L.-33004/99 xxxGIDHxxx सी.जी.-डी.एलxx.x-GअID.-E2x6x1x 12020-223338 CG-DL-E-26112020-223338 असाधारण EXTRAORDINARY भाग III—खण्ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 522] नई ददल्ली, मगं लिार, निम्ब र 24, 2020/अग्रहायण 3, 1942 No. 522] NEW DELHI, TUESDAY, NOVEMBER 24, 2020/AGRAHAYANA 3, 1942 परे ोजलयम और प्राकृजतक गसै जिजनयामक बोड ड अजधसचू ना नई ददल्ली, 23, निम् बर, 2020 फा.सं पीएनजीआरबी/टेक/13-आईएमएससीजीडी/(1)/2019 (पी-1384).— पेरोजलयम और प्राकृजतक गैस जिजनयामक अजधजनयम, 2006 (2006 का 19) की धारा 61 द्वारा प्रदत्त िजियों का प्रयोग करते हुए पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड एतद्द्वारा पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड (नगर या स्ट् थानीय प्राकृजतक गैस जितरण नेटिकड के जलए एकीकृत प्रबंधन प्रणाली) जिजनयम, 2013 में आगे संिोधन करने के जलए जनम्नजलजखत जिजनयम बनाता ह,ै अथाडत्:- (1) इन जिजनयमों को पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड (नगर या स्ट् थानीय प्राकृजतक गैस जितरण नेटिकड के जलए एकीकृत प्रबंधन प्रणाली) संिोधन जिजनयम, 2020 कहा जाएगा। (2) ये सरकारी राजपत्र में अपने प्रकािन की तारीख से लागू होंगे। 2. पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड (नगर या स्ट् थानीय प्राकृजतक गैस जितरण नेटिकड के जलए एकीकृत प्रबंधन प्रणाली) जिजनयम, 2013 (इसके बाद से उक् त जिजनयमों के ूपप में संद्भत) के जिजनयम 2 में:- (क) उप-जिजनयम 1 में; (i) खंड (घ) के जलए, जनम्नजलजखत खंड प्रजतस्ट्थाजपत दकया जाएगा, अथाडत्:- '(घ) "जोजखम" का अथड ह ैघटना की संभािना और घटना के पररमाण दोनों के संदभड में संभाजित नुकसान को मापना';’; (ii) खंड (ड.) का लोप दकया जाएगा। 5714GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (iii) खंड (च) के जलए, जनम्नजलजखत खंड प्रजतस्ट्थाजपत दकया जाएगा, अथाडत्:- '(च) "जोजखम मूल्यांकन" का अथड एक व्यिजस्ट्थत प्रदिया से है जजसमें सुजिधा प्रचालन से संभाजित खतरों की पहचान की जाती है, और संभाजित प्रजतकूल घटनाओं की संभािना और पररणामों का अनुमान लगाया जाता ह ै जजसमें जोजखम मल्ू यांकन में अलग-अलग कायडक्षेत्र हो सकते हैं, और इनका ऑपरेटर के उद्देश्यों के आधार पर जििरण के जिजभन्न स्ट्तरों पर कायड-जनष् पादन दकया जा सकता ह;ै" (iv) खंड (छ) के जलए, जनम्नजलजखत प्रजतस्ट्थाजपत दकया जाएगा, अथाडत्:- '(छ) "जोजखम प्रबंधन" का अथड ह ै एक समग्र कायडिम जजसमें दकसी क्षेत्र या उपकरण के जलए संभाजित खतरों की पहचान करना िाजमल है; घटना की संभािना और पररणामों के संदभड में उन खतरों से जुडे जोजखमों का आकलन करना; संभािना, पररणाम, या दोनों को कम करके जोजखम को कम करना; और जोजखम को कम करने के जलए प्राप्त पररणामों का जायजा लेना; (ज) "संबंजधत जिषय जििेषज्ञ (एसएमई)" का अथड ह ै िह व्यजि जो एएसएमई बी 31क् यू (अमेररकन सोसायटी ऑफ मैकेजनकल इंजीजनयसड बी 31क् यू) के अनुसार इस प्रदिया या जिषय में ज्ञान और अनुभि रखता ह;ै’ (ख) उप-जिजनयम (1) के बाद, जनम्नजलजखत उप-जिजनयम सजम्मजलत दकया जाएगा, अथाडत्: "(1क) यहां प्रयुक् त िब्द और अजभव् यजक् तयों जजन् ह ें पररभाजषत नहीं दकया गया ह ै लेदकन *एएसएमई (अमेररकन सोसाइटी ऑफ मैकेजनकल इंजीजनयसड) में पररभाजषत दकए गए हैं, का *एएसएमई 31.8एस (अमेररकन सोसाइटी ऑफ मैकेजनकल इंजीजनयसड 31.8एस) में ददया गया अथड होगा।" 3. उक् त जिजनयमों के जिजनयम 3 में, "िाली" िब्दों को "में संलग्न" िब्द ों से प्रजतस्ट् थाजपत दकया जाएगा। 4. उक् त जिजनयमों के जिजनयम 5 में, "इन जिजनयमों में" िब्दों से िुूप होने िाला, और "ूपपरेखा प्रस्ट्त ुकी गई ह"ै िब् दों से समाप्त होने िाला पैरा “ये जिजनयम अपनी एकीकृत का प्रबंधन करने और अपने ग्राहकों को प्राकृजतक गैस की सुरजक्षत और जिश्वसनीय जडलीिरी प्रदान करने के जलए िहर गैस जितरण नेटिकड का उजचत और समझदार ऑपरेटर बनाने के जलए एक प्रभािी और कुिल एकीकृत प्रबंधन योजना के जिकास और कायाडन्ियन के जलए बुजनयादी सुजिधाओं और आिश्यकताओं को रेखांदकत करते हैं” द्वारा प्रजतस्ट्थाजपत दकया जाएगा। 5. उक् त जिजनयमों के जिजनयम 6 म,ें अक्षर और आंकडों "सीजीडी नेटिकड का प्रचालन और रखरखाि करने िाली कंपनी में योग्य जनिजक् त पररजिष्ट-III में दिाडए गए अनुसार होगी।" िब्द ों का लोप दकया जाएगा। 6. उक् त जिजनयमों के जिजनयम 7 में, क. उप-जिजनयम (1) म,ें िब्द ों और अक्षरों "अनुसूची-7 और अनुसूची-8" िब्दों को "अनुसूची-7, अनुसूची-8 और अनुसूची-9” िब्द ों और अक्षरों द्वारा प्रजतस्ट्थाजपत दकया जाएगा; ख. उप-जिजनयम (2) म,ें (i) "कायाडजन् ित" िब्दों को "अनुसूची और अनुपालन" िब्दों द्वारा प्रजतस्ट् थाजपत दकया जाएगा; (ii) खंड (i) म,ें "कंपनी को जनधाडररत समय-सीमा" िब्दों से िुूप होने िाले और "दण् डात् मक प्रािधान लागू होंगे" िब्दों से समाप्त होने िाले िब्दों को “कंपनी को जनर्ददष्ट समय सीमा के भीतर प्रत्येक गजतजिजध को पूरा करना आिश्यक है और यदद एक या एक से अजधक गजतजिजधयों को प्राप्त करने में कोई कमी है, कंपनी समय- साररणी के साथ िमन योजना प्रस्ट्तुत करें और समय-साररणी के भीतर सभी कजमयों को पूरा करें और जहां इकाई जनधाडररत समय-सीमा के भीतर गजतजिजधयों को पूरा करने में जिफल रहती है, अजधजनयम के प्रासजं गक दडं प्रािधान लागू होंगे।” िब्द ों द्वारा प्रजतस्ट्थाजपत दकया जाएगा।[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 3 7. उक् त जिजनयमों के जिजनयम 8 म,ें "सभी सांजिजधक जनयमों, जिजनयमों और अजधजनयमों का अनुपालन" िब्दों को " सांजिजधक जनयमों, जिजनयमों और अजधजनयमों की पहचान और अनुपालन" िब् दों द्वारा प्रजतस्ट्थाजपत दकया जाएगा। 8. उक् त जिजनयमों की अनुसूची-1 में, क. पहले पैरा में, - (i) "अजधकतम" िब्द को "इष्टतम" िब्द द्वारा प्रजतस्ट्थाजपत दकया जाएगा; (ii) "व् यिसाय जोजखमों को न् यूनतम करना" िब्दों को "जोजखमों को न् यूनतम करना" िब्द ों से प्रजतस्ट् थाजपत दकया जाएगा; (iii) "इन्ह ेंप्राप्त करने में" िब्दों का लोप दकया जाएगा; ख. तीसरे पैरा में "जनम्न प्रकार होगी" िब्द को "का लक्ष्य होना चाजहए" िब् दों द्वारा प्रजतस्ट् थाजपत दकया जाएगा; ग. मद (क) में, "सुजनजश् चत करना" िब्दों को "सुजनजश् चत करें" िब्दों द्वारा प्रजतस्ट्थाजपत दकया जाएगा। घ. मद (ख) में, "प्रोत् साजहत करना" िब्द को ”प्रोत् साहन करना’ िब्दों द्वारा प्रजतस्ट्थाजपत दकया जाएगा। ड. मद (ग) में, "को बढाना" िब्द को "बढाएं" िब् द द्वारा प्रजतस्ट्थाजपत दकया जाएगा। च. मद (घ) के जलए जनम् नजलजखत मद प्रजतस्ट्थाजपत की जाएगी, अथाडत्:- "(घ) संस्ट् था द्वारा एकीकृत प्रबंधन योजना (आईएमपी) की समीक्षा, घटना का जिश्लेषण और डेटा सग्रं ह के साथ समय-समय पर जांच सजहत सीजीडी नेटिकड (नगर या स्ट् थानीय प्राकृजतक गैस जितरण नेटिकड) की आयु बढाना।"। 9. उक् त जिजनयमों की अनुसूची 2 में,- क. पैरा 2.1 में, ”अजधकता" िब्द के जलए "इष्टतम" िब् द प्रजतस्ट्थाजपत दकया जाएगा; ख. पैरा 2.3 का लोप दकया जाएगा। 