुपये की होगी और अगली चार´िहराव वेति वृजि 3680/- रुपये प्रत्येक होगी:

बिते दक अजधकारी जद्वतीय िहराव वेति-वृजि िारी होिे के दो वषज पश्चात् अथवा 1 िवम्बर, 2022 को, िो भी बाद में हो, तृतीय िहराव वेति वृजि के जलए पात्र होगा; यह भी प्रावधाि है दक अजधकारी जद्वतीय िहराव वेति-वृजि िारी होिे के चार वष ज पश्चात् अथवा 1 िवम्बर, 2022 को, िो भी बाद में हो, चत थज िहराव वेति वृजि के जलए पात्र होगा;

यह भी प्रावधाि है दक अजधकारी जद्वतीय िहराव वेति-वृजि िारी होिे के छह वषज पश्चात् अथवा 1 िवम्बर, 2022 को, िो भी बाद में हो, पााँचवी िहराव वेति वृजि के जलए पात्र होगा; (िी) वठरष्ठ प्रबंधि वगज वेतिमाि V के अजधकारी, वेतिमाि के अजधकतम वेति स्ट्तर पर पहुंचिे के पश्चात, प्रत्येक दो वषज की पूणज सेवा पर 4000/- रुपये प्रत्येक की चार िहराव वेति वृजियों के जलए पात्र होंगे:

बिते दक अजधकारी वेतिमाि के अजधकतम स्ट्तर पर पहुचं िे के चार वषज पश्चात अथवा 1 िवम्बर, 2022 को, िो भी बाद में हो, जद्वतीय िहराव वेति वृजि के जलए पात्र होगा; यह भी प्रावधाि ह ैदक अजधकारी वेतिमाि के अजधकतम स्ट्तर पर पहुचं िे के छह वषज पश्चात अथवा 1 िवम्बर, 2022 को, िो भी बाद में हो, तृतीय िहराव वेति वृजि के जलए पात्र होगा;

यह भी प्रावधाि ह ैदक अजधकारी वेतिमाि के अजधकतम स्ट्तर पर पहुचं िे के आि वषज पश्चात अथवा 1 िवम्बर, 2022 को, िो भी बाद में हो, चत थज िहराव वेति वृजि के जलए पात्र होगा; (एच) िीषज प्रबंधि वगज वेतिमाि VI के अजधकारी, वेतिमाि के अजधकतम स्ट्तर पर पहुंचिे के पश्चात, प्रत्येक दो वषज की पूणज सेवा पर तीि िहराव वेति वृजियों के जलए पात्र होंगे, जििमें प्रथम दो िहराव वेति वृजियां 4000/- रुपये की प्रत्येक तथा तृतीय िहराव वेतिवृजि 4340/- रुपये की होगी:

बिते दक वे अजधकारी िो पहले से ही वेतिमाि के अजधकतम स्ट्तर तक पहुचं गए ह,ैं 4000/- रुपये की प्रथम िहराव वेति वृजि के जलए वेतिमाि के अजधकतम स्ट्तर पर पहुचं िे के दो वषज के पश्चात अथवा 1 िवंबर, 2022 को, िो भी बाद में हो, पात्र होंगे:

यह भी प्रावधाि ह ै दक वे अजधकारी िो पहले से ही वेतिमाि के अजधकतम स्ट्तर तक पहुंच गए ह,ैं 4000/-6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] रुपये की जद्वतीय िहराव वेति वृजि के जलए वेतिमाि के अजधकतम स्ट्तर पर पहुचं िे के चार वषों के पश्चात अथवा 1 िवंबर, 2022 को, िो भी बाद में हो, पात्र होंगे:

यह भी प्रावधाि दकया गया ह ै दक वे अजधकारी िो पहले से ही वेतिमाि के अजधकतम स्ट्तर तक पहुंच गए ह,ैं 4340/- रुपये की तृतीय िहराव वेति वृजि के जलए वेतिमाि के अजधकतम स्ट्तर पर पहुचं िे के छह वषों के पश्चात अथवा 1 िवंबर, 2022 को, िो भी बाद में हो, पात्र होंगे:

(आई) िीषज प्रबंधि वगज वेतिमाि VIII के अजधकारी, वेतिमाि के अजधकतम स्ट्तर पर पहुचं िे के पश्चात, प्रत्येक दो वषज की पूणज सेवा पर 4340/- रुपये की प्रत्येक तीि िहराव वेति वृजियों के जलए पात्र होंगे: बिते दक वे अजधकारी िो पहले से ही वेतिमाि के अजधकतम स्ट्तर तक पहुचं गए ह,ैं प्रथम िहराव वेति वृजि के जलए, वेतिमाि के अजधकतम स्ट्तर पर पहुंचिे के दो वषज के पश्चात अथवा 1 िवंबर, 2022 को, िो भी बाद में हो, पात्र होंग:े यह भी प्रावधाि ह ै दक वे अजधकारी िो पहले से ही वेतिमाि के अजधकतम स्ट्तर तक पहुचं गए हैं, जद्वतीय िहराव वेति वृजि के जलए, वेतिमाि के अजधकतम स्ट्तर पर पहुचं िे के चार वषों के पश्चात अथवा 1 िवंबर, 2022 को, िो भी बाद में हो, पात्र होंगे:

यह भी प्रावधाि दकया गया ह ैदक वे अजधकारी िो पहले से ही वेतिमाि के अजधकतम स्ट्तर तक पहुंच गए ह,ैं तृतीय िहराव वेति वृजि के जलए वेतिमाि के अजधकतम स्ट्तर पर पहुचं िे के छह वषों के पश्चात अथवा 1 िवंबर, 2022 को, िो भी बाद में हो, पात्र होंगे:

िोट: इस उप-जवजियम के खंड (ए) से (आई) में उजल्लजखत वेतिवृजियां ऐसे अजधकारी को प्रदाि िहीं की िाएंगी, िो पदोन्नजत के प्रस्ट्ताव को अस्ट्वीकार करता ह.ै स्ट्पष्टीकरण.- इस उप-जवजियम के अंतगजत अगले उच्चतर वेतिमाि में ऐसी वेति वृजि प्रदाि करिा पदोन्नजत िहीं मािा िाएगा और अजधकाठरयों के जविेषाजधकार, पठरलजधधयां, कतजव् और उत्तरदाजयत्व उिके मूल पद के अि सार यथावत बिे रहेंगे." (बी) उप-जवजियम (2) म-ें

(i) स्ट्पष्टीकरण से पूवज जिम्नजलजखत उपबंध िोडे िाएंगे अथाजत:- “बिते दक 1 िवंबर, 2022 से, इंजडयि इंस्ट्टीट्यूट ऑफ बैंकसज के सर्टजफाईड एसोजसएट (सीएआईआईबी-II) भाग II परीक्षा उत्तीणज करिे वाले अजधकारी उिके वेतिमाि में दो वेतिवृजि हते पात्र होंगे इसके अलावा इंजडयि इंस्ट्टीट्यूट ऑफ बैंकसज के िूजियर एसोजसएट परीक्षा या इंजडयि इंस्ट्टीट्यूट ऑफ बैंकसज के सर्टजफाइड एसोजसएट (सीएआईआईबी-I) भाग I परीक्षा उत्तीणज करिे पर एक वेतिवृजि हते पात्र होंगे:[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 यह भी प्रावधाि है दक िो अजधकारी 1 िवंबर, 2022 को बैंक की सेवा में थे तथा जिन्द्होंिे पहले ही सीएआईआईबी-II उत्तीणज कर जलया ह,ै वे 1 िवंबर, 2022 से अथवा सीएआईआईबी-II उत्तीणज करिे की जतजथ से, िो भी बाद में हो, जद्वतीय अजतठरि वेति वृजि हते पात्र होंगे:

यह भी प्रावधाि दकया गया ह ै दक ऐसे मामलों में, िहां कोई अजधकारी 8 माचज, 2024 को या उससे पहले वेतिमाि की उच्चतर या अजधकतम स्ट्तर पर पहुचं िे के पश्चात िेएआईआईबी या सीएआईआईबी-I या सीएआईआईबी (सीएआईआईबी-II) उत्तीणज करता ह ै (िेएआईआईबी या सीएआईआईबी के मामले में) या वेतिमाि के अजधकतम स्ट्तर तक पहुचं िे से एक चरण पहले उत्तीणज करता ह/ैदकया ह ै (िेएआईआईबी या सीएआईआईबी-I या सीएआईआईबी-II के मामले में), और ऐसी योग्यता प्राप्त करिे पर अन्द्यथा देय वेतिवृजि प्राप्त िहीं दकया ह ै िहां ऐस े कमजचारी जििके वेतिमाि में वेतिवृजि प्रदाि िहीं की िा सकती, ऐसे मामले में उि कमजचाठरयों के िहराव वेति वृजि को एक या दो वषज पहले की िा सकती ह,ै िैसा भी मामला हो.”

(ii) स्ट्पष्टीकरण में, खंड (एच) के पश्चात् और िोट से पूवज, जिम्नजलजखत खंड अंतःस्ट्थाजपत दकया िाएगा, अथातज :- “(i) 1 िवंबर, 2022 से, अन्द्य बातों के समाि रहिे पर, व्ावसाजयक योग्यता वेति की मात्रा िीच े दी गई ताजलका के अि सार संिोजधत होगी, अथाजत: - ताजलका जिन्द्होंिे इंजडयि इंस्ट्टीट्यूट ऑफ बैंकसज के िूजियर एसोजसएट वेतिमाि के अजधकतम स्ट्तर पर पहुचं िे के एक वषज पश्चात ₹1370/- या इंजडयि इंस्ट्टीट्यूट ऑफ बैंकसज के सर्टजफाइड एसोजसएट प्रजत माह भाग I परीक्षा उत्तीणज कर जलया है जिन्द्होंिे इंजडयि इंस्ट्टीट्यूट ऑफ बैंकसज के सर्टजफाइड एसोजसएट (ए) वेतिमाि के अजधकतम स्ट्तर पर पहुचं िे के एक वषज बाद के दोिों भाग उत्तीणज कर जलया हो ₹1370/- प्रजत माह.

(बी) वेतिमाि के अजधकतम स्ट्तर पर पहुचं िे के दो वषज बाद ₹3425/- प्रजत माह; (सी वेतिमाि के (अजधकतम स्ट्तर पर पहुचं िे के तीि वषज पश्चात ₹5480/- प्रजत माह बिते दक वेतिमाि के अजधकतम स्ट्तर पर पहुंचिे के बाद इंजडयि इंस्ट्टीट्यूट ऑफ बैंकसज के िूजियर एसोजसएट या इंजडयि इंस्ट्टीट्यूट ऑफ बैंकसज के सर्टजफाइड एसोजसएट (कोई एक या दोिों भाग) योग्यता प्राप्त करिे वाले अजधकारी को ऐसी योग्यता प्राप्त करिे की तारीख से व्ावसाजयक योग्यता वेति की पहली दकस्ट्त प्रदाि की िाएगी और व्ावसाजयक योग्यता वेति की बाद की दकस्ट्त, ऐसी व्ावसाजयक योग्यता वेति की पहली दकस्ट्त के िारी होिे की तारीख के आधार पर िारी होगी;

यह भी प्रावधाि है दक ,1 िवंबर ,2022 से वेतिमाि ,VIII में कायजरत अजधकारी कमजचारी को व्ावसाजयक योग्यता भत्ता देय िहीं होगा .8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] िोट में, खंड (V) के बाद जिम्नजलजखत खंड अंतःस्ट्थाजपत दकए िाएंग,े अथाजत:- “(vi) व े अजधकारी िो ददिांक 1 िवंबर, 2022 को बैंक की सेवा में थे तथा जिन्द्होंिे पहले ही िेएआईआईबी या सीएआईआईबी या सीएआईआईबी II उत्तीणज कर जलया ह ै और जिन्द्ह ें व्ावसाजयक योग्यता वेति- II प्राप्त कर रह ें ह,ै व े व्ावसाजयक योग्यता वेति-III के जलए पात्र होंग,े िो दक व्ावसाजयक योग्यता वेति-II के िारी होिे के एक वषज पश्चात या 1 िवंबर, 2022 से, िो भी बाद में हो देय होगा.

