L.-33004/99 सी.जी.-टी.एन.-अ.-17102024-258006 xxxGIDHxxx CG-TN-E-17102024-258006 xxxGIDExxx असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 798] नई कदल्ली, िजनवार, अक्त बू र 12, 2024/आज‍व न 20, 1946 No. 798] NEW DELHI, SATURDAY, OCTOBER 12, 2024/ASVINA 20, 1946 राष्ट्रीय खाद्य प्रौद्योजगकी, उद्यजिता और प्रबंधन संस्ट्थान अजधसचू ना तंिावुर, 24 जसतम्ब र, 2024 फा. स.ं I-12052/3/2023-ID.––सीनेट, राष्ट्रीय खाद्य प्रौद्योजगकी, उद्यजिता और प्रबंधन संस्ट्थान अजधजनयि, 2021 (2021 का 19) की धारा 25 और धारा 26 द्वारा प्रदत्त िजियों का प्रयोग करते हुए, जनम्नजलजखत अध्यादेि बनाती है, अथाात्: - 1. संजिप्त नाि और प्रारंभ.- (1) इन अध्यादेिों का संजिप्त नाि राष्ट्रीय खाद्य प्रौद्योजगकी, उद्यजिता और प्रबंधन संस्ट्थान, तंिावुर,तजिलनाडु िैिजणक अध्यादेि, 2024 है। (2) वे रािपत्र िें उनके प्रकािन की तारीख को प्रवृत्त होंगे। 2. पररभाषाएँ- (1) इन अध्यादेिों िें, िब तक कक संदभा से अन्यथा अपेजित न हो,- (क) "िैिजणक" से संस्ट्थान के जििण और अनुसंधान से संबंजधत कियाकलाप अजभप्रेत हैं; (ख) "अजधजनयि" से राष्ट्रीय खाद्य प्रौद्योजगकी, उद्यजिता और प्रबंधन संस्ट्थान अजधजनयि, 2021 (2021 का 19) अजभप्रेत है; (ग) “अनुिोकदत’’ से सीनेट द्वारा उपबंजधत िागादिाक जसद्ांतों का प्रयोग करके सिुजचत जनकाय द्वारा अनुिोकदत पाठ्यिि अजभप्रेत है; (घ) "कैलेंडर" से जवजभन्न िैिजणक कियाकलापों की तारीखें अजभप्रेत है; 6558 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ङ ) "केंद्र" से जवजनर्दाष्ट कियाकलापों िें लगी इकाई अजभप्रेत है; (च) "व्यापक परीिा" से ककसी स्नातकोत्तर छात्र के अनुसंधान काया िुरू करने के जलए तैयारी का जनधाारण करने हेतु उसका जलजखत या िौजखक या दोनों िूल्यांकन अजभप्रेत है; (छ) “पाठ्यिि” से ककसी सेिेस्ट्टर या रायिेस्ट् टर के दौरान पूरे ककए िा सकने वाले जवषयों का अनुिि अजभप्रेत है; (ि) “िेजडट” से ककसी पाठ्यिि का अनुिोकदत भारांक, िो ककसी जवद्याथी से अपेजित पूणा प्रयास पर आधाररत है, अजभप्रेत है; (झ) "कायािि की पाठ्यचचाा" से पाठ्यििों और अन्य िैिजणक कियाकलापों का जवजनर्दाष्ट सिुच्चय अजभप्रेत है; (ञ) “जवभाग” से सिान िैिजणक अजभरुजच का अनुसरण करने वाले िैिजणक किाचाररवृन्दों का एक सिूह अजभप्रेत है। (ट) “सेिेस्ट्टर सिाजप्त” से जवजनर्दाष्ट तारीखों के दौरान ककसी सेिेस्ट्टर या रायिेस्ट् टर के अंत िें आयोजित परीिा अजभप्रेत है ; (ठ) "अन्तरजवषयक कायािि" से ऐसा िैिजणक कायािि अजभप्रेत है जिसिें एक से अजधक जवभाग या स्ट्कूल या केंद्र अंतवाजलत हैं; (ड) "िजतपूर्ता या छूटी हुई परीिा" से ऐसी परीिा अजभप्रेत है िो ऐसे छात्र के जलए है िो जनयजित अनुसूजचत परीिा िें उपजस्ट्थत होने िें सिथा नहीं है; (ढ) “िध्य सेिेस्ट्टर परीिा " से सेिेस्ट्टर के िध्य के दौरान आयोजित परीिा अजभप्रेत है; (ण) "कायािि" से िैिजणक कियाकलापों का िि अजभप्रेत है जिसका पररणाि जडग्री या जडप्लोिा या प्रिाणपत्र प्राप्त करना है; (त) "रजिस्ट्रीकरण" से उन पाठ्यििों या अनुसंधान िें छात्र द्वारा नािांकन अजभप्रेत है िो, अध्ययन कायािि द्वारा यथाअपेजित छात्र ककसी सेिेस्ट्टर या रायिेस्ट् टर के दौरान करना चाहता है; (थ) "सत्र" से ग्रीष्िकालीन-अवजध के साथ दो जनयजित सेिेस्ट्टर या तीन जनयजित रायिेस्ट्ट र को िाजिल करने वाली अवजध अजभप्रेत है; (द) "छात्र" से संस्ट्थान की नािावली पर िाजिल वास्ट्तजवक छात्र अजभप्रेत है । (2) उन िब्दों और अजभव्यजियों का िो इसिें प्रयुि ककए गए हैं और पररभाजषत नहीं ककए गए हैं ककन्तु अजधजनयि या पररजनयिों िें पररभाजषत ककए गए हैं, का वही अथा होगा िो उनका अजधजनयि या पररजनयिों िें है। 3. िैिजणक कायािि - िैिजणक जडग्री, जडप्लोिा और प्रिाणपत्र कायािि जनम्नजलजखत सजन्नयिों के अनुसार होंगे, अथाात् : - (i) अजधजनयि और पररजनयिों के उपबंधो के अनुसार स्ट्थाजपत ककए िा सकने वाले जवभागों या जवद्यलयों या केंद्रों द्वारा जवजभन्न िैिजणक कायाििों के िाध्यि से खाद्य प्रौद्योजगकी और सहबद् जवज्ञान, व्यवसाय प्रबंधन और उद्यजिता के िेत्र िें जवद्वता की प्रगजत और ज्ञान के प्रसार पर ध्यान केंकद्रत करना प्रस्ट्ताजवत ककया िा सकता है; (ii) इन अध्यादेिों के अधीन संस्ट्थान द्वारा प्रस्ट्ताजवत प्रत्येक िैिजणक कायािि, सिय-सिय पर सीनेट द्वारा यथाजवजनर्दाष्ट कायािि के अधीन पेि ककया िाएगा; (iii) सीनेट, अजधजनयि या पररजनयिों के अनुसार इसकी व्यवहायाता तथा वांछनीयता के आधार पर जवद्यिान िैिजणक कायािि िें पुनरीिण या नए िैिजणक कायािि के पुर:स्ट्थ ापन के जलए प्रत्येक प्रस्ट्ताव के परीिण पश्चात संस्ट्थान के िासी बोडा को अनुिोदन के जलए उपयुि जसफाररिें करेगा;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (iv) प्रत्येक जवजनर्दाष् ट कायािि, संस्ट्थान के प्रत्येक िैिजणक कायािि के जलए प्रवेि प्रकिया, अनुज्ञेय प्रवेि, पात्रता िानदंड या कोई अन्य उपयुि ब्यौरे जवजनर्दाष्ट करेगा; (v) संस्ट्थान के प्रत्येक िैिजणक कायािि की पाठ्यचयाा या पाठ्यचयाा िें पररवतान के जलए सीनेट का पूवा अनुिोदन अपेजित होगा; (vi) सीनेट, िैिजणक कायािि के सफलतापूवाक पूरा होने के प‍ चात् ककसी छात्र को प्रदान की िाने वाली प्रत्येक जडग्री या जडप्लोिा या प्रिाणपत्र के रूपजवधान का अनुिोदन करेगा और जडग्री या जडप्लोिा या प्रिाणपत्र के रूपजवधान िें कोई भी पुनरीिण सीनेट के अनुिोदन के पश्चात ही ककया िाएगा; (vii) संस्ट्थान की िानद डॉक्टरेट की उपाजध या सम्िानाथा उपाजध का प्रदत् त ककया िाना डॉक्टरेट उपाजध के जलए िासी संस्ट्थान के िागादिाक जसद्ांतों के अनुसार होगा । 