L.-33004/99 xxxGIDHxxx सी.जी.-डी.एलxx.x-GअI.D-E2x5x1x 12020-223296 CG-DL-E-25112020-223296 असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 523] नई ददल्ली, मगं लिार, निम्बर 24, 2020/अग्रहायण 3, 1942 No. 523] NEW DELHI, TUESDAY, NOVEMBER 24, 2020/AGRAHAYANA 3, 1942 पेरोजलयम और प्राकृजतक गसै जिजनयामक बोड ड अजधसचू ना नई ददल्ली, 23 निम् बर, 2020 फा.स.ं पीएनजीआरबी/टेक/14-आईएमएसएनजीपीएल/(1)/2019 (पी-216).—पेरोजलयम और प्राकृजतक गैस जिजनयामक अजधजनयम, 2006 (2006 का 19) की धारा 61 द्वारा प्रदत्त िजियों का प्रयोग करते हुए पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड एतद्द्वारा पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड (प्राकृजतक गैस पाइपलाइनों के जलए एकीकृत प्रबधं न प्रणाली) जिजनयम, 2012 म ें आगे संिोधन करने के जलए जनम्नजलजखत जिजनयम बनाता ह,ै अथाडत्:— 1. लघ ुिीर्कड और प्रारंभ (1) इन जिजनयमों को पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड (प्राकृजतक गैस पाइपलाइनों के जलए एकीकृत प्रबंधन प्रणाली) संिोधन जिजनयम, 2020 कहा जाएगा। (2) ये सरकारी राजपत्र म ेंअपन ेप्रकािन की तारीख स ेलागू होंगे। 2. पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड (प्राकृजतक गैस पाइपलाइनों के जलए एकीकृत प्रबंधन प्रणाली) जिजनयम, 2012 म:ें — (1) जिजनयम 2 म,ें (i) उप-जिजनयम (1) म—ें (क) खंड (ड.) के जलए, जनम्नजलजखत प्रजतस्ट्थाजपत दकया जाएगा, अथातड ्:— 5715 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] ड. "जोजखम" का अथ ड ह ै घटना की संभािना (अनुमान) और घटना के पररमाण दोनों के सदं भड म ें संभाजित नुकसान को मापना; (ख) खडं (च) का लोप दकया जाएगा। (ग) खडं (छ) के जलए, जनम्नजलजखत प्रजतस्ट्थाजपत दकया जाएगा, अथाडत:्— (छ) "जोजखम मल्ू यांकन" का अथड एक व्यिजस्ट्थत प्रदिया से ह ै जजसम ें सुजिधा प्रचालन स े संभाजित खतरों की पहचान की जाती ह,ै और संभाजित प्रजतकूल घटनाओं की संभािना और पररणामों का अनुमान लगाया जाता ह।ै जोजखम मूल्यांकन म ें अलग-अलग कायडक्षेत्र हो सकत े ह,ैं और इनका ऑपरेटर के उद्देश्यों के आधार पर जििरण के जिजभन्न स्ट्तरों पर काय-ड जनष्प ादन दकया जा सकता ह;ै (घ) खडं (ज) के जलए, जनम्नजलजखत प्रजतस्ट्थाजपत दकया जाएगा, अथाडत:्— (ज) "जोजखम प्रबंधन" का अथड ह ैएक समग्र कायडिम जजसम ें दकसी क्षत्रे या उपकरण के जलए संभाजित खतरों की पहचान करना िाजमल ह;ै घटना की संभािना और पररणामों के संदभ ड म ें उन खतरों स े जडु े जोजखमों का आकलन करना; संभािना, पररणाम, या दोनों को कम करके जोजखम को कम करना; और जोजखम को कम करने के जलए प्राप् त पररणामों का जायजा लने ा; (ड.) खंड (झ) के बाद, जनम्नजलजखत खंड िाजमल दकए जाएंग,े अथाडत:्— "(झक)" रासं जमिन पाइपलाइन "का अथ ड ह ै पाइपलाइन के एक या एक स े अजधक खडं जजन्ह ें आमतौर पर एक नेटिकड बनाने के जलए आपस में जोडा जाता ह ै और जो गैस को दकसी गैदररग जसस्ट् टम, दकसी गैस प्रोसेससग संयंत्र के आउटलेट या दकसी भंडारण क्षेत्र से उच्च, मध्यम या जनम्न दबाि पाइपलाइन प्रणाली, दकसी बडी मात्रा िाले ग्राहक या दकसी अन् य भडं ारण क्षत्रे तक स्ट्थानांतररत करता ह;ै "(झख)" सब रांसजमिन पाइपलाइन" का अथ ड एक उच्च दबाि पाइपलाइन स े ह ै जो मुख्य प्राकृजतक गैस पाइपलाइन को जसटी गेट स्ट्टेिन के साथ जोडती ह;ै" (च) खडं (ञ) म,ें "िह" िब्द यथाित रहगे ा; (छ) खंड (ट) म,ें "प्रयोग" िब्द के जलए, "प्रयोगकता"ड िब्द को प्रजतस्ट्थाजपत दकया जाएगा और "कोष्ठ क और अक्षर" िब् दों "या मागाडजधकार (आरओडब्ल्य)ू " िब्दों का लोप दकया जाएगा। (ज) खडं (ठ) के बाद, जनम्नजलजखत खंड सजम् मजलत दकए जाएगं ,े अथाडत:् (ड) "होगा" इंजगत करता ह ैदक जजस प्रािधान म ें यह होता ह ैिह अजनिाय ड ह;ै (ढ) "होना चाजहए" इंजगत करता ह ै दक जजस प्रािधान म ें यह होता ह ै िह अनिु ंसात्मक ह ै लेदकन अजनिायड नहीं ह;ै (ii) उप-जिजनयम (1) के बाद, जनम्नजलजखत सजम्मजलत दकया जाएगा, अथाडत:् "(1क) अखंडता दोर्, जैसी अखंडता मल्ू यांकन के जलए उपयोग की जान े िाली अन् य पररभार्ाएं या िब् दािली और उप-जिजनयम (1) म ें पररभाजर्त न की गई अन् य अजभ्‍ यज‍त यों के जलए प्रयु‍ त अन्य पररभार्ाएं या िब्दािजलयां एएसएमई ख 31.8एस म ें पररभाजर्त अनुसार होंगी।": (2) जिजनयम 3 म,ें "करती" िब्द के जलए, "करने म ेंसंलग्न " िब्द प्रजतस्ट्थाजपत दकए जाएगं ;े (3) जिजनयम 4 म,ें "जो" िब्द के जलए "जैसे दक" िब्द प्रजतस्ट्थाजपत दकए जाएंगे। (4) जिजनयम 5 म,ें उप-जिजनयम (1) म,ें "एकीकृत प्रबंधन योजना" िब्दों के जलए "एकीकृत प्रबंधन योजना (आईएमपी)" िब्द कोष्ठ क और अक्षर प्रजतस्ट्थाजपत दकए जाएंग।े (5) जिजनयम 7 के जलए—[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 3 (i) "अनुसूची-7 और अनुसूची-8" म े िब् दों, हाइफन और आंकडों के जलए, िब्दों हाइफन और आंकडों "अनुसूची-7, अनुसूची-8 और अनुसूची-9” को प्रजतस्ट्थाजपत दकया जाएगा; (ii) उप-जिजनयम (2) म,ें— (क) "कायाडन्ियन अनुसूची" िब्दों के बाद "और अनुपालन" िब्द ों को जोडा जाएगा; (ख) खंड (i) को जनम्नजलजखत द्वारा प्रजतस्ट्थाजपत दकया जाएगा, अथाडत्:- “इकाई को प्रत्येक गजतजिजध को जनर्ददष्ट समय सीमा के भीतर पूरा करने की आिश्यकता होगी और यदद दकसी एक या अजधक गजतजिजधयों को प्राप्त करने म ें कोई कमी ह,ै तो इकाई समय-साररणी के साथ एक िमन योजना प्रस्ट्तुत करेगी और समय-सारणी के भीतर सभी छोटी-छोटी कजमयों को पूरा करेगी। । यदद इकाई जनर्ददष्ट समय अनुसूची के भीतर ऐसी गजतजिजधयों को परू ा करने म ें जिफल रहती ह,ै तो अजधजनयम के प्रासंजगक दडं प्रािधान लागू होंगे।"; (6) जिजनयम 9 म,ें— (i) उप-जिजनयम (2) के जलए, जनम्नजलजखत प्रजतस्ट्थाजपत दकया जाएगा, अथातड ्: "(2) प्राकृजतक गैस पाइपलाइनों का प्रचालन और रखरखाि करने िाली संस्ट्थ ा के पास इस जिजनयम के अनुपालन के जलए आिश्यक गजतजिजधयों के आधार पर योग्य और प्रजिजक्षत जनिजि को तैनात करन े की एक जलजखत योजना या जसद्ांत होगा।"; (ii) उप-जिजनयम (3) म,ें "बोडड द्वारा" िब्दों के बाद, "समय-समय पर" िब्दों को जोडा जाएगा; (7) अनुसूची-1 म,ें (i) "व्यािसाजयक जोजखम को भी" िब्दों के जलए "जोजखम को" िब्द प्रजतस्ट्थाजपत दकया जाएगा; (ii) "रांसपोटडर" िब्द के जलए "ऑपरेटर या रांसपोटडर" िब् द प्रजतस्ट्थाजपत दकए जाएगं ;े (iii) "जनम्न प्रकार होगी" िब्दों के जलए, "का लक्ष्य होना चाजहए" िब्द प्रजतस्ट्थाजपत दकए जाएगं ;े (iv) "की गणु ित्ता सुजनजित करना" िब्दों के जलए "सुजनजित करें" िब्द प्रजतस्ट्थाजपत दकए जाएंग;े (v) "प्रोत् साजहत करना" िब्द के जलए "प्रोत् साहन" िब् द प्रजतस्ट्थाजपत दकया जाएगा; (vi) "बढाना", िब्द के जलए "बढाए"ं िब् द प्रजतस्ट्थाजपत दकया जाएगा; (vii) "अजधकतम करना" िब् द के जलए "बढाना" िब् द प्रजतस्ट्थाजपत दकया जाएगा; (8) अनुसूची-2 म,ें उप-पैरा 2.3 में उप-िीर्डक "गुणित्ता जनयंत्रण", िब्दों के जलए "गुणित्ता योजना" उप-िीर्डक प्रजतस्ट्थाजपत दकया जाएगा; (9) अनुसूची 3 म;ें (i) उप-पैरा, "3.1 भौजतक जििरण:" म,ें (क) "प्राकृजतक गैस पाइपलाइन के जििरण" िब् दों के साथ िरूु होने िाले भाग के जलए और "ब् योरा िाजमल ह ै जैसे:" िब्दों के साथ समाप्त होने िाले िब् दों को जनम्नजलजखत द्वारा प्रजतस्ट्थाजपत दकया जाएगा, अथाडत:्— "प्राकृजतक गैस पाइपलाइन का जििरण में पाइपलाइन कंप्रसे र स्ट्टेिनों, िाल्ि स्ट्टेिनों और प्रमखु प्रजतष्ठानों का जिजिष्ट जििरण िाजमल होगा:"; (ख) मद 3.1.1 म,ें "रंक पाइपलाइन" िब्दों के जलए "रांसजमिन पाइपलाइन" िब् दों को प्रजतस्ट्थाजपत दकया जाएगा;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (ग) मद 3.1.4 म,ें "मध्यिती जपसगग स्ट्टेिन" िब्दों के जलए "जपसगग स्ट्टेिनों" िब् दों को प्रजतस्ट्थाजपत दकया जाएगा; (घ) मद 3.1.7 म,ें "जनयंत्रण केन्र" िब्दों के जलए "जनयंत्रण कक्ष" प्रजतस्ट्थाजपत दकया जाएगा; (ड.) मद 3.1.8 म,ें "कैजप्टि पॉिर जने रेिन या जग्रड-पािर के आधार पर" िब्दों का लोप दकया जाएगा; (च) मद 3.1.10 म,ें "एससीएडीए" िब्द के जलए "टेलीकॉम या एससीएडीए या डेटा रांसफर जसस्ट्टम" िब् द प्रजतस्ट्थाजपत दकए जाएंग;े (छ) मद 3.1.11 म,ें "सुरक्षा उपकरण" िब्दों के जलए "उपकरण" िब् द प्रजतस्ट्थाजपत दकया जाएगा; (ज) मद 3.1.12 म,ें "सुपुदगड ी स्ट् टेिन" िब्दों के जलए "प्रेर्ण टर्ममनल या प्राप्त टर्ममनल" िब्द प्रजतस्ट्थाजपत दकए जाएंगे; (ii) "3.2 अन्य जििरण:" के उप-पैरा म ें मद सं. 