1 अगस्ट् त, 2024 फा. स.ं I-11018/1/2023-ID.—राष्ट्रीय खाद्य प्रौद्योजगकी उद्यमिीलता एवं प्रबंधन संस्ट्थान-क ंडली अजधजनयम, 2021 (2021 का 19) , की धारा 26 की उपधारा (1) द्वारा प्रदत्त िजियों का प्रयोग करते हुए जनम्नजलजखत अध्यादेि बनाती है , अथाात्:- 1. संजिप्त नाम और प्रारंभ.- (1) इन अध्यादेिों का संजिप्त नाम राष्ट्रीय खाद्य प्रौद्योजगकी उद्यमिीलता एवं प्रबंधन संस्ट्थान- क ंडली, हररयाणा िैिजणक अध्यादेि 2024 है। (2) वे रािपत्र में प्रकािन की तारीख से प्रवृत्त होंगे। 2. पररभाषाएँ- (1) इन अध्यादेिों में , िब तक कक संदभा से अन्यथा अपेजित न हो- , (क) "अकादजमक" से जििण और अन संधान से संबंजधत कियाकलाप अजभप्रेत है ; (ख) "अजधजनयम" से राष्ट्रीय खाद्य प्रौद्योजगकी उद्यमिीलता एवं प्रबंधन संस्ट्थान-क ंडली अजधजनयम , 2021 (2021 का 19) अजभप्रेत है ; (ग) “अन मोकदत’’ से सीनेट द्वारा उपबंजधत मागादिाक जसद्ांतों का प्रयोग करके सम जचत जनकाय द्वारा अन मोकदत पाठ्यिम अजभप्रेत है ; (घ) "कैलेंडर" से जवजभन्न अकादजमक कियाकलापों की तारीखें अजभप्रेत है ; (ङ) "केंद्र" से जवजनर्दाष्ट अन संधान कियाकलापों में लगी इकाई अजभप्रेत है ; 4977 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (च) "व्यापक" से ककसी पीएच.डी. छात्र का अन संधान काया ि रू करने के जलए उसकी तैयारी का आकलन करने हेत उसका जलजखत या मौजखक या दोनों मूल्यांकन, पीएच.डी. अभ्यथी के प्रवेि हेत अपेिा अजभप्रेत है ; (छ) “पाठ्यिम” से ककसी सेमेस्ट्टर के दौरान समाजवष्ट जवषयों का अन िम अजभप्रेत है ; (ि) “साख” से पाठ्यिम का अन मोकदत महत्त्व, िो ककसी जवद्याथी से अपेजित प्रयास पर आधाररत होता है अजभप्रेत है ; (झ) "प्रोग्राम के पाठ्यिम" से पाठ्यिमों और अन्य िैजिक कियाकलापों का सम च्चय अजभप्रेत है ; (ञ) “जवभाग” में समान अकादजमक अजभरुजच का अन सरण करने वाले अकादजमक कमाचाररवृन्दों का एक समूह समाजवष्ट है। (ट) “सेमेस्ट्टर समाजप्त” से जवजहत ताररखों के दौरान ककसी सेमेस्ट्टर के अंत में आयोजित परीिा अजभप्रेत है ; (ठ) "अन्तरजवषयक कायािम" से ऐसा िैिजणक कायािम अजभप्रेत है जिसमें एक से अजधक जवभाग या स्ट्कूल या केंद्र अन्तवाजलत हैं ; (ड) "मध्य सेमेस्ट्टर" से सेमेस्ट्टर के दौरान आयोजित परीिा अजभप्रेत है ; (ढ) "छूटी हुई परीिा" से ऐसा छात्र अजभप्रेत है िो जनधााररत परीिा में उपजस्ट्थत होने में असमथा है ; (ण) "प्रोग्राम" से िैिजणक कियाकलापों का िम अजभप्रेत है जिसका पररणाम जडग्री या जडप्लोमा प्राप्त करना है ; (त) "रजिस्ट्रीकरण" से उन पाठ्यिमों या िोध का नामांकन अजभप्रेत है जिसे कोई छात्र ककसी सेमेस्ट्टर के दौरान करना चाहता है िैसा छात्र के कायािम के अन सार अपेजित हो ; (थ) "सत्र" से ग्रीष्मकालीन अवजध के साथ-साथ दो जनयजमत सेमेस्ट्टर अजभप्रेत है ; और (द) "छात्र" से संस्ट्थान की नामावली में िाजमल वास्ट्तजवक छात्र अजभप्रेत है। (2) उन िब्दों और अजभव्यजियों का िो इसमें प्रय ि ककए गए हैं और पररभाजषत नहीं ककए गए हैं ककन्त अजधजनयम में पररभाजषत ककए गए हैं, वही अथा होगा िो उनका इस अजधजनयम में है। 3. िैजिक कायािम-(1) िैजिक जडग्री और जडप्लोमा कायािम जनम्नान सार होंगें,अथाात - (i) खाद्य जवज्ञान और प्रौद्योजगकी, कारोबार प्रबंधन, संबद् जवज्ञान तथा उद्यजमता के िेत्र में जवद्या में उन् नजत और ज्ञान के प्रसार पर फोकस ; (ii) प्रत्येक िैिजणक जवभाग से यह अपेजित होगा कक वह कम से कम एक िैिजणक कायािम और अन्तरजवषयक कायािम चलाए िो अजधजनयम और पररजनयमों के उपबंधों के अधीन स्ट्कूलों और केंद्रों द्वारा प्रस्ट्ताजवत ककए िाएं और इन अध्यादेिों के अधीन संस्ट्थान द्वारा प्रस्ट्त त प्रत्येक िैिजणक कायािम समय-समय पर सीनेट द्वारा जनधााररत जवजिष्ट कायािम के अन सार होंगा ; (iii) सीनेट, अजधजनयम और पररजनयमों के अन सार इसकी व्यवहायाता और वांछनीयता की दृजष्ट से जवद्यमान कायािम के संिोधन या एक नए कायािम को आरंभ करने के जलए प्रत्येक प्रस्ट्ताव की समीिा करने के पश्चात संस्ट्थान के िासी बोडा को अन मोदन के जलए उपय ि जसफाररिें करेगा ; (iv) प्रत्येक जवजनर्दाष्ट कायािम संस्ट्थान के प्रत्येक िैिजणक कायािम के जलए प्रवेि प्रकिया , अन ज्ञेय प्रवेि , पात्रता मानदंड या कोई अन्य उपय ि ब्यौरे जवजहत करेगा ; (v) संस्ट्थान में प्रत्येक कायािम की पाठ्यचयाा के जलए सीनेट के पूवा अन मोदन की अपेिा होगी और ककसी भी जवद्यमान कायािम की अन मोकदत पाठ्यचयाा में ककसी पररवतान के जलए सीनेट के पूवा अन मोदन की अपेिा होगी ; (vi) सीनेट, कायािम के सफलतापूवाक पूरा होने के बाद ककसी छात्र को प्रदान की िाने वाली प्रत्येक जडग्री या जडप्लोमा या प्रमाणपत्र के प्रपत्र का अन मोदन करेगा और जडग्री या जडप्लोमा के प्रपत्र में कोई भी संिोधन सीनेट के अन मोदन के पश्चात ही ककया िाएगा ; (vii) मानद डॉक्टरेट की उपाजध या संस्ट्थान की सम्मानाथा उपाजध का प्रदान ककया िाना संस्ट्थान के डॉक्टरेट उपाजध के जलए कदिाजनदेिो के अन सार होगा। 4. प्रवेि:- (1) संस्ट्थान में अध्ययन के प्रत्येक अन मोकदत पाठ्यिम या कायािम में प्रवेि योग्यता के आधार पर होगा , जिसका मूल्यांकन सीनेट द्वारा यथा अन मोकदत पारदिी और य जिय ि मानदंडों के माध्यम से ककया िाएगा , िो संबंजधत पाठ्यिम या कायािम के जवस्ट्तार और प्रकृजत को ध्यान में रखेगा और प्रत्येक वषा प्रवेि की प्रकिया ि रू होने से पहले संस्ट्थान एक जववरजणका या[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 प्रवेि प जस्ट्तका के माध्यम से इसका प्रकटन करेगा ,और िब तक अन्यथा आवश्यक न हो , राष्ट्रीय स्ट्तर की प्रवेि परीिा संस्ट्थान में प्रवेि के जलए मानदंड होगी। 2. ऊपर जवजनर्दाष्ट ककए गए अन सार योग्यता के अजतररि , समूह-चचाा या व्यजिगत-सािात्कार या दोनों , योग्यता के साथ- साथ आयोजित ककए िा सकते हैं , िैसा सीनेट द्वारा जवजनश्चय ककया िाए। 3. संस्ट्थान के ककसी भी अन मोकदत कायािम में प्रवेि पाने वाले छात्रों की संख्या, मानव संसाधन की आवश्यकता और संस्ट्थान द्वारा स जनजश्चत ककए गए संसाधनों के बारे में अन मानों को ध्यान मे रखते हुए समय-समय पर सीनेट द्वारा जवजनजश्चत की िाएगी और संस्ट्थान, भारत सरकार की आरिण नीजत का पालन करेगा। 4. सभी प्रवगों के छात्रों के जलए प्रवेि संबंधी अपेिाएं और प्रकियाएँ सीनेट द्वारा यथा अजधकजथत होंगी। 