S.O 2726 (E).— In exercise of the powers conferred by section 2 of the United Nations (Security Council)
Act, 1947 (43 of 1947), the Central Government hereby makes the following Order further to amend the
Implementation of the United Nations Security Council Resolution on Yemen Order, 2015, namely:—
1. Short title and commencement.- (1) This Order may be called the Implementation of the United Nations
Security Council Resolutions on Yemen (Amendment) Order, 2021.
(2) It shall come into force on the date of its publication in the Official Gazette.
2. In the Implementation of the United Nations Security Council Resolution on Yemen Order, 2015, in the
Schedule, under the heading “the List established and maintained by the 2140 Committee”, under the sub-heading “A
Individuals”, for “Yei.006” and the entries relating thereto, the following shall be substituted, namely:—

Zabin has engaged in acts that threaten the peace, security and stability of Yemen, including violations of applicable
international humanitarian law and human rights abuses in Yemen. Zabin has played a prominent role in a policy of
intimidation and of use of systematic arrest, detention, torture, sexual violence and rape against politically active

complicit in the use of multiple places of detention including house arrest, police stations, formal prisons and
detention centres and undisclosed detention centres. In these sites, women, including at least one minor, were forcibly
disappeared, repeatedly interrogated, raped, tortured, denied timely medical treatment and subjected to forced labour.
Zabin himself directly inflicted torture in some cases.”.