3.2.5, 3.2.6, 3.2.7 और 3.2.8 तथा इससे संबंजधत प्रजिजष्ट यों का लोप दकया जाएगा; (10) अनुसूची-4 म,ें (i) उप-पैरा 4.3 म,ें— (क) "इसम े तकनीकी पहलओंु स े संबंजधत" िब्दों के साथ िरूु होन े िाल े भाग, और "समीक्षा प्रणाली पर जिचार दकया जाए" के साथ समाप्त होने िाले िब्दों को जनम्नजलजखत द्वारा प्रजतस्ट्थाजपत दकया जाएगा, अथाडत:्— “यह तकनीकी पहलुओं स े संबंजधत िणादारी प्रबंधन योजना और पररितडन प्रदिया के प्रबंधन के इन- हाउस जिकास को भी अजनिाय ड करता ह,ै लेदकन संस्ट्था उनके इन-हाउस आकलन के आधार पर एक जप्रजस्ट्िजप् टि आईएमपी के भीतर अजधक कठोर आईएमपी को अपना सकती ह।ै "; (11) अनुसूची-5 के जलए जनम्नजलजखत प्रजतस्ट्थाजपत दकया जाएगा, अथाडत:्— "अनसु चू ी-5 एकीकृत सहायता, जनगरानी और सिक्षे ण एकीकृत मूल्यांकन, सिेक्षण, मॉजनटररग और जनगरानी के जलए कुछ उपकरण नीचे इस अनसु ूची में ददए गए ह।ैं ऑपरेटर कम स े कम एक एकीकृत मूल्यांकन उपकरण का उपयोग करेगा और प्राकृजतक गैस पाइपलाइन के एकीकृत प्रबंधन के जलए आिश्यक सभी लागू सिेक्षणों, मॉजनटररग और जनगरानी उपकरणों का उपयोग करेगा। यह नोट दकया जाए दक जिजिष्ट माप के जलए आधारभतू डेटा ऑपरेटर के पास उपलब्ध होना चाजहए। पाइपलाइन प्रणाली का ऑपरेटर प्रत्येक खतरे या जोजखम मल्ू यांकन के जलए सबस े उपयु‍ त एकीकृत मल्ू यांकन उपकरण, सिेक्षण, मॉजनटररग एि ं जनगरानी और अंतराल पर एक चाट ड बनाएगा और ऐसे मूल्यांकन के जलए उपयुि जिजनदेि और गणु ित्ता जनयंत्रण योजना जिकजसत करेगा। मूल्यांकन की प्रभाििीलता स्ट्थाजपत करने के बाद, मूल्यांकन के अतं राल को अजधजनयम के अतं ंगतड बनाए गए जिजनयमों के अंतगडत दकसी अन्य कोड आिश्यकता जैस े दक पेरोजलयम और प्राकृजतक गैस जिजनयामक बोड ड (प्राकृजतक गैस पाइपलाइनों के जलए सुरक्षा मानकों सजहत तकनीकी मानक और जिजिष्टीयां) जिजनयम, 2009 के अधीन आग े संिोधन दकया जा सकता ह।ै एक सुझाया गया चाट ड पररजिष्ट –III पर प्रस्ट्त ुत ह।ै 5.1 एकीकृत मल्ू य ाकं न उपकरण 5.1.1 आतं ररक जनरीक्षण: आंतररक जनरीक्षण (आईएलआई) एक एकीकृत मूल्यांकन पद्जत ह ैजजसका उपयोग संकेतों को खोजने और जचजननत करने के जलए दकया जाता ह,ै जैसे दक आतं ररक या बाहरी जगं और अन्य यांजत्रक क्षजत या जिरूपण के कारण धात ु की हाजन।[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 5 आंतररक जनरीक्षण उपकरणों म ें क्षरण और जिरूपण दोर्ों अथाडत् डेंट, गॉज, ग्र्‍ू स, और अन्य दोर्ों का पता लगाने की क्षमता होनी चाजहए। इंस्ट्ूमेंट जपसगग (इंटेजलजेंट जपसगग) या कोई अन्य तकनीक जो परे ोजलयम और प्राकृजतक गैस जिजनयामक बोडड (प्राकृजतक गसै पाइपलाइनों के जलए सुरक्षा मानकों सजहत तकनीकी मानक और जिजिष्टीयां) जिजनयम, 2009 के प्रािधानों के अनुसार आतं ररक जनरीक्षण के बराबर एकीकृत मूल्यांकन का स्ट्तर प्रदान कर सकती ह,ै को एकीकृत मूल्यांकन पद्जत के रूप म ेंजनयोजजत दकया जा सकता ह।ै 5.1.2 आतं ररक पाइपलाइनों का हाइड्रो या दबाि परीक्षण: पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड (प्राकृजतक गैस पाइपलाइनों के जलए सुरक्षा मानकों सजहत तकनीकी मानक और जिजिष्टीयां) जिजनयम, 2009 म ें जनर्ददष्ट परीक्षण दबाि म ें ही कुछ खतरों का समाधान करत े समय एकीकृत मूल्यांकन के जलए हाइड्रो या दबाि परीक्षण उपयुि होता ह।ै सेिा काल के दौरान परीक्षण या दबाि परीक्षण को एकीकृत उपकरण के रूप म ें भी जनयोजजत दकया जा सकता ह।ै 5.1.3 प्रत्यक्ष मल्ू याकं न-: प्रत्यक्ष मूल्यांकन एक एकीकृत मूल्यांकन पद्जत ह ैजजसमें एक ढांचागत प्रदिया का उपयोग दकया जाता ह ै जजसके माध्यम स े ऑपरेटर जनरीक्षण, परीक्षा, और मूल्यांकन के पररणामों के साथ दकसी पाइपलाइन प्रणाली या खंड की भौजतक जििेर्ताओं और ऑपरेरटग इजतहास की जानकारी को एकीकृत करने म ेंसक्षम होता ह,ै तादक एकीकृत का पता लगाया जा सके। बाहरी संक्षारण प्रत्यक्ष मल्ू यांकन (ईसीडीए), आंतररक संक्षारण प्रत्यक्ष मूल्यांकन (आईसीडीए) और दबाि संक्षारण प्रत्यक्ष मूल्यांकन (एससीसीडीए) प्रत्यक्ष आकलन और मल्ू यांकन के जलए उपलब्ध उपकरण ह।ैं 5.1.3.1 बाहरी संक्षारण प्रत्यक्ष मल्ू यांकन (ईसीडीए) का उपयोग पाइपलाइन खडं ों के जलए बाहरी संक्षारण खतरे के तहत एकीकृत का पता लगाने के जलए दकया जा सकता ह।ै बाहरी संक्षारण प्रत्यक्ष मल्ू यांकन को लागू करते समय यदद पाइप खुला जमलता ह,ै तो ऑपरेटर को बाहरी संक्षारण (जैसे यांजत्रक और कोरटग क्षजत) के अलािा अन्य खतरों की भी जांच करनी चाजहए। 5.1.3.2 आंतररक संक्षारण प्रत्यक्ष मल्ू याकं न (ईसीडीए) का उपयोग पाइपलाइन खडं ों पर आतं ररक सक्षं ारण खतरे के जलए एकीकृत का पता लगाने के जलए दकया जा सकता ह।ै 5.1.3.3 दबाि संक्षारण िैककग प्रत् यक्ष मूल् यांकन (एससीसीडीए) का उपयोग पाइपलाइन खंडों पर दबाि संक्षारण खतरे के जलए एकीकृत का पता लगान े के जलए दकया जा सकता ह।ै इनम ें स े प्रत्येक आकलन को नीचे ददए गए अनुसार चार चरणों म ें परू ा दकया जाता ह-ै अथाडत ् :— (क) पूिड-मूल्यांकन - प्रत्यक्ष मल्ू याकं न की व्यिहायडता का जनधारड ण, जिजभन्न डेटा एकत्रीकरण, डेटाबेस एकीकरण और जिश्लेर्ण को िाजमल करना। (ख) अप्रत्यक्ष जनरीक्षण- डेटाबेस के मूल्यांकन या बाहरी गणना के आधार पर संभाजित संक्षरण स्ट्थलों, या कॉलों को जचजननत करने के जलए या तो उपकरणों का इस्ट् तेमाल करना या गणना करना। (ग) प्रत्यक्ष/ जिस्ट्तृत जांच - चयजनत स्ट्थ लों पर संक्षारण की पुजष्ट के जलए उत्खनन और जांच करना और इन जिजनयमों की अनुसूची 6 म ेंददए गए जििरणों के अनुसार सुधार करना। (घ) मूल्यांकन पश् चात् - पाइपलाइन की सर्मिस के जलए उसकी उपयु‍ तता, पुनमूडल्यांकन अतं राल और प्रत्यक्ष मूल्यांकन की प्रभाििीलता का पता लगाना। 5.1.4 अन्य एकीकृत आकलन पद्जत पाइपलाइन के जलए अन्य प्रमाजणत एकीकृत मूल्यांकन जिजधयां पाइपलाइन की एकीकृत के प्रबंधन म ें उपयोग के जलए मौजूद हो सकती ह।ैं इन जिजनयमों के प्रयोजन के जलए, कोई ऑपरेटर इन जनरीक्षणों का दबाि परीक्षण या प्रत्यक्ष मल्ू यांकन के जिकल्प के रूप म ें उपयोग कर सकता ह ै जहां पररचालन या अन्य बाधाओं के कारण इन-लाइन जनरीक्षण (आईएलआई) संभि नहीं ह।ै6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 5.2 जनगरानी और सिक्षे ण: 5.2.1 कैथोजडक सरु क्षा (सीपी) प्रणाली जनगरानी जनम्नजलजखत कैथोजडक सरु क्षा जनगरानी पद्जतयां उपलब्ध ह,ैं अथाडत:्— (i) पाइप टु सॉइल पोटेंजियल सिक्षे ण ; (ii) रांसफामडर रेज‍टफायर यूजनट या कैथोजडक प्रोटे‍िन पािर सप्लाई मॉड्यूल - करंट और िोल्टेज मॉजनटररग पद्जत; (iii) ‍ल ोज्ड इंटरिल संभाजित लॉसगग सिेक्षण; (iv) कोरटग स्ट् िास्ट् ् य सिेक्षण (करंट एटेनुएिन टेस्ट्ट, डायरे‍ट करंट िोल्टेज ग्रैजडएंट सिेक्षण और अल्टरनेरटग करंट िोल्टेज ग्रैजडएंट सिेक्षण); (v) पाइपलाइन एसी और डीसी हस्ट्तक्षेप सिेक्षण* जजसमें जिदेिी पाइपलाइन िॉससग, पािर रांसजमिन लाइन िॉससग या समानांतर और अन्य स्ट् रे करंट तोतों पर सिेक्षण सजहत * इसमें िाजमल सभी संस्ट्थाओं के जलए यह अजनिाय ड होगा दक िह अध्ययन या सिेक्षण करन े और उपिमन उपायों के कायाडन्ियन के जलए अन्य संस्ट्थाओं को सुजिधा प्रदान करे। 