(vii) व े अजधकारी जिन्द्होंिे िेएआईआईबी (सीएआईआईबी-I) या सीएआईआईबी (सीएआईआईबी-II) उत्तीणज कर जलया ह ै तथा 1 िवंबर, 2022 को या उससे पहले वेतिमाि के अजधकतम स्ट्तर पर पहुचं च के हैं. और जिन्द्ह ें 1 िवंबर, 2022 तक प्रथम िहराव वेति वृजि प्राप्त िहीं हुई ह,ै व ेिवंबर, 2022 से व्ावसाजयक योग्यता वेति-I के जलए पात्र होंग े तथा व्ावसाजयक योग्यता वेति की बाद की दकस्ट्ते इस खंड के अंतगजत व्ावसाजयक योग्यता वेति-I के िारी होिे की तारीख के आधार पर िारी दकया िाएगा.

(सी) उप-जवजियम (3) में, -

(i) खंड (िी) में, ताजलका के पश्चात्, िोट ( i ) से (vi) का लोप दकया िाएगा;

(ii) खंड (एच) के बाद जिम्नजलजखत खंड अंत:स्ट्थाजपत दकया िाएगा, अथाजत्:- “(i) 1 िवंबर, 2022 से, अन्द्य बाते समाि रहिे पर, मकाि दकराया भत्ता के साथ जिजश्चत व्जिगत वेति जिम्नजलजखत दरों पर होगा और सेवा की संपूणज अवजध के जलए यथावत रहगें े:- ताजलका वेति वृजि घटक 1 िवंबर, 2022 को वेति वृजि घटकों बैंक आवास उपलधध होिे की जस्ट्थजत में देय (रु.) पर महगं ाई भत्ता (.रु) क ल जिजश्चत व्जिगत वेति (रु.)

(ii) मकाि दकराया भत्त े के जलए पात्र अजधकाठरयों के जलए जिजश्चत वैयजिक भत्ता या जिजश्चत वैयजिक वेति, खंड (आई) के अंतगजत उि ताजलका के कॉलम (1) और (2) के अंतगजत जवजिर्दजष्ट क ल राजि का योग तथा संबंजधत अजधकारी द्वारा जवजियम 4 के उप-जवजियम (2), (3), (4), (5), (6), (7), (8), एवं (9) में जवजिर्दष्टज प्रासंजगक वेतिमाि की अंजतम वेति वृजि अर्िजत करिे पर प्राप्त दकया गया मकाि दकराया भत्ता होगा.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9

(iii) केवल व ेअजधकारी िो 1 िवम्बर, 1993 को या उससे पहले बैंक की सवे ा म ेंथे, व ेअपि ेअजधकतम वते िमाि तक पहुचं िे के एक वषज बाद जिजश्चत वयै जिक वते ि के जलए पात्र होंगे, जिसमें उन्द्ह ेरखा गया ह.ै

(iv) 1 िवम्बर, 1999 को या स,े जिजश्चत वयै जिक वते ि िारी दकए िाि ेके कारण उप-जवजियम (2) के स्ट्पष्टीकरण के खंड (सी) में वर्णजत व्ावसाजयक योग्यता वते ि िारी दकए िाि े की अिस चू ी में कोई पठरवतिज िहीं दकया िाएगा.

बिते िहां व्ावसाजयक योग्यता वते ि की कोई दकस्ट्त , िो पूववज ती उपबंधों के कारण एक वषज के जलए आग े बढाई गई ह ै और 1 िवबं र, 1999 को या उसके पश्चात िारी होि े वाली ह ै , वह अजधकारी को इसी तारीख को या स े िारी की िाएगी और व्ावसाजयक योग्यता वते ि की दसू री दकस्ट्त, यदद कोई हो, 1 िवबं र , 2000 को िारी की िाएगी.

(v) जिजश्चत व्जिगत भत्ता या जिजश्चत व्जिगत वते ि का वते ि वजृ ि घटक की गणिा अजधवर्षजता लाभ के जलए की िाएगी.

(vi) कोई अजधकारी, जिसिे उपय जि खंड (ए) के अि सार वेति वृजि पहले अर्िजत की ह,ै वह इस उप-जवजियम के खंड (बी), (सी), (डी), (ई), (एफ़), (िी), एच), एवं (आई) में उजल्लजखत जिजश्चत वैयजिक भत्ता या जिजश्चत वैयजिक वेति की मात्रा, वेतिमाि के अजधकतम स्ट्तर पर पहुचं िे के एक वषज पश्चात प्राप्त करेगा.”.

5. उि जवजियमि के जवजियम 21 में:- (ए) उप-जवजियम (6) में, स्ट्पष्टीकरण के अंतगजत, खंड (6) के स्ट्थाि पर जिम्नजलजखत खंड प्रजतस्ट्थाजपत दकया िाएगा, अथाजत:- “(बी) व्ावसाजयक योग्यता भत्ता या व्ावसाजयक योग्यता वेति िैसा दक जवजियम 5 के उप-जवजियम (2) के स्ट्पष्टीकरण के खंड (सी), (डी), (ई), (एफ़), (िी), (एच) तथा (आई) में जिर्दजष्ट ह,ै महगं ाई भत्ते के जलए गणिीय होगा” (बी) उप-जवजियम (7) के पश्चात् जिम्नजलजखत उप-जवजियम अंतःस्ट्थाजपत दकया िाएगा, अथाजत्:- "(8) ददिांक 1 िवम्बर, 2022 से,- (ए) महगं ाई भत्ता वेति के प्रजत प्रजतित बबंद सूचकांक पर 1 प्रजतित की दर से देय होगा.

(बी) उपय जि प्रकार से महगं ाई भत्ता, औद्योजगक िजमकों हते अजखल भारतीय उपभोिा मूल्य सूचकांक (सीपीआई) आधार 2016=100. के जतमाही औसत में 123.03 अंको से प्रत्येक वृजि या कमी पर देय होगा; तथा सीपीआई 2016 में

123.03 अंको से ऊपर प्रत्येक दिमलव के दहाई अंक के पठरवतजि पर वेति पर 0.01 प्रजतित महगं ाई भत्ते में पठरवर्तजि दकया िाएगा (सी) महगं ाई भत्ते की दर में पठरवतजि जियमाि सार त्रैमाजसक आधार पर 1 मई, 1 अगस्ट्त, 1 िवंबर, 1 फरवरी को जिम्नाि सार िारी दकया िाएगा, अथाजत:-10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] महंगाई भत्ता िारी होि ेकी महीिों के उपभोिा मल्ू य सचू काकं अंकों का प्रयोज्य माह जतजथ जतमाही औसत 1 मई ििवरी, फ़रवरी और माचज मई, िूि और ि लाई 1 अगस्ट्त अप्रैल, मई और िूि अगस्ट्त, जसतंबर और अक्टूबर 1 िवंबर ि लाई, अगस्ट्त और जसतम्बर िवंबर, ददसंबरऔर ििवरी 1 फरवरी अक्टूबर, िवंबर और ददसंबर फरवरी, माचज और अप्रैल;

(डी)महगं ाई भत्ते पर कोई सीमा िहीं होगी; (ई)जतमाही औसत की गणिा करते समय, केवल पहले दो दिमलव स्ट्थािों को ही ध्याि में रखा िाएगा.

6. उि जवजियमि के जवजियम 22 में उप-जवजियम (1) के स्ट्थाि पर जिम्नजलजखत उप-जवजियम प्रजतस्ट्थाजपत दकया िाएगा, अथाजत्:– “(1) 1 िवंबर, 2022 को और से,– (क) िहााँ बैंक द्वारा दकसी अजधकारी को आवास स जवधा प्रदाि की िाती है, वहााँ उससे उसके वेतिमाि के प्रथम चरण में उसके मूल वेति का 0.35 प्रजतित अथवा उस आवास का मािक दकराया, िो भी कम हो, की राजि वसूल की िाएगी;

(ख) यदद दकसी अजधकारी को बैंक द्वारा कोई आवास स जवधा प्रदाि िहीं की िाती ह,ै तो वह जिम्नजलजखत ताजलका में जिर्दजष्ट दरों पर मकाि दकराया भत्ता प्राप्त करिे का पात्र होगा, अथाजत्– ताजलका क्रमांक कायज का स्ट्थाि मकाि दकराया भत्ता

3. अन्द्य स्ट्थाि वेति का 8.0%: बिते दक यदद कोई अजधकारी दकराया रसीद प्रस्ट्त त करता ह,ै तो उसे देय मकाि दकराया भत्ता उसके द्वारा आवास स जवधा के जलए भ गताि दकए गए वास्ट्तजवक दकराए और जिस वेतिमाि मे वह ह ैउस वेतिमाि के प्रथम चरण में वेति के 0.35 प्रजतित के अंतर के बराबर होगा, और यह उपरोि ताजलका के कॉलम (3) में उजल्लजखत मकाि दकराया भत्ते के अजधकतम 150 प्रजतित तक होगा.

िोट: अजधकाठरयों द्वारा अपिे स्ट्वाजमत्व वाले आवास की लागत से ि डे मकाि दकराया भत्ते के दावों को पहले की तरह मकाि दकराया भत्ते के 150 प्रजतित तक सीजमत रखा िाएगा.”.

7. उि जवजियमि के जवजियम 23 में, जिम्नजलजखत जवजियम को प्रजतस्ट्थाजपत दकया िाएगा ,अथाजत्:—[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11 “23. (1) 1 िवंबर, 2022 को और से यदद कोई अजधकारी िीचे दी गई ताजलका के कॉलम (2) में जिर्दजष्ट स्ट्थाि पर सेवारत ह,ै तो उस स्ट्थाि के जलए कॉलम (3) में जिर्दजष्ट दर पर एक िहर प्रजतपूरक भत्ता देय होगा:

(2) 1 िवंबर, 2022 को और से जविेष क्षेत्र भत्तों की दरें , इि जवजियमों की अि सूची में जिर्दजष्ट के अि सार होंगी: बिते दक यदद अि सूची के कॉलम (1) में दिाजए गए दकसी भी स्ट्थाि पर, उप‑जवजियमि (10) के अतं गजत प्रदत्त पवजतीय एव ं ईंधि भत्ता भी देय हो, तो ऐसे में अजधकारी केवल दोिों भत्तों में से उच्चतर भत्ता प्राप्त करिे का पात्र होगा, दोिों भत्त ेएक साथ िहीं.:

इसके अजतठरि, यदद दोिों भत्तों में से िो भी अजधक भत्तों की राजि हो, वह 31 ददसंबर, 1989 को अजधकारी द्वारा प्राप्त जविेष भत्ता और पवजतीय एव ंईंधि भत्ते के क ल योग से कम हो, तो यह अंतर व्जिगत भत्ते के रूप में तब तक संरजक्षत रहगे ा िब तक अजधकारी उस स्ट्थाि पर रहता ह.ै

(3) 1 िवंबर, 2017 को और से, यदद कोई अजधकारी समूह ए या समूह बी में आि ेवाले पठरयोििा क्षत्रे के रूप में जिर्दजष्ट क्षेत्र में कायजरत ह,ै तो वह क्षेत्र के समूह ए या समूह बी के वगीकरण के अि सार क्रमिः 600/- रुपये प्रजत माह या 525/- रुपये प्रजत माह की दर से पठरयोििा क्षेत्र क्षजतपूर्तज भत्ते के जलए पात्र होगा.

(4) 1 अप्रैल, 2024 को और से, यदद दकसी अजधकारी का तबादला दकसी िैक्षजणक वष जके मध्य में एक स्ट्थाि से दसू रे स्ट्थाि पर हो िाता है और यदद उसके पूव ज स्ट्थाि पर एक या अजधक बच्चे जवद्यालय या महाजवद्यालय में पढ रहे हों, तो वह बाद वाले स्ट्थाि पर कायजभार ग्रहण करिे की जतजथ से लेकर िैक्षजणक वषज के अंत तक, अजधकतम दो बच्चों हते ,प्रजत बच्चा 2500/- रुपये प्रजत माह के मध्य-िैक्षजणक वष जस्ट्थािांतरण भत्ते का पात्र होगा,.

बिते दक यदद सभी बच्चे पूव जस्ट्थाि पर पढिा बंद कर दें तो ऐसा भत्ता देय िहीं रहगे ा.

