representative as Zonal Branch Manager of
Nationalised Bank of the concerned District.
4. Member from the Industrial/Trader Association of
MSME Units of the area.
2. Member of Industrial/Trader Association mentioned at serial no. 4 of column number 4, shall be nominated by the
State Government.
3. SDM (HQ) of the respective Revenue District shall be responsible for getting the meetings of Micro and Small
Enterprise Facilitation Council convened on regular basis for timely disposal of the applications for facilitation.
4. The respective Council shall have jurisdiction to act as an Arbitrator or Conciliator in a dispute between the
supplier located within the jurisdiction of its Revenue District and a buyer located anywhere in India.
5. For the Members of Micro and Small Enterprise Facilitation Council being nominated by designation, the vacancy
arising on account of members leaving the office would be treated as filled up automatically by their successor-in-
office.
6. The District Level MSME Facilitation Council shall exercise the following functions.
i. To entertain reference received under sub-section (1) of Section 18 of the aforesaid Act, with regard
to any amount due from the buyer for the goods supplied or services rendered by the supplier, to
conduct arbitration proceedings, to pass award in accordance with the provisions of MSME Act,
2006 and Rules notified by the Industries Department.
ii. To decide references received by it within a period of 90 days from making of such reference.
iii. The Chairperson or any other officer authorised by him shall forward the proceedings of the
meetings and Annual Progress Report of MSEFC to Additional Secretary and Development
Commissioner (MSME), Government of India.