5.2.2 आतं ररक संक्षारण जनगरानी संक्षारण कूपन या ईआर जांच, जपसगग सफाई स े मलब े का जिश्लेर्ण, तोत पर गैस की गुणित्ता की जनगरानी और ऐसे अन् य तरीकों से की जानी चाजहए। 5.2.3 आधारभतू मल्ू यों के आधार पर मोटाई का मल्ू याकं न और आिजधक समीक्षा: जमीन के ऊपर पाइपलाइनों के सभी खंडों के जलए, सभी पाइपलाइन जस्ट्कड्स और प्रेिर िेसल् स की मोटाई का समय-समय पर मल्ू यांकन दकया जाना चाजहए, इनकी आधारभूत मूल्यों के साथ तलु ना की जा सकती ह ै और इस े एकीकृत मल्ू यांकन उपकरण के रूप म ें जनयोजजत दकया जा सकता ह।ै जब भी पाइपलाइन के भूजमगत जहस्ट्स े को दकसी भी कारण स े उजागर दकया जाता ह,ै तो मोटाई सिेक्षण की संभािना का पता लगाया जाना चाजहए। 5.2.4 पाइपलाइन उपकरण की स्ट्िास्ट््य जनगरानी: पाइपलाइन उपकरण जैसे दक मेन लाइन से‍िनल िाल्ि, अन्य िाल्ि, जपग लॉसन्चग और आिक सुजिधाओं और ऐसे अन्य उपकरणों की समय-समय पर उनके प्रचालन की दजृ ष्ट से जांच की जा सकती ह।ै 5.2.5 पाइपलाइनों की जनगरानी जिजभन्न प्रभािी जनगरानी पद्जतयों का उपयोग प्रत्यक्ष एकीकृत मल्ू यांकन उपकरण के रूप म ेंदकया जा रहा ह।ै अनुभि और संसाधन प्रबंधन के आधार पर, ऑपरेटर द्वारा एक या कई उपकरणों का इस्ट् तेमाल दकया जा सकता ह;ै उनम ें स े कुछ इस प्रकार ह-ैं अथाडत्:— I. उपयोगकता ड के अजधकार की गश्त या जमीनी सिक्षे ण जजसम ें उपयोगकता ड के अजधकार की स्ट्पष्ट दश्ृ यता सुजनजित करने के जलए लाइन िॉक, उपयोगकता ड के अजधकार के साथ रखरखाि दल तक पहुचं , िाल्ि स्ट्थान और अन्य पाइपलाइन सुजिधाएं िाजमल ह।ैं यह बाहरी एजेंजसयों, अजतिमणों, िािआउट तथा पाइपलाइन की सुरक्षा और संचालन को प्रभाजित करने िाले दकसी भी अन्य कारकों द्वारा सतह की जस्ट्थजत का जायजा लेन,े ररसाि, जनमाडण गजतजिजध का जनरीक्षण करन े म ें मदद करता ह।ै इसके अलािा, सभी पाइपलाइन माकडरों, दकलोमीटर पोस्ट्टों और पाइपलाइन के साथ अन्य जिजिष्ट संकेत जचननों के रखरखाि के जमीनी गश्त सिेक्षण दकया जा सकता ह।ै इसम ें जनम्नजलजखत भी िाजमल हो सकते ह:ैं— (i) लाइन िॉकर या िैकजल्पक सुरक्षा जनगरानी प्रणाली द्वारा रात को गश्त लगाना, जहां पाइपलाइन का स्ट्थान सरु क्षा की दजृष्ट से कमजोर ह;ै (ii) प्राकृजतक गैस पाइपलाइन प्रणाली के महत्िपूणड जहस्ट्सों की उपग्रह छजि पद्जतयों के माध्यम स े उपयोगकता ड का जनगरानी अजधकार; (iii) महत्ि पणू ड और दगु मड स्ट्थ लों उदाहरण के जलए पहाडी क्षत्रे और घाट खडं और अन्य खडं ों का प्रयो‍त ा अजधकार का िायु सिेक्षण। ।।. महत्िपणू ड जहस्ट्सों के जलए एकीकृत जनगरानी प्रणाली: यह प्रणाली जिजभन्न प्रकार की जनम्न जलजखत पहचान प्रणाजलयों का उपयोग कर सकती ह,ै अथाडत्:—[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 7 (i) फाइबर ऑजप्ट‍स प्रणाली; (ii) ग्राउंड सेंसर प्रणाली; (iii) रडार आधाररत पहचान प्रणाली; और (iv) बाड सुरजक्षत डेटा ए‍सेस प्रणाली। ।।।. जागरूकता कायिड म: मागाडजधकार के पास रहन े िाले ग्रामीणों और आम जनता को ‍य ा करें और ‍य ा न करें, के बारे म ें सूची प्रदान करके प्राकृजतक गैस ररसाि के संभाजित पररणामों स े अिगत कराया जाना चाजहए। पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड (आपात प्रजतदिया और आपदा प्रबधं न योजना (ईआरडीएमपी) कीआचरण पद्जत), जिजनयम, 2010 के प्रािधानों के अनुसार प्रिासन और स्ट्थानीय जनता के बीच सरु क्षा जागरूकता को आपदा प्रबंधन योजना के अनुसार बनाया जा सकता ह"ै ; (12) अनुसूची-6 म,ें— (i) उप-पैरा, "6.1 पाइपलाइन एकीकृत प्रबंधन योजना" म ें "ब्योरा यहां नीचे ददया गया ह:ै " िब् दों के बाद आने िाले जचत्र के जलए जनम्नजलजखत जचत्र प्रजतस्ट्थाजपत दकया जाएगा, अथाडत:्— " जोजख म द्वारा संभाजित एकत्रीकरण, समीक्षा और पाइपलाइन प्रभाि का पता एकीकृत आंकडे लगाना (6.1.2) (6.1.1) जोजखम आकलन में प्रयु‍ त समीक्षा अनुमान अनुमानों के आधार पर जोजखम मूल् यांकन उजचत या अपेजक्षत ह?ै ‍ या जोजखम आकलन (6.1.4) ‍ या सभी जोजखमों का मूल् यांकन दकया गया ह?ै एकीकृत आकलन (6.1.5) एकीकृत मूल्यांकन और िमन की प्रजतदिया (6.1.6)8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (ii) पैरा िीर्डक "6.1.2 खतरे का पता लगाना:" के अतं गतड :",— (क) उप पैरा िीर्डक "(1) समय आधाररत खतरे" म,ें "अंदर जगं लगना" के साथ िरूु होने िाल े भाग, और "दकया जाए" के साथ समाप्त िब् दों, और स्ट् टॉर और िब् द "*पेरोजलयम" से िरूु होने िाले भाग, और, "जिजनयम, 2008 देख"ें िब् दों के साथ समाप् त होन े िाल े िब् दों और आंकडों का लोप दकया जाएगा। (ख) उप-पैरा िीर्डक "(।।।) समय की छूट से उत् पन् न खतरे" म,ें आंकडों और िब् दों, "iii. भारी िर्ाड" के साथ िुरू होन े िाल े भाग, और आंकडों और िब् दों, "(iii) नदी के तल में हलचल होना" के साथ समाप्त िब् दों के स्ट् थान पर जनम्नजलजखत को प्रजतस्ट्थाजपत दकया जाएगा, अथाडत:् "(iii) हाइड्रो तकनीकी: पानी स े संबंजधत खतरे, जजसमें रिण, बाढ, चैनसलग, सफाई, कटाि, तैरना, दरार, लहरें, सैलाब, सुनामी, बफड जमना, पाला, जहमस्ट्खलन, खाडी क्षेत्र प्रभाि, नदी का दकनारा, नदी तट या नदी तल या नदी के दकनारे संचलन िाजमल ह ै लेदकन जो इन तक ही सीजमत नहीं ह;ै (iv) भू-तकनीकी: पृ्िी की गजत सबं ंधी जोजखम, जजसमें जनिाडह, अत्यजधक सतह भार, भूकंप प्रिण क्षत्रे , भूकंप, दोर्पूण ड गजतजिजधयां, खनन, जचकनी जमट्टी और भूस्ट्खलन – या जचकनी जमट्टी भजू म प्रभाि िाजमल ह,ै लेदकन जो इन तक ही सीजमत नहीं ह;ै और (v) तेज़ हिा।" (iii) पैरा िीर्डक म,ें "6.1.3 पररणाम और प्रभाि जिश्लेर्ण" के तहत, (क) "पररणाम अनुमान" िब् दों के साथ िुरू होने िाले भाग और "क्षेत्रों की पहचान" िब् दों के साथ समाप्त होने िाले िब्दों का लोप दकया जाएगा और "आम तौर पर" िब्दों स े पहल,े िीर्डक "संभाजित प्रभाि क्षत्रे :" को जोडा जाएगा। (ख) िब्द, अक्षर और आंकडों "खंड स.ं 3.2" स े िुरू होने िाले भाग और "संभाजित प्रभाि क्षत्रे " िब्दों के साथ समाप्त होन े िाले िब् दों का लोप दकया जाएगा। (iv) उप-पैरा िीर्डक, "6.1.4.1 जोजखम आकलन पद्जत का जिकास करना" में "पद्जत" िब्द के जलए "दजृ ष्टकोण" िब द् प्रजतस्ट्थाजपत दकया जाएगा। (v) उप-पैरा िीर्डक "6.1.4.2 पाइपलाइन प्रणाली के जलए जोजखम आकलन" म,ें "कम स े कम" िब् दों का लोप दकया जाएगा। (vi) पैरा िीर्डक "6.1.5 एकीकृत आकलन" म,ें— (क) जचनन और िब् दों, "• टी4एस मानक” स े िरूु होन े िाल े भाग के जलए और कोष्ठ कों और अक्षरों "(आईएसएस) आदद" से समाप्त होने िाले भाग को जनम्नजलजखत द्वारा प्रजतस्ट्थाजपत दकया जाएगा, अथाडत:्— “(i) दबाि परीक्षण; (ii) आंतररक जनरीक्षण (आईएलआई); (iii) प्रत्यक्ष मूल्यांकन (ईसीडीए, आईसीडीए और एससीसीडीए); (iv) कोई अन्य एकीकृत आकलन पद्जत -"; (ख) "समय-समय पर आकलन" िब्दों के बाद, जिराम जचनन और ", रोकथाम और उपिमन उपाय" िब्द जोडे जाएंग;े (vii) पैरा िीर्डक "6.1.6 उपिमन और प्रजतदिया (मरम्मत और रोकथाम) म,ें"[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 9 (क) "संबंजधत जनरीक्षण" िब्दों से िरूु होने िाले भाग, और "कारिाई की जाएगी।" के साथ समाप्त होने िाले िब् दों को जनम्नजलजखत द्वारा प्रजतस्ट्थाजपत दकया जाएगा, अथातड ्:— “एकीकृत मूल् यांकन और मॉजनटररग या सिेक्षणों जैसे आंतररक जनरीक्षण और प्रत् यक्ष मल्ू यांकन, कोरटग स्ट् िास्ट् ् य सिेक्षण आदद के पूरा होने के बाद पररणामों का मूल्यांकन दकया जाएगा और पाइपलाइन एकीकृत के खतरे को समाप् त करने या कम करन े के जलए आिश्यक मरम्मत और जनिारक कारडिाई की जाएगी-"; (ख) अंत म,ें "एकीकृत को कोई खतरा नहीं होगा" िब्द ों और जिराम जचनन के बाद जनम्नजलजखत को जोडा जाएगा, अथाडत्:— "संस्ट् था में यथापेजक्षत दबाि को कम करन,े जहां भी आिश्य क हो, जैसे उपयुि उपायों से कर्ममयों और पाइपलाइनों की सरु क्षा सुजनजित करन े के जलए एक योजना होनी चाजहए।" (ग) उप-पैरा िीर्डक – (क) मरम् मत कारडिाई के जररए उपिमन-" – में (क) खडं "(क) तत्काल मरम्मत जस्ट्थजतयां" म,ें उप-खंड (iii) म,ें "पता लगाई गई" िब् दों का लोप दकया जाएगा। (ख) "खंड "(ग) जनगरानी जस्ट् थजतयां, म ें "अंतराल" िब्द का लोप दकया जाएगा-; (घ) उप-पैरा िीर्डक, "(ख) जनिारक कारडिाई के जररए उपिमन" म,ें (घ) "कुछ" िब्द यथाित रहगे ा, और "प्रयोग" िब्द के जलए "उपयोगकताड" िब् द प्रजतस्ट्थाजपत दकया जाएगा, तथा "सफाई/जपसगग" िब्दों के जलए िब् द और जिराम जचनन "सफाई, जपसगग" िब्द प्रजतस्ट्थाजपत दकए जाएंगे। (ड.) उप पैरा िीर्डक "(ख) जनिारक कारडिाई के जररए उपिमन:" के बाद, जनम्नजलजखत जोडा जाएगा, अथाडत:् "(ग) मौजदू ा पाइपलाइन िग डस्ट्थलों की समीक्षा: “यदद मौजूदा पाइपलाइनों के आसपास जनसांजख्यकीय बदलाि के कारण िगड स्ट्थान म ें पररितडन होता ह,ै तो िग ड स्ट्थान म ेंपररितडन का पता लगान े के जलए जनसंख्या घनत्ि सिेक्षण दकया जा सकता ह।