(1) इन जिजनर्मों को पंिाब ग्रामीण बैंक (अजधकारी और कमाचारी) सेिा (संिोधन) जिजनर्म, 2024 कहा िाएगा। (2) र् ेसंिोधन, इनके सरकारी रािपत्र म ें प्रकाजित होने की जतजथ स ेलाग ू हो िाएगं े। 2. पंिाब ग्रामीण बैंक (अजधकारी और कमाचारी) सेिा जिजनर्म, 2010 (जिन् ह ें इसके बाद उि जिजनर्म कहा िाएगा) म,ें जिजनर्म 61 के उप-जिजनर्मन (4) के जलए, जनम्नजलजखत उप-जिजनर्मन प्रजतस्ट्थाजपत ककर्ा िाएगा, र्था:- “(4) जििेिाजधकार अिकाि 270 कदनों स ेअजधक तक का नहीं िमा ककर्ा िा सकता ह,ै जसिार् इसके कक िहां छुट्टी के जलए आिेदन ककर्ा गर्ा हो और उसे अस्ट्िीकार कर कदर्ा गर्ा हो : बिते कक जििेिाजधकार अिकाि का नकदीकरण अजधकतम 240 कदन के जलए ही ककर्ा िा सकेगा.” 4146GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 3. उि जिजनर्मों के जिजनर्म 67 के,- क) दसू रे प्रािधान म,ें “बैंक की सेिा स े सेिाजनिृत्त” िब्दों के बाद, “जिजनर्मन 11 के प्रािधानों के अंतगता ” िब्द सजममजलत ककए िाएंगे ; ख) तीसरे प्रािधान के स्ट्थान पर जनम्नजलजखत प्रािधान िाजमल ककर्ा िाएगा, र्था:- “र्ह भी प्रािधान ककर्ा िाता ह ै कक उस कमाचारी के संबंध म ें जिसकी सेिाए ं छंटनी के कारण समाप्त कर दी िाती ह,ैं िह जििेिाजधकार अिकाि की अिजध के जलए पठरलजब्धर्ों के बराबर की राजि का भगु तान प्राप् त करन े के जलए पात्र होगा, िो उसने जिजनर्मन 61 के उप-जिजनर्मन (4) के अधीन िमा कर रखा था।” ग) तीसरे प्रािधान के बाद, जनम्नजलजखत प्रािधान सजममजलत ककए िाएंगे, र्था,- “र्ह भी प्रािधान ककर्ा िाता ह ै कक िहां कोई अजधकारी अथिा कमाचारी, पंिाब ग्रामीण बकैं (कमाचारी) पिें न जिजनर्म, 2018 के जिजनर्मन 27 के उप-जिजनर्म (1) और (2) के तहत जिजधित ् नोठटस देने के बाद अपनी स्ट्िेच्छा स े कदनांक 01 अप्रलै 2018 को र्ा उसके बाद सेिा स े सेिाजनिृत्त होता ह,ै तो िह अपन े द्वारा जिजनर्म 61 के उप-जिजनर्म (4) के अधीन संजचत जििेिाजधकार अिकाि की अिजध के जलए पठरलजब्धर्ों के बराबर की राजि का भुगतान प्राप् त करन े के जलए पात्र होगा। र्ह भी प्रािधान ककर्ा िाता ह ैकक िहां ककसी अजधकारी र्ा कमाचारी को, अजनिार्ा रूप स े सेिाजनिृत्त कर कदर्ा गर्ा हो, जिसम ें दडं भी िाजमल ह,ै िह जिजनर्मन 61 के उप-जिनर्म (4) के अधीन, ककसी भी अिजध की पठरलजब्धर्ों के बराबर की राजि का भुगतान प्राप् त करन े के जलए पात्र होगा। र्ह भी प्रािधान ककर्ा िाता ह ैकक िहां कोई अजधकारी र्ा कमाचारी सेिा छोड़ देता ह ै र्ा काम पर आना बंद कर देता ह ैर्ा जिजनर्म 10 के उप-जिजनर्मन (1) के प्रािधानों के तहत पद त्र्ाग कर देता ह,ै तो िह सेिा की समाजप्त की जतजथ को उसके खाते म ें िमा जििेिाजधकार छुट्टी की आधी अिजध की पठरलजब्धर्ों के बराबर की राजि का भुगतान प्राप् त करन े के जलए पात्र होगा, र्ह अिजध अजधकतम 120 कदन तक की ही हो सकती ह।ै ” गिेंद्र कुमार नगे ी (अध्र्क्ष) [जिज्ञापन-III/4/असा./272/2024-25] नोट: पंिाब ग्रामीण बैंक (अजधकारी और कमाचारी) सेिा जिजनर्मन, 2010 को कदनांक______________के भारत के रािपत्र, भाग III, खंड 4 म ें कदनांक_______की अजधसूचना संख्र्ा_________के माध्र्म स ेप्रकाजित ककर्ा गर्ा था और बाद म ें कदनांक________की अजधसूचना संख्र्ा_____________ द्वारा संिोजधत ककर्ा गर्ा था। PUNJAB GRAMIN BANK, H.O. KAPURTHALA NOTIFICATION Kapurthala, the 8th July, 2024 No. HO: HRD: 2024/3357—In exercise of the powers conferred by Section 30 read with sub-section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), the Board of Directors of Punjab Gramin Bank after consultation with Punjab National Bank, being the Sponsor Bank and the National Bank for Agriculture and Rural Development and with the previous sanction of the Central Government, hereby makes the following regulations to further amend the Punjab Gramin Bank (Officers & Employees) Service Regulations, 2010, namely:- 1. (1) These regulations may be called the Punjab Gramin Bank (Officers & Employees) Service (Amendment) Regulations, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Punjab Gramin Bank (Officers and Employees) Service Regulations, 2010 (hereinafter referred to as the said Regulations), in the regulations 61 for sub-regulation (4), the following sub-regulation shall be substituted, namely:- “(4) Privilege leave may be accumulated up to not more than 270 days, except where leave has been applied for and it has been refused: Provided that encashment of Privilege Leave shall be restricted up to a maximum of 240 days.”[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 3. In the said regulations, in regulation 67,- (a) In second proviso, after the words “retires from the service of the Bank”, the words “under the provisions of regulation 11” shall be inserted; (b) For third Proviso, the following proviso shall be substituted, namely:- “Provided also that in respect of the employee where his services are terminated owing to retrenchment, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated subject to sub-regulation (4) of regulation 61.” (c) After third proviso, the following provisos shall be inserted, namely,- “Provided also that where an officer or employee voluntarily retires from service on or after the 1st of April 2018, after giving due notice under sub-regulations (1) and (2) of regulation 27 of the Punjab Gramin Bank (Employees’) Pension Regulations, 2018, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee has been compulsorily retired including as a measure of punishment, he shall be eligible to be paid a sum equivalent to the emoluments of any period, subject to sub-regulation (4) of regulation 61.