5. प्रत्येक छात्र, जिसेसंस्ट्थान के ककसी भी कायािम में अस्ट्थायी रूप से या अन्यथा प्रवेि कदया गया है,जनयत तारीख तक उजचत सत्यापन के जलए अहाक जडग्री या जडप्लोमा या अनंजतम प्रमाण पत्र और सीनेट द्वारा यथा जवजहत ऐसे अन्य दस्ट्तावेिों की प्रजतयां, वास्ट्तजवक या जडजिटल रूप से प्रस्ट्त त करेगा। 6. ककसी भी छात्र , िो उपरोि जनयत तारीख तक अपेजित दस्ट्तावेि प्रस्ट्त त नहीं करता है या प्रवेि के जलए ककसी अन्य जनयत अपेिा को पूरा करने में जवफल रहता है , का प्रवेि , अनंजतम या अन्यथा, सीनेट द्वारा रद्द ककया िा सकता है। 7. संस्ट्थान को आत्मजनभारता और संधारणीयता के जलए जनजधयां ि टाने का प्रयास करने का अजधदेि कदया िाएगा। 8. यह देखना संस्ट्थान की उत्त रदाजयत् व होगी कक िैिजणक कायािम में प्रवेि स्ट्वीकृत प्रवेि संख्या के अन सार हो और समाि के वंजचत वगों के जलए आरजित सीटें इन अध्यादेिों के उपबंधों के अधीन भरी िाएं। 9. ककसी भी छात्र का प्रवेि सीनेट द्वारा बाद में ककसी भी समय रद्द भी ककया िा सकता है , यकद यह पाया िाता है कक छात्र ने प्रवेि लेते समय क छ जमथ्या िानकारी दी थी या क छ प्रासंजगक िानकारी जछपाई थी। 5. बैचलर जडग्री कायािम- (1) बैचलर जडग्री कायािम में प्रवेि वषा में एक बार कदया िाएगा। (2) बैचलर जडग्री कायािम में प्रवेि कदए िाने वाले जवदेिी नागररकों या अजनवासी भारतीयों या भारतीय मूल के व्यजियों की संख्या कायािम में अजधकजथत उपबंधों के अन सार जनधााररत की िाएगी ; (3) बैचलर जडग्री कायािम में , छात्रों को केवल कायािम के पहले वषा में प्रवेि कदया िाएगा , ककन्त सीनेट बहु-प्रवेि और बहु- जनकास जवकल्पों के साथ पार्श्ा प्रवेिों के जलए उपबंध कर सकता है। (4) यकद छात्र , कायािम को पूरा ककए जबना बीच में ही छोड़ देता हैं , तो वे उजचत प्रमाणपत्र या कोई अन्य उजचत अवाडा प्राप्त करने के हकदार नहीं होंगे। (5) दोहरी जडग्री कायािमों और एकीकृत कायािमों को छोड़कर सभी बैचलर जडग्री कायािम चार वषा की अवजध के होंगे। (6) सीनेट सीजमत संख्या में छात्रों को स्ट्थानों की उपलब्धता या इच्छ क व्यजि की रुजच या छात्र की िैिजणक प्रगजत के अन सार अपने अध्ययन के कायािम को बदलने की अन मजत दे सकता है। (7) बैचलर जडग्री कायािम में छात्र, उन उपबंधों के अन सार िो सीनेट द्वारा अजधकजथत ककए िाएंगे, एकीकृत दोहरी जडग्री कायािम या डबल-मेिर या अजतररि माइनर जडग्री के जलए योग्यता के आधार पर पात्र होंगे। 6. स्नातकोत्तर कायािम- (1) स्नातकोत्तर कायािम , स्नातकोत्तर जडप्लोमा या स्नातकोत्तर प्रमाणपत्र पाठ्यिम और कायाकारी मास्ट्टर जडग्री कायािम सजहत स्नातकोत्तर कायािम , मास्ट्टर और डॉक्टरेट जडग्री कायािमों में प्रवेि की पात्रता अपेिाएं और आवृजत्त , सीनेट द्वारा जवजनजश्चत की िाएंगी , बिते , कायाकारी मास्ट्टर जडग्री कायािम कामकािी वृजत्तकों की प्रजििण आवश्यकताओं को पूरा करेंगे ; (2) अपनी अहाक जडग्री के अंजतम वषा में अध्ययन कर रहे अभ् यार्थायों पर स्नातकोत्तर कायािमों में अनंजतम प्रवेि के जलए जवचार ककया िा सकता है , परंत वे सीनेट द्वारा जवजहत अन्य सभी अपेिाओं को पूरा करते हों। (3) स्नातकोत्तर कायािमों का प्रस्ट्ताव करने वाले जवभाग , स्ट्कूल या केंद्र स्नातकोत्तर कायािमों में प्रवेि के जलए सीनेट द्वारा जनयत न्यूनतम प्रवेि अपेिाओं के अलावा अजतररि अपेिाएं जनधााररत कर सकते हैं। 7. िैिजणक कैलेंडर.- (1) िैिजणक कैलेंडर एक िैिजणक सत्र के जलए ' िैिजणक पाठ्यिमों ' और 'अध्ययन कायािमों ' से संबंजधत िैिजणक कियाकपालों की अन सूची होगी। (2) ककसी िैिजणक सत्र में िैिजणक कायािम के कैलेंडर में जनम्नजलजखत में से कोई एक प्रणाली होगी,अथाात:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (क) प्रत्येक िैिजणक वषा में सेमेस्ट्टर प्रणाली और एक जनयजमत सेमेस्ट्टर में ग्रीष्मकालीन अवजधयाब्रेक के बाद मध्य अवजध या दोनों सजहत दो सेमेस्ट्टर होंगे ; (ख) सेमेस्ट्टर प्रणाली में एक िैिजणक वषा में मध्य सेमेस्ट्टर ब्रेक यकद कोई हो ,के अलावा दो जनयजमत सेमेस्ट्टर होंगे और एक वैकजल्पक ग्रीष्मकालीन सत्र होगा , और प्रत्येक जनयजमत सेमेस्ट्टर सामान्यतया परीिा अवजध सजहत लगभग उन्नीस सप्ताह का होगा ; (ग) त्रैमाजसक प्रणाली में ककसी िैिजणक वषा में मध्यावजध अवकाि यकद कोई हो , के अलावा तीन जनयजमत सत्र और एक वैकजल्पक ग्रीष्म सत्र होगा और प्रत्येक जनयजमत त्रैमाजसक सत्र सामान्यतया परीिा अवजध सजहत लगभग तेरह काया सप्ताह का होगा ; (घ) िैिजणक सत्र के दौरान जवजहत महत्वपूणा िैिजणक कायािमों की स जनजश्चत तारीखें िैिजणककैलेंडर में जवजनर्दाष्ट की िाएंगी ; (ङ) िैिजणक कैलेंडर , या सत्र के दौरान उसमें कोई भी पररवतान , संस्ट्थान के जनदेिक द्वारा अन मोकदतककया िाएगा। 8. रजिस्ट्रीकरण-(1) सीनेट छात्रों के रजिस्ट्रीकरण के जलए मानदंड अजधकजथत करेगा और वे, संस्ट्थान में अध्ययन के प्रत्येक कायािम से संबंजधत,िैिजणक जवजनयम,होंगे ,पृथक-पृथक, िो संस्ट्थान के वैबसाइट पर उपलब्ध कराये िाएगे और रजिस्ट्रीकरण में जनम्नजलजखत चरण होंगे , अथाात्:- (क) प्रत्येक सेमेस्ट्टर या त्रैमाजसक (जत्रमेस्ट् टर) के प्रारंभ होने से पहले, प्रत्येक छात्र, िब तक कक सीनेट द्वारा अन् यथा छूट न दी गई हो, िैिजणक कैलेंडर में जवजनर्दाष्ट रजिस्ट् रीकरण तारीख को उस सेमेस्ट् टर के दौरान अध्य यन ककए िाने वाले जवजहत पाठ्य िमों के जलए रजिस्ट् टर करेगा ; (ख) प्रत्येक सेमेस्ट्टर या त्रैमाजसक (जत्रमेस्ट् टर) के जलए फीस रजिस्ट्रीकरण के जलए एक पूवा -अपेिा होगी जिसके जलए संस्ट्थान ऐसे संदायों के प्रकार को पहले से ही सूजचत करेगा और ककसी भी अजतिेष देय का संदाय रजिस्ट्रीकरण से पहले ककया िाएगा। (2) वास्ट्तजवक कारणों से, जवलंब ि ल्क आकद के संदाय पर िैिजणक कैलेंडर में इस प्रकार जवजहत तारीख को सेमेस्ट्टर या त्रैमाजसक (जत्रमेस्ट् टर) में जवलंब से रजिस्ट्टर करने की अन मजत दी िा सकती है। (3) सीनेट द्वारा अजधकजथत सजन्नयमों के अन सार, ककसी भी छात्र का रजिस्ट्रीकरण सेमेस्ट्टर या त्रैमाजसक के दौरान आंजिकतः या पूणा रूप से रद्द या बदला िा सकता है। (4) ककसी छात्र को पाठ्य िम में लेटर ग्रेड तभी प्रदान ककया िाएगा िब सीनेट द्वारा यथा अजधकजथत लेटर ग्रेड के प्रदान ककये िाने के समय छात्र पाठ्य िम में जवजधवत पंिीकृत हो। 