10. उक् त जिजनयमों की अनुसूची 3 में, - क. "भौजतक जििरण" िीषडक के तहत आंकडों और िब् दों "3.1.1 उप पारेषण पाइपलाइन (एसटीपीएल)" के साथ िुूप होने, और "3.1.15 ग्राहक आधार (पीएनजी, सीएनजी, औद्योजगक और िाजणजययक)” आंकडों और िब्दों के साथ समाप्त होने िाली संख्या और िब्दों को जनम्नजलजखत द्वारा प्रजतस्ट्थाजपत दकया जाएगा, अथाडत्:- "3.1.1 सब रांसजमिन पाइपलाइन (एसटीपीएल) 3.1.2 जसटी गैस स्ट्टेिन (सीजीएस) 3.1.3 एलएनजी/ एलसीएनजी जितरण स्ट्टेिन/ एलएनजी िाष्पीकरण जस्ट्कड 3.1.4 गंध प्रणाली 3.1.5 स्ट्टील पाइपलाइन नेटिकड 3.1.6 जद्वतीयक पीई नेटिकड 3.1.7 तृतीयक नेटिकड, पीई, जीआई और/ या तांबा 3.1.8 जजला जिजनयमन स्ट्टेिन (डीआरएस) 3.1.9 पृथक िाल्ि (स्ट्टील, पीई) 3.1.10 सीएनजी स्ट्टेिन-मदर, ऑनलाइन, डॉटर बूस्ट्टर स्ट्टेिन (डीबीएस) 3.1.11 सीएनजी स्ट्टेिनों पर कंप्रेसर4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 3.1.12 कैस्ट्केड एंड कैस्ट्केड रांसपोटड व्हीकल (सीटीिी)/एलएनजी टैंक रक 3.1.13 व्यजिगत दबाि जनयंत्रण स्ट्टेिन (आईपीआरएस), सामान्य दबाि जिजनयमन स्ट्टेिन (सीपीआरएस), मीटररग स्ट्टेिन (एमआरएस) 3.1.14 जनयंत्रण कक्ष और/ या मास्ट्टर जनयंत्रण स्ट्टेिन (यदद कोई हो) 3.1.15 इंस्ट्ूमेंटेिन और इलेजक्रकल प्रणाली 3.1.16 पयडिेक्षी जनयंत्रण और डेटा अजधग्रहण (यदद कोई हो) 3.1.17 सुरक्षा उपकरण 3.1.18 ग्राहक आधार (पीएनजी, सीएनजी, औद्योजगक और िाजणजययक प्रजतष्ठान)”। ख. "अन्य जििरण" िीषडक के तहत, उप-पैरा 3.2.2 और 3.2.4 का लोप दकया जाएगा। 11. उक् त जिजनयमों म,ें अनुसूची 4 के जलए, - क. उप-पैरा सं. 4.2 म,ें "ध्य ान केंदित दकया जाता है" िब्दों के बाद, "तथाजप, उद्योग आधारभूत डेटा और उसके बाद के रुझानों के जिश्लेषण के आधार पर कंपनी जनष् पादन आधाररत एकीकृत प्रबंधन प्रणाली को अपना सकता ह।ै " िब् दों को जोडा जाएगा; ख. पैरा 4.3 में, - (i) "इसमें तकनीकी पहलुओं से संबंजधत" से िूपु होने िाले िब्दों, तथा "जिचार दकया जा सकता ह।ै " िब्द ों से समाप्त होने िाले िब् दों का लोप दकया जाएगा; (ii) “अजधदिे ददया गया है।" िब् दों के बाद “यह तकनीकी पहलुओं से संबंजधत िणादारी प्रबंधन योजना और पररितडन प्रदिया के प्रबंधन के इनडोर जिकास को भी अजनिायड करता है। हाला दक, एकंपनी अपने इन-हाउस मूल्यांकन के आधार पर एक जप्रजस्ट्िप्िनल आईएमपी के भीतर अजधक कठोर आईएमपी को अपना सकती है” को जोडा जाएगा। 12. उक् त जिजनयमों में अनुसूची 5 का लोप दकया जाएगा। 13. उक् त जिजनयमों की अनुसूची 6 में, क. "सीजीडी नेटिकड एकीकृत प्रबंधन योजना" िीषडक के अंतगडत "आगे का ब् योरा यहां नीचे ददया गया ह:ै" िब्द ों के बाद जनम्नजलजखत जििरण और आंकडों को प्रजतस्ट्थाजपत दकया जाएगा, अथाडत् –[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 5 जोजख म द्वारा संभाजित एकत्रीकरण, समीक्षा और पाइपलाइन प्रभाि का पता एकीकृत आंकडे लगाना (6.1.3) (6.1.1) जोजखम आकलन में प्रयुक् त समीक्षा अनुमान क् या अनुमानों के आधार पर जोजखम मूल् यांकन उजचत या अपेजक्षत ह?ै जोजखम आकलन (6.1.4) क् या सभी जोजखमों का मूल् यांकन दकया गया ह?ै एकीकृत आकलन (6.1.5) एकीकृत मूल्यांकन और िमन की प्रजतदिया (6.1.6) ख. उप-िीषडक "प्रारंजभक आंकडे एकत्रीकरण, समीक्षा और एकीकरण।" के अंतगडत, "सामान् य स्ट् थल" िब्दों के बाद "(जीआईएस)" िब्द जोडा जाएगा। (i) उप-िीषडक "खतरे का पता लगाना:" के अंतगडत,6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (क) आंकडा "21", का लोप दकया जाएगा; (ख) "खतरों" िब्दों के बाद, "सजहत इलेजक् रक आर्ककग, संयुि जिफलताओं और एसी या डीसी कायडकलाप और अन्य खतरे सजहत" िब्दों को जोडा जाएगा; (ग) उप-पैरा िीषडक "समय आधाररत खतरे" के अंतगडत, आंकडों और िब् दों "v. इलेजक्रक आकड बनाना” के बाद जनम्नजलजखत आंकडे, कोष् ठक, अक्षर और िब् द जोडे जाएंगे, अथाडत्:- "vi. संयुि जिफलताएं (जििेषकर पीई पाइपलाइन में) vii. एसी या डीसी कायडकलाप”; (घ) उप-पैरा िीषडक "मौसम संबंजधत और बाहरी िजक् त" में, "iii. भारी िषाड या बाढ आना" के साथ िुूप होने िाले िब्दों, और "iii. नदी के अंदर की हलचल" िब्दों के साथ समाप्त िब्द ों के स्ट् थान पर जनम्नजलजखत को प्रजतस्ट्थाजपत दकया जाएगा, अथाडत:् "iii. हाइड्रो तकनीकी: पानी स े संबंजधत खतरे, जजसमें ििण, बाढ, चैनललग, सफाई, कटाि, तैरना, दरार, लहरें, सैलाब, सुनामी, बफड जमना, पाला, और जहमस्ट्खलन, खाडी क्षेत्र प्रभाि, नदी का दकनारा, नदी तट या नदी तल या नदी के दकनारे संचलन िाजमल ह ैलेदकन जो इन तक ही सीजमत नहीं है; iv. भ-ू तकनीकी: पृथ्िी की गजत संबधं ी जोजखम, जजसमें जनिाडह, अत्यजधक सतह भार, भूकंप प्रिण क्षेत्र, भूकंप, दोषपूणड गजतजिजधया,ं खनन, तथा जचकनी जमट्टी और भूस्ट्खलन, जचकनी जमट्टी भूजम प्रभाि िाजमल है, लेदकन जो इन तक ही सीजमत नहीं ह;ै और v. तेज़ हिा।" (ii) पैरा िीषडक "पररणाम और प्रभाि जिश्लेषण" के तहत, (क) "गजणतीय मॉडल" के साथ िुूप होने िाले िब्दों और "पूरा दकया जा सकता ह।ै " िब् दों के साथ समाप्त होने िाले िब्दों का लोप दकया जाएगा। (ख) "उच्च पररणाम क्षेत्र (एचसीए) की पहचान" से िुूप होने िाले िब्दों, और "पहचान की जाती ह।ै " से समाप्त होने िाले िब्दों को "सभं ाजित प्रभाि क्षत्रे -" िब् दों द्वारा प्रजतस्ट्थाजपत दकया जाएगा। (iii) उप-िीषडक "जोजखम प्रबंधन और जोजखम आकलन" के तहत, (क) उप-पैरा िीषडक, "पररणाम दर-" में, "प्रभाि के बढने पर दर बढते िम में होनी चाजहए।" िब् दों के बाद, जनम्नजलजखत को सजम्मजलत दकया जाएगा, अथाडत्:- “पररजिष्ट III के ूपप में संलग्न 6*6 मैररक्स का उपयोग जोजखम मूल्यांकन करने के जलए दकया जा सकता ह।ै एक सामान्य जोजखम रजजस्ट्टर पररजिष्ट IV के ूपप में संलग्न है।" (ख) "जोजखम आकलन के जहस्ट् से के ूपप में कंपनी को जनम्नजलजखत" के साथ िुूप होने िाले िब्दों और "प्राथजमकता को प्रभाजित कर सकती ह।ैं " िब्दों के साथ समाप्त होने िाले िब्दों को जनम्नजलजखत द्वारा प्रजतस्ट्थाजपत दकया जाएगा, अथाडत:्- “संस्ट् था द्वारा ज्ञात जोजखमों का एक रजजस्ट्टर तैयार दकया जाएगा, उसे बनाए रखा जाएगा और अद्यतन दकया जाएगा, जजसमें उनकी जोजखम रेरटग िाजमल होगी। (क) जस्ट्थर खतरों के जलए[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 7 (ख) समय पर जनभडर और समय से स्ट्िाजधन खतरों के जलए, जस्ट्थर खतरे आम तौर पर िे खतरे होते ह ैंजजनके उपिमन उपाय जस्ट् थर होते ह ैंऔर इनकी प्रकृजत मुख्य त: नीजत और प्रदिया आधाररत और िैजश् िक/सामान् य होती ह ै जबदक समय पर जनभडर और कालातीत की प्रकृजत गजतिील होती ह,ै और इसके अलािा िे पाइपलाइन के एक जहस्ट्से या जिजिष्ट उपकरण से संबंजधत होते ह।ैं एक सामान्य जोजखम रजजस्ट्टर पररजिष्ट IV के ूपप में संलग्न ह।ै प्राथजमकता में घटते िम में जोजखम रेरटग को छांटा जाता ह।ै प्रारंजभक प्रयासों और स्ट्िीलनग उद्देश्यों के जलए, जोजखम पररणामों का मूल्याकं न "उच्च-मध्यम-जनम्न" आधार पर या संख्यात्मक मान के ूपप में दकया जा सकता है। गहन जनगरानी के जलए पहचानी गई उच्च जोजखम गजतजिजधयों को िा्षक सुधार योजना (जजसे संपजत्त एकीकृत सुधार योजना भी कहा जाता ह)ै के भाग के ूपप में जलया जा सकता ह।ै " (iv) उप-िीषडक के तहत, "एकीकृत आकलन", (क) "सीजीडी खंड के एकीकृत" के साथ िुूप होने िाले िब्दों और "जििरण भी उपलब् ध करिाया गया ह।ै " से समाप्त होने िाले िब् दों को जनम्नजलजखत द्वारा प्रजतस्ट्थाजपत दकया जाएगा, अथाडत्: “6.1.5.1 एकीकृत आकलन उपकरण: एकीकृत आकलन के कुछ उपकरण नीचे ददए गए ह।ैं ऑपरेटर पीएनजीआरबी टी4एस जिजनयमों का अनुपालन करते हुए सीजीडी नेटिकड के जलए एकीकृत प्रबंधन योजना प्राप्त करने के जलए एकीकृत मूल्यांकन तकनीकों के जलए जिजध (क) या (ख) म ेंसे दकसी का भी उपयोग से लेकर (घ) से (झ) तक अन् य कई जनगरानी उपकरण समथडन प्रणाजलयों का उपयोग कर सकता ह।