ै स्ट्थान िगड म ें पररितडन का मल्ू यांकन एएसएमई बी31.8 के प्रासंजगक प्रािधानों के अनुसार दकया जाएगा और जहा ं ऐसे पररितडन के कारण कारडिाई का संकेत ददया गया ह,ै िहां आिश्यकता होने पर जनसंख्या घनत्ि म ें िृजद् और उजचत उपिमन कारडिाई पर जिचार करते हुए प्रभाजित पाइपलाइन खंड के जोजखम का आकलन दकया जाएगा। उपिमन कारडिाई म ें जनम्नजलजखत को अजधक स े अजधक िाजमल दकया जाना चाजहए, लेदकन न्यूनतम तौर पर इसम ें नीच े ताजलका म ें दी गई कायों की सूची को िाजमल दकया जाएगा; अथाडत:्— (क) संबंजधत पाइपलाइन खंड को सिं ेदनिील घोजर्त दकया जाएगा और नए स्ट्थान िग ड के अनुसार गश्त की बारंबारता को बढाया जाएगा; (ख) स्ट्थानीय आबादी के बीच जागरूकता कायडिम; (ग) चेतािनी माकडर कम अंतराल पर स्ट्थाजपत दकए जाएगं ;े (घ) पाइपलाइन के जमट्टी से ढके होने का सिेक्षण और कुछ दरू ी के अंतराल पर उपिमन उपाय दकए जाएंगे; (ड.) कैथोजडक सुरक्षा (सीपी) जनगरानी और सिेक्षणों को और अजधक सख्ती स ेलाग ूदकया जाएगा; (च) एकीकृत मूल्यांकन की आिृजत्त 7 (सात) िर्ों म ें कम स े कम एक बार या जोजखम मल्ू यांकन द्वारा दिाडए गए अनुसार, जो भी अजधक हो, बढाई जाएगी;10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (छ) प्रभाजित खंड का इंजीजनयररग मूल्यांकन दकया जाएगा और पहचानी गई कजमयों को दरू दकया जाएगा; और (ज) कंिीट स्ट्लैब या कंिीट कोरटग या समग्र आिरण या आिरण और ऐसे अन् य पदाथ ड स्ट्थाजपत करके पाइपलाइन अिरोध सुरक्षा प्रदान की जाएगी; जोजखम मल्ू याकं न के बाद न्यनू तम आिश्यक कारडिाई जनम्न िग डस ेजनम्न जलजखत म ेंपररितनड उपय‍ुड त सचू ी स ेन्यनू तम कारडिाई स्ट् थल िग ड2 (क) स े (घ) स्ट् थल िग ड3 (क) स े (छ) स्ट् थल िग ड4 (क) स े (ज) उपयुड‍ त जिजिष्ट कारडिाई के अलािा, जोजखम मूल्यांकन द्वारा दिाडई गई अन्य कोई कारडिाई की जाएगी।” (viii) उप-पैरा िीर्डक "6.1.7 आंकडों को अद्यतन बनाना, एकीकृत और सीजमत करना" िब् दों म,ें िब् द और जिराम जचनन, "नरम, सख्त" िब्दों को "नरम या सख्त" िब्दों द्वारा प्रजतस्ट्थाजपत दकया जाएगा; (iv) अंत म ेंदी गई रटप् पणी और उसकी सामग्री का लोप दकया जाएगा। (14) अनुसूची-8 के जलए, जनम्नजलजखत प्रजतस्ट्थाजपत दकया जाएगा, अथाडत:्— “अनसु चू ी-8 एकीकृत प्रबधं न प्रणाली की कायान्ड ियन अनसु चू ी: ि.स.ं गजतजिजधया ाँ समय अनसु चू ी 1 पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड अनुमोददत आईएमएस दस्ट्तािज़े प्रस्ट्तुत करने सजहत (प्राकृजतक गैस पाइपलाइनों के जलए सुरक्षा मानकों पेरोजलयम और प्राकृजतक गैस जिजनयामक बोड ड सजहत तकनीकी मानक और जिजिष्टीया) जिजनयम, (पीएनजीआरबी) को प्रस्ट्तुत दकया जाना चाजहए। 2009 का अनुपालन 2 एकीकृत प्रबंधन प्रणाली तैयार करना और संस्ट् था के इन जिजनयमों के लाग ूहोने की तारीख स े 1 िर्*ड प्रचालन या रखरखाि टीम के प्रमुख द्वारा अनुमोदन। 3 तृतीय पक्ष जनरीक्षण एजेंसी द्वारा एकीकृत प्रबंधन संस्ट् था के प्रचालन/ रखरखाि के प्रमुख के अनुमोदन के प्रणाली दस्ट्तािेज़ के साथ जिजनयम की अनरूु पता। बाद से 3 माह। 4 संस्ट् था के बोड ड द्वारा पहली बार कायाडन्ियन के जलए तृतीय पक्ष जनरीक्षण एजेंसी (टीपीआईए) द्वारा अनुमोदन और तत्प श् चात् संस्ट्थ ा के मुख्य कायडकारी अनुरूपता आकलन स े 3 महीने के भीतर। अजधकारी (सीईओ) या पणू कड ाजलक जनदेिक द्वारा आिजधक समीक्षा अनुमोदन 5 कायाडन्ियन की िुरुआत इस ताजलका म ें ि.स.ं 4 म ें जिजनर्ददष् ट अनुमोदन के तुरंत बाद 6 पेरोजलयम और प्राकृजतक गसै जिजनयामक बोड ड को इस ताजलका म ें ि.स.ं 4 म ें जिजनर्ददष् ट अनुमोदन से 1 एकीकृत प्रबंधन प्रणाली दस्ट्तािेज़ प्रस्ट्ततु करना माह 7 पेरोजलयम और प्राकृजतक गसै जिजनयामक बोडड को प्रत्येक िर् ड पेरोजलयम और प्राकृजतक गैस जिजनयामक अनुपालन जििरण प्रस्ट्तुत करना बोडड को प्रस्ट्तुत दकया जाएगा रटप्प णी: इन जिजनयमों म ेंअनसु चू ी-7 म ेंिर्मणत अनसु ार कायान्ड ियन के उपाय दकए जान ेचाजहए। *- नई पाइपलाइनों के जलए, 1 िर् ड की अिजध की गणना ऐसी पाइपलाइनों के चाल ू होन े की तारीख स े एक िर् ड के भीतर की जाएगी।" (15) अनुसूची-9 के जलए, जनम्नजलजखत प्रजतस्ट्थाजपत दकया जाएगा, अथाडत:्—12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 'अनसु चू ी-9 एकीकृत प्रबधं न प्रणाली की समीक्षा 9.1 एकीकृत प्रबधं न प्रणाली की समीक्षा की आिजधकता संस्ट्थाएं अपनी मौजूदा एकीकृत प्रबंधन प्रणाली की समय-समय पर समीक्षा कर सकती ह,ै लेदकन यह ऐसी दो जनरंतर समीक्षा के बीच प्रत् येक 3 िर्ड के अंतराल स े अजधक नहीं होनी चाजहए और एकीकृत प्रबंधन कायडिम के जनष्प ादन के आधार पर अनुसचू ी 7 के प्रािधानों के अनुसार यदद आिश् यक हो या सांजिजधक या जिजनयामक आिश् यकताओं म ें कोई बदलाि दकया जाना हो, तो उसे अद्यतन दकया जाना चाजहए। लेदकन गजतिील प्रकृजत के पररितडन जैसे पररसंपजत्तयों, प्रमुख कर्ममयों में िृजद्, जिलोपन, आिोधन, अन्य उपयोजगताओं के साथ तालमले और ऐस े अन्य पररितनड ों के जलए आईएमएस म ें सिं ोधन की आिश्यकता नहीं हो सकती ह ै और इस े सबं जंधत सस्ट्ं थ ा द्वारा समय-समय पर अद्यतन दकया जा सकता ह।ै 9.2 एकीकृत प्रबधं न प्रणाली लखे ा-परीक्षा पाइपलाइन एकीकृत प्रबंधन प्रणाली की लेखा-परीक्षा जनयजमत आधार पर की जाएगी। लेखा-परीक्षा का उद्देश्य इन जनयमों म ें उजल्लजखत नीजतयों और प्रदियाओं का अनपु ालन सुजनजित करना ह।ै जसफाररिों और सुधारात्मक कारडिाई को पाइपलाइन एकीकृत प्रबंधन प्रणाली म ें प्रलेजखत और िाजमल दकया जाएगा। समग्र एकीकृत प्रबंधन प्रणाली की दकसी भी आंतररक और बाहरी लेखा-परीक्षा के जलए जनम्नजलजखत आिश्यक िस्ट्तओंु को ध् यान में रखा जाएगा, अथाडत:् (i) आईएमएस दस्ट्तािेज़ जिकजसत, अनुमोददत और मान्य ह;ै (ii) गजतजिजधयााँ एकीकृत प्रबंधन प्रणाली के अनुसार की जाती ह;ैं (iii) सत्याजपत करें दक ‍या िार्मर्क जनष्प ादन उपायों का मूल्याकं न दकया गया ह;ै (iv) सभी कारडिाई मदों या गैर-अनुरूपता समयबद् तरीके स े समाप् त की गई ह;ैं (v) प्रयु‍ त जोजखम मानदंडों की समीक्षा और प्रलेखन दकया गया ह;ै और (vi) रोकथाम, उपिमन और मरम्मत मानदडं स्ट्थाजपत, पूण ड और प्रलेजखत दकए गए ह।ैं 9.3 आतं ररक और बाहरी लखे ा-परीक्षा की आिजृ त्त प्रचालन चरण के दौरान जनम्नजलजखत लेखा-परीक्षा आयोजजत करके इन जिजनयमों के प्रािधानों के अनुपालन को सुजनजित करन े के जलए एक प्रणाली होगी, अथाडत:्— (क) आंतररक लेखा परीक्षा – प्रत् यके िर्ड; No. PNGRB/Tech/14-IMSNGPL/(1)/2019 (P-216).—In exercise of the powers conferred by section 61 of the Petroleum and Natural Gas Regulatory Act, 2006 (19 of 2006), the Petroleum and Natural Gas Regulatory Board hereby makes the following regulations, further to amend the Petroleum and Natural Gas Regulatory Board (Integrity Management System for Natural gas pipelines) Regulations, 2012, namely:— 1. Short title and commencement. (1) These regulations may be called the Petroleum and Natural Gas Regulatory Board (Integrity Management System for Natural gas pipelines) Amendment Regulations, 2020. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Petroleum and Natural Gas Regulatory Board (Integrity Management System for Natural gas pipelines) Regulations, 2012;— (1) in regulation 2, (i) in sub-regulation (1),— (a) for clause (e), the following shall be substituted, namely:— ‗(e) "risk" means the measure of potential loss in terms of both the incident probability (likelihood) of occurrence and the magnitude of the consequences;‘; (b) clause (f) shall be omitted; (c) for clause (g), the following shall be substituted, namely:— ‗(g) ―risk assessment‖ means a systematic process in which potential hazards from facility operation are identified, and the likelihood and consequences of potential adverse events are estimated. Risk assessments can have varying scopes, and can be performed at varying levels of detail depending on the operator‘s objectives;‘; (d) for clause (h), the following shall be substituted, namely: -[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 15 ‗(h) "risk management" means an overall program consisting of identifying potential threats to an area or equipment; assessing the risk associated with those threats in terms of incident likelihood and consequences; mitigating risk by reducing the likelihood, the consequences, or both; and measuring the risk reduction results achieved;‘; (e) after clause (i), the following clauses shall be inserted, namely:— ‗(ia) "transmission pipeline" means one or more segments of pipeline usually interconnected to form a network that transports gas from a gathering system, the outlet of a gas processing plant or a storage field to a high, medium or low-pressure pipeline system, a large-volume customer or another storage field; (ib) "sub transmission pipeline" means a high-pressure pipeline connecting the main natural gas pipeline to the city gate station;‘; (f) in clause (j), for the word, ―he‖, the word, ―one‖ shall be substituted; (g) in clause (k), for the word ―use‖, the word ―user‖ shall be substituted and the words, brackets and letters, ―or right of way (RoW)‖, shall be omitted; (h) after clause (l), the following clauses shall be inserted, namely:— ‗(m) ―Shall‖ indicates that the provision in which it occurs is mandatory; (n) ―Should‖ indicates that the provision in which it occurs is recommendatory but not mandatory;‘; (ii) after sub-regulation (1), the following shall be inserted, namely: ―(1A) Other definitions or terminologies used for integrity assessment like anomaly, defect, MAOP and like other expressions not defined in sub-regulation (1), shall be as defined in ASME B 31.8S.‖; (2) in regulation 3, after the words, ―all the entities‖, the words, ―engaged in‖, shall be inserted; (3) in regulation 4, for the words, ―that is‖, the words, ―such as‖ shall be substituted; (4) in regulation 5, in sub-regulation (1), for the words, ―integrity management plan‖, the words, brackets and letters, ―Integrity Management Plan (IMP)‖ shall be substituted; (5) for regulation 7,— (i) in sub-regulation (1), the words, ―through implementation schedule‖ shall be omitted and for the words, hyphens and figures, ―Schedule-7 and Schedule-8‖, the words, hyphens and figures ―Schedule- 7, Schedule-8 and Schedule-9‖, shall be substituted; (ii) in sub-regulation (2),— (a) after the words, ―implementation schedule‖, the words, ―and compliance‖, shall be inserted; (b) in clause (i), for the portion beginning with the words, ―within the time‖ and ending with the words, ―Act shall apply‖ the following shall be substituted, namely: - ―with time schedule and make good all short comings within the time schedule. If the entity fails to complete such activities within the specified time schedule, relevant penal provisions of the Act shall apply‖; (6) in regulation 9,— (i) for sub-regulation (2), the following shall be substituted, namely:— ―(2) Entity operating and maintaining natural gas pipelines shall have a written plan or philosophy of deploying qualified and trained manpower at the installations based on activities required for compliance to this regulation.‖; (ii) in sub-regulation (3), after the words, ―by the Board‖, the words ―from time to time‖, shall be inserted. (7) in Schedule-1,— (i) for the words, ―also minimize business‖, the word, ―minimize‖ shall be substituted; (ii) for the word, ―transporter‖, the words, ―operator or transporter‖ shall be substituted; (iii) for the words ―shall be‖ occurring after the words, ―Integrity Management System‖, the words, ―should aim to‖, shall be substituted;16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (iv) for the words, ―Ensuring the quality of‖, the word, ―Ensure‖ shall be substituted; (v) for the word, ―Promoting‖ the word, ―Promote‖ shall be substituted; (vi) for the word, ―Increasing‖ the word, ―Enhance‖ shall be substituted; (vii) for the word, ―Optimizing‖ the word, ―Enhance‖ shall be substituted; (8) in Schedule-2, in sub-paragraph 2.3, for the sub-heading, ―Quality Control‖, the sub-heading, ―Quality Plan‖ shall be substituted; (9) in Schedule 3,— (i) in sub-paragraph, ―3.1 PHYSICAL DESCRIPTION:‖,— (a) for the portion beginning with the words, ―Description of natural gas‖ and ending with the words, ―details such as:‖, the following shall be substituted, namely: - ―Description of natural gas pipeline shall include specific description of the pipelines compressor stations, valve stations and major installations details such as:‖; (b) in item 3.1.1, for the words, ―Trunk Pipeline‖, the words, ―Transmission Pipeline‖ shall be substituted; (c) in item 3.1.4, for the words, ―Intermediate Pigging Stations‖, the words, ―Pigging Stations‖ shall be substituted; (d) in item 3.1.7, for the words, ―Control Stations‖, the words, ―Control Rooms‖ shall be substituted; (e) in item 3.1.8, the words ―depending upon Captive power generation or Grid-power‖, shall be omitted; (f) in item 3.1.10, for the word, ―SCADA‖, the words, ―Telecom or SCADA or Data Transfer System‖ shall be substituted; (g) in item 3.1.11, for the word, ―Equipments‖, the word, ―Equipment‖ shall be substituted; (h) in item 3.1.12, for the words, ―Delivery Stations‘, the words, ―Dispatch Terminal or Receiving Terminal‖ shall be substituted; (ii) in sub-paragraph, ―3.2 OTHER DESCRIPTION:‖, the item nos. 3.2.5, 3.2.6, 3.2.7 and 3.2.8 and the entries relating thereto shall be omitted; (10) in Schedule-4,— (i) in sub-paragraph 4.3,— (a) the portion beginning with the words, ―pertaining to technical aspects‖, and ending with the words, ―Integrity Management System for Natural gas pipeline‖, shall be omitted and after the words, ―Management of Change‖, the following shall be inserted, namely: - ―process pertaining to technical aspects, but the entity may adopt more rigorous IMP within a prescriptive IMP based on their in-house assessment.