9. अन पजस्ट्थजत की अन मजत - (1) अध्ययन के दौरान अन पजस्ट्थजत के जलए सभी रजिस्ट्रीकृत छात्रों को जनरुत्साजहत ककया िाएगा, परंत वास्ट्तजवक कारणों से, ककसी छात्र को ऐसी अन पजस्ट्थजत के जलए सीनेट द्वारा ककए गए उपबंधों के अन सार अन पजस्ट्थजत की अन मजत दी िा सकती है। (2) सीनेट द्वारा अन मोकदत उपबंधों के अध्यधीन, अन पजस्ट्थजत की अन मजत से जवत्तीय सहायता का न कसान हो सकता है, परंत यह अध्ययन के कायािम के जलए सीनेट द्वारा अन मोकदत न्यूनतम उपजस्ट्थजत की अपेिा के उल्लंघन में नहीं होगी। (3) अन मजत के जबना जवजहत अवजध से अजधक अन पजस्ट्थजत का पररणाम छात्र का अध्ययन कायािम से जनष् कासन होगा, इसके अजतररि ऐसी अन पजस्ट्थजत की पूरी अवजध या उसके ककसी भाग के जलए, सीनेट द्वारा यथा अजधकजथत, जवत्तीय सहायता, यकद कोई हो, की हाजन भी होगी, परंत ऐसी अन पजस्ट्थजत का कारण बताने के जलए छात्र को य जिय ि अवसर कदया गया हो। (4) वास्ट्तजवक कारणों से, छात्रों या अध्येताओं को ककसी कायािम से अस्ट्थायी रूप से वापसी की अन मजत दी िा सकती है, िो साधारणतया अवकाि के साथ या जबना अवकाि के दो सेमेस्ट्टर से अजधक नहीं होगी और संस्ट्थान ऐसे छात्रों से पररजनयम में जवजनर्दाष्ट फीस का भ गतान करने पर उनके कायािम को बनाए रखने के जलए ‘जनरंतरता की की अन मजत दे सकता है। (5) अध्ययन के दौरान जवत्तीय सहायता का लाभ लेने वाले छात्र या अध्येता संस्ट्थान और उसके जवत्तपोषण अजभकरण के उपबंधों का पालन करेंगे। 10. िैिजणक अपेिाएँ.- (1) सीनेट,संस्ट्थान या उसके केंद्रों में अध्ययन के सभी अन मोकदत िैिजणक कायािमों के जलए न्यूनतम रेसीडेंसी अवजध जवजहत करेगी। (2) एक सेमेस्ट्टर या त्रैमाजसक (जत्रमेस्ट् टर) की रेसीडेंसी अवजध िैिजणक कदिाजनदेिों के अन सार एक सेमेस्ट्टर के दौरान[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 पाठ्यिम या िोध के सामान्य या जवजहत लोड के रजिस्ट्रीकरण की रेसीडेंसी अवजध के बराबर होगी। (3) सभी अन मोकदत िैिजणक कायािम िैिजणक िेजडट आधाररत होंगे और संबंजधत कायािम को िाजसत करने वाले िैिजणक कदिाजनदेि काया या िोध काया या दोनों के माध्यम से स्ट् नातक की अपेिा पूरी करने के जलए न्यूनतम िेजडट की अपेिा को जनधााररत करेंगे। (4) यकद ऐसा कहा िाता है कक सभी िैिजणक कायािमों को सफलतापूवाक पूरा ककया गया है, तो सीनेट अपूणाता वाले पाठ्यिमों सजहत, पाठ्यिमों की संरचना जवजहत करेगी और डॉक्टरेट कायािम के जलए िोध सारांि के अन मोदन तथा व्यापक परीिा की पूणाता की अपेिा होगी। (5) ककसी कायािम में प्रवेि कदए गए ककसी छात्र को, संस्ट्थान में या अन्यत्र ककए गए काया को ध्यान में रखते हुए,प्रत्येक मामले के ग णाग ण के आधार पर उजचत समझे गए अन सार, सीनेट द्वारा जवजहत िैिजणक अपेिाओं स ेछूट दी िा सकती है। 11. जििण एवं मूल्यांकन- (1)प्रत्येक कायािम में अलग-अलग पाठ्यिम िाजमल होंगे और जििा का माध्यम अंग्रेिी होगा, िब तक कक सीनेट द्वारा अन्यथा अन मोकदत न हो और आवश्यकता मूल्यांकन के आधार पर, संस्ट्थान केवल स्ट् नातक उपाजध कायािम के प्रथम वषा के छात्रों के एक समूह के जलए जद्वभाषी जििण का माध्यम प्रस्ट्त त कर सकता है। (2) प्रत्येक कायािम या पाठ्यिम को, उसके िेजडट के साथ, सीनेट के अन मोदन की आवश्यकता होगी। (3) प्रत्येक अन मोकदत पाठ्यिम, िब भी प्रस्ट्त त ककया िाए,समन देजित प्रभारी जििक द्वारा अपेजित संख्या में सह-संकाय सदस्ट्यों या प्रजििकों या अन जििककी सहायता से संचाजलत ककया िाएगा और प्रभारी जििक पाठ्यिम के संचालन,परीिाएं आयोजित करने, छात्रों के प्रदिान का मूल्यांकन करने और सेमेस्ट्टर के अंत में ग्रेड प्रदान करने के जलए उत् तरदायी होगा। (4) ककसी भी सेमेस्ट्टर या त्रैमाजसक (जत्रमेस्ट् टर) के दौरान ककसी जवभाग द्वारा संचाजलत सभीपाठ्यिमों कीसूची कोसंबंजधत जवभागाध्यि या स्ट्कूल या केंद्र के प्रधान द्वारा सभी जनयत अपेिाओं को ध्यान में रखते हुए,सेमेस्ट्टर या त्रैमाजसक (जत्रमेस्ट्ट र) की ि रुआत से पहले अंजतम रूप कदया िाएगा। (5) संचाजलत ककए िाने वाले सभी पाठ्यिमों के जलए संबंजधत जवभागाध्यि या स्ट्कूल या केंद्र के प्रधान द्वारा प्रभारी जििक, सह-संकाय सदस्ट्यों, संकाय प्रभारी और अन जििक को अजधसूजचत ककया िाएगा। (6) पाठ्यिमों में रजिस्ट्रीकृत छात्रों और अध्येताओं का अंजतम सेमेस्ट्टर या अंजतम सत्र परीिा के अलावा रचनात्मक रीजत से लगातार मूल्यांकन ककया िाएगा िैसा कक जवजनयमों में वर्णात और सीनेट द्वारा अन मोकदत है। (7) ऐसे छात्र िो वास्ट्तजवक कारणों से ककसी भी परीिा में बैठने में असफल रहते हैं, उन्हें सीनेट द्वारा जवजहत प्रकियाओं के अन सार छूटी हुई परीिा में बैठने की अन मजत दी िा सकती है। (8) पाठ्यिम के जलए रजिस्ट्रीकृत प्रत्येक छात्र को सीनेट द्वारा अन मोकदत जवजनयमों के अन रूप संबंजधत प्रभारी जििक द्वारा एक लेटर ग्रेड प्रदान ककया िाएगा। (9) जििक प्रभारी द्वारा एक बार कदए गए लेटर ग्रेड को तब तक नहीं बदला िाएगा िब तक कक प्रभारी जििक या पाठ्यिम के अन्य अन देिकों या अन जििकों द्वारा ग्रेड में पररवतान के अन रोध को संस्ट्थान के जनदेिक द्वारा अन मोकदत नहीं ककया िाता है। ग्रेड में पररवतान के जलए अन रोध पररणाम की घोषणा के दो सप्ताह के भीतर ककया िाएगा और ग्रेड में पररवतान की जसफाररि करने के कारणों के साथ न्यायोजचत ठहराया िाएगा और ऐसे सभी मामलों को सीनेट को सूजचत ककया िाएगा। (10) ककसी भी सेमेस्ट्टर या त्रैमाजसक (जत्रमेस्ट्ट र) में िैिजणक प्रदिान का मूल्यांकन संबंजधत िैिजणक जवजनयमों में अजधकजथत और समय- समय पर सीनेट द्वाराअन मोकदत प्रकिया के अन सार ककया िाएगा । 12. पररयोिना और िोध प्रबंध मूल् यांकनः राष्ट्रीय खाद्य प्रौद्योजगकी उद्यमिीलता एवं प्रबंधन संस्ट्थान-क ंडली, हररयाणा के प्रमाण पत्र या जडप्ल ोमा कायािम को छोड़कर प्रत् येक िैिजणक कायािम में एक पररयोिना और िोध प्रबंध का उपबंध होगा और पररयोिना या िोध प्रबंध का मूल्यांकन समय-समय पर सीनेट द्वारा अन मोकदत उपबंधों के अन सार ककया िाएगा। 13. छात्र आचरण और अन िासन.