(1) इन जवजनयमों को िे एण्ड के ग्रामीण बैंक (अजधकारी और कमशचारी) सेवा (संिोधन) जवजनयम, 2024 कहा िाएगा. (2) य ेसंिोधन, इनके सरकारी रािपत्र में प्रकाजित होने की जतजथ से लाग ूहो िाएगं े. 2. िे एण्ड के ग्रामीण बैंक (अजधकारी और कमशचारी) सेवा जवजनयम, 2010 (जिन् ह ें इसके बाद उि जवजनयम कहा िाएगा) म,ें जवजनयम 61 के उप-जवजनयमन (4) के जलए, जनम्नजलजखत उप-जवजनयमन प्रजतस्ट्थाजपत ककया िाएगा, यथा:- “(4) जविेिाजधकार अवकाि 270 कदनों स े अजधक तक का नहीं िमा ककया िा सकता है, जसवाय इसके कक िहा ं छुट्टी के जलए आवेदन ककया गया हो और उसे अस्ट्वीकार कर कदया गया हो: 5372 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] बिते कक जविेिाजधकार अवकाि का नकदीकरण अजधकतम 240 कदन के जलए ही ककया िा सकेगा.” 3. उि जवजनयमों के जवजनयम 67 के,- क) दसू रे प्रावधान म,ें “बैंक की सवे ा से सेवाजनवृत्त” िब्दों के बाद, “जवजनयमन 11 के प्रावधानों के अतं गतश ” िब्द सजम्मजलत ककए िाएंग;े ख) तीसरे प्रावधान के स्ट्थान पर जनम्नजलजखत प्रावधान िाजमल ककया िाएगा, यथा:- “यह भी प्रावधान ककया िाता ह ै कक उस कमशचारी के संबंध म ेंजिसकी सेवाएं छंटनी के कारण समाप्त कर दी िाती ह,ैं वह जविेिाजधकार अवकाि की अवजध के जलए पठरलजब्धयों के बराबर की राजि का भगु तान प्राप् त करन े के जलए पात्र होगा, िो उसने जवजनयमन 61 के उप-जवजनयमन (4) के अधीन िमा कर रखा था.” ग) तीसरे प्रावधान के बाद, जनम्नजलजखत प्रावधान सजम्मजलत ककए िाएंगे, यथा,- “यह भी प्रावधान ककया िाता ह ै कक िहा ं कोई अजधकारी अथवा कमशचारी, िे एण्ड के ग्रामीण बैंक (कमशचारी) पेंिन जवजनयम, 2018 के जवजनयमन 27 के उप-जवजनयम (1) और (2) के तहत जवजधवत ् नोठटस दने े के बाद अपनी स्ट्वेच्छा से कदनांक 01 अप्रैल 2018 को या उसके बाद सेवा से सेवाजनवृत्त होता है, तो वह अपने द्वारा जवजनयम 61 के उप-जवजनयम (4) के अधीन संजचत जविेिाजधकार अवकाि की अवजध के जलए पठरलजब्धयों के बराबर की राजि का भुगतान प्राप् त करन े के जलए पात्र होगा. यह भी प्रावधान ककया िाता है कक िहां ककसी अजधकारी या कमशचारी को, अजनवायश रूप से सेवाजनवृत्त कर कदया गया हो, जिसम ें दडं भी िाजमल ह,ै वह जवजनयमन 61 के उप-जवनयम (4) के अधीन, ककसी भी अवजध की पठरलजब्धयों के बराबर की राजि का भुगतान प्राप् त करने के जलए पात्र होगा. यह भी प्रावधान ककया िाता ह ैकक िहां कोई अजधकारी या कमशचारी सेवा छोड़ देता ह ै या काम पर आना बंद कर देता ह ै या जवजनयम 10 के उप-जवजनयमन (1) के प्रावधानों के तहत पदत्याग कर देता ह,ै तो वह सेवा की समाजप्त की जतजथ को उसके खाते म ें िमा जविेिाजधकार छुट्टी की आधी अवजध की पठरलजब्धयों के बराबर की राजि का भुगतान प्राप् त करने के जलए पात्र होगा, यह अवजध अजधकतम 120 कदन तक की ही हो सकती ह.ै” संिय गुप्ता, अध्यक्ष [जवज्ञापन-III/4/असा./415/2024-25] नोट: िे एण्ड के ग्रामीण बैंक (अजधकारी और कमशचारी) सेवा जवजनयमन, 2010 को कदनांक 4 नवंबर, 2010 के भारत के रािपत्र, भाग III, खंड 4 म ें कदनांक 6 नवंबर,2010 की अजधसूचना संख्या 293 के माध्यम से प्रकाजित ककया गया था और बाद में कदनांक 24 नवंबर, 2014 की अजधसूचना संख्या 342 और कदनांक 28 नवंबर, 2018 की अजधसूचना संख्या 453 द्वारा सिं ोजधत ककया गया था. J&K GRAMEEN BANK NOTIFICATION Narwal, Jammu, the 14th August, 2024 No. JKGB/HO/HRDD/2024-25/2978.—In exercise of the powers conferred by Section 30 read with sub- section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), the Board of Directors of J&K Grameen Bank after consultation with J&K Bank, being the Sponsor Bank and the National Bank for Agriculture and Rural Development and with the previous sanction of the Central Government, hereby makes the following regulations to further amend the J&K Grameen Bank (Officers & Employees) Service Regulations, 2010, namely:- 1. (1) These Regulations may be called J&K Grameen Bank (Officers & Employees) Service (Amendment) Regulations, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the J&K Grameen Bank (Officers and Employees) Service Regulations, 2010 (hereinafter referred to as said regulations), in the regulations 61 for sub-regulation (4), the following sub-regulation shall be substituted, namely:- "(4) Privilege Leave may be accumulated up to not more than 270 days, except where leave has been applied for and it has been refused:[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 Provided that encashment of Privilege Leave shall be restricted up to a maximum of 240 days." 3. In the said regulations, in regulation 67,- (a) In second proviso, after the words "retires from the service of the Bank", the words "under the provisions of regulation 11" shall be inserted; (b) For third Proviso, the following proviso shall be substituted, namely:- "Provided also that in respect of the employee where his services are terminated owing to retrenchment, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated subject to sub-regulation (4) of regulation 61." (c) After third proviso, the following provisos shall be inserted, namely,- "Provided also that where an officer or employee voluntarily retires from service on or after the 1st of April 2018, after giving due notice under sub- regulations (1) and (2) of regulation 27 of the J&K Grameen Bank (Employees’) Pension Regulations, 2018, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee has been compulsorily retired including as a measure of punishment, he shall be eligible to be paid a sum equivalent to the emoluments of any period, subject to sub- regulation (4) of regulation 61. Provided also that where an officer or employee leaves or discontinues from service or resigns under the provisions of sub-regulation (1) of regulation 10, he shall be eligible to be paid a sum equivalent to the emoluments in respect of privilege leave to the extent of half of such leave to his credit on the date of cessation of service, subject to a maximum of 120 days."