‖; (11) for Schedule-5 the following shall be substituted, namely:— ― SCHEDULE–5 INTEGRITY ASSESSMENT, MONITORING AND SURVEYS Some of the tools for Integrity assessment, surveys, monitoring and surveillance are provided below in this schedule. The operator shall employ at least one integrity assessment tool and should use all applicable surveys, monitoring and surveillance tools necessary for the integrity management of natural gas pipeline. It may be noted that the baseline data for specific measurement should be available with the operator. The operator of a pipeline system shall develop a chart of most suited integrity assessment tool, surveys, monitoring and surveillance and interval for each threat or risk assessment and further develop appropriate specifications and quality control plan for such assessment. After establishing effectiveness of assessment, the interval of assessment may be further modified subject to any other code requirement under the regulations made under the Act, such as Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for natural gas pipelines) Regulations, 2009. A suggested chart is placed at APPENDIX –III.[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 17 5.1 INTEGRITY ASSESMENT TOOLS 5.1.1 In-Line Inspection: In-line inspection (ILI) is an integrity assessment method used to locate and characterize indications, such as, metal loss due to internal or external corrosion and other mechanical damage or deformation. Internal inspection tools shall have capability of detecting corrosion and deformation anomalies that is to say dents, gouges, grooves, and like other anomalies . Instrumented Pigging (Intelligent Pigging) or any other technology that can provide a level of integrity assessment equivalent to In-line Inspection in accordance with the provisions of the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Natural gas pipelines) Regulations, 2009, which may be employed as Integrity Assessment Method. 5.1.2 Hydro or Pressure Testing of In-service Pipelines: Hydro or Pressure testing is appropriate for integrity assessment when addressing certain threats at the pre- commissioning stage itself at test pressure specified in the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Natural gas pipelines) Regulations, 2009. Hydro Testing or Pressure testing can also be employed as an integrity assessment tool during service life. 5.1.3 Direct Assessment: Direct assessment is an integrity assessment method utilizing a structured process through which the operator is able to integrate knowledge of the physical characteristics and operating history of a pipeline system or segment with the results of inspection, examination, and evaluation, in order to determine the integrity. External Corrosion Direct Assessment (ECDA), Internal Corrosion Direct Assessment (ICDA) and Stress Corrosion Cracking Direct Assessment (SCCDA) are the available tools for direct assessment and evaluation. 5.1.3.1 External Corrosion Direct Assessment (ECDA) can be used for determining integrity for the external corrosion threat on pipeline segments. While implementing External Corrosion Direct Assessment if the pipe is exposed, the operator should conduct examinations for threats other than that for external corrosion also (like mechanical and coating damages). 5.1.3.2 Internal Corrosion Direct Assessment (ICDA) can be used for determining integrity for the internal corrosion threat on pipeline segments. 5.1.3.3 Stress Corrosion Cracking Direct Assessment (SCCDA) can be used for determining integrity for the stress corrosion threat on pipeline segments. Each of these assessments are carried out in four steps as below, namely:— (a) Pre-assessment - determining feasibility of Direct Assessment, incorporating various data gathering, database integration and analysis (b) Indirect Inspection- using either tools or calculations to flag possible corrosion sites, or calls, based on the evaluation or extrapolation of the database (c) Direct or Detailed Examination- excavation and examination to confirm corrosion at the identified sites and remediation as provided in Schedule 6 to these regulations. (d) Post-assessment- to determine the fitness for service of pipeline, re-assessment interval and effectiveness of Direct Assessment. 5.1.4 Other Integrity Assessment Methodology: Other proven integrity assessment methods for pipeline may exist for use in managing the integrity of pipeline. For the purpose of these regulations, it is acceptable for an operator to use these inspections as an alternative to pressure testing or direct assessment and where In-line inspection (ILI) is not feasible due to operational or other constraints. 5.2 MONITORING AND SURVEYS: 5.2.1 Cathodic Protection (CP) System Monitoring: Following cathodic protection monitoring methods are available, namely:— (i) Pipe to Soil Potential Survey; (ii) Transformer Rectifier Unit or Cathodic Protection Power Supply Module - current and voltage monitoring method; (iii) Closed Interval Potential Logging Survey;18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (iv) Coating Health Surveys (Current Attenuation Test, Direct Current Voltage Gradient survey and Alternating Current Voltage Gradient Survey); and (v) Pipeline AC and DC Interference Survey* including survey at Foreign Pipeline Crossings, Power Transmission line crossings or parallelism and other Stray current sources; * It shall be obligatory for all the entities involved to facilitate other entities to conduct studies or surveys and in implementation of mitigation measures. 5.2.2 Internal corrosion monitoring should be done through Corrosion coupon or ER Probe, debris analysis from cleaning pigging, quality monitoring of gas at source and like other methods. 5.2.3 Thickness assessment and periodic review against baseline values: For all sections of the pipelines above ground, all pipeline skids and pressure vessels, a periodic thickness assessment and comparison with baseline values may be done and employed as Integrity Assessment tool. Possibility of thickness survey shall be explored whenever underground portion of the pipeline is exposed for whatsoever reasons. 