- (1) प्रत्येक छात्र संस्ट्थान के पररसर के भीतर और बाहर दोनों िगह अच्छा आचरण बनाए रखेगा। (2) ककसी भी छात्र से ऐसी ककसी कियाकलाप में संजलप्त होने की अपेिा नहीं की िाती है जिससे संस्ट्थान की छजव खराब हो। (3) प्रत्येक छात्र संस्ट्थान के जििकों, प्रिासकों, अजधकाररयों और कमाचाररयों के प्रजत उजचत सम्मान और जिष्टाचार कदखाएगा;और सहपारठयों के साथ जमत्रतापूणा सदव्यवहार बनाए रखेगा और उन्हें पररसर के आगंत कों और जनवाजसयों के प्रजत भी उजचत ध्यान6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] देना चाजहए और जिष्टाचार का पालन करना चाजहए । (4) सीनेट संस्ट्थान के छात्रों के जलए आचार संजहता जवजहत करेगी और आचार संजहता के ककसी भी उल्लंघन के जलए आचार संजहता के उपबंधों के अन सार कारावाई की िाएगी । (5) रैगगंग या लैंजगक उत्पीड़न या दोनों, ककसी भी रूप में, पूणातया जनजषद् होंगे और ककसी भी उल्लंघन को गंभीर अपराध के रूप में माना िाएगा, जिसका पररणाम संस्ट्थान से बखाास्ट्तगी हो सकती है। (6) सीनेट ररपोटा ककए गए कजथत दष् कमा की िांच के जलए एक स्ट्थायी सजमजत का गठन करेगी और उजचत कारावाई की जसफाररि कर सकती है। (7) सीनटे , इस सजमजत की जसफाररिों पर कारावाई के जलए प्रकिया भी जवजहत करेगी। (8) ककसी छात्र या छात्रों के समूह द्वारा आचार संजहता के उल्लंघन को ककसी भी छात्र, जििक, जनदेिक या संस्ट्थान के ककसी अन्य पदाजधकारी द्वारा सजमजत को भेिा िा सकता है। 14. उपाजध या जडप्लोमा या प्रमाणपत्र, आकद प्रदान करना- (1) छात्र को संबंजधत उपाजध या जडप्लोमा या प्रमाणपत्र कदए िाने के जलए जवजहत संख्या में िेजडट पूरे करने होंगे। (2) ककसी छात्र को उपाजध अपेिाओं को पूरा करने वाला माना िाएगा, यकद छात्र ने- क) सभी जवजहत िेजडट अर्िात ककए हों; ख) न्यूनतम अपेजित ग्रेड अंक या िेजडट प्राप्त ककया हो; ग) न्यूनतम िैिजणक और रेिीडेंस अपेिाओं को पूरा ककया हो; घ) संबंजधत जवभाग द्वारा जनर्दाष्ट सभी अपेिाओं, यकद कोई हो, को पूरा ककया हो; ड.) सीनेट द्वारा जवजनयमों में जवजनर्दाष्ट सभी अपेिाओं को पूरा ककया हो। (3) उप-अध्यादेि (1) के अधीन अपेिा के अजतररि छात्र को संस्ट्थान को सभी बकाया च काने होंगे और अन िासनात्मक कायावाही का कोई लंबन नहीं होगा। (4) ऐसे छात्र, जिसने संबंजधत उपाजध या जडप्लोमा या प्रमाणपत्र प्रदान करने के जलए सभी अपेिाओं को पूरा कर जलया है, को सीनेट द्वारा आगामी दीिांत समारोह में उजचत उपाजध या जडप्लोमा या प्रमाणपत्र प्रदान करने के जलए िासी बोडा को अन िंजसत ककया िाएगा। (5) कोई उपाजध या जडप्लोमा या प्रमाणपत्र केवल सीनेट द्वारा अन मोकदत ककए िाने के बाद ही प्रदान ककया िा सकता है; परंत संस्ट्थान के जनदेिक के अन मोदन से अनंजतम प्रमाणपत्र िारी ककया िा सकता है। (6) अत्यंत आपवाकदक पररजस्ट्थजतयों में, िहां उपाजध या जडप्लोमा या प्रमाणपत्र प्रदान करने की अपेिाओं के घोर उल्लंघन होने का पता पश्चातवत प्रिम पर लगे, तो सीनेट प्रदान की गई उपाजध या जडप्लोमा या प्रमाणपत्र वापस लेने के जलए िासी बोडा को जसफाररि कर सकती है। 15. अध्ययन बोडा.- (1) जवभाग या स्ट्कूल या केंद्र के िैिजणक प्रयासों को चालू रखने और प नर्वालोकन करने के जलए अध्ययन बोडा के सृिन का प्रस्ट्ताव जवभाग और स्ट्कूल कर सकते हैं। (2) अध्ययन बोडा के पास जििण जवभागों या स्ट्कूलों के जवजभन्न कायािमों या पाठ्यिमों की अन्तवास्ट्त तैयार करने या प नरीजित करने या अद्यतन करने और उसे अन मोदन करने के जलए सीनेट को प्रस्ट्त त करने की िजि होगी और इसके अलावा, अध्ययन बोडा जनयजमत रूप से चल रहे िैिजणक कायािम की जनगरानी और प नर्वालोकन करेगा। (3) अध्ययन बोडा का गठन जवभाग द्वारा ककया िाएगा और पदेन सदस्ट्यों से जभन्न अध्ययन बोडा केएक सदस्ट्य का कायाकाल प्रारंभ में तीन वषा की अवजध के जलए होगा। (4) अध्ययन बोडा की बैठकें वषा में कम से कम एक बार आयोजित की िाएंगी। (5) संकायाध्यि (िैिजणक) पूवा स्नातक अध्ययन या स्ट्कूल का प्रधान होगा और पूवास्नातक अध्ययन बोडा का अध्यि होगा। (6) अध्ययन बोडा की संरचना जनम्नान सार होगी, अथाात्:-[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 (क) जवभाग या स्ट्कूल या केंद्र के प्रधान; अध्यि (ख) जवभाग या स्ट्कूल या केंद्र के सभी आचाया,जवभाग या स्ट्कूल या केंद्र से सह और सहायक आचाया - यकद उपलब्ध हों तो चिान िम से दो-दो; सदस्ट् य (ग) प्रजतजित िैिजणक या िोध संगठन से न्यूनतम दो और अजधकतम चार बाहरी जवषय जविेषज्ञ; सदस्ट् य (घ) खाद्य उद्योग से न्यूनतम दो और अजधकतम चार बाहरी जवषय जविेषज्ञ; सदस्ट् य (ङ) उपय ाि सदस्ट्यों के अलावा, एक वररि पूवा छात्र, (अजधमानतः उद्योग से) और उि कायािम के जवद्यमान बैचों से एक छात्र प्रजतजनजध को अध्ययन बोडा द्वारा, इसके अध्यधीन कक पूवा छात्र सदस्ट्यों के पास संबंजधत िेत्र में न्यूनतम पांच वषा का अन भव हो,सहयोजित ककया िा सकता है। (7) अध्ययन बोडा के बाहरी सदस्ट्यों को, िब तक कक अन्यथा उल्लेख न ककया गया हो,जवभागाध्यि या स्ट्कूल या केंद्र के प्रधान, पूवास्नातक अध्ययन बोडा की जसफाररि पर जनदेिक द्वारा नाजमत ककया िाएगा और अध्यि, अध्ययन बोडा की अन पजस्ट्थजत में अध्ययन बोडा के वररि सदस्ट्यों में से एक सदस्ट्य अध्यि के रूप में काया करेगा। (8) अध्ययन बोडा, अध्ययन बोडा की ककसी जवजिष्ट बैठक की आवश्यकता के अन सार,जनदेिक के पूवा अन मोदन से ककसी जविेष िेत्र के जविेषज्ञों को अध्ययन बोडा के सदस्ट्य के रूप में सहयोजित या आमंजत्रत कर सकता है। 16. ककसी भी प्रस्ट्ताव और ऑनलाइन बैठक के जवकल्प का पररचालन.- िहां संस्ट्थान के िैिजणक मामलों पर सजमजतयों या बोडों िैसे जनकायों द्वारा कारावाई की िानी है, वहां अत्यावश्यकता की दिा में अध्यि या प्रधान या जनदेिक प्रस्ट्ताव पररचालन द्वारा सदस्ट्यों की राय ले सकते हैं। परंत उस पर की गई कारावाई के साथ राय को अध्ययन बोडा के सभी सदस्ट्यों और सीनेट को संसूजचत ककया िाएगा और ये सभी जनकाय,की गई कारावाई की प जष्ट करने के जलए वास्ट् तजवक रूप से या आभासी रूप से बैठक कर सकते हैं। डॉ. हररन्दर गसंह ओबरॉय, जनदेिक [जवज्ञापन-III/4/असा./364/2024-25] NATIONAL INSTITUTE OF FOOD TECHNOLOGY ENTREPRENEURSHIP AND MANAGEMENT, NOTIFICATION Haryana, the 1st August, 2024 F. No I-11018/1/2023-ID.—In exercise of the powers conferred by sub- section (1) of section 26 of the National Institute of Food Technology Entrepreneurship and Management-Kundli Act, 2021 (19 of 2021), the Senate hereby makes the following Ordinances, namely: - 1. Short title and commencement. - (1) These Ordinances maybe called the National Institute of Food Technology Entrepreneurship and Management-Kundli, Haryana Academic Ordinances, 2024. (2) They shall come into force on the date of the publication in the Official Gazette. 