"तृतीयक नेटिकड" िीर्डक िाले बबद ु(iii) म ें “(एमडीपीइ)” िब्द “(पीइ)” िब्द द्वारा प्रजतस्ट्थाजपत िोगा। ख. “िाल्ि” िीर्डक िाल े परै ा के ऄतं गडत परै ा (क) में “3 दक.मी. से ऄजधक दरू ी पर निीं लगाए जाते” िब्दों के पश्चात जनम्नजलजखत िब्द सजम्मजलत िोंग:े “जनम्नजलजखत का ऄनुपालन करने के पश्चात स्ट्थल श्रणे ी को ध्यान म ें रखते हुए नगरपाजलका सीमा के बािर सीजीडी नेटिकड में स्ट्टील पाआप में ऄनुभागीय िाल्िों के बीच ऄंतर-दरू ी को पीएनजीअरबी (प्राकृजतक गैस पाआपलाआनों के जलए सुरक्षा मानकों और तकनीकी मानकों सजित जिजिजियााँ) जिजनयम, 2009 के ऄनुसार बनाए रखा जा सकता ि,ै नामतः i. सीजीडी नेटिकड म ें स्ट्टील पाआपलाआनों को स्ट्थल श्रेणी-4 पर जिचार करके जडजाआन दकया जाएगा; ii. नेटिकड में गैस को गंजधत और द़िल्टर दकया जाता ि;ै तथा iii. जनसंख्या घनत्ि में पररितडन के मामले में स्ट्थान िगड के ऄनुसार अिश्यकताओं को परू ा करने के जलए एसिी की ऄजतररि संख्या प्रदान की जाएगी। स्ट्थल िगड का मूल्यांकन प्रत्येक िर्ड दकया जाएगा।” ग. “गैस सेिा लाआनें” िीर्डक िाले परै ाग्राफ के ऄतं गडत “सेिा लाआनों की स्ट्थापना” िीर्डक िाल ेईप-पैरा म ें “जब कभी उपर ईठी हुइ” िब्दों से अरंभ िोने िाल ेऔर “रोिनदान ईपलब्ध कराए जाने चाजिए” िब्दों स े समाप्त िोने िाले के पश्चात जनम्नजलजखत सजम्मजलत िोगा, नामतः:- "प्राकृजतक िायुसंचार ईपलब्ध न िोन े की जस्ट्थजत में पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड (बहु ऄजधिास अिासीय भिनों म ें गैस की अपूर्तत) ददिाजनदेि, 2020 और पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड (औद्योजगक, िाजणजययक ग्रािकों को गैस की अपूर्तत) ददिाजनदेि, 2020, जैसा ईपयुि िो, पालन दकया जाएगा।”[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 3 4) ऄनुसूची 1 ड़ म ें “पाआपलाआन सर्तिस पररितडन” िीर्डक के ऄंतगडत “ऄनुमजत निीं की जाती” िब्द के पश्चात “जब तक यि आन जिजनयमों की ऄपक्षे ाएाँ पणू ड निीं करता ि”ै िब्द सजम्मजलत िोंगे। 5) ऄनुबंध-2 में “जमटटरग (मापन) ईपकरण” िीर्डक िाले परै ा म:ें- i. “ओअइएमएल अर 137- 1 एिं 2” िीर्डक िाले ईप-पैरा म ें “गैस मीटसड” िब्द “अइएसओ 14511 की पुजि करने िाल ेथमलड मास फ्लो गैस मीटसड” िब्दों द्वारा प्रजतस्ट्थाजपत िोंग;े और ii. “इ.एन. 12261 गैस मीटर” िीर्डक िाल े ईप-पैरा के पश्चात और ईससे संबद्ध प्रजिजियााँ, “टरबाआन गैस मीटर ” के पश्चात जनम्नजलजखत सजम्मजलत िोगा, नामतः “बीएस इएन 14236: ऄल्रासोजनक घरेल ू गैस मीटसड; अइएसओ 17089-2: बंद नाजलयों म ें द्रि प्रिाि का मापन -गैस के जलए ऄल्रासोजनक मीटसड - भाग 2 - औद्योजगक ऄनुप्रयोगों के जलए मीटर।" िन्दना िमा,ड सजचि [जिज्ञापन-III/4/ऄसा./226/2020-21] पाद रटप्पणी : मूल जिजनयमों को जी.एस.अर. 612 (इ), ददनांक 27 ऄगस्ट्त, 2008 द्वारा ऄजधसूजचत दकया गया था और तत्पश्चात जीएसअर 750 (इ), ददनांक 14.10.2009 और फा.संख्या एम(I)/टी4एस/सीजीडी/ 1/2010, ददनांक 16.12.2014 और फा. संख्या एल-एमअइएससी/VI/I/2007, ददनांक 01.01.2015 और फा. संख्या एम(I)/टी4एस/सीजीडी/1/2010, ददनांक 09.03.2016 और फा. संख्या एम(I)/ टी4एस/सीजीडी/1/2010, ददनांक 24.11.2016 और फा. संख्या पीएनजीअरबी/तकनीकी/1- टी4एससीजीडी/(1)/2019, ददनांक 07.11.2019 और फा. संख्या पीएनजीअरबी/प्राजधकरण/1- सीजीडी(06)/2020, ददनांक 30.06.2020 के माध्यम से संिोजधत दकया गया था। PETROLEUM AND NATURAL GAS REGULATORY BOARD NOTIFICATION New Delhi, the 15th September, 2020 F. No. PNGRB/Tech/1-T4SCGD/(1)/2020.—In exercise of the powers conferred by Section 61 of the Petroleum and Natural Gas Regulatory Board Act, 2006 (19 of 2006), the Petroleum and Natural Gas Regulatory Board hereby makes the following regulations further to amend the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for City or Local Natural Gas Distribution Networks) Regulations, 2008, namely:- 1. Short title and commencement: 1) These regulations may be called the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for City or Local Natural Gas Distribution Networks) Second Amendment Regulations, 2020. 