3. 910 वृक्षो को काटे/ प्रत्यारोपण िाने के बिले मे 1:10 के अनुपात मे स्ट्वििे ी प्रिाजतयों के 6-8 फीट की ऊाँचाई वाले 9100 पौधो का
प्रजतपूरक वृक्षारोपण गैर-वन भूजम पर दकया िाएगा । वृक्षारोपण की अनुमजत के िारी होने के तीन महीने के अंिर जनधााररत की गई
भूजम पर अजतररक्त उपायों के साथ वृक्षारोपण स्ट्थल के अनुसार जवजिष्ट वृक्षारोपण तकनीकों के द्वारा दकया िाएगा और उपभोगी
संस्ट्था द्वारा रखरखाव दकया िाएगा ।
4. उपभोगी संस्ट्था के द्वारा यह सुजनजित दकया िायेगा दक इस प्रस्ट्ताव की योिना को पररवर्तात नहीं दकया िाएगा ।
5. िो भूजम प्रजतपूरक वृक्षारोपण के जलया आवंरटत ह,ै उसका उपयोग दकसी अन्य कायो के जलए राज्य सरकार की स्ट्वीकृजत के जबना
नहीं दकया िाएगा।
6. अनुमजत िारी होन े के तुरंत बाि वक्षृ ो का प्रत्यारोपण िुरू दकया िाएगा और इसे तीन महीने के अंतराल में पूणा दकया िाएगा ।
प्रत्यारोपण प्रदक्रया के पूणा होने का बाि एक सम्पूणा ररपोटा संबजन्धत वृक्ष अजधकारी को प्रस्ट्तुत की िायेगी । प्रत्यारोपण स्ट्थल मे
प्रत्यारोजपत वृक्षो की िरू ी 4 मीटर (पबंि ुसे पबंि)ु से कम नहीं होनी चाजहए ।
7. वृक्षो को काटने/ प्रत्यारोपण के जलए अनुमजत उनके स्ट्वयं के िोजखम पर और दकसी भी अन्य व्यजक्त के िावे के पक्षपात के जबना, िो वृक्षो
और भूजम पर सही हो सकती ह,ै िी िा रही ह ै।
8. उपभोगी संस्ट्था द्वारा वृक्षो को काटने/ प्रत्यारोपण का काया सभी वैधाजनक मंिूररयों को लेने के बाि ही िुरू दकया िाएगा ।
9. उपभोगी संस्ट्था द्वारा 910 वृक्षो के अलावा दकसी भी वृक्ष की कटाई / प्रत्यारोपण दिल्ली वृक्ष lja {k.k अजधजनयम, 1994 के तहत एक
अपराध होगा ।
10. उपभोगी संस्ट्था द्वारा वृक्षो को काटने के उपरान्त प्राप्त लकजियों की नीलामी की िाएगी और उससे प्राप्त धनराजि को सरकार के खाते
म ेरािस्ट्व के रूप में िमा की िाएगीA
11. उपभोगी संस्ट्था द्वारा वृक्षों के ऊपरी िाखाओं dks dkVs tkus ds Ik'pkr izkIr लकजियों को मुफ्त में जनकटतम lkoZtfud “konkgksa es a

16. उपभोगी संस्ट्था द्वारा वृक्षो की प्रत्यारोपण की प्रगजत ररपोटा संबंजधत जनरीक्षण अजधकारी के माध्यम से वृक्ष अजधकारी को प्रस्ट्तुत की
िाएगी ।
17. उपभोगी संस्ट्था के द्वारा री रांसपलांटेिन पॉजलसी 2020 में उजल्लजखत सभी ितों का पालन दकया िाए ।

Delhi, the 20th January, 2021
F. No. 139/WFD/COT/19-20/8345-53.—In exercise of the powers conferred by section 29 of the Delhi
Preservation of Trees Act, 1994 (Delhi Act 11 of 1994), the Government of National Capital Territory of Delhi,
hereby, in public interest exempts an area of 16.13 ha. as detailed below for rehabilitation and Up- gradation of
Rithala Phase-II, Wastewater Treatment Plant, New Delhi from the provision of sub-section (3) of section 9 of the
said Act.

The said exemption is subject to fulfillment of the following conditions:-
1. Delhi Jal Board, herein referred to as User Agency, shall make an advance deposit of an amount of
Rs. 5,18,70,000 /- (Rupees Five Crore Eighteen Lakh Seventy Thousand Only) towards security deposit for
creation and maintenance of compensatory plantation for a period of Seven years as follows,

(b) Transplantation of 905 no. of trees which are standing on site shall be done by User Agency in the location as

2. 100% Compensatory Plantation of 9100 saplings of native species shall be raised and maintained by User
Agency for Seven years and monitored till its successful establishment as indicated at 1 (a) & (b) above.
3. Plants of indigenous species 6-8 feet height shall be planted as compensatory plantation in ratio of 1:10 on
non-forest land in lieu of felling/ transplantation of 910 no. of trees. The plantation shall be done by
following site specific plantation techniques with additional measures on identified land within three months
of issue of tree removal permission and maintenance shall be carried out there after by User Agency with
their own funds.
4. The User Agency shall ensure that the plan of this proposal shall not be changed.
5. The land over which compensatory plantation raised shall not be utilized for other purpose without the
approval of State Government.
6. Transplantation of trees shall be initiated immediately after permission is issued and should be completed not
later than three months, after which a completion report has to be submitted to the Tree Officer. The spacing
of the transplantation of trees shall not be less than 4 meter (point to point) at transplantation site.
7. Permission for felling/ transplantation of all tress is being granted at their own risk and without prejudice to
the claim (s) of any other person/s who may be having any rights(s) over the land or the trees.
8. Before the felling/ transplantation of trees from the site is commenced all requisite statutory clearances shall
necessarily be obtained by the User Agency.
9. Felling/ transplantation of any trees apart from 910 trees by User Agency shall constitute an offence under
Delhi Preservation of Trees Act, 1994.
10. The timber obtained from removal of trees shall be auctioned and proceeds shall be deposited as revenue to
the Government account by the User Agency.
11. The lops and tops of the trees shall be sent/ supplied to the nearest crematorium free of cost and the same
should be reported to DCF (West) by User Agency.
12. Before shifting of timber, if any, from site of removal of trees, permission for transportation of the said wood
shall be obtained from the DCF (West) by User Agency.
13. It should be ensured by the user agency that all the conditions mentioned in environmental clearance, if any
obtained, shall be followed scrupulously.
14. The completion report of compensatory plantation of 880 nos. of tree saplings done in lieu of the previously
granted permission for removal of 88 nos. at the same site for DJB project shall be submitted to Tree Officer
(West).
15. Handing over of land in STP, Rithala area for carrying out the plantation of 500 nos. tree saplings against the
diversion of land under Forest Conservation Act (FCA), 1980 in Mayapuri Green Belt, Delhi.
16. Progress report of transplantation shall be submitted to Tree Officer by User Agency through inspection
officer concerned along with complete details of trees.
17. All the conditions mentioned in Tree Transplantation Policy 2020 shall be followed scrupulously by User
Agency.