2. Definitions. -(1) In these Ordinances, unless the context otherwise requires,- (a) “academic” means activities concerned with teaching and research; (b) “Act” means the National Institute of Food Technology Entrepreneurship and Management-Kundli Act, 2021(19 of 2021); (c) “approved” means a course approved by the appropriate body using the guidelines provided by the Senate; (d) “calendar” means dates for various academic activities; (e) “centre” means unit engaged in specified research activities; (f) “comprehensive” means written or oral evaluation or both of a Ph.D. student to assess preparation for starting research work, a requirement for admittance to Ph.D. candidate; (g) “course” means a sequence of topics which can be covered during a Semester;8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (h) “credit” means approved weight of a course which is based on the total effort expected of a student; (i) “curriculum of a programme” means a specified set of courses and other academic activities; (j) “department” comprises a group of academic staff pursuing similar academic interests; (k) “end-semester” means examination conducted at the end of a semester during the specified dates; (l) “interdisciplinary programme” means an academic programme involving more than one department or school or centre; (m) “mid-semester” means examination conducted during the semester; (n) “missed exam” means a student who is not able to appear in the scheduled examination; (o) “programme” means sequence of academic activities leading to a degree or diploma; (p) “registration” means enrolment of the courses or research that a student wants to pursue during a semester as required by the programme of the student; (q) “session” means two regular semesters along with a summer-term; and (r) “Student” means a bona-fide student on the rolls of the Institute. (2) Words and expressions used herein and not defined but defined in the Act shall have the same meanings as assigned to them in the Act. 3. Academic programme.- (1) The Academic degree and diploma programme shall be as per the following, namely.- (i) focus on the advancement of learning and dissemination of knowledge in the area of food science and technology, business management, allied sciences and entrepreneurship; (ii) each academic department shall be required to run at least one academic programme and inter-disciplinary programme which may be proposed by the schools and centers, as per the provisions of the Act and the Statutes andeach academic programme offered by the Institute under these ordinances shall be as per the specific programme laid down by the Senate from time to time; (iii) the Senate, after examining each proposal for revisions of an existing programme or introduction of a new programme on the basis of its viability and desirability as per the Act and Statutes, shall make suitable recommendations to the Board of Governors of the Institute for approval; (iv)each specific programme shall specify the admission procedure, permissible intake, eligibility criteria or any other suitable details for each academic programme of the Institute; (v)curriculum of each programme at the Institute shall require prior approval of the Senate and any change in the approved curriculum of any existing programme shall require prior approval of the Senate; (vi)the Senate shall approve the format of each degree or diploma or certificate to be awarded to a student after successful completion of the programme and any revision in the format of a degree or diploma or certificate shall be made after approval of the Senate; (vii)conferring an honorary doctoral degree or degree honoris causa of the Institute shall be in accordance with the guidelines of the Institute governing doctoral degree. 4. Admission.- (1) The admission to every approved course or programme of study at the Institute shall be based on merit, assessed through transparent and reasonable criteria, as approved by the Senate, looking into the scope and nature of the respective course or programme and the Institute shall disclose the same through a prospectus or admission brochure, prior to the commencement of the process of admission every year and unless otherwise necessary, a national level entrance examination shall be the criteria for admissions at the Institute. (2)In addition to the merit as specified above, a group-discussions or personal-interview or both, may be held along- with the merit, as may be decided by the Senate. (3) The number of students to be admitted to any approved programme of the Institute shall be as decided by the Senate from time to time in light of the projections about the requirement of such human resource and the resources ensured by the Institute and the Institute shall follow the reservations policy of the Government. (4) The admission requirements and procedures for all categories of students shall be as laid down by the Senate. (5) Every student, admitted provisionally or otherwise to any programme of the Institute, shall submit copies of the qualifying degree or diploma or provisional certificate and such other documents as specified by the Senate, physically or digitally, for due verification, by the stipulated date. (6) The admission, provisional or otherwise, of any student who either does not submit the required documents by the aforesaid date or fails to meet any other stipulated requirement for admission, may be cancelled by the Senate.