(5) 1 अप्रैल 2024 को और से, यदद दकसी अजधकारी को बैंक के बाहर सेवा करिे के जलए प्रजतजिय ि दकया िाता ह,ै तो वह उस पद से ि डे वेतिमाि प्राप्त करिे का जवकल्प च ि सकता ह ैजिस पर उसे प्रजतजिय ि दकया गया ह,ै या वह अपिे वेति के अजतठरि, वेति के 7.75 प्रजतित की दर से प्रजतजिय जि भत्ता प्राप्त कर सकता ह,ै िो अजधकतम 7500/- रुपये प्रजत माह तक होगा, और ऐसे अन्द्य भत्त ेभी प्राप्त कर सकता है िो उसे उस स्ट्थाि पर बैंक की सेवा में तैिात होिे पर प्राप्त होते.

बिते दक यदद ऐसे अजधकारी को दकसी ऐसे संगिि में प्रजतजिय ि दकया िाता ह ै िो उसी स्ट्थाि पर जस्ट्थत ह ै या दकसी ऐसे प्रजिक्षण संस्ट्थाि में िो बैंक के स्ट्वाजमत्व में िहीं ह,ै िहां वह अपिी प्रजतजिय जि से िीक पहले तैिात था, तो उस े अपिे वेति के 4 प्रजतित के बराबर प्रजतजिय जि भत्ता प्राप्त होगा, िो अजधकतम 3750/- रुपये प्रजत माह तक होगा.12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] बिते यह भी दक िहााँ दकसी अजधकारी को उसी िगरपाजलका सीमा या िहरी समूह के भीतर जस्ट्थत दकसी अन्द्य कायाजलय या िाखा में प्रजतजिय ि दकया िाता ह,ै और मेरो या प्रम ख ‘A’ िेणी के िहरों में ऐसी प्रजतजिय जि की दरू ी उसके मूल (पैरेंट) िाखा या कायाजलय स े बीस दकलोमीटर या उससे अजधक ह,ै तो वह अजधकारी जियम 41 के उप‑जियम (4) म ें जवजिर्दजष्ट प्रावधािों के अि सार अस्ट्थायी जिवास भत्ता (हॉबल्टंग अलाउंस) प्राप्त करिे का पात्र होगा.

(6) 1 अप्रैल, 2024 को और से, यदद दकसी अजधकारी को उच्च वेतिमाि के दकसी पद पर लगातार कम से कम चार ददिों तक या दकसी कैलेंडर माह में क ल चार ददिों तक कायजवाहक के रूप में कायज करिा आवश्यक हो, तो उसे कायजवाहक अवजध के जलए आि पाजतक रूप से उसके मूल वेति के 15 प्रजतित के बराबर कायजवाहक भत्ता प्राप्त होगा और कायजवाहक भत्ता केवल भजवष्य जिजध और पेंिि के प्रयोििों के जलए वेति के रूप में जगिा िाएगा.

बिते दक यदद कोई अजधकारी जवजियम 6 के अंतगजत पदों के वगीकरण की समीक्षा के पठरणामस्ट्वरूप ही उच्च वेतिमाि में कायजवाहक के रूप में जिय ि होता ह,ै तो वह वगीकरण की समीक्षा के प्रभावी होिे की जतजथ से एक वषज की अवजध के जलए कायजवाहक भत्ते के जलए पात्र िहीं होगा.

(7) 1 अप्रैल, 2024 को और से, एक अजधकारी प्रत्येक समापि के जलए 1500/- रुपये प्रजत जतमाही के समापि भत्ते का पात्र होगा.

(8) 1 िवंबर, 2017 को और से, यदद एक ददि के कायज घंटों को कम से कम दो घंटे के अंतराल पर जवभाजित दकया िाता ह,ै तो अजधकारी प्रजत कायज घंटे 300 रुपये प्रजत माह की दर से जवभाजित कायज भत्ता का पात्र होगा.

(9) यदद दकसी अजधकारी को छ ट्टी के ददि जतिोरी या लॉकर के संरक्षक के रूप में काम करिे की आवश्यकता होती ह,ै तो उस े उस दर पर दैजिक भत्ता देय होगा जिस दर पर वह पात्र ह.ै

(10) 1 िवंबर 2022 को और से, एक अजधकारी पवजतीय और ईंधि भत्ते के जलए पात्र होगा, िैसा दक िीचे दी गई ताजलका में जिर्दजष्ट दकया गया ह,ै अथाजत्:- ताजलका क्र.स ं. स्ट्थाि दर

1. वेति का 2 प्रजतित, अजधकतम 1450 1000 मीटर या उससे अजधक लेदकि 1500 मीटर से कम ऊंचाई वाले स्ट्थाि और मरकारा िहर रुपये प्रजत माह तक.

2. 1500 मीटर या उससे अजधक लेदकि 3000 मीटर से वेति का 2.5 प्रजतित, अजधकतम 1900 कम ऊंचाई वाला स्ट्थाि रुपये प्रजत माह तक.

3. 3000 मीटर या उससे अजधक की ऊंचाई वाला स्ट्थाि वेति का 5 प्रजतित, अजधकतम 3750 रुपये प्रजत माह तक.

(11) 1 िवंबर 2022 को और से, एक अजधकारी 850 रुपये प्रजत माह के ज्ञािािजि भत्ते के साथ-साथ महगं ाई भत्ता पािे का पात्र होगा. िोट: लाग ू महंगाई भत्ता सजहत जिक्षण भत्ता, सेवाजिवृजत्त लाभों, अथाजत् पेंिि जिसमे पठरभाजषत अंिदायी पेंिि योििा (िई पेंिि योििा) भी िाजमल ह,ै भजवष्य जिजध और ग्रेच्य टी के जलए गणिा में िाजमल िहीं दकया िाएगा.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 13

(12) 1 िवंबर, 2022 को और से, एक अजधकारी 1200/- रुपये प्रजत माह के जिजश्चत स्ट्थाि भत्ते के जलए पात्र होगा, िो उि क्षेत्रों के अजतठरि अन्द्य क्षेत्रों में तैिात ह ै िो िहर क्षजतपूर्तज भत्ते के जलए पात्र ह,ैं जिसे महगं ाई भत्ता, सेवाजिवृजत्त लाभ, अथाजत ् पेंिि जिसमें पठरभाजषत अंिदायी पेंिि योििा (िई पेंिि योििा) िाजमल ह,ै भजवष्य जिजध और ग्रेच्य टी के भ गताि के जलए िहीं जगिा िाएगा.

(13) (क) जवत्तीय वषज 2023-24 से जिम्नजलजखत चयजित मापदंडों में से उिकी प्राथजमकताओं के अि सार, बैंक के सक्षम प्राजधकारी द्वारा जिधाजठरत मापदंडों के आधार पर, कायजजिष्पादि-आधाठरत प्रोत्साहि सभी अजधकारी कमजचाठरयों को देय होगा.अथाजत्: -

(i) चालू खाता बचत खाता;

(ii) गैर-जिष्पाददत आजस्ट्तयां;

(iii) जविेष उल्लेख खाते;

(iv) गैर-धयाि आय;

(v) क ल कारोबार;

(vi) लाभप्रदता;

(vii) आजस्ट्तयों पर प्रजतफल या इदिटी पर प्रजतफल;

(viii) सरकारी योििाएाँ. (ख) कायजजिष्पादि से ि डी प्रोत्साहि राजि सक्षम प्राजधकारी द्वारा खंड (क) में उजल्लजखत मापदंडों के आधार पर 0-15 (अजधकतम) ददिों के वेति (मूल वेति + महगं ाई भत्ता) में देय होगी.

8. उि जवजियमि के जवजियम 24 में, – (क) उप-जवजियम (1) के स्ट्थाि पर जिम्नजलजखत उप-जवजियम प्रजतस्ट्थाजपत दकया िाएगा, अथाजत्:– “1 िवंबर, 2022 को और सेप्रभावी रूप से ,, कोई अजधकारी स्ट्वयं एवं अपिे पठरवार के जलए जचदकत्सीय व्यों के प्रजतपूर्तज का पात्र होगा, बिते दक अजधकारी द्वारा ऐसे व्य दकए िािे का स्ट्वप्रमाण पत्र प्रस्ट्त त दकया िाए तथा दावा की गई राजि के जलए लेखा जववरण संलग्न दकया गया हो, िैसा दक िीचे दी गई ताजलका में जिर्दजष्ट है, अथाजत्– ताजलका क्रमांक िणे ी प्रजतपर्ू त जकी अजधकतम सीमा

(ख) उप-जवजियम (3) के बाद, जिम्नजलजखत उप-जवजियम अंतःस्ट्थाजपत िाए, अथाजत्:– “(4) सभी अजधकारी िेत्र िांच के जलए प्रजत वषज 500 रुपये की प्रजतपूर्तज भी प्राप्त करिे के जलए पात्र होंग.े

9. उि जवजियमि के जवजियम 25 में, उप-जवजियमि (2) के जलए, जिम्नजलजखत उप-जवजियमि को प्रजतस्ट्थाजपत दकया िाएगा, अथाजत्: “(2) उप-जियम (1) में दकसी बात के होते हुए भी, 1 िवंबर, 2022 को और से, बैंक दकसी अजधकारी को उसके वेतिमाि के प्रथम चरण म ेंमूल वेति के 0.35 प्रजतित के बराबर या आवास के मािक दकराए, िो भी कम हो, के भ गताि पर आवास स जवधा प्रदाि कर सकता ह:ै बिते दक यदद अजधकारी को ऐसे आवास पर फिीचर उपलधध कराया िाता ह,ै तो बैंक द्वारा उससे वेतिमाि के प्रथम चरण में मूल वेति के 0.075 प्रजतित के बराबर अजतठरि राजि वसूल की िाएगी:

इसके अजतठरि, यदद बैंक द्वारा ऐसी आवास स जवधा उपलधध कराई िाती है, तो जबिली, पािी, गैस और साफ- सफाई के ि ल्क अजधकारी द्वारा वहि दकए िाएंग.े”.

10. उि जवजियमि के जवजियम 31 में जिम्नजलजखत प्रावधाि अंतःस्ट्थाजपत दकया िाएगा. अथाजत्:– बिते दक, यदद स्ट्वीकृजत प्राजधकारी अजधकारी की छ ट्टी अस्ट्वीकार करता ह ैया स्ट्थजगत करता है, तो वह इसके कारणों को जलजखत रूप में दि जकरेगा.

11. उि जवजियमि के जवजियम 32 में, उप-जवजियम (2) के बाद, जिम्नजलजखत उप-जवजियम अतं ःस्ट्थाजपत दकया िाएगा, अथाजत्:– “(3) 1 अप्रैल, 2024 को और से, एक अजधकारी कमजचारी वषज में दो ददि की आकजस्ट्मक छ ट्टी को चार बार आध े ददि की छ ट्टी के रूप मे लाभ उिािे हते पात्र होगा, जििमें से दो अवसर स बह के और दो अवसर दोपहर के होंग.े बिते दक इस िेणी के अंतगजत आकजस्ट्मक अवकाि लेिे के जलए चौबीस घंटे पहले आवेदि करिा आवश्यक होगा:

इसके अजतठरि, आकजस्ट्मक अवकाि की िेष राजि को अि पयोजगत आकजस्ट्मक अवकाि खाते में स्ट्थािांतठरत करते समय, िषे राजि में यदद कोई अंि हो तो उस पर जवचार िहीं दकया िायेगा.

