(i) ये िविनयम, भारतीय खा(cid:7378) िनगम (कम(cid:6981)चारीवृ(cid:7008)द) (पहला संशोधन) िविनयम, 2017 कह ेजाएंगे।
(ii) ये सरकारी गजट म(cid:7286) अिधसूचना क(cid:7409) तारीख से लागू ह(cid:7298)ग े।
2. प(cid:7407)रभाषाः इस िविनयम म(cid:7286) श(cid:7011)द(cid:7298) क(cid:7409) प(cid:7407)रभाषा और उनका अथ(cid:6981) तथा पद(cid:7298) के पदनाम का अथ(cid:6981) वह(cid:7277) होगा जैसा(cid:7408)क खा(cid:7378) िनगम
अिधिनयम,1964 तथा भारतीय खा(cid:7378) िनगम (कम(cid:6981)चारीवृ(cid:7008)द) िविनयम, 1971 म(cid:7286) (cid:7408)दया गया ह।ै
3. िन(cid:7388)िलिखत संशोधन भारतीय खा(cid:7378) िनगम (कम(cid:6981)चारीवृ(cid:7008)द) िविनयम, 1971 के िविनयम 81 और िविनयम 85 म(cid:7286) (cid:7408)कए गए हःै
(क) मौजूदा “िविनयम 81 - पहली िनयुि(cid:7334) पर वेतन” िन(cid:7388)लिखत से (cid:7079)ित(cid:7021)थािपत हःै
िनगम क(cid:7409) सेवा म(cid:7286) एक पद के िलए पहली िनयुि(cid:7334) पर कम(cid:6981)चारी का वेतन उस पद पर लागू (cid:7008)यूनतम वेतनमान पर तय (cid:7408)कया
जाएगा िजस पद पर उसक(cid:7409)/वह िनयुि(cid:7334) होती/होता ह ैअथवा जहां वह पद िनधा(cid:6981)(cid:7407)रत वेतन, ऐसे िनधा(cid:6981)(cid:7407)रत वेतन म(cid:7286) ह।ै

बशत(cid:7288), (cid:7408)कसी भी मामले म(cid:7286), मूल वेतन उस पद के िलए लागू वेतनमान क(cid:7409) अिधकतम सीमा से अिधक पर िनधा(cid:7407)रत नह(cid:7277) होगा।
बशत(cid:7288), वेतन का संर(cid:6979)ण केवल उन कम(cid:6981)चा(cid:7407)रय(cid:7298) के िलए (cid:7021)वीकाय(cid:6981) होगा जो उिचत मा(cid:7007)यम से आवेदन करने के बाद िनयु(cid:7334) (cid:7263)ए ह।(cid:7289)

िविनयिमत होगा । ऐसे मामल(cid:7298) म(cid:7286) वा(cid:7414)षक वेतनवृि(cid:7373), िनगम म(cid:7286) 1 वष(cid:6981) के पूरा होन ेपर (cid:7079)ा(cid:7385) होगी।
िनगम म(cid:7286) (cid:7088)ेणी – I तथा II म(cid:7286) पुनः िनयु(cid:7334) (cid:7390)ि(cid:7334)य(cid:7298) के मामले म(cid:7286), उनका वेतन भारत सरकार के लोक उ(cid:7378)म िवभाग (cid:7367)ारा समय-
समय पर जारी (cid:7408)दशा-िनद(cid:7287)श(cid:7298) के अनुसार िविनयिमत होगा ।

No. EP. 17(8)/2012-Vol.-I.—In exercise of the powers conferred by section 45 of Food Corporations Act,
1964 (37 of 1964) and with the previous sanction of the Central Government, the Food Corporation of India hereby
makes the following Regulations to amend the Food Corporation of India (Staff) Regulations, 1971 namely :—
1. Short Title and Commencement:
(i) These regulations shall be called the Food Corporation of India (Staff) (First Amendment) Regulations, 2017.
(ii) These shall come into force from the date of notification in Official Gazette.¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 3
2. Definitions.—The definitions and meaning of the words and designation of posts in this regulation shall have the
same meaning as contained in the Food Corporations Act, 1964 and the Food Corporation of India (Staff) Regulations,
1971.
3. The following amendments are made in Regulation 81 and Regulation 85 of the Food Corporation of India
(Staff) Regulations, 1971:
(a) The existing ‘Regulation 81-Pay on First appointment’ is substituted with the following:
The pay of an employee on first appointment to a post in the service of the Corporation shall be fixed at the
minimum of the pay scale applicable to the post to which he/she is appointed, or where the post is on a fixed pay, such
fixed pay.
Provided that where any person appointed to a post in the Corporation has been in continuous service for a
period of not less than 2 years in any Department of the Central/State Government or any Central/State Public Sector
Enterprises or Central/ State Autonomous Bodies/FCI immediately preceding such appointment, his pay shall be
protected to the extent of {Basic Pay, Grade Pay (if any)} + DA last drawn by him in parent organisation.
Provided that in no case, the basic pay shall be fixed more than the maximum than the pay scale applicable to
the post.
Provided that the pay protection shall be admissible to only those employees who are appointed after applying
through proper channel.
(b) The existing ‘Regulation 85 – Pay in the case of superannuated Government Servants re-employed by
Corporation’ is substituted with the following:
In the case of persons who have been superannuated from the service of the Central or any State Government
and have been re-employed in the service of the Corporation in the Category III & IV, the pay shall be regulated in
accordance with the principles applicable to similar appointments in the Civil Departments of the Central Government.
Annual increments in such cases shall be drawn on completion of one year of service in the Corporation.
In the case of persons re-employed in the service of the Corporations in the Category I & II, the pay shall be
regulated in accordance with the guidelines issued from time to time by the Government of India, Department of Public
Enterprises.