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 (7)The Institute shall be mandated to strive to raise funds for being self-sufficient and sustainable. (8) It shall be the responsibility of the Institute to ensure that the admission to an academic programme takes place as per the sanctioned intake and the seats reserved for the underprivileged sections of the society as per the provisions of these ordinances. (9) The admission of a student may also be cancelled by the Senate, at any later time, if it is found that the student has furnished some false information or has suppressed some relevant information while seeking admission. 5. Bachelor’s Degree programme.-(1) The admission to the Bachelor Degree programme, shall be made once in a year. (2) The number of Foreign Nationals or Non-Resident Indians or Persons of Indian Origin to be admitted to the Bachelor Degree programme shall be fixed as per the provisions laid down in the programme. (3) In Bachelor Degree programme, students shall be admitted only to the first year of the programme but the Senate may make provisions for lateral entries with multi-entry and multi-exit options. (4) If a student leaves the programme mid-way without completing it, he shall not be entitled to receive a pass certificate or any other appropriate award. (5) All the Bachelor Degree programme, except dual degree programme and integrated programme shall be of four years duration. (6) The Senate may permit a limited number of students to change their programme of study as per the availability of the seats or interest of such students or academic progress of the student. (7) The students in Bachelor Degree programme shall be eligible on the basis of merit for an Integrated dual Degree programme or a double-major or additional minor degree as per the provisions which shall be laid down by the Senate. 6.Post-Graduate programme.-(1) the eligibility requirements and frequency of admission to Post-Graduate programme and Doctoral degree programme including Post-Graduate diploma or Post Graduate certificate courses and executive master degree programme, shall be decided by the Senate; provided the executive master degree programme shall cater to the training needs of the working professionals. (2) The candidates studying in the final year of their qualifying degree may be considered for provisional admission to post-graduate programme; provided they satisfy all other requirements laid down by the Senate. (3) The departments, schools or centres, offering the Post-Graduate programme may stipulate additional requirements over and above the minimum admission requirements stipulated by the Senate for admission to Post-Graduate programme. 7. Academic calendar.- (1) The academic calendar shall be the schedule of academic activities pertaining to ‘academic courses’ and ‘programmes of study’ for an academic session. (2) The academic calendar for an academic programme in an academic session shall consist of any of the following systems, namely:- (a) in each academic year, there shall be two semester including summer term or mid-term after break or both, in semester system and a regular semester; (b) in semester system there shall be two regular semesters and an optional summer-term apart from mid-semester breaks, if any, in an academic year and each regular semester shall normally consist of about nineteen weeks including examination period; (c) in trimester system there shall be three regular terms and an optional summer-term apart from mid-term breaks, if any, in an academic year and each regular trimester term shall normally consist of about thirteen working weeks including examination period; (d) the exact dates for the important academic events scheduled during the academic session shall be specified in the academic calendar; and (e) the academic calendar, or any change therein during the session, shall be approved by the Director of the Institute. 8. Registration.- (1) The Senate shall lay down the procedures for registration of students and the same shall be the academic regulation pertaining to each of the programme of study at the Institute, separately, which shall be made available on the website of the Institute and the registration shall comprise of the following, namely:- (a) before the commencement of each semester or trimester, every student, unless otherwise exempted by the Senate, shall register for the certified courses to be studied during that semester on the registration date as specified in the academic calendar; (b) fees for every semester or trimester shall be a pre-requisite for the registration for which the Institute shall notify the mode of such payments well in advance and any outstanding dues shall be paid before registration.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (2) For bonafide reasons, students may be permitted to register late in a semester or trimester on the date so specified in the academic calendar on payment of late fee. (3) The registration of any student may be cancelled or changed during the semester or trimester, partly or wholly, according to the norms laid down by the Senate. (4) A letter grade shall be awarded in a course to a student only if the student is duly registered in the course at the time of the award of the letter grade as specified by the Senate. 9. Leave of absence.