ै यह नोट दकया जाए दक जिजिष्ट माप के जलए आधारभूत डेटा ऑपरेटर के पास रेडी-रेकनर के ूपप में उपलब्ध होना चाजहए: (क) प्रत्यक्ष आकलन और मूल्यांकन प्रत्यक्ष आकलन एक एकीकृत आकलन पद्धजत ह ै जजसमें एक ढांचागत प्रदिया का उपयोग दकया जाता ह ै जजसके माध्यम से ऑपरेटर जनरीक्षण, जांच, और मूल्यांकन के पररणामों के साथ दकसी पाइपलाइन प्रणाली या खंड की भौजतक जििेषताओं और प्रचालन इजतहास की जानकारी को एकीकृत करने में सक्षम होता ह,ै तादक एकीकृत का जनधाडरण दकया जा सके। बाहरी संक्षारण प्रत्यक्ष मूल्यांकन (ईसीडीए) का उपयोग सीजीडी नेटिकड क्षेत्रों पर बाहरी संक्षारण खतरे के जलए एकीकृत का जनधाडरण करने के जलए दकया जा सकता है। ईसीडीए का संचालन करने के जलए संस्ट् था एनएसीई एसपी0502 का उपयोग कर सकती है। ईसीडीए प्रदिया आंकडों, तथा ितडमान और ऐजतहाजसक क्षेत्र जनरीक्षण और जांच को पाइपलाइन की भौजतक जििेषताओं के साथ एकीकृत करती है। संक्षारण बचाि की सफलता का अनुमान लगाने के जलए जबना हस्ट् तक्षेप (आमतौर पर भूजमगत या अप्रत्यक्ष) जनरीक्षणों का उपयोग दकया जाता ह।ै ईसीडीए प्रदिया के जलए प्रत्यक्ष जांच और मूल्यांकन की आिश्यकता होती ह।ै प्रत्यक्ष जांच और मूल्यांकन पाइपलाइन पर सदिय और जपछले जंग लगे स्ट्थानों का पता लगाने के जलए अप्रत्यक्ष जांच की क्षमता की पुजष्ट करते ह।ैं पुन: जनरीक्षण अंतराल जनधाडररत करने के जलए संक्षारण दर का पता लगाने हते ु बाद में मूल्यांकन करने, प्रदिडन मेररक्स और उनकी ितडमान प्रयोययता का पुनमल्ूड यांकन करने, और जपछले चरणों में लगाए गए अनुमानों को सही ठहराना सुजनश् चत करने की आिश्यकता होती है। बाहरी संक्षारण प्रत्यक्ष मूल्यांकन प्रदिया में जनम्नजलजखत चार घटक हैं, अथाडत्: (क) पूिड मूल्यांकन; (ख) जनरीक्षण; (ग) जांच और मूल्यांकन; तथा (घ) बाद में आकलन करना बाहरी संक्षारण प्रत्यक्ष मल्ू यांकन को लागू करते समय और जब पाइप खुली हो, कंपनी को सलाह दी जाती ह ैदक िह बाहरी जंग (जैसे यांजत्रक और कोरटग क्षजत) के अलािा अन्य खतरों की जांच करें।8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (ख) दबाि परीक्षण चालू होने से पूिड के स्ट् तर पर और पाइपलाइन का उपयोग करने के बाद कुछ खतरों का समाधान करने के जलए दबाि जांच एकीकृत का आकलन करने के जलए उपयुि होतीह।ै दबाि परीक्षण पेरोजलयम और प्राकृजतक गैस जनयामक बोडड जिजनयमों की आिश्यकताओं के अनुूपप लाग ूहोना चाजहए। (ग) अन्य एकीकृत आकलन पद्धजत: पाइपलाइन के जलए अन्य प्रमाजणत एकीकृत मूल्यांकन जिजधया ं पाइपलाइन की एकीकृत के प्रबंधन म ें उपयोग के जलए मौजूद हो सकती ह।ैं इन जिजनयमों के प्रयोजन के जलए, दकसी ऑपरेटर के जलए दबाि परीक्षण या प्रत्यक्ष मूल्यांकन के जिकल्प के ूपप में इन जनरीक्षणों का उपयोग करना स्ट्िीकायड होता ह।ै 6.1.5.2 जनगरानी उपकरण (ओ एंड एम) (घ) आधारभूत मूल्यों पर मोटाई का मूल्यांकन और आिजधक समीक्षा: सभी सीजीडी नेटिकड जस्ट्कड्स, स्ट्टेिन पाइलपग और प्रेिर िेस्ट्स ल के जलए आिजधक मोटाई का आकलन और आधारभूत मूल्यों की तुलना िषड में एक बार की जाएगी। बेसलाइन डेटा की अनुपजस्ट्थजत म ेंपहले ररकॉडड दकए गए डेटा या जडज़ाइन डेटा हॉल को ठोस इंजीजनयररग जनणडय के साथ बेसलाइन मूल् य के ूपप में जलया जाता ह ैतादक यह सुजनजित हो सके दक जडज़ाइन के अनुसार डेटा जनर्ददष्ट सीमा के भीतर है। जब भी दकसी पाइपलाइन को जमट्टी हटाई जाती ह,ै तो संस्ट् था बाहरी और मोटाई की जांच करके और अन्य एनडीटी तरीकों से कोरटग और पाइप की जस्ट्थजत की जांच करेगी, जजसे जीआईएस/ एसएपी में या उपयुि के ूपप में दजड दकया जा सकता ह।ै ऐसे ही दकसी पाइपलाइन खंड के जलए इस जांच को दोहराया नहीं जाना चाजहए (लेदकन लंबे समय के अंतराल के बाद, यदद उसी खंड का जनरीक्षण करने का अिसर जमले तो जांच को दोहराया जा सकता ह)ै । एएसएमई बी31.8एस के हाइपोथेरटकल पाइपलाइन खंड (खंड डेटा: लाइन 1, खंड 3) के जलए एकीकृत प्रबंधन योजना की ताजलका 5 उदाहरण के अनुसार खंडों की तैयारी की जा सकती है। (ड.) पैरोललग: उपयोग के अजधकार के साथ गश्त करना जजसमें िाल्ि स्ट्थान और अन्य पाइपलाइन सुजिधाएं िाजमल ह,ैं जो पाइपलाइन माकडरों, सतह की जस्ट्थजत, बाहरी एजेंजसयों द्वारा की गई जनमाणड गजतजिजध, अजतिमण, जमट्टी के उखडने और पाइपलाइन की सुरक्षा और संचालन को प्रभाजित करने िाले दकसी भी अन्य कारकों का जनरीक्षण करने और पाइपलाइन के साथ अन्य जिजिष्ट संकेत बताने में मदद करती हैं। (च) ररसाि सिेक्षण: प्रचालन कंपनी के पास प्रणाली में ररसािों की पहचान करने और उनका पता लगाने के जलए एक प्रभािी तरीका होना चाजहए। एएसएमई बी 31.8 में ि्णत तरीकों में से दकसी एक या संयोजन को जिजिष्ट क्षेत्रों के जलए उनकी प्रभाििीलता के आधार पर पररजिष्ट में अपनाया जा सकता ह।ै गैस जडटेक्टरों का उपयोग करते हुए ररसाि सिेक्षण एएसएमई बी 31.8 की आिश्यकताओं के अनुसार दकया जाएगा। जिजधित अंिांकन दकए गए गैस जडटेक्टर आपातकालीन सिेक्षण और उपयोग के जलए तैयार उपयोग की ितों में हर समय उपलब्ध रहेंगे। (छ) कैथोजडक सुरक्षा प्रणाली सिेक्षण: कैथोजडक सुरक्षा पयाडप्तता सिेक्षण दकया जाएगा तादक पाइपलाइनों के पूरे स्ट्टील नेटिकड को किर दकया जा सके और स्ट्टील पाइपलाइन में अपयाडप्त कैथोजडक सुरक्षा स्ट्तर और अन्य अजनयजमतताओं और जिसंगजतयों का पता लगाया जा सके। पाइपलाइन जिस्ट्तार और नई पररयोजनाओं के जलए पयाडप्त कैथोजडक संरक्षण स्ट्तरों के जलए ऑपरेटर द्वारा उपयुि प्रदियाओं की स्ट्थापना की जाएगी। (ज) िा्षक रखरखाि योजना िा्षक रखरखाि योजना में जनम्नजलजखत गजतजिजधया िाजमल ह:ैं[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 9 i. पीएनजी रखरखाि क. सेिा जिजनयामक ख. घरेलू कनेक्िन ग. जीआई राइजर रखरखाि ii. सीएनजी/ एलएनजी/ एलसीएनजी रखरखाि क. कंप्रेसर ख. पंप्स ग. जडस्ट्पेंसर घ. कैस्ट्केड जसलेंडर परीक्षण (गैस जसलेंडर जनयम के साथ इनलाइन) iii. नेटिकड रखरखाि क. सीपीआरएस या डीपीआरएस या डीआरएस (आिजधक स्ट्रीम चेंजओिर) का कायाडत्मक परीक्षण ख. महत्िपूणड जनरीक्षण, माप और परीक्षण उपकरणों का अंिांकन (अपने स्ट्ियं के सुरक्षा महत्िपूणड उपकरणों के एक सेट की पहचान करने के जलए संस्ट् था) ग. िाल्ि और िाल्ि कक्ष रखरखाि घ. िाल्ि की ग्रीलसग और संचालन ड. ओडोरेंट प्रणाली का संचालन और रखरखाि च. कैथोजडक सुरक्षा जनगरानी और रखरखाि छ. िॉलसग पर कोरटग का जनरीक्षण ज. एनोड जंक्िन बॉक्स, कैथोड जंक्िन बॉक्स, रांसफामडर सुधारक यूजनट, इन्सुलेिन जोड की जनगरानी झ. एचटी िॉलसग, ररिर िॉलसग, जिदिे ी पाइपलाइन िॉलसग की जनगरानी। ञ. सीपी की ऑन या ऑफ पीएसपी मॉजनटररग (i) घटना जांच और मूल कारण जिश्लेषण संस्ट् था उच्च संभाजित पररसंपजत्त की क्षजत को ररकॉडड करेगी और बार-बार होने िाली जिफलताओं की पहचान करने में उसके कारणों की जांच/ आरसीए की िुरुआत के जलए असफलताओं को जीआईएस/ एसएपी या जैसा उपयुि हो, दजड दकया जा सकता ह।ै जनष् पादन संकेतकों का उपयोग इन जिफलताओं की पहचान करने के जलए एक स्रोत के ूपप में दकया जा सकता ह।ै पाइपलाइन के जलए अन्य जसद्ध एकीकृत मूल्यांकन जिजधयां पाइपलाइन की एकीकृत के प्रबंधन में उपयोग के जलए मौजूद हो सकती ह।