12. उि जवजियमि के जवजियम 33 में, – (ए) उप-जवजियम (4) और (5) के स्ट्थाि पर क्रमिः जिम्नजलजखत उप-जवजियम प्रजतस्ट्थाजपत दकए िाएंग,े अथाजत्:–[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 15 “(4) 1 िूि, 2015 को या से जविेषाजधकार अवकाि अजधकतम दो सौ सत्तर ददिों तक संजचत दकया िा सकता ह,ै जसवाय उि मामलों के िहां अवकाि के जलए आवेदि दकया गया हो और उसे अस्ट्वीकार कर ददया गया हो:

बिते दक 1 अप्रैल, 2024 को या से, जविेषाजधकार अवकाि का िकदीकरण अजधकतम दो सौ पचपि ददिों तक सीजमत रहगे ा: इसके अजतठरि, एक अजधकारी अपिी पसंद के दकसी भी त्योहार के समय प्रत्येक कैलेंडर वष ज में पांच ददिों की दर से जविेषाजधकार अवकाि भ िािे हते भी पात्र होगा और िो अजधकारी पचपि वष ज या उससे अजधक आय पूरी कर च के ह,ैं व ेअपिी सेवाजिवृजत्त तक प्रत्येक कैलेंडर वषज में सात ददिों की दर से जविेषाजधकार अवकाि भ िािे के पात्र होंग.े

(5) जविेषाजधकार अवकाि का लाभ लेिे के इच्छ क अजधकारी को अवकाि दकराया ठरयायत के उद्देश्य को छोडकर, ऐसे अवकाि का लाभ लेिे के अपिे उद्देश्य की सूचिा सामान्द्यतः दस ददि पहले देिी होगी: बिते दक 1 अप्रैल, 2024 को या उससे पंिीकृत रेड यूजियि के पदाजधकाठरयों और कायजकारी सजमजत के सदस्ट्यों के जलए जविेषाजधकार अवकाि का लाभ उिािे हते दस ददि की अजग्रम सूचिा की आवश्यकता िहीं होगी.

(बी) उप-जवजियम (6) के बाद, जिम्नजलजखत उप-जवजियम को िाजमल दकया िाएगा अथाजत्:– “(7) 1 अप्रैल, 2024 को और से जविेषाजधकार अवकाि की गणिा के प्रयोििों के जलए, आकजस्ट्मक अवकाि और अजिवायज अवकाि को छोडकर सभी प्रकार के अवकािों को बाहर रखा िाएगा.”

13. उि जवजियमि के जवजियम 34 में,– (ए) उप-जवजियम (1) में, जिम्नजलजखत प्रावधाि िोडे िाएंग.े अथाजत्:– बिते दक, 1 अप्रैल, 2024 को और से, एक अजधकारी प्रत्येक वष ज की सेवा के जलए एक महीि े की दर स े अस्ट्वस्ट्थता अवकाि का हकदार होगा:

इसके अजतठरि, अजधकारी की संपूणज सेवा अवजध में क ल बीमार अवकाि (जियम 35 में उजल्लजखत अजतठरि बीमार अवकाि सजहत) सात सौ बीस ददिों से अजधक िहीं होगा. (बी) उप-जवजियम (5) के बाद, जिम्नजलजखत उप-जवजियम िोडे िाएंग.े अथाजत्:– “(6) 1 अप्रैल, 2024 को और से, एकल प रुष अजभभावक कमजचारी अपिे आि वष जऔर उससे कम आय के बच्चों की बीमारी के जलए जचदकत्सा प्रमाण पत्र प्रस्ट्त त करिे के अधीि बीमारी अवकाि का लाभ उिा सकता ह.ै

(7) 1 अप्रैल, 2024 को और से मजहला कमजचारी जबिा जचदकत्सा प्रमाण पत्र प्रस्ट्त त दकए प्रजत माह एक ददि का अस्ट्वस्ट्थता अवकाि ले सकती ह.ै16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(8) 1 अप्रैल, 2024 को और से, अजधकारी कमजचारी अपिे पंरह वषज या उससे कम आय के जविेष बच्चे की अस्ट्वस्ट्थता के जलए एक कैलेंडर वषज में अजधकतम दस ददिों का अस्ट्वस्ट्थता अवकाि ले सकते हैं, बिते वे जचदकत्सा प्रमाण पत्र प्रस्ट्त त करें.

(9) 1 अप्रैल, 2024 को और से, 58 वषज और उससे अजधक आय के अजधकारी कमजचारी कायजस्ट्थल के अजतठरि दकसी अन्द्य केंर में अपिे िीविसाथी के अस्ट्पताल में भती होिे के जलए एक कैलेंडर वषज में अजधकतम तीस ददिों की अस्ट्वस्ट्थता अवकाि ले सकते ह.ैं

14. उि जवजियमि के जवजियम 36 में, उप-जवजियम (1) ह,ै– (ए) खंड (क) के स्ट्थाि पर, जिम्नजलजखत खंड प्रजतस्ट्थाजपत दकया िाएगा, अथाजत्:– “(ए) कोई मजहला कमजचारी एक बार में अजधकतम छह महीिे और अपिी पूरी सेवा अवजध के दौराि अजधकतम बारह महीिे तक मूल वेति पर मातृत्व अवकाि की पात्र होगी:

हालांदक, ि डवां बच्चों के िन्द्म की जस्ट्थजत में मातृत्व अवकाि की अवजध आि महीिे होगी: इसके अजतठरि, 1 अप्रैल, 2024 को और से एक ही प्रसव में दो से अजधक बच्चों के िन्द्म की जस्ट्थजत में मातृत्व अवकाि की अवजध बारह महीिे होगी:

इसके अजतठरि, मातृत्व अवकाि को, आकजस्ट्मक अवकाि को छोडकर दकसी भी अन्द्य प्रकार के अवकाि के साथ जमलाकर जलया िा सकता ह.ै (बी) खंड (डी) के स्ट्थाि पर, जिम्नजलजखत खंड प्रजतस्ट्थाजपत दकया िाएगा:– “(डी) एक मजहला कमजचारी सेवाकाल के दौराि एक वष ज से कम आय के बच्चे को कािूिी रूप से गोद लेिे के जलए अजधकतम िौ महीिे की छ ट्टी ले सकती ह,ै िो जिम्नजलजखत जियमों और ितों के अधीि होगी, अथाजत्:–

(i) केवल एक बच्चे को गोद लेिे के जलए ही अवकाि ददया िाएगा;

(ii) बच्चे को गोद लेिे की प्रदक्रया उजचत कािूिी प्रदक्रया के माध्यम से होिी चाजहए और कमजचारी को ऐसा अवकाि स्ट्वीकृत करािे के जलए बैंक को गोद लेिे का दस्ट्तावेि प्रस्ट्त त करिा चाजहए;

(iii) सरोगेसी के माध्यम से िन्द्मे बच्चे के मामलों में िैजवक मां को भी यह अवकाि उपलधध होगा;

(iv) यह अवकाि सेवा की पूरी अवजध के दौराि बारह महीिे की क ल पात्रता के भीतर ही जलया िाएगा. (सी) खंड (ई) के बाद, जिम्नजलजखत खंड अंतःस्ट्थाजपत दकए िाएंग.े अथाजत्:– “(एफ) 1 अप्रैल, 2024 को और से मातृत्व अवकाि इि जवरो फर्टजजलटी (आईवीएफ) उपचार के जलए बारह महीिे की क ल सीमा के भीतर जचदकत्सा प्रमाण पत्र प्रस्ट्त त करिे के अधीि जलया िा सकता ह.ै (िी) 1 अप्रैल, 2024 को और से, जिि के मृत िन्द्म या िन्द्म के अट्ठाईस ददिों के भीतर जिि की मृत्य होिे की जस्ट्थजत में मजहला कमजचारी साि ददिों तक जविेष मातृत्व अवकाि का लाभ उिा सकती ह.ै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 17

15. उि जवजियमि के जवजियम 37ए, के स्ट्थाि पर जिम्नजलजखत जवजियम प्रजतस्ट्थाजपत दकया िाएगा, अथाजत्:– “37ए. (1) 1 िवंबर, 2020 से प्रभावी, एक अजधकारी कमजचारी जविेष आकजस्ट्मक अवकाि के जलए उि अवसरों पर पात्र होगा, िब वह िाखा िहां अजधकारी काम कर रहा ह,ै या वह स्ट्थाि िहां वह रह रहा ह,ै कर्फयूज, दंगे, जिषेधाज्ञा, प्राकृजतक आपदाओं, बाढ आदद से प्रभाजवत हो.

(2) 1 िवंबर, 2020 से, िारीठरक या आथोपेजडक रूप से ददव्ांक अजधकारी चार ददिों के जविेष आकजस्ट्मक अवकाि के जलए पात्र होंग.े

(3) 1 अप्रैल, 2024 से, अजखल भारतीय अजधकारी संघों या संगििो के प्रधाि पदाजधकाठरयों को एक कैलेंडर वषज में पच्चीस ददिों तक का जविेष अवकाि ददया िाएगा.

(4) 1 अप्रैल, 2024 से प्रभावी, जवभागीय िांच में रक्षा प्रजतजिजध के रूप में कायजरत अजधकारी, दकसी अजधकारी कमजचारी की रक्षा संबंधी प्रस्ट्त जत तैयार करिे के उद्देश्य से एक ददि का जविेष अवकाि ल ेसकते ह:ैं बिते दक इस प्रकार की जविेष छ ट्टी एक वषज में अजधकतम दस बार ही ली िा सकेगी.

(5) समय-समय पर केंर सरकार द्वारा िारी ददिा-जिदेिों के अि सार बोडज द्वारा तय दकए िािे पर, दकसी अजधकारी को जविेष आकजस्ट्मक अवकाि और कोई जविेष अवकाि भी ददया िा सकता ह.ै

16. उि जवजियमि के जवजियम 37ए के बाद, जिम्नजलजखत जियम को िाजमल दकया िाएगा अथाजत्:– 37बी. िोक अवकाि – पठरवार के सदस्ट्यों (पजत/ पत्नी, बच्चे, माता-जपता और सास-सस र) के जिधि पर दकसी अजधकारी कमजचारी को बोडज द्वारा समय-समय पर जिधाजठरत ददिों का िोक अवकाि ददया िाएगा:

बिते दक बीच में पडिे वाले अवकाि, िोक अवकाि का जहस्ट्सा होंग:े इसके अजतठरि, उि अवकाि मृत्य के अजधकतम पंरह ददिों के भीतर जलया िािा चाजहए. इसके अजतठरि, जविेषाजधकार अवकाि की गणिा के प्रयोिि से उि अवकाि को “सदक्रय सेवा” िहीं मािा िाएगा.

17. उि जवजियमि के जवजियम 41 में. (ए) उप-जवजियम (1) के स्ट्थाि पर जिम्नजलजखत उप-जवजियम प्रजतस्ट्थाजपत दकया िाएगा, अथाजत्:– “(1) 1 अप्रैल, 2024 को और से, िहां भी दकसी अजधकारी को ड्यूटी पर यात्रा करिे की आवश्यकता हो, वहां जिम्नजलजखत प्रावधाि लाग ूहोंग,े अथाजत्:–18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ए) िूजियर मैिेिमेंट ग्रेड का अजधकारी दकसी भी रेि में एसी फस्ट्टज क्लास में यात्रा करिे का हकदार होगा, जिसमें रािधािी, िताधदी, तेिस, वंद े भारत, अमृत भारत आदद िैसी प्रीजमयम रेिें भी िाजमल ह ैं (लक्िरी रेिों को छोडकर).

बिते दक, यदद सक्षम प्राजधकारी द्वारा कारोबारी या सावजिजिक जहत की आवश्यकताओं को ध्याि म ें रखते हुए अि मजत दी िाती ह,ै तो ऐसा अजधकारी हवाई यात्रा (इकोिॉमी क्लास) कर सकता ह;ै (बी) मध्य प्रबंधि िेणी का अजधकारी खंड (ए) में उजल्लजखत प्रीजमयम रेिों सजहत दकसी भी रेि में एसी प्रथम िेणी म ें यात्रा करिे का हकदार होगा.