- (1) Absence during the studies shall be discouraged for all the registered students; provided for bonafide reasons, a student may be granted leave of absence as per provisions made by the Senate. (2) Leave of absence may cause loss of financial assistance, subject to the provisions approved by the Senate, but shall not contravene to the minimum attendance requirement approved by the Senate for the programme of study. (3) Absence without permission beyond specified duration may result in termination of the student, from the academic programme, in addition to loss of financial assistance, if any, for the entire period of such absence or part thereof, as laid down by the Senate; provided the students shall be given a reasonable opportunity to explain such absence. (4) For bonafide reasons, students or scholars may be allowed for temporary withdrawal from a programme ordinarily not exceeding two semesters with or without break and the Institute may allow for continuation of programme on payment of such fee as specified in Statutes. (5) The students or scholars availing financial assistance during the study shall abide by the provisions of Institute and the funding agency. 10. Academic requirements.-(1) The Senate shall specify the minimum residency period for all the approved academic programmes of study at the Institute or its centres. (2) The residency period of one semester or trimester shall be equivalent to that of registration of a normal or specified load of courses or research during one semester as per academic guidelines. (3) All approved academic programmes shall be on academic credit basis and the academic guidelines governing the respective programme shall specify the requirement of minimum credits through coursework or research work or both for meeting the graduation requirements. (4)The Senate shall specify the structure of courses, including deficiency courses, if so stated to be successfully completed for all the academic programmes and the Doctoral programme shall require the approval of research synopsis and completion of comprehensive examination. (5) A student, admitted to any programme, may be granted relaxation by the Senate from the prescribed academic requirements, in view of the work done in the Institute or elsewhere, as considered appropriate on the merit of each case. 11. Teaching and evaluation.-(1) Each programme shall comprise of the different courses and the medium of instruction shall be in English, unless otherwise approved by the Senate, and shall on the basis of a need assessment, the Institute may offer bilingual teaching for a group of students of the first year Bachelor Degree programme only. (2) Each programme or course, along with its credits, shall be approved by the Senate. (3) Each approved course, whenever offered, shall be conducted by the assigned teacher-in-charge with the assistance of the required number of co-faculty members or instructors or tutors and the teacher-in-charge shall be responsible for conducting the course, holding the examinations, evaluating the performance of the students and awarding the grades at the end of the semester. (4) The list of all courses to be offered by a department, during any semester or trimester, shall be finalised, before the beginning of the semester or trimester, by the concerned Head of the Department or school or centre, taking into consideration all the stipulated requirements. (5) The teacher-in-charge, co-faculty members, faculty in charge and tutors for all the courses to be offered, during any semester or trimester shall be notified by the concerned head of Department or school or centre. (6) Students or scholars registered in courses shall be continuously evaluated in a formative manner in addition to end semester or end term examination as detailed in the guidelines and approved by the Senate. (7) Students who fails to appear in any examination, due to bonafide reasons, may be permitted to appear in the missed exam as per the procedures laid down by the Senate. (8) Each student, registered for a course, shall be awarded a letter grade by the concerned teacher-in-charge in line with the guidelines approved by the Senate. (9) A letter grade once awarded by the teacher-in-charge shall not be changed unless the request for change of grade, either by the teacher-in-charge or by other instructors or tutors of the course, is approved by the Director of the institute and a request for change of grade shall be made within two weeks of the declaration of the result and shall be justified with reasons for recommending the change of grade and all such cases shall be reported to the Senate.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11 (10) The academic performance evaluation in any semester or trimester shall be done as per the procedure laid down in the respective academic guidelines as approved by the Senate from time to time. 12. Project and thesis evaluation.-Every academic programme of National Institute of Food Technology Entrepreneurship and Management-Kundli, Haryana except certificate or diploma programme shall have a provision of a project and thesis and the evaluation of the project or thesis shall be carried out as per the provisions approved by the Senate from time to time. 13. Conduct and discipline of students.