2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for City or Local Natural Gas Distribution Networks) Regulations, 2008, - 1) In Schedule-1A, in the paragraph heading,‖ MATERIAL SPECIFICATIONS‖, in sub-para heading, ―Steel Pipe‖, after the words, ―Annexure-III of this standard‖, the following shall be inserted, namely: "Reinforced Thermoplastic Pipes (RTP) or Multi Layered Thermoplastic Pipes Reinforced Thermoplastic Pipes (RTP) or multilayered thermoplastic pipes shall comply with the following requirements, namely: - a. The system in its entirety that is to say pipe, associated fittings, tools etc. shall conform to API 15S or ISO 18226 or ASME NM 1;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] b. Integrity of all fittings, joint, valves etc. shall commensurate with original pipeline design as per applicable standards; c. In case, the operating pressure is less than 7 Kg/cm2, all the provisions of this regulation related to the use of PE (polyethylene) pipes shall be complied with; d. If the operating pressure is greater than 7 Kg/cm2, additional protective measures for impact resistance such as concrete slabs, high impact resistance plastic sheets, steel casing shall be provided; e. The cathodic protection for steel fittings in the system shall be provided in line with the design or service life and shall be monitored for effective protection; f. Quantitative risk analysis shall be carried out by the entity for the entire system and mitigation measures shall be taken to ensure integrity of the system; and g. The proposal, for use of Reinforced Thermoplastic Pipes (RTP) or multilayered thermoplastic pipelines, shall be approved by the board of the entity with complete disclosures on associated risk.‖ 2) In Schedule 1C, in Para (a) under the Sub-Para heading, ―Fittings other than Valves and Flanges‖, the words, ―not exceed 0.3 and 0.5 percent respectively.‖, shall be substituted by the words, ―meet the requirements as per EN 1555-1, and ISO 4437-1.‖ 3) For Schedule 1D, A. In para heading, ―DESIGN INSTALLATION AND TESTING‖, in sub-para heading, ―CGD Network Description‖; i. In point (ii) with heading, ―Secondary Network‖, after the word, ―thermoplastic‖, the word, ―(PE)‖, shall be inserted and the word, ―(MDPE)‖ shall be omitted; ii. In point (iii) with heading, ―Tertiary Network‖, the word, ―(MDPE)‖ shall be substituted by ―(PE)‖. B. In Para (a), under the para heading, ―VALVES‖, after the words, ―not be more than 3kms‖, the following shall be inserted, namely: ―The inter–distance between the Sectionalising Valves in steel pipes in CGD networks outside municipal limits can be maintained as per PNGRB (Technical Standards and Specifications including safety Standards for Natural gas pipelines) Regulations, 2009 considering the location class after complying the following, namely: i. The steel pipelines in the CGD networks shall be designed considering location Class-4; ii. The gas in the network is odorized and filtered; and iii. Additional number of SVs shall be provided to meet the requirements as per location class in case of, the change in the population density. The assessment of location class shall be undertaken every year.‖ C. In Sub-Para heading, ―Installation of Service Lines‖, under the Paragraph heading, ―GAS SERVICE LINES‖, after the words beginning with, ―Wherever the service line‖, and ending with the words, ―in confined space‖, the following shall be inserted, namely:- ―In case, natural ventilation is not available, the Petroleum and Natural Gas Regulatory Board (Gas Supplies to Multi Occupancy Residential Buildings) Guidelines, 2020 and the Petroleum and Natural Gas Regulatory Board (Gas Supplies to Industrial, Commercial Customers) Guidelines, 2020. as applicable shall be adhered to." 4) In Schedule 1E, under para heading, ―PIPELINE SERVICE CONVERSIONS‖, the word, ―duel’, shall be substituted by the word, ―dual‖ and after the word, ―permitted‖, the words, ―unless it meets the requirements of these regulations.‖ Shall be inserted.[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 5 5) In Annexure-II, in the Para heading, ―Metering Equipment‖: i. in sub-para heading, ―OIML R 137-1&2‖, for the words, ―Gas Meters‖, the words, ―Thermal Mass Flow Gas Meters conforming to ISO 14511.‖ shall be substituted; and ii. after sub-para heading ―EN 12261 Gas meters‖, and the entries relating thereto after the words, Turbine gas meters‖, the following shall be inserted, namely: ―BS EN 14236: Ultrasonic domestic gas meters; ISO 17089-2: Measurement of fluid flow in closed Conduits -Ultrasonic meters for gas –Part 2- Meters for industrial applications.‖ VANDANA SHARMA, Secy.