बिते दक यदद तय की िािे वाली दरू ी 500 दकलोमीटर से अजधक हो तो वह हवाई यात्रा (इकोिॉमी क्लास) कर सकता है: इसके अजतठरि, यदद सक्षम प्राजधकारी द्वारा कारोबारी या सावजिजिक जहत की आवश्यकताओं को ध्याि में रखते हुए अि मजत दी िाए, तो वह कम दरू ी के जलए भी हवाई यात्रा (इकोिॉमी क्लास) कर सकता ह;ै (सी) वठरष्ठ प्रबंधि या िीषज कायजकारी िेणी का कोई अजधकारी प्रीजमयम रेिों सजहत दकसी भी रेि से एसी प्रथम िेणी [िैसा दक खंड (ए) में उल्लेख दकया गया ह]ै या हवाई िहाि से (इकोिॉमी िेणी में) यात्रा करिे का हकदार होगा;

(डी) वठरष्ठ प्रबंधि या िीषज कायजकारी िेणी का कोई अजधकारी उि स्ट्थािों के बीच कार से यात्रा कर सकता है िो हवाई या रेल माग जसे ि डे िहीं ह,ैं बिते यह दरू ी 500 दकलोमीटर से अजधक ि हो. बिते दक िब दो स्ट्थािों के बीच की अजधकांि दरू ी हवाई या रेल मागज से तय की िा सकती हो, तो केवल िेष दरू ी ही सामान्द्यतः कार द्वारा तय की िािी चाजहए:

(ई) कारोबार की आवश्यकताओं को ध्याि में रखते हुए, सक्षम प्राजधकारी द्वारा दकसी अन्द्य अजधकारी को अपिे वाहि से, टैक्सी से या बैंक के वाहि से यात्रा करिे के जलए अजधकृत दकया िा सकता ह;ै (एफ) दकसी भी िेणी या वेतिमाि का अजधकारी सडक, हवाई या रेल माग ज से असंबि स्ट्थािों के बीच डीलक्स केजबि िेणी में िल पठरवहि द्वारा यात्रा करिे के जलए पात्र होगा;

(िी) एक अजधकारी प्रीजमयम रेिों (लक्िरी रेिों को छोडकर) में दकराए का हकदार होगा. िोट 1: रेि के दकराए पर लगिे वाला वस्ट्त एवं सेवा कर आपके हक के अजतठरि होगा. िोट 2: प्रचजलत गजतिील दकराया प्रणाली को देखते हुए, ब ककंग की तारीख पर लगाए गए रेि ठटकटों की लागत की प्रजतपूर्तज की िाएगी.

19. उि जवजियमि के जवजियम 44 के जलए, जिम्नजलजखत जवजियम प्रजतस्ट्थाजपत दकए िाएंगे, अथाजत्:- “44. अवकाि यात्रा ठरयायत – (1) चार वषों के प्रत्येक धलॉक के दौराि, दकसी अजधकारी को प्रत्येक दो वषों के धलॉक में एक बार अपिे स्ट्थायी जिवास की यात्रा के जलए अवकाि यात्रा ठरयायत का लाभ प्राप्त करिे की पात्रता होगी:

बिते दक वह दो वषों के एक धलॉक में अपिे स्ट्थायी जिवास की यात्रा कर सकता ह ैतथा दो वषों के दसू रे धलॉक में भारत में दकसी भी स्ट्थाि की यात्रा लघ तम मागज से कर सकता ह.ै

(2) 1 अप्रैल, 2024 से प्रभावी, वैकजल्पक रूप से, कोई अजधकारी चार वषों के धलॉक या दो वषों के धलॉक, िैसा भी मामला हो, के दौराि दकसी भी समय एक जवकल्प का प्रयोग करते हुए, अपिे अवकाि यात्रा ठरयायत (जिवास स्ट्थाि की यात्रा को छोडकर) का समपजण तथा िकदीकरण कर सकता है, जिस पर वह रेल यात्रा की िेणी के जलए पात्र दकराये के समकक्ष राजि प्राप्त करिे का हकदार होगा, जिसके जलए कजिष्ठ प्रबंधि ग्रेड वेतिमाि‑I, मध्यम प्रबंधि ग्रेड वेतिमाि‑II तथा मध्यम प्रबंधि ग्रेड वेतिमाि‑III के अजधकाठरयों के जलए 5,500 दकलोमीटर (एकतरफा), और वठरष्ठ प्रबंधि ग्रेड वेतिमाि‑IV एवं उससे ऊपर के अजधकाठरयों के जलए 6,500 दकलोमीटर (एकतरफा) की दरू ी तय की गई ह:ै बिते दक कोई अजधकारी िो अपिी अवकाि यात्रा ठरयायत के िकदीकरण का जवकल्प च िता है, वह उस धलॉक के दौराि केवल एक बार अपिे तथा अपिे पठरवार के सदस्ट्यों के जलए ही दावा प्रस्ट्त त करेगा, जिसमें इस तरह के िकदीकरण का लाभ उिाया गया ह ैऔर अवकाि यात्रा ठरयायत का लाभ लेते समय जविेषाजधकार अवकाि के िकदीकरण की स जवधा भी उपलधध ह.ै

(3) जिस मोड एवं िेणी के द्वारा एक अजधकारी अवकाि यात्रा ठरयायत का लाभ उिा सकता है, वह वही होगी जिसके जलए अजधकारी सामान्द्य रूप से स्ट्थािांतरण पर यात्रा करिे का हकदार है और अन्द्य जियम एवं ितें, जििके अधीि एक अजधकारी द्वारा अवकाि यात्रा ठरयायत का लाभ उिा सकता है, समय‑समय पर बोडज द्वारा जिधाजठरत की िाएंगी:

बिते दक 1 अप्रैल, 2024 से प्रभावी, कजिष्ठ प्रबंधि ग्रेड वेतिमाि‑I का कोई अजधकारी अवकाि यात्रा ठरयायत का लाभ लेते समय वाय मागज से न्द्यूितम दकराये वाली इकोिॉमी क्लास में यात्रा करिे का हकदार होगा, ऐसे मामले म ें प्रजतपूर्तज वास्ट्तजवक दकराया या की गई दरू ी के जलए रेल से एसी प्रथम िेणी के दकराए पर लागू दकराया होगा, िो भी कम[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 21 हो और वही जियम तब भी लागू होंगे िब मध्यम प्रबंधि ग्रेड वेतिमाि‑II एवं स्ट्केल‑III के अजधकारी 500 दकलोमीटर से कम दरू ी के जलए अवकाि यात्रा ठरयायत का लाभ लेते ह.ैं

(4) प्रत्येक चार वषों में एक बार, िब कोई अजधकारी अवकाि यात्रा ठरयायत का लाभ लेता है, तब उसे एक बार में अजधकतम 30 ददिों तक का जविेषाजधकार अवकाि समपजण एवं िकदीकरण की अि मजत दी िा सकती है, अथवा यदद वह दो वषों के एक धलॉक में अपिे गृह िगर की यात्रा करता है और अन्द्य धलॉक में भारत के दकसी अन्द्य स्ट्थाि की यात्रा करता ह,ै तो उसे प्रत्येक धलॉक में अजधकतम 15 ददिों तक या दकसी एक धलॉक में अजधकतम 30 ददिों तक जविेषाजधकार अवकाि के िकदीकरण की अि मजत दी िा सकती ह ैऔर अवकाि िकदीकरण के प्रयोिि हते , जिस माह में अवकाि यात्रा ठरयायत का लाभ जलया गया हो, उस माह देय सभी पठरलजधधयााँ स्ट्वीकायज होंगी.

बिते दक कोई अजधकारी, अपिे जवकल्प पर, प्रधािमंत्री राहत कोष के जलए दाि हते एक ददि का अजतठरि जविेषाजधकार अवकाि िकद कर सकता है, बिते वह इस आिय का पत्र बैंक को दे तथा संबंजधत राजि को कोष में भेििे हते बैंक को प्राजधकृत करे.

(5) यदद पजत‑पत्नी दोिों एक ही बैंक में कायजरत हों, तो वे अवकाि यात्रा ठरयायत का लाभ स्ट्वतंत्र रूप से प्राप्त कर सकते ह.ैं

(6) उत्तर‑पूवी राज्यों में कायजरत कमजचाठरयों के जलए, अवकाि यात्रा ठरयायत की यात्रा ग वाहाटी से मािी िाएगी तथा उिके कायजस्ट्थल से ग वाहाटी तक की पात्र रेल दकराया राजि अजतठरि रूप से देय होगी.

(7) अंडमाि एवं जिकोबार द्वीपसमूह से चेन्नई या कोलकाता तक, लक्षद्वीप से कोजच्च तक, तथा जहमाचल प्रदेि, उत्तराखंड, जसदिम, िम्मू‑कश्मीर या अन्द्य ऐसे दरू स्ट्थ क्षेत्रों की िाखाओं में कायजरत कमजचाठरयों के मामलों में, िहााँ सीधे रेल संपकज उपलधध िहीं ह,ै वहााँ कमजचाठरयों को उिके जिकटतम प्रम ख रेलवे स्ट्टेिि तक की सामान्द्य पात्रता के अजतठरि, उि स्ट्थािों तक का पात्र दकराया अवकाि यात्रा ठरयायत के अंतगजत अजतठरि रूप से प्रजतपूर्तज दकया िाएगा.

(8) बेंचमाकज ददव्ांग्ता वाले दकसी अजधकारी के साथ यात्रा करिे वाले एस्ट्कॉटज को अवकाि यात्रा ठरयायत की स जवधा जिम्नजलजखत ितों के अधीि प्रदाि की िाएगी, अथाजत्:– (ए) प्रत्येक अवसर पर सक्षम प्राजधकारी की पूवाजि मजत प्राप्त की गई हो;

(बी) अजधकारी की िारीठरक ददव्ांग्ता की प्रकृजत ऐसी हो दक यात्रा के जलए एस्ट्कॉटज की आवश्यकता हो और दकसी भी संदेह की जस्ट्थजत में, जवभागाध्यक्ष या जियंत्रक का जिणजय अंजतम होगा; (सी) ऐसे बेंचमाकज ददव्ांग्ता वाले अजधकारी के पास कोई आजित वयस्ट्क पाठरवाठरक सदस्ट्य उपलधध ि हो िो उसके साथ यात्रा कर सके;

(डी) बेंचमाकज ददव्ांग्ता वाले अजधकारी एवं एस्ट्कॉटज, रेल या बस दकराये में, यदद कोई ठरयायत रेलवे या राज्य सडक पठरवहि प्राजधकरणों द्वारा प्रदाि की िाती हो, तो उसका लाभ प्राप्त करेंगे; तथा (ई) कोई अन्द्य ऐसा व्जि, िो आजित के रूप में अवकाि यात्रा ठरयायत का पात्र हो, बेंचमाकज ददव्ांग्ता वाल े अजधकारी के साथ उस यात्रा में साथ ि हो.22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(9) यदद दकसी अजधकारी िे अवकाि यात्रा ठरयायत अथवा अवकाि के जलए अजग्रम आवेदि दकया हो और ठटकट भी ब क कर जलए हो, तथा प्रबंधि द्वारा अवकाि यात्रा ठरयायत को अस्ट्वीकार या स्ट्थजगत कर ददया गया हो, तो ठटकट रद्दीकरण ि ल्क की प्रजतपूर्तज बैंक द्वारा की िाएगी.

(10) िहााँ दकसी अजधकारी िे जिधाजठरत समय के अि सार अवकाि यात्रा ठरयायत अथवा अवकाि के जलए आवेदि दकया हो और उसे स्ट्वीकृजत भी प्रदाि कर दी गई हो तथा यदद अजग्रम रूप से रेल ठटकट ब क करिा संभव ि हो, तो तत्काल या प्रीजमयम तत्काल के अंतगजत खरीदे गए ठटकटों की प्रजतपूर्तज की िाएगी.”

1. (1) These regulations may be called the Union Bank of India (Officers’) Service (Amendment) Regulations, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Union Bank of India (Officers’) Service Regulations, 1979 (hereinafter referred to as the said regulations), in regulation 3, for clause (f), the following clause shall be substituted, namely:– “(f) ‘family’, in relation to an Officer employee for the purposes of medical facilities and for the purpose of leave fare concession, shall mean–

(i) the Officer employee's spouse;

(ii) wholly dependent unmarried children (including step children and legally adopted children);

(iii) wholly dependent physically and mentally challenged brothers or sisters with forty per cent. or more disability;

(iv) widowed daughters and dependent divorced or separated daughters;

(v) sisters including unmarried or divorced or abandoned or separated from husband or widowed sisters; and

(vi) parents wholly dependent on the employee:

Provided that in the case of physically or mentally challenged children irrespective of age, they shall be construed as dependents even after their marriage subject to fulfilling the income criteria for dependent.

Explanation 1.– The term wholly dependent family member shall mean such member of the family having a monthly income not exceeding Rs.18,000/- and if the monthly income of one of the parents exceeds Rs.18,000/- or the aggregate of monthly income of both the parents exceeds Rs. 18,000/-, both the parents shall not be considered as wholly dependent on the Officer employee.

Explanation 2.– For the purposes of medical expenses reimbursement scheme, and Leave Fare Concession, for all Officer employees, any two of the dependent father, mother, father-in-law, mother-in- law shall be covered. The Officer employee will have the choice to substitute either of the dependents or both once in a calendar year.