- (1) Each student shall maintain good conduct, both within and outside the campus of the Institute. (2) No student shall indulge in any activity which tends to bring down the image of the Institute. (3) Each student shall show due respect and courtesy to the teachers, administrators, officers and employees of the Institute; and maintain good neighbourly behavior with fellow students and they should also pay due attention and courtesy to the visitors and residents of the campus. (4) The Senate shall specify the code of conduct for the students of the Institute and any violation of the code of conduct shall be dealt as per the provisions of the code of conduct. (5)Ragging or sexual harassment or both, in any form, shall be strictly prohibited and any violation shall be treated as serious offence, which may lead to dismissal from the Institute. (6) The Senate shall constitute a standing committee to investigate the alleged misdemeanor reported and may recommend a suitable course of action. (7) The Senate shall also specify the procedure for dealing with the recommendations of the committee. (8)Any violation of the code of conduct by a student or a group of students may be referred to the committee by any student, teacher, director or any other functionary of the institute. 14. Award of degrees or diplomas or certificates, etc.- (1) A student has to complete specified number of credits for the award of the respective degree or diploma or certificate. (2) A student shall be deemed to have completed the degree requirements if the student has,- (a) earned all the specified credits; (b) attained the minimum required grade point or credits; (c) satisfied the minimum academic and residence requirements; (d) satisfied all the requirements specified by the concerned department, if any; (e) satisfied all the requirements specified by the Senate. (3) In addition to the requirement sunder sub-ordinance (1), the student shall clear all the dues to the institute and shall have no pendency of disciplinary proceeding. (4) A student, who has completed all the requirements, the award of the respective degree or diploma or certificate shall be recommended by the Senate to the Board of Governors for the award of appropriate degree or diploma or certificate in the ensuing convocation. (5) A degree or diploma or certificate may be awarded only after the Senate has approved such award; provided a provisional certificate may be issued with the approval of the Director of the institute. (6) Under extremely exceptional circumstances, where gross violation of the requirements for the award of degree or diploma or certificates detected at any later stage, the Senate may recommend to the Board of Governors to withdraw the degree or diploma or certificate, already awarded. 15. Board of Studies.- (1) The departments and schools may propose the creation of Board of Studies in order to run and review the academic endeavors of the department or school or centre. (2) The Board of Studies shall have a power to prepare or revise or update a content of different programmes or courses of teaching departments or schools and submit to the Senate for approval and in addition, the Board of Studies shall regularly monitor and review the ongoing academic programme. (3) The Board of Studies shall be constituted by the department and the tenure of a member of the Board of Studies other than ex-officio members shall be initially for a period of three years. (4) The meetings of the Board of Studies shall be arranged at least once in a year. (5) The Dean (Academic) shall be the Head of Undergraduate Studies or school and shall be the Chairperson of Under Graduate Board of Studies.12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (6)The composition of the Board of Studies shall be the following, namely:- (a) the Head of the Department or School or Centre; Chairman (b) all Professors in the department or school or centre, Associate and Assistant Professors from the department or school or centre – two each by rotation, if available; members (c) minimum two and maximum four external subject experts from academic or research organisation of the repute; members (d) minimum two and maximum four external subject experts from Food industry; members (e) in addition to the above members, One Senior Alumni, (preferably from industry) and one student representative from the existing batches of the said programme may be co-opted by the Board of Studies, subject to that the Alumni Members shall have a minimum of five years’ experience in the relevant field. (7)The external members of the Board of Studies, unless otherwise mentioned, shall be nominated by the Director on the recommendation of the Head of the department or school or centre or Chairman, Under Graduate Board of Studies and in the absence of the Chairman Board of Studies one of the senior members of the Board of Studies shall act as Chairman. (8)The Board of Studies may co-opt or invite experts in a particular field, as per the need for a particular meeting of the Board of Studies, as a member of Board of Studies, with prior approval of the Director. 16. Circulation of proposal and online meeting option.- Where the academic affairs of the Institute are to be dealt by the bodies like committees or boards, in case of exigency, the Chairman or Head or Director may seek the opinion of the members on the proposal by circulation: Provided that the opinion together with the action taken thereon shall be communicated to all the members of Board of Studies and to the Senate and all these bodies may meet either physically or virtually to confirm the action taken.