ैं इन जिजनयमों के प्रयोजन के जलए, दकसी ऑपरेटर के जलए दबाि परीक्षण या प्रत्यक्ष मूल्यांकन के जिकल्प के ूपप में इन जनरीक्षणों का उपयोग करना स्ट्िीकायड है। एकीकृत मूल्यांकन के जलए ऐसे अन्य तरीकों को सीजीडी यूजनट द्वारा भी अपनाया जा सकता ह ैजैसा िह उपयुक् त समझता हो। (v) उप-िीषडक के तहत, "प्रजतदिया और उपिमन", (क) "इस खंड में" िब्दों के साथ िुूप होने िाले िब्दों और "जनगरानी की जा सकती ह"ै के साथ समाप्त होने िाले िब्दों को जनम्नजलजखत द्वारा प्रजतस्ट्थाजपत दकया जाएगा, अथाडत्: “यह खंड में अनुसूची 6.1.5 में पररभाजषत जनरीक्षणों और रखरखाि गजतजिजधयों के दौरान पता लगाई गई असामान्यताओं के जलए प्रजतदियाओं की अनुसूची को िाजमल दकया जाता ह।ै समापन उपाय के जलए असामान्यताएं, प्रजतदिया योजना और अनुसूची पर कब्जा करने या असुरजक्षत जस्ट्थजत को समाप्त करने और10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] भजिष्य के जनरीक्षण अंतराल की स्ट्थापना के जलए एक रैकर िीट जिकजसत की जा सकती ह।ै ऐसी प्रजतदियाओं को जनम्नजलजखत श्रेजणयों में िगीकृत दकया जा सकता है, अथाडत्: • तुरंत लागू दकया गया; • समयािजध में अनुसूजचत; तथा • केिल जनरीक्षण पररणाम के आधार पर जनगरानी की जाती ह।ै ” (ख) "(ग) कारडिाई करने पर" के साथ िुूप होने िाले िब्दों, और "के साथ परामिड करना।" से समाप्त होन े िाले िब् दों के बाद जनम्नजलजखत िब्द जोडे जाएंगे, अथाडत्:- "एक जिजिष्ट रैककग िीट पररजिष्ट V के ूपप में संलग्न ह।ै " (vi) िीषडक "जनष् पादन योजना" के तहत, आंकडे, कोष् ठक और िब् दों "9) एकीकृत प्रबंधन कायडिम" के साथ िुूप होन े िाले िब्दों, और "लेखा-परीक्षा की जानी चाजहए" के साथ समाप्त होने िाले िब् दों को जनम्नजलजखत आंकडे, कोष् ठक और िब् दों द्वारा प्रजतस्ट्थाजपत दकया जाएगा, अथाडत्: "9) एकीकृत प्रबंधन योजना की प्रभाििीलता का मूल्यांकन करने के जलए समय-समय पर आंतररक लेखा-परीक्षा की जाएगी। इस लेखा-परीक्षा के जनष् कषों का उपयोग इसकी प्रभाििीलता को बढाने के जलए एकीकृत प्रबंधन योजना को और उन्नत करने के जलए दकया जाएगा।" (vii) िीषडक "पररितडन योजना का प्रबंधन" के तहत, "प्रबंधन जिकजसत दकया जाएगा।" िब्दों के बाद जनम्नजलजखत को जोडा जाएगा, अथाडत्: "पररितडन में नेटिकड या उपकरण के जलए उपयोग की जाने िाली सामजग्रयों के जिजनदिे में पररितडन भी िाजमल होना चाजहए।" (viii) िीषडक "गुणित्ता जनयंत्रण योजना" में, (क) िीषडक, "गुणित्ता जनयंत्रण योजना" को "प्रलेखन, ररकॉडड और जनयंत्रण" द्वारा प्रजतस्ट्थाजपत दकया जाएगा; (ख) लबद ुसं.3 के जलए जनम्नजलजखत प्रजतस्ट्थाजपत दकया जाएगा:" "गैर-ददनचयाड, रखरखाि, पररयोजनाओं आदद सजहत महत्िपूणड प्रदियाओं के जलए मानक संचालन पररचालन प्रदिया और ददिाजनदेि तैयार करें"। (ग) "आंतररक लेखा-परीक्षा का उद्देश्य यह सुजनजश् चत करना होता है" िब् द यथाित रहगें े। (घ) लबद ु(ख) में, कोष् ठक में ददए गए िब्द और संख्या, "(पररजिष्ट IV)” का लोप दकया जाएगा। (13) उक् त जिजनयमों में, अनुसूची 7 में, - क. िीषडक "एकीकृत प्रबंधन प्रणाली (आईएमएस) का अनुमोदन" के तहत, (i) "आदद," िब्द को "और िे सभी जो हमारी गजतजिजधयों से प्रत्यक्ष या अप्रत्यक्ष ूपप से प्रभाजित होंगे," िब्दों द्वारा प्रजतस्ट्थाजपत दकया जाएगा, और (ii) "लगातार और व्यिजस्ट्थत" िब्दों को "समय-समय पर" िब्दों द्वारा प्रजतस्ट्थाजपत दकया जाएगा। ख. िीषडक "प्रबंधन अनुमोदन" के तहत, - (i) चरण#3 में, "प्रचालन" िब्द के बाद, "या अनुरक्षण" िब्दों को जोडा जाएगा; (ii) चरण#4 में, "एकीकृत प्रबंधन प्रणाली दस्ट् तािेज का अनुपालन" िब्दों के जलए, "एकीकृत प्रबंधन प्रणाली दस्ट् तािेज के अनुपालन का सत् यापन" िब् द प्रजतस्ट् थाजपत दकए जाएंगे;[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 11 ग. पैरा िीषडक "7.2 पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड द्वारा स्ट्िीकृजत" और उसमें दी गई सामग्री का लोप दकया जाएगा। घ. पैरा िीषडक "7.3 कायाडन् ियन हते ु अनुमोदन" और तत्संबंधी सामग्री जनम्नजलजखत द्वारा प्रजतस्ट्थाजपत की जाएगी, अथाडत्:-  "चरण#5: संस्ट् था के बोडड द्वारा एकीकृत प्रबंधन प्रणाली दस्ट्तािेज़ को पहली बार अनुमोदन दने ा तथा सस्ट्ं था के सीईओ या पूणडकाजलक जनदिे क द्वारा बाद में आिजधक समीक्षा की मंजूरी दने ा।  चरण#6: अनुमोददत आईएमएस दस्ट्तािेज़ तथा संस्ट् था से इसके कायाडन्ियन की पुजष्ट बोडड को प्रस्ट्तुत की जाएगी।" ड. अंत में दी गई रटप्प णी और उसकी सामग्री का लोप दकया जाएगा। 14. उक् त जिजनयमों म,ें अनुसूची-8 और अनुसूची-9 के जलए, जनम्नजलजखत अनुसूजचतयां प्रजतस्ट्थाजपत की जाएंगी, अथाडत्:- “अनसु चू ी-8 आईएमएस की कायान्ड ियन अनसु चू ी: ि.स.ं गजतजिजधया समय अनसु चू ी 1 पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड (नगर अनुमोददत आईएमएस दस्ट्तािेज़ प्रस्ट्तुत करने सजहत या स्ट् थानीय प्राकृजतक गैस जितरण नेटिकड के जलए पीएनजीआरबी को प्रस्ट्तुत दकए जाने की पुजष्ट। सुरक्षा मानकों सजहत तकनीकी मानक और जिजनदिे ) जिजनयम, 2008 का अनुपालन 2 एकीकृत प्रबंधन प्रणाली तैयार करना और संस्ट् था के इन जिजनयमों की अजधसूचना की तारीख से 1 िषड* प्रचालन या रखरखाि टीम के प्रमुख द्वारा अनुमोदन। 3 टीपीआईए द्वारा जिजनयम सजहत एकीकृत प्रबंधन संस्ट् था के प्रचालन/ रखरखाि के प्रमुख के अनुमोदन प्रणाली दस्ट्तािेज़ के साथ अनुूपपता जो पेरोजलयम के बाद से 3 माह। और प्राकृजतक गैस जिजनयामक बोडड द्वारा प्राजधकृत हो। 4 संस्ट् था के बोडड द्वारा पहली बार कायाडन्ियन के जलए तृतीय पक्ष जनरीक्षण एजेंसी (टीपीआईए) द्वारा अनुमोदन और तत् पश् चात् संस्ट् था के सीईओ या अनुूपपता आकलन से 3 महीने के भीतर। पूणडकाजलक जनदिे क द्वारा आिजधक समीक्षा अनुमोदन 5 कायाडन्ियन की िुरुआत उपयुडक् त ि.सं.4 के अनुमोदन के तुरंत बाद 6 पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड को उपयुडक् त ि.सं.4 में उजल् लजखत अनुमोदन से 1 माह एकीकृत प्रबंधन प्रणाली दस्ट्तािेज़ प्रस्ट्तुत करना 7 पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड को प्रत्येक िषड पेरोजलयम और प्राकृजतक गैस अनुपालन जििरण प्रस्ट्तुत करना जिजनयामक बोडड को प्रस्ट्तुत दकया जाएगा रटप्प णी: अनसु चू ी-7 म ेंि्णत अनसु ार कायान्ड ियन के उपाय दकए जान ेचाजहए। "*- नए भौगोजलक क्षेत्रों के जलए, उपयुडक् त का चालू होने की तारीख के एक िषड के भीतर अनुपालन दकया जाएगा।" “अनसु चू ी-9 एकीकृत प्रबधं न प्रणाली की समीक्षा 9.1 एकीकृत प्रबधं न प्रणाली की समीक्षा की आिजधकता12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] संस्ट्थाएं अपनी मौजूदा एकीकृत प्रबंधन प्रणाली की समय-समय पर समीक्षा कर सकती है, लेदकन यह प्रत् येक 3 िषड के अंतराल से अजधक नहीं होना चाजहए और एकीकृत प्रबंधन कायडिम के जनष् पादन के आधार पर अनुसूची 7 के प्रािधानों के अनुसार यदद आिश् यक हो और/ या सांजिजधक/ जिजनयामक आिश् यकताओं में कोई बदलाि दकया जाना हो, तो उसे अद्यतन दकया जाना चाजहए। तथाजप, गजतिील प्रकृजत के पररितडन जैसे पररसंपजत्तयों, प्रमुख क्मयों में िृजद्ध, जिलोपन, आिोधन, अन्य उपयोजगताओं के साथ तालमेल आदद के जलए आईएमएस में संिोधन की आिश्यकता नहीं हो सकती ह ै और इसे संबंजधत संस्ट् था द्वारा समय-समय पर अद्यतन दकया जा सकता ह।ै 9.2 एकीकृत प्रबधं न प्रणाली लखे ा-परीक्षा पाइपलाइन एकीकृत प्रबंधन प्रणाली की लेखा-परीक्षा जनयजमत आधार पर की जाएगी। लेखा-परीक्षा का उद्देश्य इन जनयमों में उजल्लजखत नीजतयों और प्रदियाओं का अनुपालन सुजनजित करना ह।ै जसफाररिों और सुधारात्मक कारडिाई को पाइपलाइन एकीकृत प्रबंधन प्रणाली में प्रलेजखत और िाजमल दकया जाएगा। समग्र एकीकृत प्रबंधन प्रणाली की दकसी भी आतं ररक और बाहरी लेखा-परीक्षा के जलए जनम्नजलजखत आिश्यक िस्ट्तुओं को ध्य ान में रखा जाएगा, अथाडत्: (i) आईएमएस दस्ट्तािेज़ जिकजसत, अनुमोददत और मान्य ह।