iz”kklfud O;;ksa rFkk ou izHkkx es a tek क्र.सं. प्रजतपूरक वनीकरण वृक्षारोपण का स्ट्थान okys ikS/kks dh vkdfLed O;; lfgr dyq djkbZ tk, la[;k jkf”k (1) (2) (3) (4) (5) 100% प्रजतपूरक वृक्षारोपण (71 वृक्षो को काटने/ प्रत्यारोपण दकए िाने वाले वृक्षो का दस गुना) 710 पौधो का प्रस्ट्ताजवत प्रिाजतयााँ नीम] अमलतास] mi& ou laj{kd (क) पीपल] जपलखन] गूलर] बरगद] देिी कीकर] अिुान 40,47,000 /- ¼दजक्षण½@ou vf/kdkjh एव ं अन्य देिी प्रिाजतयााँ के साथ एम्स वेस्ट्ट कैम्पस 710 (481 पौधे) और अयूर जवज्ञान नगर (229 पौधे) की भूजम पर उपभोगी संस्ट्था द्वारा दकया िाएगा A उपभोगी संस्ट्था द्वारा पररयोिना स्ट्थल से 69 वृक्षों का प्रत्यारोपण एम्स वेस्ट्ट कैंपस, अंसारी नगर, नई ददल्ली में उपलब्ध भूजम पर दकया ¼ख) िाएगाA 2- उपरोक्त 1 (क) और (ख) के अनुसार] देिी प्रिाजतयों के 710 पौधोa का 100% प्रजतपूरक वृक्षारोपण और उनका सात वर्षो तक रखरखाव उपभोगी संस्ट्था द्वारा दकया िायेगाA इस वृक्षारोपण के सफलतापूवका स्ट्थापना के बाद उपभोगी संस्ट्था द्वारा जनगरानी की िाएगी A 3- 71 वृक्षों को काटे/ प्रत्यारोपण िाने के बदल े म े 1:10 के अनुपात मsa स्ट्वदेिी प्रिाजतयों के 6-8 फीट की ऊाँचाई वाल े 710 पौधोa का प्रजतपूरक वृक्षारोपण गैर-वन भूजम पर दकया िाएगा । वृक्षारोपण की अनुमजत के िारी होन े के तीन महीन े के अंदर जनधााररत की गई भूजम पर अजतररक्त उपायों के साथ वृक्षारोपण स्ट्थल के अनुसार जवजिष्ट वृक्षारोपण तकनीकों के द्वारा दकया िाएगा और उपभोगी संस्ट्था द्वारा िमा की गई राजि स ेदजक्षण वन प्रभाग द्वारा रखरखाव दकया िाएगा । 4- उपभोगी संस्ट्था द्वारा अजतररक्त साइट सुधार खचों को िमा दकया िाएगा िो दक वृक्ष अजधकारी द्वारा गणना के अनुसार वृक्षारोपण के जलए उपयुक्त बनान े के जलए आवश्यक हो सकता ह ै। 5- उपभोगी संस्ट्था द्वारा प्रजतपरू क वृक्षारोपण/ प्रत्यारोपण स्ट्थल म ें मृदा नमी संरक्षण काय ा की गजतजवजधयों को दकया िाएगा । 6- उपभोगी संस्ट्था के द्वारा यह सुजनजित दकया िायेगा दक इस प्रस्ट्ताव की योिना को पररवर्वतत नहीं दकया िाएगा। 7- उपभोगी संस्ट्था द्वारा िहां कहीं भी आवश्यक हो] मृदा तैयार करने के जलए व्यापक हस्ट्तक्षेप के आवश्यकता अनुसार अजतररक्त बिट ददया िाएगा । 8- िो भूजम प्रजतपूरक वृक्षारोपण के जलया आवंरटत ह]ै उसका उपयोग दकसी अन्य कायो के जलए राज्य सरकार की स्ट्वीकृजत के जबना नहीं दकया िाएगा। 9- अनुमजत िारी होने के तरु ंत बाद वृक्षों का प्रत्यारोपण िरूु दकया िाएगा और इस े तीन महीने के अंतराल म ें पणू ा दकया िाएगा । प्रत्यारोपण प्रदक्रया के पणू ा होन े का बाद एक सम्पूणा ररपोट ा संबजन्धत वृक्ष अजधकारी को प्रस्ट्ततु की िायेगी । प्रत्यारोपण स्ट्थल मa ेप्रत्यारोजपत वृक्षो की दरू ी 4 मीटर (लबद ुस ेलबद)ु स े कम नहीं होनी चाजहए । 10- वृक्षों के प्रत्यारोपण हते ु एक प्रस्ट्ताजवत नीजत ददल्ली सरकार म े जवचाराधीन ह]ै इसजलए भजवष्य की अनुमजत म ें नीजत के कायाान्वयन के कारण प्रभावी होने वाले दकसी भी बदलाव को सभं ाजवत प्रभाव के साथ सक्षम प्राजधकरण की मंिरू ी के साथ उस सीमा तक संिोजधत दकया िाएगा । 11- वृक्षो को काटने/ प्रत्यारोपण के जलए अनुमजत उनके स्ट्वय ं के िोजखम पर और दकसी भी अन्य व्यजक्त के दाव े के पक्षपात के जबना] िो वृक्षों और भूजम पर सही हो सकती ह]ै दी िा रही ह ै। 12- उपभोगी संस्ट्था द्वारा वृक्षों को काटने/ प्रत्यारोपण का काय ा सभी वैधाजनक मंिूररयों को लेन े के बाद ही िरूु दकया िाएगा ।