5.2.4 Pipeline equipment Health Monitoring: Pipeline equipment such as main line sectionalizing valves, other valves, pig launching and receiving facilities and like other equipments may be checked periodically for their operation. 5.2.5 Surveillance of Pipelines: Various effective surveillance methods are being used as direct integrity assessment tools. Based upon the experience and resource management, one or multiple tools may be followed by the operator; some of them are detailed as under, namely: - I. Patrolling or Ground Survey of the Right of User which includes Line Walk for ensuring clear visibility of Right of User, access to maintenance crew along the Right of User, valve locations and other pipeline facilities. This also helps to observe surface conditions, leakage, construction activity performed by external agencies, encroachments, washouts and any other factors affecting the safety and operation of the pipeline. Also, patrolling ground survey may be done for maintenance of all pipeline markers, kilometer posts and other specific indication marks along the pipeline. This may also include – (i) Night patrolling by Line walkers or alternative security surveillance system where the pipeline location is vulnerable from security point of view; (ii) Right of User tracking through satellite imaging methods for critical stretches of natural gas pipeline system; and (iii) Aerial survey of Right of User at critical and in-accessible stretches for example hilly regions and Ghat sections and like other sections; II. Integrated Surveillance System for critical stretches: This system may use various types of detection systems such as the following, namely: - (i) Fiber Optics System; (ii) Ground Sensor System; (iii) Radar based detection system; and (iv) Fence secure data access system. III. Awareness Programme: Villagers and general public along the right of way shall be made aware of the possible consequences of natural gas leaks by providing a list of Do‘s and Don‘ts. Safety awareness among the administration and local public may be created as per the disaster management plan in accordance with the provisions of Petroleum and Natural Gas Regulatory Board (Codes of Practices for Emergency Response and Disaster Management Plan), Regulations, 2010.‖; (12) in Schedule-6,— (i) in sub-paragraph, ―6.1 Pipeline integrity management Plan‖, for the figure occurring after the words, ―further detailed hereunder:‖, the following figure shall be substituted, namely:—[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 19 ― Identify ing potential Gathering, reviewing pipeline impact by and Integrating data threa t (6.1.2) (6.1.1) Review assumptions used in Risk Assessment Is risk assessment due or warranted based on review of assumptions? Integrity Assessment (6.1.5) Response to integrity ‖; assessments and mitigation (6.1.6) (ii) under paragraph heading, ―6.1.2 Threat Identification:‖,— (a) in sub-paragraph heading, ― (I) Time Dependent Threats‖, the portion beginning with bullet and words ―• Internal corrosion‖ and ending with the words, ―to be considered‖ and also the portion beginning with star and words, ―*Refer the Petroleum‖, and ending with the words and figures, ―Regulations, 2008‖ shall be omitted. (b) in sub-paragraph heading, ―(III)Time Independent Threats‖, for the portion beginning with, the figures and words, ―iii. Heavy Rains‖, and ending with the figures and words, ―iii. River Bed movements‖, the following shall be substituted, namely: -20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] "(iii) Hydro technical: water-related threats including, but not limited to, liquefactions, flooding, channeling, scouring, erosions, floatation, breaches, surges, inundations, tsunamis, ice jams, frost heaves, avalanches, creek area effects, river meandering, river bed or bank movement; (iv) Geotechnical: earth movement threats including, but not limited to, subsidence, extreme surface loads, seismicity, earthquakes, fault movements, mining, mud and landslides or muddy land effects; and (v) High wind.‖; (iii) in paragraph heading, ―6.1.3 Consequence and Impact Analysis‖,— (a) the portion beginning with the words, ―consequence estimation‖ and ending with the words, ―Areas are identified‖, shall be omitted and before the word, ―Generally‖, the heading, ―Potential Impact Area:‖, shall be inserted; (b) the portion word beginning with the word, letters and figures, ―Clause no.3.2‖ and ending with the words ―potential impact area‖, shall be omitted. (iv) in sub- paragrapgh heading, ―6.1.4.1 Developing a Risk Assessment Model‖, for the word, ―Model‖, the word, ―Approach‖, shall be substituted; (v) in sub-paragrapgh heading, ―6.1.4.2 Risk Assessment for the pipeline system‖, the words, ―at least‖, shall be omitted; (vi) in the paragraph heading, ―6.1.5 Integrity Assessment‖,— (a) for the portion beginning with the mark and words, ―• Hydro testing‖ and ending with the brackets and letters, ―(ISS) etc.‖, the following shall be substituted, namely:— ―(i) Pressure testing; (ii) Inline inspection (ILI); (iii) Direct Assessment (ECDA, ICDA and SCCDA); (iv) Any other Integrity Assessment methodology.‖; (b) after the words, ―method and assessment interval‖, the punctuation mark and the words, ―, prevention and mitigation measures‖, shall be inserted; (vii) in the paragraph heading, ―6.1.6 Mitigation and Response (Repair and Prevention)‖,— (a) for the portion beginning with the words, ―After the completion of assessment‖, and ending with the words, ―threat to pipeline integrity‖, the following shall be substituted, namely: - ―After the completion of Integrity assessment and monitoring or surveys, like inline inspection and, Direct Assessment, coating health surveys and like other monitoring and surveys, the results shall be evaluated and the necessary repairs and preventive actions shall be undertaken to eliminate or reduce the threat to pipeline integrity.‖; (b) at the end, after the words and punctuation mark, ―until the next reassessment.‖, the following shall be inserted, namely:— ―The entity shall have a plan for ensuring safety of personnel and pipelines by suitable means such as pressure reduction, wherever warranted.