ै (ii) गजतजिजधया एकीकृत प्रबंधन प्रणाली के अनुसार की जाती ह।ैं (iii) सत्याजपत करें दक क्या िा्षक जनष् पादन उपायों का मूल्यांकन दकया गया है (iv) सभी कारडिाई मदों या गैर-अनुूपपता समयबद्ध तरीके से समाप्त की गई ह।ैं (v) प्रयुक् त जोजखम मानदडं ों की समीक्षा और प्रलेखन दकया गया ह।ै (vi) रोकथाम, उपिमन और मरम्मत मानदडं स्ट्थाजपत, पूणड और प्रलेजखत दकए गए हैं। 9.3 आतं ररक और बाहरी लखे ा-परीक्षा की आिजृत्त प्रचालन चरण के दौरान जनम्नजलजखत लेखा-परीक्षा आयोजजत करके इन जिजनयमों के प्रािधानों के अनुपालन को सुजनजित करने के जलए एक प्रणाली होगी: (क) आंतररक लेखा परीक्षा – प्रत् येक िषड। (ख) बाहरी लेखा-परीक्षा - बोडड द्वारा अनुमोददत तृतीय पक्ष द्वारा अनमु ोददत आईएमएस के अनुसार प्रत् येक 3 िषड में।" (1) अनुसूची-10 में, "कंपनी की पररयोजना” के साथ िुूप होने िाले िब्दों और "अनुूपप होनी चजहए" के साथ समाप्त होने िाले िब् दों को जनम्नजलजखत द्वारा प्रजतस्ट्थाजपत दकया जाएगा, अथाडत्: "संस्ट् था में इस जिजनयम के अनुपालन के जलए अपेजक्षत गजतजिजधयों के आधार पर प्रजतष्ठानों की जलजखत योजना या जसद्धांत की एक जलजखत योजना होगी और िे पररयोजना के जिजभन्न चरणों के जलए जनिजि अथाडत् उपरोि योजना में जडजाइन, जनमाणड , कमीिन, संचालन और रखरखाि की आिश् यकता को पूरा करेंगे।" (2) पररजिष्ट I में, लबद ुसंख्या 8 के बाद, जनम्नजलजखत को जोडा जाएगा, अथाडत्: "9) एएसएमई बी16.34 - िाल्ि – फ्लैंयड, थ्रेडेड और िेलल्डग एंड 10) एपीआई 6डी - पाइपलाइन िाल्िों के जलए जिजिष्टता 11) गैस जसलेंडर जनयम, 2016[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 13 12) प्रत्यक्ष आकलन के जलए एनएसीई की आिश्यकताएं - क. एसपी0206-2016-एसजी, सामान् य ूपप से िुष्क प्राकृजतक गैस (डीजी-आईसीडीए) ले जाने िाली पाइपलाइनों के जलए आंतररक संक्षारण प्रत्यक्ष मूल्यांकन पद्धजत; तथा ख. एसपी0502-2010, पाइपलाइन बाहरी संक्षारण प्रत्यक्ष मूल्यांकन पद्धजत 13) ओआईएसडी 179 - ऑटोमोरटि क्षेत्र में उपयोग के जलए प्राकृजतक गैस (सीएनजी) के संपीडन, भंडारण, रखरखाि और ईंधन भरने में सुरक्षा आिश्यकताएं 14) ओआईएसडी 226 - प्राकृजतक गैस संचरण पाइपलाइन और नगर गैस जितरण नेटिकड 15) आईएसओ 11120 - गैस जसलेंडर - 150 आई और 3000 आई के बीच पानी की क्षमता के ररदफल होने िाले सीमलेस स्ट्टील यूबूब 1 - जडजाइन, जनमाडण और परीक्षण। 16) आईएसओ 4437 - गैसीय ईंधनों की आपू्त के जलए दबे पॉलीथीन (पीई) पाइप। 17) आईएसओ 1239 - स्ट्टील यूबूब, यूबूबलर और अन्य स्ट्टील दफरटग - जिजनदिे ” 15. उक् त जिजनयमों म,ें पररजिष् ट-।। में – क. New Delhi, the 23rd, November, 2020 F.No PNGRB/Tech/13-IMSCGD/(1)/2019 (P-1384).- In exercise of the powers conferred by section 61 of the Petroleum and Natural Gas Regulatory Act, 2006 (19 of 2006), the Petroleum and Natural Gas Regulatory Board hereby makes the following regulations, further to amend the Petroleum and Natural Gas Regulatory (Integrity Management System for City or Local Natural Gas Distribution Networks) Regulations, 2013, namely:- 1. (1) These regulations may be called the Petroleum and Natural Gas Regulatory Board (Integrity Management System for City or Local Natural Gas Distribution Networks) Amendment Regulations, 2020. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Petroleum and Natural Gas Regulatory Board (Integrity Management System for City or Local Natural Gas Distribution Networks) Regulations, 2013 (hereinafter referred to as the said Regulations), in regulation 2;- (A) in sub-regulation 1; (i) for clause (d), the following clause shall be substituted, namely: - ‗(d) "risk" means the measure of potential loss in terms of incident probability of occurrence and magnitude of consequences;‘; (ii) clause (e) shall be omitted; (iii) for clause (f), the following clause shall be substituted, namely: - ‗(f) ―risk assessment‖ means a systematic process in which potential hazard from facility operation is identified and the likelihood or consequence of potential adverse events is estimated including varying scope performed at varying levels of detail depending on the operator‘s objectives;‘; (iv) for clause (g), the following clauses shall be substituted, namely: - ‗(g) "risk management" means an overall program consisting of identifying potential threat to an area or equipment; assessing the risk associated with those threats in terms of incident likelihood and consequences; mitigating risk by reducing the likelihood, the consequences, or both; and measuring the risk reduction results achieved; (h)―Subject Matter Expert ‖ means an individual who possesses knowledge and experience in the process or discipline as per *ASME B 31Q (American Society of Mechanical Engineers B 31Q);‘ (B) after sub-regulation (1), the following sub-regulation shall be inserted, namely:- ―(1A) Words and expressions used herein and not defined but defined in the *ASME (American Society of Mechanical Engineers) shall have the meanings assigned to them in the*ASME 31.8S (American Society of Mechanical Engineers 31.8S)‖. 3. In the said Regulations, in regulation 3, after the words, ―all the entities‖, the words ―engaged in‖ shall be inserted. 4. In the said Regulations, in regulation 5, for the portion beginning with the words, ―These Regulations outline‖ and ending with the words ―networks through‖, the words ―These Regulations outline the basic features and requirements for developing and implementing an effective and efficient Integrity Management Plan for making them reasonable and prudent operator of city gas distribution networks to manage its integrity and to continue providing safe and reliable delivery of natural gas to its customers through‖ shall be substituted. 5. In the said Regulations, in regulation 6, the words, letters and figures ―Entity operating and maintaining CGD networks shall have the qualified manpower as indicated in Appendix III.‖ shall be omitted. 6. In the said Regulations, in regulation 7,- A. in sub-regulation (1), for the words and letters ―through implementation schedule as described in these regulations at Schedule 7 and Schedule 8‖, the words and letters ―as described in Schedule 7, Schedule 8 and Schedule 9‖, shall be substituted;20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] B. in sub-regulation (2),- (i) after the words, ―implementation‖, the words, ―schedule and compliance‖ shall be inserted; (ii) in clause (i), for the portion beginning with the words ―within the time‖ and ending with the words ―Act shall apply‖ the words ―with time schedule and make good all short comings within the time schedule and where the entity fails to complete activities within the specified time schedule, relevant penal provisions of the Act shall apply‖ shall be substituted. 