4. प्रवेि:- (1) संस्ट्थान िें, अध्ययन के प्रत्येक अनुिोकदत पाठ्यिि या काया िें प्रवेि योग्यता के आधार पर होगा, जिसका जनधाारण संबंजधत पाठ्यिि या कायािि की पररजध और प्रकृजत को ध्यान िें रखते हुए सीनेट द्वारा यथा अनुिोकदत पारदिी और युजियुि िानदंडों, के िाध्यि से ककया िाएगा और संस्ट्थान प्रत्येक वषा प्रवेि की प्रकिया िुरू होने से पूवा एक जववरजणका या प्रवेि पुजस्ट्तका के िाध्यि से भी इसका प्रकटन करेगा, और िब तक अन्यथा आव‍यक न हो, राष्ट्रीय स्ट्तर की प्रवेि परीिा संस्ट्थान िें छात्र के प्रवेि के जलए जवकल् प होगा। (2) ऊपर जवजनर्दाष्ट की गई परीिण िेररट के अजतररि, कायािि के आधार पर सिूह-चचाा या व्यजिगत- सािात्कार या दोनों, आयोजित ककए िा सकते हैं, िैसा सीनेट द्वारा जवजनश्चय ककया िाए। (3) संस्ट्थान के ककसी भी अनुिोकदत िैिजणक कायािि िें प्रवेि पाने वाले छात्रों की संख्या, ऐसे िानव संसाधन की अपेिाओं के अनुिानों और साथ ही संस्ट्थान द्वारा सुजनजश्चत ककए गए संसाधनों को भी ध्यान िे रखते हुए, सिय-सिय पर सीनेट द्वारा जवजनजश्चत की िाएगी और संस्ट्थान, केंद्रीय सरकार की आरिण नीजत का पालन करेगा। (4) सभी प्रवगों के छात्रों के जलए प्रवेि संबंधी अपेिाएं और प्रकियाएँ सीनेट द्वारा यथा अजधकजथत होंगी। (5) संस्ट्थान के ककसी भी िैिजणक कायािि िें अनंजति रूप से या अन्यथा प्रवेि पाने वाला प्रत्येक छात्र जनयत अवजध के भीतर सम् यक रूप से सत्यापन के जलए अहाक जडग्री या जडप्लोिा या अनंजति प्रिाण पत्र और सीनेट द्वारा यथा जवजहत ऐसे अन्य दस्ट्तावेिों की प्रजतयां, वास्ट्तजवक या जडजिटल रूप से प्रस्ट्तुत करेगा। (6) कोई भी छात्र िो जवजनर्दाष्ट तारीख तक अपेजित दस्ट्तावेि प्रस्ट्तुत नहीं करता है या प्रवेि के जलए ककसी अन्य जनयत अपेिा को पूरा करने िें जवफल रहता है का अनंजति या अन्यथा, प्रवेि, सीनेट द्वारा रद्द ककया िा सकता है। (7) यह सुजनजश्चत करना संस्ट्थान का उत् तरदाजयत् व होगा कक िैिजणक कायािि िें प्रवेि, स्ट्वीकृत प्रवेि संख्या और इन अध्यादेिों के उपबंधों के अनुसार सिाि के वंजचत वगों के जलए आरजित सीटों के अनुसार हो । (8) यकद बाद िें, ककसी सिय यह पाया िाता है कक छात्र ने प्रवेि लेते सिय कुछ जिथ्या िानकारी दी थी या कुछ सुसंगत िानकारी जछपाई थी, तो छात्र का प्रवेि सीनेट द्वारा रद्द भी ककया िा सकता है। 5. स्ट् नातक जडग्री कायािि- (1) स्ट्न ातक जडग्री कायािि िें प्रवेि वषा िें एक बार कदया िाएगा। (2) स्ट् नातक जडग्री कायािि िें जवदेिी नागररकों या अजनवासी भारतीयों या भारतीय िूल के व्यजियों (पीआईओ) के प्रवेि की संख्या कायािि िें अजधकजथत उपबंधों के अनुसार जनयता की िाएगी ; (3) स्ट् नातक जडग्री कायािि िें, छात्रों को केवल िैिजणक कायािि के पहले वषा िें प्रवेि कदया िाएगा, ककंतु सीनेट बहु-प्रवेि और बहु-जनकास जवकल्पों के साथ पार्श्ा प्रवेिों के जलए उपबंध कर सकती है। (4) यकद कोई छात्र कायािि को पूरा ककए जबना बीच िें ही छोड़ देता है, तो वह उत्त ीणा प्रिाणपत्र या कोई अन्य सिुजचत अवाडा प्राप्त करने का हकदार नहीं होगा। (5) दोहरी जडग्री कायाििों और एकीकृत कायाििों के जसवाय सभी स्ट् नातक जडग्री कायािि सािान् यत: चार वषा की अवजध के होंगे।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (6) सीनेट, सीजित संख्या िें छात्रों को स्ट्थानों की उपलब्धता या ऐसे छात्र की अजभरुजच या छात्र की िैिजणक प्रगजत के अनुसार उसके अध्ययन के कायािि को बदलने की अनुिजत दे सकती है। (7) स्नातक जडग्री कायािि िें छात्र, उपबंध, िो सीनेट द्वारा अजधकजथत ककए िाएंगे, के अनुसार एकीकृत दोहरी जडग्री कायािि या डबल-िेिर या अजतररि िाइनर जडग्री के जलए िेररट के आधार पर पात्र होंगे। 6. स्नातकोत्तर कायािि- (1) स्नातकोत्तर जडग्री, स्नातकोत्तर जडप्लोिा या स्नातकोत्तर प्रिाणपत्र पाठ्यिि, कायाकारी िास्ट् टर जडग्री कायािि और डॉक्टरेट जडग्री कायािि सजहत स्नातकोत्तर कायाििों िें प्रवेि की पात्रता अपेिाएं और आवृजत्त, सीनेट द्वारा जवजनजश्चत की िाएंगी, परंतुक, कायाकारी िास्ट्ट र जडग्री कायािि कािकािी वृजत्तकों की प्रजििण आव‍यकताओं को पूरा करेंगे। (2) अपनी अहाक जडग्री के अंजति वषा िें अध्ययन कर रहे अभ् यार्थायों पर स्नातकोत्तर कायाििों िें अनंजति प्रवेि के जलए जवचार ककया िा सकता है, परंतुक वे सीनेट द्वारा अजधकजथत अन्य सभी अपेिाओं को पूरा करते हों। (3) स्नातकोत्तर कायाििों का प्रस्ट्ताव देने वाले जवभाग, जवद्यालय या केंद्र, स्नातकोत्तर कायाििों िें प्रवेि के जलए सीनेट द्वारा जनयत न्यूनति प्रवेि अपेिाओं के अलावा अजतररि अपेिाएं जनयत कर सकते हैं। 7. िैिजणक कैलेंडर.- (1) िैिजणक कैलेंडर, एक िैिजणक सत्र के दौरान 'िैिजणक कायाििों' और 'अध्ययन कायाििों' से संबंजधत िैिजणक कियाकपालों की अनुसूची होगी। (2) ककसी िैिजणक सत्र िें िैिजणक कायािि के कैलेंडर िें जनम्नजलजखत प्रणालीयां होगी, अथाात :- (क) सेिेस्ट्टर प्रणाली िें, एक िैिजणक वषा िें सेिेस्ट्टर जवराि यकद कोई हो,के अलावा दो जनयजित सेिेस्ट्टर होंगे और एक वैकजल्पक ग्रीष्िकालीन अवजध होगी, और प्रत्येक जनयजित सेिेस्ट्ट र परीिा अवजध सजहत सािान्यतया लगभग उन्नीस सप्ताह का होगा; या (ख) रायिेस्ट् टर प्रणाली िें ककसी िैिजणक वषा िें िध्यावजध जवराि यकद कोई हो, के अलावा तीन जनयजित अवजधयां और एक वैकजल्पक ग्रीष्ि अवजध होगी और प्रत्येक जनयजित रायिेस्ट् टर परीिा अवजध सजहत सािान्यतया लगभग तेरह सप्ताह का होगा। (3) िैिजणक सत्र के दौरान अनुसूजचत िहत्त्वपूणा िैिजणक कायाििों की सही तारीखों को िैिजणक कैलंडर िें जवजनर्दाष्ट ककया िाएगा। (4) सत्र के दौरान िैिजणक कैलंडर या इसिें ककसी पररवतान का अनुिोदन संस्ट्थान के जनदेिक द्वारा ककया िाएगा। 