‖; (c) in sub-paragraph heading, ―(A) Mitigation through Repair Actions:‖,— (A) in clause ―(a) Immediate repair conditions:‖, in sub-clause iii), the words, ―a detected‖, shall be omitted; (B) in clause ―(c) Monitored conditions:‖, the word, ―interval‖, shall be omitted; (d) in sub-paragraph heading, ―(B) Mitigation through Preventive Actions:‖, for the words, ―The few‖, the word, ―Few‖, shall be substituted and for the word, ―Use‖, the word, ―User‖ shall be substituted and for the words and slash, ―Cleaning / Pigging‖, the words and punctuation mark, ―Cleaning, Pigging‖, shall be substituted; (e) after the sub-paragraph heading, ―(B) Mitigation through Preventive Actions:‖, the following shall be inserted, namely:[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 21 ―(C) Review of existing pipeline Class Locations: If class location changes are perceived due to demographic changes along the existing pipelines, population density survey may be carried out to ascertain the changes in class location. The change in Location Class shall be evaluated in accordance with relevant provisions of ASME B31.8 and where action is indicated on account of such change, risk assessment of the impacted pipeline section shall be carried out considering the increase in population density and appropriate mitigation actions shall be taken if required. The mitigation actions should include as many of the following but as a minimum shall include those indicated in the table given underneath the list of actions; namely:— (a) The concerned pipeline section shall be declared as vulnerable and frequency of patrolling to be increased as per new Location Class; (b) Awareness program among local populace; (c) Warning Markers shall be installed at lesser interval; (d) Pipeline earth cover survey and Mitigation at closer intervals; (e) Cathodic protection (CP) monitoring and surveys shall be carried out more rigorously; (f) Frequency of Integrity Assessment shall be increased to a minimum of once in 7 (seven) years or as indicated by risk assessment whichever is more frequent; (g) Engineering Assessment of the impacted section and mitigation of identified vulnerabilities; and (h) Pipeline barrier protection shall be provided by installing concrete slabs or concrete coating or composite wraps or sleeves and like other substances; Minimum Required Action after Risk Assessment Change from lower class to Minimum action from list above Location Class 2 (a) to (d) Location Class 3 (a) to (g) Location Class 4 (a) to (h) In addition to afore-specified actions, any other actions indicated by risk assessment shall be taken.‖; (viii) in sub-paragraph heading, ―6.1.7 Update, integrate and review data‖, for the words and punctuation mark, ―soft, hard‖, the words, ―soft or hard‖, shall be substituted; (ix) in paragraph heading, ―6.2 Performance Evaluation Plan‖, the portion beginning with the word, letters and figures, ―Refer ASME B31S‖ and ending with the words ―matrix respectively‖ shall be omitted and for the word, ―number‖, the word, ―Number‖ shall be substituted; (x) in sub-paragraph heading, ―6.2.1 Performance Measures‖, the word, ―pigging‖, shall be omitted and at both places the word, ―programmes‖, shall be substituted by the word, ―program‖ respectively ; (xi) in sub-Paragraph heading, ―6.3.1 External Communication:‖, in clause (II) after the word, ―Public‖, the words, ―or Public institutions like schools, hospitals or other like institutions‖, shall be inserted; (xii) in paragraph heading ―6.4 Management of Change:‖, for the words, ―Management of Change‖, the words, ―Management of Change Plan‖ shall be substituted; (xiii) in paragraph heading, ―6.5 Quality Control‖,— (a) in heading, ―Quality Control‖, for the word, ―Control‖, the word, ―Plan‖ shall be substituted; (b) for the words, ―quality programme‖, the words, ―Quality Management Programme‖ shall be substituted;22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (c) the hyphen and figures ―-2001‖, shall be omitted; and (d) the portion beginning with the words, ―Internal Audits of the Pipeline‖ and ending with the words, ―met and documented‖ shall be omitted; (13) in Schedule-7,— (i) in paragraph heading, ―7.1 MANAGEMENT APPROVAL:‖, (a) for the words, ―team of the entity‖, the words, ―or Maintenance of the entity‖; shall be substituted; (b) for the word, ―Conformity‖, the words, ―Verification of Conformity‖, shall be substituted; (ii) the sub-paragraph, ―7.2 ACCEPTANCE BY PETROLEUM & NATURAL GAS REGULATORY BOARD (PNGRB)‖ and the content thereof shall be omitted; (iii) for sub-paragraph, ―7.3 APPROVAL FOR IMPLEMENTATION‖ and the contents thereof, the following shall be substituted, namely: - ―• Step#5: Approval of Integrity Management System document for implementation by the board of the entity for the first time and approval of subsequent periodic review by Chief Executive Officer (CEO) or Full -time Director of the entity. • Step#6: Approved IMS document along with confirmation from entity of its implementation shall be submitted to the Board.‖; (iv) the Note, at the end and the contents thereof shall be omitted; (14) for Schedule-8, the following shall be substituted, namely: - ― SCHEDULE-8 IMPLEMENTATION SCHEDULE of Integrity Management System: Sr. No. Activities Time Schedule 1 Compliance with Petroleum and Natural Gas Confirmation to be submitted to Petroleum and Regulatory Board (Technical Standards and Natural Gas Regulatory Board (PNGRB) along with specifications including Safety Standards for submission of approved IMS document. Note: Steps for implementation to be followed as described in Schedule-7 to these regulations. * For new pipelines, the period of 1 year shall be construed as one year from the date of commissioning of such pipelines.‖; (15) for Schedule -9, the following shall be substituted namely:—[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 23 ‗SCHEDULE-9 REVIEW OF THE INTEGRITY MANAGEMENT SYSTEM: 9.1 Periodicity of review of Integrity Management System Entities may review their existing Integrity Management System from time to time but not exceeding an interval of every 3 years between two consecutive such review and update the same if required in accordance with the provisions of Schedule-7 based on the performance of Integrity Management Program or changes if any in the statutory or regulatory requirements, but changes of dynamic nature such as addition, deletion, modification of assets, key personnel, interfaces with other utilities and like other changes may not require revision in the IMS and the same can be kept updated periodically by the concern entity. 9.2 Integrity Management System Audit: Audit of the Pipeline Integrity Management System shall be performed on a regular basis. The purpose of the audits is to ensure compliance with the policies and procedures as outlined in these regulations. Recommendations and corrective actions taken shall be documented and incorporated into the Pipeline Integrity Management System.