7. In the said Regulations, in regulation 8, for the words, ―comply with all‖, the words ―identify and comply with applicable‖ shall be substituted. 8. In the said Regulations, in Schedule 1,- A. in first paragraph, - (i) for the word ―maximum‖, the word ―optimal‖ shall be substituted; (ii) for the words ―also minimize business‖, the word ―minimize‖ shall be substituted; (iii) the words ―to attain them‖ shall be omitted; B. in third paragraph, for the words ―shall be‖, the words ―shall aim to-‖ shall be substituted; C. in item (a), for the word ―ensuring‖, the word ―ensure‖ shall be substituted; D. in item (b) for the word ―promoting‖, the word ―promote‖ shall be substituted; E. in item (c), for the word ―increasing‖, the word ―enhance‖ shall be substituted; F. for item (d), the following item shall be substituted, namely:- ―(d) enhance the life of the *CGD network (City or Local Natural Gas Distribution Network) with implementation of Integrity Management Plan (IMP), Incident Analysis and data collection including periodic review by the entity.‖. 9. In the said Regulations, in Schedule 2,- A. in paragraph 2.1, for the word ‗maximum‖, the word, ―optimal‖ shall be substituted; B. paragraph 2.3 shall be omitted. 10. In the said Regulations, in Schedule 4,- A. in sub paragraph 4.2, after the words, ―Integrity Management System data‖, the words ―However, the industry can adopt the performance based type of Integrity Management System based on analysis of the baseline data and subsequent trends.‖ Shall be substituted; B. in paragraph 4.3,- (i) the words beginning with, ―Management Plan, Management of Change‖ and ending with the words ―Integrity Management System for CGD Networks‖, shall be omitted; (ii) after the words, ―development of Integrity‖, the words and letters ―Management Plan and Management of Change process pertaining to technical aspects, however, Entity may adopt more rigorous IMP within a prescriptive IMP based on their in-house assessment.‖ shall be inserted. 12. In the said Regulations, Schedule 5 shall be omitted. 13. Geotechnical: earth movement threats including, but not limited to, subsidence, extreme surface loads, seismicity, earthquakes, fault movements, mining, and mud and landslides, muddy land effects v. High wind‖; (ii) under sub-heading ‗Consequence and Impact Analysis:‘,- (a) the portion beginning with the words ―Consequence estimation‖ and ending with the words ―consequence modelling‖ shall be omitted; (b) for the portion beginning with the words ―Identification of High‖ and ending with the words ―Areas are identified.‖ the words ―Potential Impact Area –‖ shall be substituted; (iii) under sub-heading ‗Risk Management and Risk Assessment‘, (a) in sub paragraph heading ‗Consequence rating‘, after the words ―The rating shall be ascending for increasing impact.‖, the following words, and figures shall be inserted, namely: - ―An illustrative 6*6 matrix attached as Appendix III may be used to carry out the risk assessment. A typical risk register is attached as Appendix IV.‖; (b) for the portion beginning with the words ―A company should carry out the following‖ and ending with the words ―can also influence prioritization.‖ the following words, brackets, figures and letters shall be substituted, namely: - ―Entity to prepare, maintain and update a register of known risks to assets, including their risk rating. (a) For Stable threats (b) For Time Dependent and time Independent threats, Stable threats are normally threats which have fixed mitigation measures mostly are policy and procedural based and mostly global/generic in nature whereas Time dependent and time independent are dynamic in nature also they are specific to a section of pipeline or to the specific equipment. A typical risk register is attached as Appendix IV. Prioritization involves sorting risk ratings in decreasing order. For initial efforts and screening purposes, risk results could be evaluated simply on a ―high–medium-low‖ basis or as a numerical value. Identified high risk activities may be taken up as part of Annual improvement plan (Also called asset integrity improvement plan) for close monitoring.‖ (iv) under sub-heading ‗Integrity Assessment‘,- (a) for the portion beginning with the words ―A plan shall be developed‖ and ending with the words and figure ―Schedule 5 of these regulations‖, the following figures, words brackets and letters shall be substituted, namely:-24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] ―6.1.5.1 Integrity Assessment Tools: Some of the tools for Integrity assessment are provided below. The operator may use either of the methods (a) or (b) for integrity assessment techniques and as many monitoring tools support systems necessary from (d) to (i) to achieve the Integrity Management Plan for CGD networks, maintaining the compliance with PNGRB T4S regulations. It may be noted that the baseline data for specific measurement should be available with the operator as a ready-reckoner: (a) Direct assessment and evaluation Direct assessment is an integrity assessment method utilizing a structured process through which the operator is able to integrate knowledge of the physical characteristics and operating history of a pipeline system or segment with the results of inspection, examination, and evaluation, in order to determine the integrity. External Corrosion Direct Assessment (ECDA) can be used for determining integrity for the external corrosion threat on CGD network segments. The entity may use NACE SP0502 to conduct ECDA. The ECDA process integrates facilities data, and current and historical field inspections and tests, with the physical characteristics of a pipeline. Nonintrusive (typically aboveground or indirect) inspections are used to estimate the success of the corrosion protection. The ECDA process requires direct examinations and evaluations. Direct examinations and evaluations confirm the ability of the indirect inspections to locate active and past corrosion locations on the pipeline. Post-assessment