8. रजिस्ट्रीकरण- (1) सीनेट, प्रत्येक अध्ययन कायािि से संबंजधत छात्रों के रजिस्ट्रीकरण के जलए पृथक प्रकिया अजधकजथत करेगा और रजिस्ट्रीकरण िें जनम्नजलजखत होंगे, अथाात्:- (क) प्रत्येक सेिेस्ट्टर या रायिेस्ट्ट र के प्रारंभ होने से पूवा, प्रत्येक छात्र, िब तक कक सीनेट द्वारा अन्यथा छूट न दी गई हो, िैिजणक कैलेंडर िें जवजनर्दाष्ट रजिस्ट्रीकरण तारीख को उस सेिेस्ट्टर के दौरान अध्ययन ककए िाने वाले जवजनर्दाष्ट पाठ्यििों के जलए रजिस्ट्टर करेगा; (ख) प्रत्येक सेिेस्ट्टर या रायिेस्ट्ट र िें रजिस्ट्रीकरण के जलए फीस का संदाय एक पूवाापेिा होगी जिसके जलए संस्ट्थान ऐसे संदायों के प्रकार को अजग्रि रूप से ही जवजनर्दाष् ट करेगा और ककसी भी बकाया देय का संदाय रजिस्ट्रीकरण से पहले ककया िाएगा। (2) वास्ट्तजवक कारणों से, छात्रों को जवलंब िल्ु क आकद के संदाय पर िैिजणक कैलेंडर िें जवजनर्दाष्ट तारीख को सेिेस्ट्टर या रायिेस्ट् टर िें जवलंब से रजिस्ट्टर करने की अनुज्ञा दी िा सकती है । (3) सीनेट द्वारा अजधकजथत सजन्नयिों के अनुसार, ककसी भी छात्र का रजिस्ट्रीकरण सेिेस्ट्टर या रायिेस्ट् टर के दौरान आंजिकतः या पूणा रूप से रद्द या पररवर्तात ककया िा सकता है । (4) ककसी पाठ्यिि िें ग्रेड तभी प्रदान ककया िाएगा िब सीनेट द्वारा अजधकजथत अनुसार छात्र पाठ्यिि िें सम् यक् रूप से रजिस्ट् रीकृत हो।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 9. अनुपजस्ट्थजत की अनुिजत - (1) अध्ययन के दौरान अनुपजस्ट्थजत के जलए सभी रजिस्ट्रीकृत छात्रों को जनरुत्साजहत ककया िाएगा, परंतु वास्ट्तजवक कारणों के जलए, ककसी छात्र को सीनेट द्वारा ककए गए उपबंधों के अनुसार अनुपजस्ट्थजत की अनुिजत अनुदत् त की िा सकती है। (2) सीनेट द्वारा अनुिोकदत उपबंधों के अध्यधीन, अनुपजस्ट्थजत की अनुिजत से जवत्तीय सहायता का नुकसान हो सकता है, ककंतु यह अध्ययन के कायािि के जलए सीनेट द्वारा अनुिोकदत न्यूनति उपजस्ट्थजत की अपेिा के उल्लंघन िें नहीं होगी। (3) अनुिजत के जबना जवजनर्दाष् ट अवजध से अजधक अनुपजस्ट्थजत का पररणाि ऐसी अनुपजस्ट्थजत की ऐसी पूरी अवजध या उसके ककसी भाग के जलए, सीनेट द्वारा यथा अजधकजथत, जवत्तीय सहायता, यकद कोई हो, की हाजन के अजतररि छात्र का अध्ययन कायािि से जनष्क ासन हो सकता है; परंतु ऐसी अनुपजस्ट्थजत का कारण बताने के जलए छात्र को युजियुि अवसर कदया िाएगा । (4) वास्ट्तजवक कारणों से, छात्रों या अध्येताओं को ककसी कायािि से अस्ट्थायी रूप से वापसी अनुज्ञात की िा सकती है, िो साधारणतया जवराि के साथ या जबना अवकाि के दो सेिेस्ट्टर से अजधक नहीं हो सकेगी और संस्ट्थान ऐसे छात्रों को सीनेट द्वारा यथाजवजनर्दाष्ट फीस का संदाय करने पर उनके कायािि की ‘जनरंतरता को बनाए रखने के जलए अनुज्ञात कर सकता है। (5) अध्ययन के दौरान जवत्तीय सहायता का लाभ लेने वाले छात्र या अध्येता, संस्ट्थान और उसके जवत्तपोषण अजभकरण के उपबंधों का पालन करेंगे। 10. िैिजणक अपेिाएँ.- (1) सीनेट, संस्ट्थान िें अध्ययन के सभी अनुिोकदत िैिजणक कायाििों के जलए न्यूनति आवासीय अवजध जवजनर्दाष्ट करेगी। (2) एक सेिेस्ट्टर या रायिेस्ट् टर की आवासीय अवजध िैिजणक िागादिाक जसद्ांतों के अनुसार एक सिेस्ट्टर या रायिेस्ट् टर के दौरान पाठ्यिि या अनुसंधान के सािान्य या जवजनर्दाष्ट लोड के रजिस्ट्रीकरण के सितुल्य होगी। (3) सभी अनुिोकदत िैिजणक कायािि, िैिजणक िेजडट आधाररत होंगे और पाठ्यिि काया या अनुसंधान काया या दोनों के िाध्यि से स्ट्न ातक की अपेिा पूरी करने के जलए न्यूनति िेजडट की अपेिा सीनेट द्वारा यथाजवजनर्दाष्ट होगी । (4) यकद ऐसा कहा िाता है कक सभी िैिजणक कायाििों को सफलतापूवाक पूरा ककया गया है, तो सीनेट ऊनता वाले पाठ्यििों सजहत, पाठ्यििों की संरचना जवजनर्दाष्ट करेगी तथा डॉक्टरेट कायािि के जलए अनुसंधान सारांि के अनुिोदन तथा व्यापक परीिण की पूणाता की अपेिा होगी। (5) ककसी िैिजणक कायािि िें प्रवेि कदए गए ककसी छात्र को, संस्ट्थान िें या अन्यत्र ककए गए काया को ध्यान िें रखते हुए, प्रत्येक िािले के गुणागुण के आधार पर सिुजचत सिझे गए अनुसार, सीनेट द्वारा जवजनर्दाष् ट िैिजणक अपेिाओं से जिजथलीकरण अनुदत् त ककया िा सकता ह ै। 11. जििण तथा िूल्यांकन- (1) प्रत्येक िैिजणक कायािि िें जवजभन् न पाठ्यिि िाजिल होंगे और जििा का िाध्यि अंग्रेिी होगा, िब तक कक सीनेट द्वारा अन्यथा अनुिोकदत न हो । (2) प्रत्येक कायािि या पाठ्यिि को, उसके िेजडट के साथ, सीनेट द्वारा अनुिोकदत ककया िाएगा। (3) प्रत्येक अनुिोकदत पाठ्यिि, िब भी प्रस्ट् ताजवत ककया िाए, सिनुदेजित संकाय प्रभारी द्वारा संचाजलत ककया िाएगा िो अपेजित संख्या िें सह-संकाय सदस्ट्यों या प्रजििकों या अनुजििकों की सहायता ले सकेंगे। (4) परीिाओं का संचालन, छात्रों के प्रदिान का िूल्यांकन और सेिेस्ट्टर के अंत िें ग्रेड प्रदान ककया िाना, सीनेट द्वारा जवजनर्दाष्ट िानकों के अनुसार होगा। (5) ककसी भी सेिेस्ट्टर या रायिेस्ट् टर के दौरान ककसी जवभाग, जवद्यालय या केन् द्र द्वारा प्रस्ट् ताजवत सभी पाठ्यििों की सूची को संबंजधत डीन (िैिजणक) के पराििा से संबजन्धत जवभाग या जवद्यालय या केंद्र द्वारा सभी जनयत अपेिाओं को ध्यान िें रखते हुए, सेिेस्ट्टर या रायिेस्ट् टर की िुरुआत से पहले अंजति रूप कदया िाएगा।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (6) ककसी सिेस्ट् टर या रायिेंस्ट् टर के दौरान प्रस्ट् ताजवत ककए िाने वाले सभी पाठ्यििों के जलए, डीन (िैिजणक) के पराििा से संबंजधत जवभाग या जवद्यालय या केंद्र द्वारा संकाय प्रभारी, सह-संकाय सदस्ट्यों और अनुजििक को जवजनर्दाष्ट ककया िाएगा। (7) पाठ्यििों िें रजिस्ट्रीकृत छात्रों या अध्येताओं की अंजति सेिेस्ट्टर या अंजति सत्र परीिा के अजतररक्त योगात् िक या रचनात्िक रीजत िें िूल्यांकन ककया िाएगा िैसा सीनेट द्वारा जवजनर्दाष्ट ककया िाए । (8) ऐसे छात्र िो वास्ट्तजवक कारणों से ककसी भी परीिा िें बैठने िें असफल रहते हैं, उन्हें सीनेट द्वारा अजधकजथत प्रकियाओं के अनुसार िेक अप या छूटी हुई परीिा िें बैठने की अनुज्ञा दी िा सकती है। (9) पाठ्यिि के जलए रजिस्ट्रीकृत प्रत्येक छात्र को सीनेट द्वारा जवजनर्दाष् ट सजन्नयिों के अनुसार ग्रेड प्रदान ककया िाएगा। (10) एक बार कदए गए ग्रेड को तब तक नहीं बदला िाएगा िब तक कक छात्र सीनेट द्वारा जवजनर्दाष्ट सजन्नयिों के अनुसार ग्रेड बदलने के जलए अनुरोध नहीं करता है। (11) ककसी भी सेिेस्ट्टर या रायिेस्ट् टर िें िैिजणक प्रदिान का िूल्यांकन सिय-सिय पर सीनेट द्वारा जवजनर्दाष्ट सजन्नयिों के अनुसार ककया िाएगा । 