[PART IV DELHI GAZETTE : EXTRAORDINARY 3 13- उपभोगी संस्ट्था द्वारा वृक्षों की प्रत्यारोपण की प्रगजत ररपोट ा संबंजधत जनरीक्षण अजधकारी के माध्यम स े वृक्ष अजधकारी को प्रस्ट्तुत की िाएगी । 14- उपभोगी संस्ट्था द्वारा वृक्षों को काटने के उपरान्त प्राप्त लकजियों की नीलामी की िाएगी और उससे प्राप्त धनराजि को सरकार के खात े म ेरािस्ट्व के रूप म ें िमा की िाएगीA 15- उपभोगी संस्ट्था द्वारा वृक्षों के ऊपरी िाखाओं dk s dkVs tkus ds i”pkr izkIr लकजियों को मुफ्त में जनकटतम lkoZtfud “konkgka s eas iz;ksx grs q सौपी िाएगी और इसकी सूचना वृक्ष अजधकारी (दजक्षण) को दी िानी िाएगी । 16- उपभोगी संस्ट्था द्वारा वृक्षों को काटने के स्ट्थल स े लकजियों को ys tkus ls iwoZ o`{k vf/kdkjh ¼दजक्षण) ls <qykbZ vuqefr izkIr djuh gksxhA 17- उपभोगी संस्ट्था के द्वारा पयाावरण मंिूरी म ें उजल्लजखत सभी ितों का पालन दकया िायेगा । jk’Vªh; jkt/kkuh {ks= fnYyh सरकार ds vkn”s k ls rFkk muds uke ij] संिीव जखरवार] प्रधान सजचव ¼i;kZoj.k ,oa ou½ DEPARTMENT OF ENVIRONMENT, FORESTS AND WILDLIFE NOTIFICATION Delhi, the 13th May, 2020 F.No.R.475/TO(S)/TC-Felling/2018-19/55-63.—In exercise of the powers conferred by section 29 of the Delhi Preservation of Trees Act, 1994 (Delhi Act 11 of 1994), the Government of National Capital Territory of Delhi, hereby, in public interest exempts an area of 2.323157 ha. as detailed below for redevelopment of Residential Colony at West Ansari Nagar Campus of AIIMS, New Delhi from the provision of sub-section (3) of section 9 of the said Act. NBCC India Ltd., herein referred to as User Agency, shall make an advance deposit of an amount of Rs. 40,47,000 /- (Rupees Forty Lakh Forty Seven Thousand Only) towards security deposit for creation and maintenance of compensatory plantation for a period of Seven years as follows, S.No. Location of Compensatory Number of Total Amount To be plantation. saplings to including other Deposited be planted Administrative with Forest expenses and Division. contingency charges (in[PART IV DELHI GAZETTE : EXTRAORDINARY 4 Rs.). (1) (2) (3) (4) (5) (a) 100% Compensatory Plantation ten Deputy times the number of trees permitted for Conservator of felling/ transplant of 71 trees i.e. 710 710 40,47,000 /- Forests number of tree saplings proposed to be (South)/ of species Neem, Amaltas, Peepal, Tree Officer Pilkhan, Gular, Bargad, Desi Kikkar and Arjun along with other native species shall be carried out by User Agency at AIIMS West Campus (481 Nos) and Ayur Vigyan Nagar (229 Nos.) New Delhi. (b) Transplantation of 69 no. of trees which are standing on site shall be done by User Agency at AIIMS West Campus, Ansari Nagar, New Delhi. 2. 100% Compensatory Plantation of 710 saplings of native species shall be raised and maintained by User Agency for Seven years and monitored till its successful establishment as indicated at 1 (a) & (b) above. 