is required to determine a corrosion rate to set the reinspection interval, reassess the performance metrics and their current applicability, and ensure the assumptions made in the previous steps remain correct. The External Corrosion Direct Assessment process has the following four components, namely: (a) Pre-assessment; (b) Inspections; (c) Examinations and evaluations; and (d) Post-assessment While implementing External Corrosion Direct Assessment and when the pipe is exposed, the company is advised to conduct examinations for threats other than that for external corrosion also (like mechanical and coating damages). (b) Pressure testing Pressure testing is appropriate for integrity assessment when addressing certain threats, at the pre-commissioning stage and subsequent testing after a pipeline has been put in service. Pressure testing shall comply with the requirements of applicable Petroleum and Natural Gas Regulatory Board regulations. (c) Other Integrity Assessment Methodology: Other proven integrity assessment methods for pipeline may exist for use in managing the integrity of pipeline. For the purpose of these regulations, it is acceptable for an operator to use these inspections as an alternative to pressure testing or direct assessment. 6.1.5.2 Monitoring Tools (O&M) (d) Thickness assessment and periodic review against baseline values: Periodic thickness assessment for all CGD network skids, station piping and pressure vessels and comparison to baseline values shall be done once a year. In absence of baseline data first recorded data or design data hall be taken as baseline value with a sound engineering judgment to ensure that the data are within the specified limits as per the design. Whenever a pipeline is exposed, the entity shall take opportunity to examine the coating and pipe condition by conducting Visual examination, thickness testing and other NDT methods as suitable which can be recorded in GIS/SAP or as suitable. The examination may not be repeated for a similar pipeline segment (but after long time gap, if opportunity exist on same segment then examination can be repeated). (e) Patrolling: Patrolling along the Right of Use which includes valve locations and other pipeline facilities, helps to observe pipeline markers, surface conditions, construction activity performed by external agencies, encroachments, soil washouts and any other factors affecting the safety and operation of the pipeline and other specific indication marks along the pipeline. (f) Leakage Surveys: Operating company must have an effective method to identify and locate leakages in the system. Any one or combination of methods described in ASME B 31.8, Appendix M can be adopted based on their effectiveness for the specific areas Leakage Surveys using gas detectors shall be done in accordance with the requirements of ASME B 31.8. Gas detectors, duly calibrated, shall be available at all times in ready use conditions for emergency surveys and use. (g) Cathodic protection system surveys: Cathodic Protection adequacy survey shall be carried out so as to cover the entire steel network of pipelines so as to detect insufficient Cathodic Protection levels and other irregularities and anomalies in the steel pipeline. Suitable procedures shall be established by the operator to account for adequate Cathodic Protection levels to pipeline extensions and new projects. (h) Annual maintenance plan The annual maintenance plan covers the following activities, namely: i. PNG maintenance a. Service regulators b. Domestic connections c. GI Riser maintenance ii. CNG/LNG/ LCNG Maintenance a. Compressors b. Pumps c. Dispensers d. Cascade cylinder testing (inline with gas cylinder rule) iii. Network Maintenance a. Functional testing of CPRS or DPRS or DRS (Periodic stream changeover) b. Calibrations of critical inspection, measuring and test instruments (Entity to identify a set of their own safety critical equipment‘s) c. Valve and valve chamber Maintenance d. Greasing and operations of valves e. Operation and maintenance of Odorant system f. Cathodic protection monitoring and maintenance g. Inspection of casings at crossings26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] h. Monitoring of Anode Junction box, cathode junction box, Transformer rectifier unit, Insulation Joint i. Monitoring of HT crossing, river crossing, foreign pipeline crossing. j. On or Off PSP monitoring of the CP (i) Incident Investigations and Root cause analysis Entity shall record high potential asset damage and failures to identify repetitive failures leading to initiation of investigation/RCA such failures can be recorded in GIS/SAP or as suitable. Performance indicators can be used as a source to identify theses failures. Other proven integrity assessment methods for pipeline may exist for use in managing the integrity of pipeline. For the purpose of these regulations, it is acceptable for an operator to use these inspections as an alternative to pressure testing or direct assessment. Such other methods for integrity assessment may be also adopted by the CGD entity as it thinks fit, apart from the above-mentioned ones.‖; (v) under the sub-heading ‗Response and Mitigation‘,- (a) for the portion beginning with the words ―This section covers‖ and ending with the words ―on the inspection outcome‖, the following words, figures and letters shall be substituted, namely:- ―This section covers the schedule of responses to the abnormalities identified during inspections and maintenance activities as defined in the schedule 6.1.5. A tracker sheet may be developed to capture the abnormalities, response plan and schedule for the closures remedy or eliminate an unsafe condition, and establishment of the future inspection intervals. Such responses may be classified into the following categories, namely:  Immediately implemented;  Scheduled over a period of time; and  Simply monitored based on the inspection outcome.‖ (b) after the words beginning with, ―(c) Consultation with‖, and ending with the words, ―course of actions.‖, the following words shall be inserted, namely: - ―A typical tracking sheet is attached as Appendix V.