Explanation 3.–This definition shall be effective from the 1st April, 2024 and for the calendar year 2024, for the purpose of medical insurance scheme or policy, the revised monthly income criteria of dependents shall be effective from the 1st November, 2024.”.

3. In regulation 4 of the said regulations,–

(a) the Explanation to sub-regulation (7) shall be omitted;28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(b) for sub-regulations (9) and (10), the following shall be substituted, namely:– “(9) On and from the 1st November, 2022, the scales of pay specified against each grade shall be as under:

(a) Top Executive Grade Scale VIII = Rs. 253000 – 9000/4 - 289000 Scale VII = Rs.156500 – 4340/4 – 173860 Scale VI = Rs. 140500 – 4000/4 – 156500

(b) Senior Management Grade Scale V = Rs.120940 – 3360/2 – 127660 – 3680/2 – 135020 Scale IV = Rs.102300 – 2980/4 – 114220 – 3360/2 – 120940

(c) Middle Management Grade Scale III = Rs. 85920–2680/5– 99320 – 2980/2 – 105280 Scale II = Rs. 64820–2340/1 – 67160 –2680/10 – 93960

(d) Junior Management Grade Scale I = Rs. 48480 – 2000/7 – 62480 – 2340/2 – 67160 – 2680/7 – 85920.

Explanation.– Every officer who is governed by the scales of pay as in force as on the 31st October, 2022 shall be fitted in the scale of pay set out as in this sub–regulation as on the 1st November, 2022 on stage-to-stage basis, that is, on corresponding stages from first stage onwards in the respective scales and the increments shall fall on the anniversary date as usual, except where provided otherwise.

(10) Nothing in sub-regulations (1) to (9) shall be construed as requiring the Bank to have at all times, officers serving in all these grades.

(11) On and from the 1st day of November, 2012, officers shall be paid special allowances as under:

Scale I – III – 7.75 per cent. of Basic Pay plus applicable Dearness Allowance thereon Scale IV – V – 10 per cent. of Basic Pay plus applicable Dearness Allowance thereon Scale VI – VII – 11 per cent. of Basic Pay plus applicable Dearness Allowance thereon

(12) On and from the 1st day of November, 2017, officers shall be paid special allowances as under:

Scale I – III – 16.40 per cent. of Basic Pay plus applicable Dearness Allowance thereon.

Scale IV – V – 19 per cent. of Basic Pay plus applicable Dearness Allowance thereon.

Scale VI - VIII – 20 per cent. of Basic Pay plus applicable Dearness Allowance thereon:

Provided that an Officer in Scale-VIII will be eligible for special allowance on and from the 31st March, 2020.

(13) On and from the 1st day of November, 2022, officers shall be paid special allowances as under:

Scale I – 26.50 per cent. of Basic Pay plus applicable Dearness Allowance thereon.

Scale II – III – 28.30 per cent. of Basic Pay plus applicable Dearness Allowance thereon.

Scale IV – V – 30.50 per cent. of Basic Pay plus applicable Dearness Allowance thereon.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 29 Scale VI – VII – 31.50 per cent. of Basic Pay plus applicable Dearness Allowance thereon.

Scale VIII – 28.30 per cent. of Basic Pay plus applicable Dearness Allowance thereon.

Note: The special allowance referred to in sub-regulations (11), (12) and (13) with applicable Dearness Allowance thereon shall not be reckoned for superannuation benefits, such as pension including Defined Contributory Pension Scheme (New Pension Scheme), Provident Fund and Gratuity.”.

4. In regulation 5 of the said regulations,–

(a) for sub-regulation (1), the following sub-regulation shall be substituted, namely:– “(1) Subject to the provisions of sub-regulation (9) of regulation 4, on and from the 1st November, 2022, the increments shall be granted subject to the following conditions, namely: –

(a) the increments specified in the scales of pay set out in sub-regulation (9) of regulation 4 shall, subject to the sanction of the Competent Authority, accrue on an annual basis and shall be granted on the first day of the month in which these fall due;

(b) one year after reaching maximum in their respective scales, officers in Scale I and Scale II, shall be granted further increments including stagnation increment in the next higher Scale only as specified in clause (c) below, subject to their crossing the efficiency bar;

(c) officers in Junior Management Grade Scale I, who have moved to scale of pay for Middle Management Grade Scale II in terms of clause (b) after reaching maximum of the higher Scale, shall be eligible for seven stagnation increments for every two completed years of service of which the first two shall be Rs.

2680/– each and the next five shall be of Rs 2980/-each:

Provided that the officer shall be eligible for the sixth stagnation increment two years after release of fifth stagnation increment or the 1st November, 2022, whichever is later:

Provided further that the officer shall be eligible for the seventh stagnation increment four years after release of fifth stagnation increment or the 1st November, 2022, whichever is later;

(d) officers in Middle Management Grade Scale II, who have moved to scale of pay for Middle Management Grade Scale III in terms of clause (b), after reaching maximum of higher scale, shall be eligible for seven stagnation increments of Rs 2980/- each for every two completed years of service:

Provided that the officer shall be eligible for the sixth stagnation increment two years after release of fifth stagnation increment or the 1st November, 2022, whichever is later:

Provided further that the officer shall be eligible for the seventh stagnation increment four years after release of fifth stagnation increment or the 1st November, 2022, whichever is later;

(e) officers in substantive Middle Management Grade Scale III, that is, those who are recruited in or promoted to Middle Management Grade Scale III shall be eligible for eight stagnation increments for every two years of completed service after reaching the maximum of scale out of which first four stagnation increments shall be of Rs 2980/- and the next four stagnation increments shall be of Rs 3360/-

Provided that the officer shall be eligible for seventh stagnation increment two years after release of sixth stagnation increment or the 1st November, 2022, whichever is later:

Provided further that the officer shall be eligible for the eighth stagnation increment four years after release of sixth stagnation increment or the 1st November, 2022, whichever is later;

(f) officers in Senior Management Grade Scale IV shall be eligible for five stagnation increments for every two completed years of service after reaching the maximum of scale, of which first stagnation increment shall be of Rs 3360/- and the next four stagnation increments shall be of Rs 3680/- each:

Provided that the officer shall be eligible for the third stagnation increment two years after release of second stagnation increment or the 1st November, 2022, whichever is later:

Provided further that the officer shall be eligible for the fourth stagnation increment four years after release of second stagnation increment or the 1st November, 2022, whichever is later:

Provided also that the officer shall be eligible for the fifth stagnation increment six years after release of second stagnation increment or the 1st November, 2022, whichever is later;

(g) officers in Senior Management Grade Scale V shall be eligible for four stagnation increments of Rs 4000/- each for every two completed years of service after reaching the maximum of scale:

Provided that the officer shall be eligible for the second stagnation increment four years after reaching the maximum of scale or the 1st November, 2022, whichever is later:

Provided further that the officer shall be eligible for the third stagnation increment six years after reaching the maximum of scale or the 1st November, 2022, whichever is later:

Provided also that the officer shall be eligible for the fourth stagnation increment eight years after reaching the maximum of scale or the 1st November, 2022, whichever is later;

(h) officers in Top Management Grade Scale VI shall be eligible for three stagnation increments for every two completed years of service after reaching the maximum scale of pay, out of which first two stagnation increments shall be of Rs 4000/- each and the third stagnation increment shall be of Rs 4340/-:

Provided that the officer who has already reached the maximum scale of pay shall be eligible for first stagnation increment of Rs 4000/- two years after reaching the maximum of scale or the 1st November, 2022, whichever is later:

Provided further that the officer who has already reached the maximum scale of pay shall be eligible for second stagnation increment of Rs 4000/- four years after reaching the maximum of scale or the 1st November, 2022, whichever is later:

Provided also that the officer who has already reached the maximum scale of pay shall be eligible for third stagnation increment of Rs 4340/- six years after reaching the maximum of scale or the 1st November, 2022, whichever is later;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 31

(i) officers in Top Management Grade Scale VII shall be eligible for three stagnation increments of Rs 4340/-

each for every two completed years of service after reaching the maximum of scale:

Provided that the officer who has already reached the maximum scale of pay shall be eligible for first stagnation increment, two years after reaching the maximum of scale or the 1st November, 2022,

whichever is later:

Provided further that the officer who has already reached the maximum scale of pay shall be eligible for second stagnation increment four years after reaching the maximum of scale or the 1st November, 2022, whichever is later:

Provided also that the Officer who has already reached the maximum scale of pay shall be eligible for third stagnation increment, six years after reaching the maximum of scale or the 1st November, 2022, whichever is later.

Note: The increments as mentioned in clauses (a) to (i) of this sub-regulation shall not be allowed to an officer who refuses promotion when offered.

Explanation.– Grant of such increments in the next higher scale under this sub-regulation shall not amount to promotion and the privileges, perquisites, duties and responsibilities of the officers shall continue as of their substantive posts.”;

(b) in sub-regulation (2),–

(i) before the Explanation, the following provisos shall be inserted, namely:– “Provided that on and from the 1st November, 2022, officers completing Part II of Certified Associate of Indian Institute of Bankers examination (CAIIB-II) shall be eligible for two increments in their scale of pay apart from one increment for completing Junior Associate of Institute of Indian Bankers’ examination (JAIIB) or Part I of Certified Associate of Indian Institute of Bankers examination (CAIIB-I):

Provided further that officers who were in the services of the Bank as on the 1st November, 2022 and have already completed CAIIB-II shall be eligible for second additional increment from the 1st November, 2022 or date of passing CAIIB-II, whichever is later:

Provided also that in case where an officer, as on the 8th March, 2024, has already acquired or acquires JAIIB or CAIIBI or CAIIB (CAIIB II) after reaching top or maximum of the scale of Pay (in case of JAIIB or CAIIB) or after reaching the stage which is one stage less than maximum of scale of pay (in case of JAIIB or CAIIB I or CAIIB Il), and has not earned increments, otherwise entitled on account of acquiring such qualification, when there were no increments to provide in the scale of Pay of those employees, the stagnation increment in such cases may be advanced by one year or two years, as the case may be.”;

(ii) in the Explanation, after clause (h) and before the Note, the following clause shall be inserted, namely:- “(i) on and from the 1st November, 2022, other things being equal, the quantum of Professional Qualification Pay shall stand revised as specified in the following Table, namely:–32 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] Table Those who have passed Junior Associate Rs.1370/- per month one year after of Indian Institute of Bankers or Certified reaching maximum of the Scale.

Associate of Indian Institute of Bankers Part I Those who have passed both parts of (a) Rs. 1370/- per month one year after Certified Associate of Indian Institute of reaching maximum of the Scale;

Bankers (b) Rs.3425/- per month two years after reaching maximum of the Scale; and

(c) Rs.5480/- per month three years after reaching

maximum of the Scale:

Provided that an officer employee acquiring Junior Associate of Indian Institute of Bankers or Certified Associate of Indian Institute of Bankers (either or both parts) qualifications after reaching the maximum of the scale of pay, shall be granted from the date of acquiring such qualification, the first installment of Professional Qualification Pay and the release of subsequent installments of Professional Qualification Pay

shall be with reference to the date of release of first installment of Professional Qualification Pay:

Provided further that on and from the 1st day of November, 2022, no Professional Qualification allowance shall be payable to an officer employee working in Scale VIII.”;

(iii) in the Note, after clause (v), the following clauses shall be inserted, namely: – “(vi) officers who were in the services of the Bank as on the 1st November, 2022, and have already completed JAIIB or CAIIB or CAIIB II and drawing Professional Qualification Pay -II shall be eligible for Professional Qualification Pay -III one year after the release of Professional Qualification Pay-II or from the 1st November, 2022, whichever is later.

(vii) officers who have completed JAIIB (CAIIB-I) or CAIIB (CAIIB-II) and has reached the maximum in the scale of pay on or before the 1st November, 2022 and has not received the 1st stagnation increment on or before the 1st November, 2022, shall be eligible for Professional Qualification Pay-I on and from the 1st November, 2022, and release of subsequent installment of Professional Qualification Pay shall be with reference to the date of release of Professional Qualification Pay I under this clause.”;

(c) in sub-regulation (3),–

(i) in clause (g), after the Table, Notes (i) to (vi), shall be omitted;

(ii) after clause (h), the following shall be inserted, namely:– “(i) on and from the 1st November, 2022, other things being equal, Fixed Personal Pay together with House

Note:

(i) Fixed Personal Allowance or Fixed Personal Pay as indicated under column (3) of the Table in clauses

(b), (c), (d), (e), (f), (g) (h) and (i) of this sub-regulation shall be payable to those officer employees who are provided with bank’s accommodation.