3. Plants of indigenous species 6-8 feet height shall be planted as compensatory plantation in ratio of 1:10 on non-forest land in lieu of removal/ transplantation of 71 no. of trees. The plantation shall be done by following site specific plantation techniques with additional measures on identified land within three months of issue of tree felling permission and maintenance shall be carried out there after by South Forest Division utilizing the deposits made by User Agency. 4. The User Agency shall also deposit extra site improvement expenses which may be required to make the site suitable for plantation as calculated by Tree Officer concerned (as deposits). 5. The User agency shall implement the improved soil moisture conservation activities on compensatory plantation/ transplantation site utilizing the deposits made by User Agency. 6. The User Agency shall ensure that the plan of this proposal shall not be changed. 7. Extensive interventions if any required to be undertaken for soil preparation, shall be carried out and additional budget if needed, shall be provided by User Agency. 8. The land over which compensatory plantation raised shall not be utilized for other purpose without the approval of State Government. 9. Transplantation of trees shall be initiated immediately after permission is issued and should be completed not later than three months, after which a completion report has to be submitted to the Tree Officer. The spacing of the transplantation of trees shall not be less than 4 meter (point to point) at transplantation site. 10. A draft policy on transplantation of trees is under active consideration with State Government of Delhi, therefore, any change brought in to effect due to implementation of the policy in future permission shall be modified to that extent with the approval of Competent Authority with prospective effect. 11. Permission for felling/ transplantation of all tress is being granted at their own risk and without prejudice to the claim (s) of any other person/s who may be having any rights(s) over the land or the trees. 12. Before the felling/ transplantation of trees from the site is commenced all requisite statutory clearances shall necessarily be obtained by the User Agency. 13. Progress report of transplantation shall be submitted to Tree Officer by User Agency through inspection officer concerned along with complete details of trees. 14. The timber obtained from removal of trees shall be auctioned and proceeds shall be deposited as revenue to the Government account by the User Agency.[PART IV DELHI GAZETTE : EXTRAORDINARY 5 15. The lops and tops of the trees shall be sent/ supplied to the nearest crematorium free of cost and the same should be reported to DCF (South) by User Agency. 16. Before shifting of timber, if any, from site of removal of trees, permission for transportation of the said wood shall be obtained from the DCF (South) by User Agency. 17. It should be ensured by the user agency that all the conditions mentioned in environmental clearance, if any obtained, shall be followed scrupulously. .