12. पररयोिना और िोध प्रबंध िूल् यांकनः संस्ट्थ ान के प्रिाणपत्र या जडप्ल ोिा कायािि के जसवाय प्रत् येक िैिजणक कायािि िें एक पररयोिना या िोध प्रबंध का उपबंध होगा और पररयोिना या िोध प्रबंध का िूल्यांकन सिय-सिय पर सीनेट द्वारा जवजनर्दाष्ट सजन्नयिों के अनुसार ककया िाएगा। 13. छात्र आचरण और अनुिासन.- (1) प्रत्येक छात्र संस्ट्थान के पररसर के भीतर और बाहर दोनों िगह अच्छा आचरण बनाए रखेगा। (2) कोई भी छात्र ऐसे ककसी कियाकलाप िें संजलप्त नहीं होगा जिससे संस्ट्थान की छजव खराब हो। (3) प्रत्येक छात्र संस्ट्थान के जििकों, प्रिासकों, अजधकाररयों और किाचाररयों के प्रजत उजचत सम्िान और जिष्टाचार कदखाएगा; और सहपारठयों के साथ जित्रतापूणा सदव्यवहार बनाए रखेगा और उन्हें पररसर के आगंतुकों और जनवाजसयों के प्रजत भी उजचत ध्यान देना चाजहए और जिष्टाचार का पालन करना चाजहए । (4) सीनेट, संस्ट्थान के छात्रों के जलए आचार संजहता जवजनर्दाष्ट करेगी और आचार संजहता के ककसी भी उल्लंघन के जलए आचार संजहता के उपबंधों के अनुसार कारावाई की िाएगी । (5) रैगगंग या लैंजगक उत्पीड़न या दोनों, ककसी भी रूप िें, पूणातया प्रजतजषद् होंगे और ककसी भी उल्लंघन को गंभीर अपराध के रूप िें िाना िाएगा, जिसका पररणाि संस्ट्थान से बखाास्ट्तगी हो सकती है। (6) सीनेट ररपोटा ककए गए कजथत दरु ाचरण की िांच के जलए अनुिासन और कल्याण सजिजत का गठन करेगी और उजचत कारावाई की जसफाररि कर सकेगी । (7) सीनेट, इस सजिजत की जसफाररिों पर कारावाई के जलए प्रकिया भी जवजनर्दाष्ट करेगी। (8) ककसी छात्र या छात्रों के सिूह द्वारा आचार संजहता के उल्लंघन को ककसी भी छात्र, जििक, जनदेिक या संस्ट्थान के ककसी अन्य पदाजधकारी द्वारा सजिजत को जनर्दाष् ट ककया िा सकता है। 14. जडग्री या जडप्लोिा या प्रिाणपत्र प्रदान करना- (1) छात्र को संबंजधत जडग्री या जडप्लोिा या प्रिाणपत्र कदए िाने के जलए जवजनर्दाष्ट संख्या िें िेजडट पूरे करने होंगे। (2) ककसी छात्र को जडग्री या जडप् लोिा या प्रिाणपत्र अपेिाओं को पूरा करने वाला िाना िाएगा, यकद छात्र ने- क) सभी जवजनर्दाष्ट िेजडट अर्िात ककए हैं; ख) न्यूनति अपेजित ग्रेड अंक या िेजडट प्राप्त ककए हैं; ग) न्यूनति िैिजणक और आवासी अपेिाओं को पूरा ककया है; घ) संबंजधत िैिजणक कायािि द्वारा जवजनर्दाष्ट सभी अपेिाओं, यकद कोई हो, का सिाधान ककया है; ड) सीनेट द्वारा जवजनर्दाष्ट सभी अपेिाओं का सिाधान ककया है ।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 (3) उप-अध्यादेि (1) के अधीन अपेिाओं के अजतररि, छात्र संस्ट्थान के सभी बकाया चुकाएगा और कोई अनुिासनात्िक कायावाही लंजबत नहीं हो। (4) छात्र, जिसने जडग्री या जडप्लोिा या प्रिाणपत्र प्रदान करने के जलए सभी अपेिाओं को पूरा कर जलया है, को सीनेट द्वारा आगािी दीिांत सिारोह िें सिुजचत जडग्री या जडप्लोिा या प्रिाणपत्र प्रदान करने के जलए िासी बोडा को अनुिंजसत ककया िाएगा। (5) कोई जडग्री या जडप्लोिा या प्रिाणपत्र केवल सीनेट द्वारा अनुिोकदत ककए िाने के प‍ चात् ही प्रदान ककया िा सकता है, तथाजप संस्ट्थान के जनदेिक के अनुिोदन से अनंजति प्रिाणपत्र िारी ककया िा सकता है । (6) अत्यंत आपवाकदक पररजस्ट्थजतयों िें, िहां जडग्री या जडप्लोिा या प्रिाणपत्र प्रदान करने की अपेिाओं के घोर उल्लंघन होने का पता पश्चातवत प्रिि पर लगे, तो सीनेट प्रदान की गई जडग्री या जडप्लोिा या प्रिाणपत्र वापस लेने के जलए िासी बोडा को जसफाररि कर सकती है। 15. अध्ययन बोडा.- (1) जवभाग या जवद्यालय या केंद्र के िैिजणक प्रयासों को चालू रखने और पुनर्वालोकन करने के जलए अध्ययन बोडा के सृिन का प्रस्ट्ताव जवभाग और जवद्यालय कर सकते हैं। (2) अध्ययन बोडा के पास जििण जवभागों या स्ट्कूलों के जवजभन्न कायाििों या पाठ्यििों की अन्तवास्ट्तु तैयार करने या पुनरीजित करने या अद्यतन करने और उसे अनुिोदन करने के जलए सीनेट को प्रस्ट्तुत करने की िजि होगी और इसके अजतररक्त , अध्ययन बोडा जनयजित रूप से चल रहे िैिजणक कायािि की जनगरानी और पुनर्वालोकन करेगा। (3) अध्ययन बोडा का गठन सीनेट के अध्यि द्वारा यथा अजधकजथत िानदंडों के अनुसार ककया िाएगा और पदेन सदस्ट्यों से जभन्न अध्ययन बोडा के एक सदस्ट्य का कायाकाल प्रारंभ िें तीन वषा की अवजध के जलए होगा। (4) अध्ययन बोडा की बैठकें वषा िें कि से कि एक बार आयोजित की िाएंगी। 16. ककसी भी प्रस्ट्ताव और ऑनलाइन बैठक के जवकल्प का पररचालन.- िहां संस्ट्थान के िैिजणक िािलों पर सजिजतयों या बोडों िैसे जनकायों द्वारा कारावाई की िानी है, वहां अत्याव‍यकता की दिा िें, अध्यि या जनदेिक पररचालन द्वारा सदस्ट्यों की प्रस्ट्ताव संबंधी राय ले सकते हैं। परंतु कक उस पर की गई कारावाई के साथ राय को अध्ययन बोडा के सभी सदस्ट्यों और सीनेट को संसूजचत ककया िाएगा और ये सभी जनकाय, की गई कारावाई की पुजष्ट करने के जलए वास्ट्त जवक रूप से या आभासी रूप से बैठक कर सकते हैं। प्रो. वी. पलानीिथु ु, जनदेिक [जवज्ञापन-III/4/असा./567/2024-25] NATIONAL INSTITUTE OF FOOD TECHNOLOGY, ENTREPRENEURSHIP AND MANAGEMENT NOTIFICATION Thanjavur, the 24th September, 2024 F. No. I-12052/3/2023-ID.