(ii) Fixed Personal Allowance or Fixed Personal Pay for officers eligible for House Rent Allowance shall be the aggregate amount specified under columns (1) and (2) of the Table under clause (i) and House Rent Allowance drawn by the concerned officer employees when the last increment of the relevant scale of pay as specified in sub-regulations (2),(3), (4), (5), (6), (7), (8) and (9) of regulation 4 is earned;

(iii) Only officers who are in the service of the Bank on or before the 1st November, 1993 shall be eligible for Fixed Personal Pay one year after reaching the maximum scale of pay, they are placed.

(iv) On and from the 1st November, 1999, there shall be no change in the schedule of release of Professional Qualification Pay as in clause (c) of the Explanation to sub-regulation (2) on account of release of Fixed

Personal Pay:

Provided that where any installment of Professional Qualification Pay which on account of the earlier provisions has been shifted by a year and is scheduled for release on or after 1st November, 1999, it shall be released to the officer on and from this date and second installment of Professional Qualification Pay, if any, shall be released on the 1st November, 2000.

(v) The increment component of Fixed Personal Allowance or Fixed Personal Pay shall rank for superannuation benefits.

(vi) An officer who has earned the advance increment as in clause (a) above shall draw the quantum of Fixed Personal Allowance or Fixed Personal Pay as mentioned in clauses (b), (c), (d), (e), (f), (g), (h) and (i) of this sub-regulation, one year after reaching the maximum of the scale.”.

5. In regulation 21 of the said regulations,–

(a) in sub-regulation (6), in the Explanation, for clause 6, the following clause shall be substituted, namely:–34 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] “(b) Professional Qualification Allowance or Professional Qualification Pay as specified in clauses (c), (d),

(e), (f), (g), (h) and (i) of the Explanation to sub-regulation (2) of regulation 5 shall rank for dearness allowance.”;

(b) after sub-regulation (7), the following sub-regulation shall be inserted, namely:– “(8) On and from the 1st November, 2022,–

(a) Dearness Allowance shall be payable at 1 per cent. of pay per percentage point of Index;

(b) Dearness Allowance in the above manner shall be paid for every variation of rise or fall over 123.03 points in the quarterly average of the All India Consumer Price Index (CPI) for Industrial Workers Base 2016=100. 0.01 per cent. change in Dearness Allowance on pay for change in every second decimal place of CPI 2016 over 123.03 points;

(c) the change in the Dearness Allowance rate shall be released on a quarterly basis on 1st May, 1st August, 1st November and 1st February based on the following, namely:– Dearness Allowance Quarterly average release date of Consumer Price Index Applicable for the month points of the months 1st May January, February May, June and July and March 1st August April, May and June August, September and October 1st November July, August and November, December and September January 1st February October, November and February, March and April;

(d) there shall be no ceiling on Dearness Allowance;

(e) while working out quarterly average, only first two decimals shall be considered.”.

6. In regulation 22 of the said regulations, for sub-regulation (1), the following sub-regulation shall be substituted, namely:– “(1) On and from the 1st November, 2022,–

(a) where an officer is provided with residential accommodation by the Bank, a sum equal to 0.35 per cent. of the basic pay in the first stage of the scale of pay in which he is placed or the standard rent for the accommodation, whichever is less, shall be recovered from him;

(b) where an officer is not provided any residential accommodation by the Bank, he shall be eligible for House Rent Allowance at the rates specified in the following Table, namely:–[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 35 Table Sl.

Provided that if an officer produces a rent receipt, the House Rent Allowance payable to him shall be the actual rent paid by him for the residential accommodation in excess over 0.35 per cent. of pay in the first stage of the scale of pay in which he is placed with a maximum of 150 per cent. of the House Rent Allowance payable as per aforesaid rates mentioned in column (3) of the above Table.

Note: The claims of officers for House Rent Allowance linked to the cost of their ownership accommodation shall be restricted to 150 per cent. of House Rent Allowance as hitherto.”.

7. In regulation 23 of the said regulations, the following regulation shall be substituted, namely:— “23. (1) On and from the 1st November, 2022, if an officer is serving in a place specified in column (2) of the Table below, a city compensatory allowance at the rate specified in column (3) thereof against that

place shall be payable:

Provided that where at any of the places indicated in column (1) of the Schedule, Hill and Fuel Allowance as provided under sub-regulation (10) is also payable, then the officer shall be eligible to draw only higher of the two allowances, and not both:

Provided further that of such higher of the two allowances is less than the aggregate of Special Allowance and Hill and Fuel Allowance drawn by the officer on the 31st December, 1989, then such difference shall be protected as Personal Allowance till such time the officer remains at that place.”;36 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(3) On and from the 1st November, 2017, if an officer is serving in an area specified as Project Area falling in Group A or Group B, he shall be eligible for a Project Area Compensatory Allowance at the rate of Rs.600/- per month or Rs.525/- per month according to the classification of area as Group A or Group B respectively.

(4) On and from the 1stApril, 2024, if an officer is transferred from one place to another in the middle of an academic year and if he has one or more children studying in school or college, in the former place, he shall be eligible for a mid-academic year transfer allowance of Rs.2500/-per month per child with a maximum upto two children, from the date he reports to the latter place upto the end of the academic year:

Provided that such allowance shall cease to be payable if all the children cease studying at the former place.

(5) On and from the 1stApril, 2024, if an officer is deputed to serve outside the Bank, he may opt to receive the emoluments attached to the post to which he is deputed, or he may in addition to his pay, draw a deputation allowance at the rate of 7.75 per cent. of pay subject to a maximum of Rs.7500/- per month and such other allowances he would have drawn had he been posted in the Bank’s service at that place:

Provided that where such officer is deputed to an organisation which is located at the same place or to the training establishment not owned by the Bank where he was posted immediately prior to his deputation or to the training establishment not owned by the Bank, he shall receive a deputation allowance equal to 4 per cent. of his pay subject to a maximum of Rs.3750/- per month:

Provided further that where an Officer is deputed to another office or branch within the same municipal limits or urban agglomeration, in Metro or Major A class cities where the distance of such deputation is twenty kilometre and more from the parent branch or office, he shall be eligible for halting allowance as provided in sub-regulation (4) of regulation 41.

(6) On and from the 1st April, 2024, if an officer is required to officiate in a post in a higher scale for a continuous period of not less than four days at a time or an aggregate of four days during a calendar month, he shall receive an officiating allowance equal to 15 per cent. of his Basic Pay, pro-rata for the period for which he officiates and officiating allowance will rank as pay for the purposes of Provident Fund and

Pension only:

Provided that where an officer comes to officiate in a higher scale, as a consequence solely of the review of the categorisation of posts under regulation 6, he shall not be eligible for the Officiating Allowance for a period of one year from the date on which the review of the categorisation takes effect.

(7) On and from the 1st April, 2024, an officer shall be entitled for a closing allowance of Rs.1500/- per quarter for each of the closing.

(8) On and from the 1st November, 2017, if the working hours during a day are split with minimum interval of two hours, an officer shall be eligible for a Split Duty Allowance at the rate of Rs. 300 per month.

(9) If an officer is required to work as custodian of a vault or locker on a holiday a Diem Allowance at the rate to which he is entitled is payable.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 37

(10) On and from the 1st November 2022, an officer shall be eligible for the Hill and Fuel Allowance as specified in the Table below, namely:- Table Sl. No. Place Rate

(11) On and from the 1st November, 2022, an officer shall be eligible for Learning Allowance of Rs 850/-per month along with Dearness Allowance thereon.

Note: Learning Allowance with applicable Dearness Allowance thereon shall not be reckoned for superannuation benefits, that is, Pension including Defined Contributory Pension Scheme (New Pension Scheme), Provident Fund and Gratuity.

(12) On and from the 1st November, 2022, an officer shall be eligible for a fixed Location Allowance of Rs.1200/- per month, who are posted in areas other than the areas that are eligible for City Compensatory Allowance, which shall not be reckoned for payment of Dearness Allowance, superannuation benefits, that is, pension including Defined Contributory Pension Scheme (New Pension Scheme), Provident Fund and Gratuity.

(13) (a) From the financial year 2023-24, Performance Linked Incentive shall be payable to all officer employees based on the metrics put in place by the Competent Authority of the Bank as per their priorities from the following select parameters, namely: -

(i) Current Account Saving Account;

(ii) Non-Performing Assets;

(iii) Special Mention Accounts;

(iv) Non – interest income;

(v) Total Business;

(vi) Profitability;

(vii) Return on Assets or Return on Equity;

(viii) Government Schemes.

(b) The Performance Linked Incentive amount shall be payable in 0-15 (maximum) number of days of pay (Basic + Dearness Allowance) depending on the metrics put in place by the Competent Authority as mentioned in clause (a).”.

8. In regulation 24 of the said regulations, –38 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(a) for sub-regulation (1), the following sub-regulation shall be substituted, namely:– “(1) On and from the 1st November, 2022, an officer shall be eligible for reimbursement of medical expenses for self and family on the strength of own certificate of the officer of having incurred such expenditure supported by a statement of accounts for the amounts claimed as specified in the Table below, namely:– Table Sl. (b) after sub-regulation (3), following sub-regulation shall be inserted, namely:– “(4) All officer employees shall also be eligible for reimbursement of Rs. 500/- per year towards eye check-up.”.

9. In regulation 25 of the said regulations, for sub-regulation (2), the following sub-regulation shall be substituted,

namely:– “(2) Notwithstanding anything contained in sub-regulation (1), on and from the 1st November, 2022, it shall be open to the Bank to provide residential accommodation to an officer on payment by the officer, a sum equal to 0.35 per cent. of the Basic Pay in the first stage of the scale of pay in which he is placed or the standard rent for the accommodation, whichever is less:

Provided that where the officer is provided with furniture at such residence, a further sum equal to

0.075 per cent. of Basic Pay in the first stage of the scale of pay in which he is placed shall be recovered by

the Bank from him:

Provided further that where such residential accommodation is provided by the Bank, the charges for electricity, water, gas and conservancy shall be borne by the officer.”.

10. In regulation 31 of the said regulations, the following proviso shall be inserted, namely:– “Provided that where the Sanctioning Authority refuses or postpones the leave of the officer, it shall record the reasons for the same in writing.”.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 39

11.In regulation 32 of the said regulations, after sub-regulation (2), the following sub-regulation shall be inserted,

namely:– “(3) On and from the 1st April, 2024, an officer employee shall be eligible to avail two days casual leave for half- a day on four occasions in a year, out of which two occasions shall be in the morning and two

occasions in the afternoon:

Provided that casual leave under this category shall be availed after applying twenty-four hours in

advance:

Provided further that at the time of carrying over the balance in casual leave to unavailed casual leave account, the fraction in the balance, if any, shall be ignored.”.

12. In regulation 33 of the said regulations, –

(a) for sub-regulations (4) and (5), the following sub-regulations shall respectively be substituted, namely:– “(4) On and from the 1st June, 2015, privilege leave may be accumulated upto not more than two hundred seventy days, except where leave has been applied and it has been refused:

Provided that on and from the 1st April, 2024, encashment of privilege leave shall be restricted

upto a maximum of two hundred fifty five days:

Provided further that an officer shall also be eligible for encashment of privilege leave at the rate of five days for each calendar year at the time of any festival of his choice and an officer who have already completed fifty-five years of age and above shall be eligible to encash Privilege Leave at the rate of seven days for each calendar year till his retirement.

(5) An officer desiring to avail of Privilege Leave shall ordinarily give not less than ten days notice of

his intention to avail such leave except for the purpose of Leave Fare concession:

Provided that on and from the 1st April, 2024, no such advance notice of ten days shall be required for availing Privilege Leave for office bearers and Executive Committee members of a registered Trade Union.”;

(b) after sub-regulation (6), the following sub-regulation shall be inserted, namely:– “(7) On and from the 1st April, 2024, for the purposes of calculating Privilege Leave, all types of leave availed except casual leave and mandatory leave shall be excluded.”.