‖; (vi) under the heading ‗Performance Plan‘, for the portion beginning with figure, bracket and words ―9) Periodic internal audits‖ and ending with the words ―integrity management program‖, the following figure, bracket and words shall be substituted, namely:- ―9) Periodic internal audits shall be conducted to evaluate the effectiveness of the integrity management plan. The compliance of internal audits recommendations should be ensured in time bound manner to further upgrade the integrity management plan to enhance its effectiveness.‖; (vii) under heading ‗Management of Change Plan‘, after the words, ―systems and their integrity.‖, the following words shall be inserted, namely:- ―Change should also include the changes in specification of materials used for either network or equipment‘s.‖ (viii) in the heading ‗Quality Control Plan‘,- (a) for the heading ‗Quality Control Plan‘, the heading ―DOCUMENTATION, RECORDS AND CONTROL‖ shall be substituted; (b) for point 3, the following shall be substituted, namely:- ―Prepare standard operation operating procedures and guidelines for critical processes including Non-routine, maintenance, projects etc.‖. (c) after the words ―Internal audits aim‖, the word ―is‖ shall be inserted; (d) in point (b), the brackets, word and figure ―(Appendix III)‖ shall be omitted. 13. In the said Regulations, in Schedule 7,- A. under the heading ‗Approval of Integrity Management System (IMS)‘,-[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 27 (i) for the letters ―etc.,‖, the words ―and all those who will be directly or indirectly affected by our activities,‖ shall be substituted; (ii) for the words ―constantly and systematically‖ the word ―periodically‖ shall be substituted; B. under heading ‗Management Approval‘,- (i) in step#3, after the words ―operation‖, the words ―or Maintenance‖ shall be inserted; (ii) in step#4, before the words ―Conformity of Integrity‖, the words ―Verification of‖ shall be inserted; C. the paragraph heading ‗7.2 Acceptance by Petroleum and Natural Gas Regulatory Board‘ and the content thereof shall be omitted; D. for the paragraph heading ‗7.3 Approval for Implementation.‘ and the content thereof the following shall be substituted, namely: -. ―• Step#5: Approval of Integrity Management System document for implementation by the Board of the entity for the first time and approval of subsequent periodic review by CEO or Full -time Director of the entity. • Step#6: Approved IMS document along with confirmation from entity of its implementation shall be submitted to the Board.‖; E. the Note, at the end and the content thereof shall be omitted. 14. SCHEDULE-9 Review of The Integrity Management System 9.1 Periodicity of review of Integrity Management System. Entities may review their existing Integrity Management System from time to time but not exceeding an interval of every 3 years and update the same if required in accordance with the provisions of Schedule 7 based on the performance of Integrity Management Program and /or changes if any in the statutory / regulatory requirements. However, changes of dynamic nature such as addition, deletion, modification of assets, key personnel, interfaces with other utilities etc. may not require revision in the IMS and the same can be kept updated periodically by the concern entity. 9.2 Integrity Management System Audit Audit of the CGD network Integrity Management System shall be performed on a regular basis. The purpose of the audits is to ensure compliance with the policies and procedures as outlined in these regulations. Recommendations and corrective actions taken shall be documented and incorporated into the CGD network Integrity Management System. The following essential items will be focused for any internal and external audit of the entire Integrity Management System, namely: - (i) IMS document is developed, approved and is valid; (ii) Activities are performed in accordance with the Integrity Management System; (iii) Verify if annual performance measures have been evaluated; (iv) All action items or non-conformances are closed in a timely manner; (v) The risk criteria used have been reviewed and documented; and (vi) Prevention, mitigation and repair criteria have been established, met and documented. 9.3 Frequency of Integrity Management System Audit There shall be a system for ensuring compliance to the provisions of these regulations by conducting following audits during operation phase, namely:- (a) Internal Audit - Every year; and (b) External Audit – Every 3 years in-line with the approved IMS by third party empaneled by the Board. (1) in Schedule 10, the words beginning with, ―Entity will have to‖ and ending with the words, ―Conform to Appendix III‖ shall be substituted by the following, namely: ―Entity shall have a written plan or philosophy of manning the installations based on activities required for compliance to this regulation and shall address the requirement of manpower for different stages of project, namely: Design, construction, commissioning, operation and maintenance in the above plan.‖ (2) in APPENDIX-I, after the point no.8, the following shall be inserted, namely: ―9) ASME B16.34 - Valves - Flanged, Threaded, and Welding End 10) API 6D – Specification for Pipeline valves 11) Gas Cylinders Rules, 2016 12) NACE requirements for Direct Assessment – a. SP0206-2016-SG, Internal Corrosion Direct Assessment Methodology for Pipelines Carrying Normally Dry Natural Gas (DG-ICDA); and b. SP0502-2010, Pipeline External Corrosion Direct Assessment Methodology[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 29 13) OISD 179 – Safety requirements in compression, storage, handling & refueling of natural gas (CNG) for use in automotive sector 14) OISD 226 – Natural gas transmission pipelines and city gas distribution networks 15) ISO 11120 - Gas cylinders - Refillable seamless steel tubes of water capacity between 150 I and 3000 1- Design, construction and testing 16) ISO 4437 – Buried Polyethylene (PE) pipes for the supply of gaseous fuels 17) ISO 1239 – Steel tubes, tubulars and other steel fittings – specification.‖. 15. In the said Regulations, in APPENDIX-II, - A. under the column heading ‗Critical infrastructure/ activity/ processes, after the words ―Last Mile Connectivity‖, the words, ―for domestic customers‖, shall be inserted; B.