—In exercise of the powers conferred by section 25 and section 26 of the National Institutes of Food Technology, Entrepreneurship and Management Act 2021 (19 of 2021), the Senate, hereby makes the following Ordinances, namely: - 1. Short title and commencement. - (1) These Ordinances may be called the National Institute of Food Technology, Entrepreneurship and Management, Thanjavur, Tamil Nadu Academic Ordinances, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. – (1) In this Ordinances, unless the context otherwise requires - (a) “academic” means the activities concerned with teaching and research of the Institute;8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (b) “Act” means the National Institutes of Food Technology, Entrepreneurship and Management Act, 2021 (19 of 2021); (c) “approved” means course approved by the appropriate body using the guidelines provided by the Senate; (d) “calendar” means the dates for various academic activities; (e) “centre” means a unit engaged in specified activities; (f) “comprehensive examination” means written or oral evaluation or both of a Post-Graduate student to assess preparation for starting research work; (g) “course” means a sequence of topics which can be covered during a semester or trimester; (h) “credit” means the approved weightage of a course which is based on the total effort expected of a student; (i) “curriculum of a programme” means a specified set of courses and other academic activities; (j) “department” means a group of academic staff pursuing similar academic interests; (k) “end-semester” means the examination conducted at the end of a semester or trimester during the specified dates; (l) “interdisciplinary programme” means an academic programme involving more than one department or school or centre; (m) “make-up or missed examination” means an examination meant for a student who is not able to appear in the regular scheduled examination; (n) “mid-semester examination” means examination conducted during middle of the semester; (o) “programme” means the sequence of academic activities leading to a Degree or Diploma or Certificate; (p) “registration” means enrolment of the courses or research by the student who wants to pursue during a semester or trimester as required by the programme of study; (q) “session” means the period comprising two regular semesters or three regular trimesters along with a summer-term; and (r) “student” means a bona-fide student on the rolls of the Institute. (2) Words and expressions used herein and not defined but defined in the Act or Statutes shall have the meaning respectively assigned to them under the Act or Statutes. 3. Academic programmes – The academic degree, diploma and certificate programme shall be as per the following norms, namely: - (i) focus on the advancement of learning and dissemination of knowledge in the area of Food Technology and Allied Sciences, Business Management, and Entrepreneurship through different academic programmes may be proposed by the Departments or schools or centres that may be established, as per the provision of the Act and the Statutes; (ii) each academic programme offered by the Institute under these Ordinances shall be offered under the programme as specified by the Senate from time to time; (iii) the Senate, after examining each proposal for revisions of an existing academic programme or introduction of a new academic programme on the basis of its viability and desirability as per the Act and Statutes, shall make suitable recommendations to the Board of Governors of the Institute for approval; (iv) each specific programme shall specify the admission procedure, permissible intake, eligibility criteria or any other suitable details for each academic programme of the Institute; (v) Curriculum or change of curriculum of each academic programme of the Institute shall require prior approval of the Senate; (vi) the Senate shall approve the format of each Degree or Diploma or Certificate to be awarded to a student after successful completion of the academic programme and any revision in the format of a Degree or Diploma or Certificate shall be made after approval of the Senate;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 (vii) Conferring an honorary doctoral degree or degree honoris causa of the Institute shall be in accordance with the guidelines of the Institute governing doctoral degree. 