13. In regulation 34 of the said regulations,–

(a) in sub-regulation (1), the following provisos shall be inserted, namely:– “Provided that on and from the 1st April, 2024, an officer shall be eligible for sick leave at

the rate of one month for each year of service:40 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

Provided further that the total number of sick leave (including additional sick leave mentioned in regulation 35) shall not exceed seven hundred and twenty days in the entire service of the officer.”;

(b) after sub-regulation (5), the following sub-regulations shall be inserted, namely:– “(6) On and from the 1st April, 2024, a single male parent employee may avail sick leave for the sickness of his children of eight years and below subject to production of medical certificate.

(7) On and from the 1st April, 2024, a women employee may avail one day sick leave per month without production of medical certificate.

(8) On and from the 1st April, 2024, officer employees may avail sick leave for the sickness of their special child of fifteen years and below for a maximum period of ten days in a calendar year subject to production of medical certificate.

(9) On and from the 1st April, 2024, officer employees of the age of fifty-eight years and above, may avail sick leave towards hospitalisation of his or her spouse at a centre other than place of work for a maximum period of thirty days in a calendar year.”.

14. In regulation 36 of the said regulations, is sub-regulation (1),–

(a) for clause (a), the following clause shall be substituted, namely:– “(a) A female employee shall be eligible for maternity leave on substantive pay for a period not exceeding six months on any one occasion and twelve months during the entire period of her

service:

Provided that in case of delivery of twins, the period of maternity leave shall be eight months:

Provided further that on and from the 1st April, 2024 in case of delivery of more than two children in one delivery, the period of maternity leave shall be twelve months:

Provided also that maternity leave may be availed combining with any other kind of leave except casual leave.”;

(b) for clause (d), the following clause shall be substituted:– “(d) A female employee may avail leave once during service for legally adopting a child who is below one year of age, for a maximum period of nine months, subject to the following terms and conditions, namely:–

(i) leave will be granted for adoption of only one child;

(ii) the adoption of a child should be through a proper legal process and the employee should produce the adoption-deed to the Bank for sanctioning such leave;

(iii) the leave shall also be available to biological mother in cases where the child is born through surrogacy;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 41

(iv) the leave shall be availed within overall entitlement of twelve months during the entire period of service.”;

(c) after clause (e), the following clauses shall be inserted, namely:– “(f) On and from the 1st April, 2024, maternity leave may be availed for in vitro fertility (IVF) treatment subject to production of medical certificate within the overall limit of twelve months.

(g) On and from the 1st April ,2024, special maternity leave may be availed by a female employee upto sixty days in case of a still born or death of the infant within twenty-eight days of birth.”.

15. For regulation 37A of the said regulation, the following regulation shall be substituted, namely:– “37A. (1) With effect from the 1st November, 2020, an officer employee shall be eligible for Special Casual Leave on occasions when the branch where the officer is working, or the place where he is residing, is affected by curfew, riots, prohibitory orders, natural calamities, floods and the like.

(2) With effect from the 1st November, 2020, a physically or orthopedically handicapped officer shall be eligible for four days special casual leave.

(3) With effect from the 1st April, 2024, the Principal Officer bearers of All India Officers’ Unions or Associations shall be granted Special Leave upto twenty-five days in a calendar year.

(4) With effect from the 1st April, 2024, officers who are defense representatives in departmental enquiry,

may avail one day special leave for the purpose of preparing the defense submission of an officer employee:

Provided that such special leave shall be availed for a maximum of ten occasions in a year.

(5) An officer may also be granted special casual leave and any special leave as may be decided by the Board in accordance with the guidelines issued by the Central Government from time to time.”.

16. After regulation 37A of the said regulation, the following regulation shall be inserted, namely:– “37B. Bereavement leave.– An officer employee shall be granted bereavement leave on the demise of the family members (spouse, children, parents and parents-in-law) for such number of days as may be decided

by the Board from time to time:

Provided that the intervening holidays will form part of the bereavement leave:

Provided further that the said leave should be availed within a maximum period of fifteen days of the demise.

Provided also that the said leave shall not be considered as “Active service” for the purpose of calculation of privilege leave.”.

17. In regulation 41 of the said regulations. –42 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(a) for sub-regulation (1), the following sub-regulation shall be substituted, namely:– “(1) On and from the 1st April, 2024, wherever an officer is required to travel on duty, the following provisions shall apply, namely:–

(a) an officer in Junior Management Grade shall be entitled to travel by AC 1st class by any train including Premium Trains like Rajdhani or Shatabdi or Tejas or Vande Bharat or Amrit Bharat, etc. (except luxury trains):

Provided that such officer may, however, travel by air (economy class) if so permitted by the Competent Authority, having regard to the exigencies of business or public interest;

(b) An officer in Middle Management Grade shall be entitled to travel by AC 1st Class by any train including Premium Trains as mentioned in clause (a):

Provided that he may travel by air (economy class) if the distance to be travelled is more than 500 kilometers:

Provided further that he may travel by air (economy class) even for shorter distance, if so permitted by the Competent Authority, having regard to the exigencies of business or public interest;

(c) an officer in Senior Management or Top Executive Grade is entitled to travel by AC 1st Class by any train including premium trains [as mentioned in clause (a)] or by air (economy class);

(d) an officer in Senior Management or Top Executive Grade may travel by car between places not connected by air or rail provided that the distance does not exceed 500 kilometers:

Provided that when a major part of the distance between the two places can be covered by air or rail, only the rest of the distance should normally be covered by car:

(e) any other officer may be authorised by the Competent Authority, having regard to the exigencies of business, to travel by his own vehicle or by taxi or by the Bank’s vehicle;

(f) an officer of any grade or scale shall be eligible to travel by water transport in deluxe cabin category between places not connected by road or air or rail;

(g) an Officer shall be eligible for fare by premium trains (except luxury trains).

Note 1: Goods and Services Tax Charges levied on train fare shall be over and above the entitlement.

Note 2: In view of prevailing dynamic fare system, the cost of train tickets charged on the date of booking shall be reimbursed.”;

(b) in sub-regulation (4), for clause (a), the following clause shall be substituted, namely:–[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 43 “(a) Halting Allowance - On and from the 1st April, 2024, an officer in the grades or scales set out in column (2) of the Table shall be entitled to per diem Halting Allowance at the corresponding rates set out in column (3) thereof, namely:– Table Halting Allowance Sl. Provided that where the total period of absence is less than eight hours but more than four hours, Halting Allowance at half the above rates shall be payable.

Explanation.– For the purpose of computing Halting allowance, per diem shall mean each period of twenty-four hours or any subsequent part thereof, reckoned from the reporting time for departure in the case of air travel and the scheduled time of departure in other cases, to the actual time of arrival and where the total period of absence is less than twenty-four hours, “per diem” shall mean a period of not less than eight hours.”.

18. In regulation 42 of the said regulations,–

(a) for sub-regulation (3), the following sub-regulation shall be substituted, namely:– “(3) On and from the 1stApril, 2024, an officer on transfer shall be eligible to draw a lump sum amount for expenses connected with packing, local transportation, insuring the baggage, etc., as specified in the Table below, namely:- Table Sl. (b) in sub-regulation (4), for the proviso, the following proviso shall be substituted, namely:–44 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] “Provided that on and from the 1st April, 2024, where no residential accommodation is made available by the Bank to an officer at the new place of posting and where such officer may incur additional expenses in the process of taking over charge, for reasons beyond his control, the Competent Authority, from the date of joining of such officer at the new place, may on merits consider grant of either lodging and boarding charges, or Halting Allowance for a period of fifteen days or till the time the quarters are made available to him, whichever is earlier.”.

19. For regulation 44 of the said regulations, the following regulation shall be substituted, namely:– “44. Leave travel Concession.– (1) During each block of four years, an officer shall be eligible for Leave

Travel concession for travel to his place of domicile once in each block of two years:

Provided that he may travel in one block of two years to his place of domicile and in another block of two years to any place in India by the shortest route.

(2) With effect from the 1st April, 2024, alternatively, an officer by exercising an option anytime during a four year block or two year block, as the case may be, surrender and encash his Leave Travel Concession (other than travel to place of domicile) upon which he shall be entitled to receive an amount equivalent to the eligible fare for the class of travel by train to which he is entitled up to a distance of 5,500 kilometers (one-way) for officers in Junior Management Grade Scale I, Middle Management Grade Scale II and Middle Management Grade Scale III and 6,500 kilometers (one-way) for officers in Senior Management

Grade Scale IV and above:

Provided that an officer opting to encash his Leave Travel Concession, shall prefer the claim for himself and his family members only once during the block in which such encashment is availed of and the facility of encashment of privilege leave while availing of Leave Travel Concession is also available while encashing the facility of Leave Travel Concession.

(3) The mode and class by which an officer may avail of Leave Travel Concession shall be the same as the officer is normally entitled to travel on transfer and other terms and conditions subject to which the Leave Travel Concession may be availed of by an officer, shall be as decided by the Board from time-to-

time:

Provided that with effect from the 1st April, 2024, an officer in Junior Management Grade Scale I, while availing Leave Travel Concession shall be entitled to travel by air in the lowest fare economy class in which case the reimbursement shall be the actual fare or the fare applicable to AC 1st Class fare by train for the distance travelled, whichever is less and the same rules shall apply when an officer in Middle Management Grade Scale II and Middle Management Grade Scale III avails Leave Travel Concession, where the distance is less than 500 kilometers.

(4) Once in every four years, when an officer avails of Leave Travel Concession, he may be permitted to surrender and encash his privilege leave not exceeding thirty days at a time or he may, while travelling in one block of two years to his home town and in other block any place in India, be permitted encashment of privilege leave with a maximum of fifteen days in each block or thirty days in one block and for the purpose of leave encashment all the emoluments payable for the month during which the leave travel

concession is availed shall be admissible:[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 45

Provided that an officer, at his option, shall be permitted to encash one day additional privilege leave for donation to Prime Minister’s Relief Fund subject to his giving a letter to the Bank to that effect and authorising the bank to remit the amount to the fund.

(5) Leave Travel concession can be availed independently where both husband and wife are working in the same Bank.

(6) For employees working in North-east States, Leave Travel concession shall begin from Guwahati and the eligible train fare from their place of work to Guwahati shall be additionally paid.

(7) The eligible fare for Andaman and Nicobar Islands to Chennai or Kolkata, Lakshadweep to Kochi, far-flung area branches in Himachal Pradesh, Uttarakhand, Sikkim, Jammu and Kashmir or any other areas which are not directly connected by train shall be additionally reimbursed under Leave Travel concession in addition to normal entitlement for the employees working in these areas to the nearest major Railway Station.

(8) Leave Travel concession facility shall be allowed for an escort who accompanies an officer with benchmark disabilities on the journey subject to the following conditions, namely:–

(a) prior approval of the competent authority is obtained on each occasion;

(b) the nature of physical disability of the officer is such as to necessitate an escort for the journey and in case of doubt, the decision of the head of the Department or Controller shall be final;

(c) the officer with such benchmark disabilities does not have an adult family member as dependent to accompany him or her;

(d) the officer with such benchmark disabilities and the escort shall avail of the concession, if any, in the Rail or Bus fare as might be extended by Railways or State Roadways authorities in such cases; and

(e) any other person who is entitled to Leave Travel concession as dependent does not accompany the officer with such benchmark disabilities on the journey.

(9) Where an officer has applied for Leave Travel concession or Leave in advance and has also booked the tickets and the Leave Travel concession is declined or deferred by the management, the cancellation charges shall be reimbursed by the Bank.

(10) Where an officer has applied for Leave Travel concession or leave as per stipulated time and the same is sanctioned and when advance booking of train tickets is not possible, tickets purchased under Tatkal or Premium tatkal shall be reimbursed.”.

20. OSR/24 27.11.2024 EXPLANATORY MEMORANDUM These regulations which have been given retrospective effect are as per the agreed terms and conditions of the Joint Notes signed between the Indian Banks’ Association on behalf of member banks on the basis of specific mandate given by the respective banks in this regard and apex level officers’ associations of the Banks. Therefore, interests of no person shall be adversely affected by such retrospective effect.