4. Admission. – (1) The admission to every approved academic course or programme of Study in the Institute shall be based on merit, assessed through transparent and reasonable criteria, as approved by the Senate, looking into the scope and nature of the respective course or programme and the Institute shall disclose the same through a prospectus or admission brochure, prior to the commencement of the process of admission every year and unless otherwise necessary, national level entrance examinations shall be the choice for student admissions to the Institute. (2) In addition to the test merit as specified above, depending on the programme, group-discussions or personal interview or both may be held, as may be decided by the Senate. (3) The number of students to be admitted to any approved academic programme of the Institute shall be as decided by the Senate from time to time in light of the projections about the requirement of such human resource as well as the resources ensured by the Institute, and the Institute shall follow the reservation policy of the Central Government. (4) The admission requirements and procedures for all categories of students shall be as laid down by the Senate. (5) Every student, admitted provisionally or otherwise to any academic programme of the Institute shall submit copies of the qualifying Degree or Diploma or provisional Certificate and such other documents as specified by the Senate, physically or digitally, for due verification within the stipulated period. (6) The admission, provisional or otherwise, of any student who either does not submit the required documents by the specified date or fails to meet any other stipulated requirement for admission, may be cancelled by the Senate. (7) It shall be the responsibility of the Institute to ensure that the admission to an academic programme takes place as per the sanctioned intake and the seats reserved for the underprivileged sections of society as per the provisions of these Ordinances. (8) The admission of a student may also be cancelled by the Senate, at any later time, if it is found that the student has furnished some false information or has suppressed some relevant information while seeking admission. 5. Bachelor’s Degree programme.- (1) The admission to the Bachelor Degree programme shall be made once in a year. (2) The number of Foreign Nationals or Non-Resident Indians or Persons of Indian Origin (PIO) to be admitted to the Bachelor Degree programme shall be fixed as per the provisions laid down in the programme. (3) In Bachelor Degree programme, students shall be admitted only to the first year of the academic programme but the Senate may make provisions for lateral entries with multi-entry and multi-exit options. (4) If a student leaves the programme mid-way without completing it, he shall not be entitled to receive a pass certificate or any other appropriate award. (5) All the Bachelor Degree programme, except Dual Degree Programmes and Integrated Programmes, normally shall be of four years’ duration. (6) The Senate may permit a limited number of students to change their programme of study as per the availability of the seats or interest of such students or academic progress of the student. (7) The students in Bachelor Degree programme shall be eligible on the basis of merit for an Integrated Dual Degree Programme or a double-major or additional minor degree as per the provisions which shall be laid down by the Senate. 6. Post-Graduate programme. – (1) The eligibility requirements and frequency of admission to Post-Graduate programme including Post-Graduate Degree, Post-Graduate Diploma or Post Graduate Certificate Courses, Executive Master Degree programme and Doctoral Degree Programme, shall be decided by the Senate; provided the Executive Master Degree Programmes shall cater to the training needs of the working professionals. (2) The Candidates studying in the final year of their qualifying degree may be considered for provisional admission to Post-Graduate Programme; provided they satisfy all other requirements laid down by the Senate. (3) The Departments or schools or centres, offering the Post-Graduate programme may stipulate additional requirements over and above the minimum admission requirements stipulated by the Senate for admission to Post-Graduate Programme.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 7. Academic calendar. - (1) The Academic calendar shall be the schedule of academic activities pertaining to academic programme and programme of study during an academic session. (2) The calendar for academic programme in an academic session shall consist of the following systems, namely: - (a) in semester system, there shall be two regular semesters and an optional summer-term apart from semester breaks, if any, in an academic year and each regular semester shall normally consist of about nineteen weeks including examination period; or (b) in trimester system, there shall be three regular terms and an optional summer-term apart from mid-term breaks, if any, in an academic year and each regular trimester shall normally consist of about thirteen weeks including examination period. (3) The exact dates for the important academic events scheduled during the academic session shall be specified in the academic calendar. (4) The academic calendar, or any change therein during the session, shall be approved by the Director of the Institute. 8. Registration. – (1) The Senate shall lay down the procedures for registration of students pertaining to each programme of study separately and registration shall comprise of the following, namely: - (a) before the commencement of each semester or trimester, every student, unless otherwise exempted by the Senate, shall register for the specified courses to be studied during that semester on the registration date as specified in the academic calendar; (b) payment of fees for every semester or trimester shall be a prerequisite for the registration for which the Institute shall specify the mode of such payments well in advance and any outstanding dues shall be paid before registration. (2) For bonafide reasons, students may be permitted to register late in a semester or trimester on the date so specified in the academic calendar on payment of late fee. (3) The registration of any student may be cancelled or changed during the semester or trimester, partly or wholly, according to the norms laid down by the Senate. (4) Grading in a course shall be awarded only if the student is duly registered in the course as laid down by the Senate. 9. Leave of absence. – (1) Absence during the studies shall be discouraged for all the registered students; provided, for bonafide reasons, a student may be granted leave of absence as per the provisions made by the Senate. (2) Leave of absence may cause loss of financial assistance, subject to the provisions approved by the Senate, but shall not be in contravention of the minimum attendance requirement for the programme of study as approved by the Senate. (3) Absence without permission beyond specified duration may result in termination of the student from the programme of study, in addition to loss of financial assistance, if any, for the entire period of such absence or part thereof, as laid down by the Senate; provided the students shall be given a reasonable opportunity to explain such absence. (4) For bonafide reasons, students or scholars may be allowed for temporary withdrawal from a programme ordinarily not exceeding two semesters with or without break and the Institute may allow for continuation of programme on payment of such fee as specified by the Senate. (5) The students or scholars availing financial assistance during the study shall abide by the provisions of Institute and their funding agency. 10. Academic requirements. – (1) The Senate shall specify the minimum residency period for all the approved academic programmes of study in the Institute. (2) The residency period of one semester or trimester shall be equivalent to that of registration of a normal or specified load of courses or research during one semester or trimester as per academic guidelines. (3) All approved academic programmes shall be on academic credit basis and the requirement of minimum credits through course work or research work or both for meeting the graduation requirements shall be as specified by the Senate.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11 (4) The Senate shall specify the structure of courses, including deficiency courses, if so stated to be successfully completed for all the academic programmes and the Doctoral programme shall require approval of research-synopsis and completion of comprehensive examination. (5) A student admitted to any academic programme may be granted relaxation from the specified academic requirements by the Senate, in view of the work done in the Institute or elsewhere, as considered appropriate on the merit of each case. 11. Teaching and evaluation – (1) Each academic programme shall comprise of different courses and the medium of instruction shall be English, unless and otherwise approved by the Senate. (2) Each programme or course along with its credits shall be approved by the Senate. (3) Each approved course, whenever offered shall be conducted by the assigned faculty-in-charge, who may take the assistance of required number of co-faculty members or instructors or tutors. (4) Holding the examinations, evaluating the performance of the students and awarding the grades at the end of the semester shall be as per the norms specified by the Senate. (5) The list of all courses to be offered by a Department or School or Centre during any semester or trimester shall be finalized, before the beginning of the semester or trimester, by the concerned department or school or center taking into consideration of all the stipulated requirements, in consultation with Dean (Academics). (6) The faculty-in-charge, co-faculty members and tutors for all the courses to be offered, during any semester or trimester shall be specified by the concerned department or School or Centre in consultation with Dean (Academics). (7) Students or scholars registered in courses shall be evaluated in a summative or formative manner in addition to end-semester or end-term examination as may be specified by the Senate. (8) Students who fail to appear in any examination, due to bonafide reasons, may be permitted to appear in the make-up or missed examination as per the procedures laid down by the Senate. (9) Each student, registered for a course, shall be graded as per the norms specified by the Senate. (10) A grade once awarded shall not be changed unless the student requests for change of grade as per the norms specified by the Senate. (11) The academic performance evaluation in any semester or trimester shall be done as per the norms specified by the Senate from time to time. 12. Project and thesis evaluation. – Every academic programme of the Institute except Certificate or Diploma programmes shall have a provision of a project or thesis and the evaluation of the project or thesis shall be carried out as per the norms specified by the Senate from time to time. 13. Conduct and discipline of student. – (1) Each student shall maintain good conduct both within and outside the campus of the Institute. (2) No student shall indulge in any activity which tends to bring down image of the Institute. (3) Each student shall show due respect and courtesy to the teachers, administrators, officers and employees of the Institute; and maintain good neighbourly behavior with fellow students and they should also pay due attention and courtesy to the visitors and residents of the campus. (4) The Senate shall specify the Code of Conduct for the students of the Institute and any violation of the Code of Conduct shall be dealt as per the provisions of the Code of Conduct. (5) Ragging or sexual harassment or both, in any form, shall be strictly prohibited and any violation shall be treated as serious offence, which may lead to dismissal from the Institute. (6) The Senate shall constitute a Discipline and Welfare Committee to investigate the alleged misdemeanor reported and may recommend a suitable course of action. (7) The Senate shall also specify the procedures for dealing with the recommendations of the Committee. (8) Any violation of the Code of Conduct by a student or a group of students can be referred to the Committee by any student, faculty, Director or any other functionary of the Institute.12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 14. Award of Degree or Diploma or Certificate. – (1) A student has to complete specified number of credits for the award of the respective Degree or Diploma or Certificate. (2) A student shall be deemed to have completed the Degree or Diploma or Certificate requirements, if the student has, - (a) earned all the specified credits; (b) attained the minimum required grade points or credits; (c) satisfied the minimum academic and residence requirements; (d) satisfied all the requirements for the concerned academic programme specified, if any; (e) satisfied all the requirements specified by the Senate. (3) In addition to the requirements under sub-ordinance (1), the student shall clear all the dues to the Institute and shall have no pendency of disciplinary proceeding. (4) A student who has completed all the requirements for the award of Degree or Diploma or Certificate shall be recommended by the Senate to the Board of Governors for the award of appropriate Degree or Diploma or Certificate in the ensuing Convocation. (5) A Degree or Diploma or Certificate may be awarded only after the Senate has approved such award, however, a provisional certificate may be issued with the approval of the Director of the Institute. (6) Under extremely exceptional circumstances, where gross violation of the requirements for the award of Degree or Diploma or Certificate is detected at any later stage, the Senate may recommend to the Board of Governors to withdraw the Degree or Diploma or Certificate, already awarded. 15. Board of Studies. – (1) The departments and schools may propose the creation of Board of Studies in order to run and review the academic endeavors of the Department or School or Centre. (2) The Board of Studies shall have a power to prepare or revise or update a content of different programmes or courses of teaching departments or schools and submit to the Senate for approval and in addition, the Board of Studies shall regularly monitor and review the ongoing academic programme. (3) The Board of Studies shall be constituted by the Chairperson of Senate as per the criteria laid down by the Senate and the tenure of a Member of the Board of Studies other than ex-officio members shall be initially for a period of three years. (4) The meetings of the Board of Studies shall be arranged at least once in a year. 16. Circulation of any proposal and online meeting option. -Where the academic affairs of the Institute are to be dealt by the bodies like Committees or Boards, in case of exigency, the Chairman or Director may seek the opinion of the Members on the proposal by “circulation”. Provided that the opinion together with the action taken thereon shall be communicated to all the Members of Board of Studies and to the Senate and all these bodies may meet either physically or virtually to confirm the action taken.
