fudk;½ URBAN DEVELOPMENT DEPARTMENT NOTIFICATION Delhi, the 21st February, 2017 No. F. 4(47)/RR/LB/2017/1078-1086.—In exercise of the powers conferred by section 98, read with sub- section, (2) of section 480 of the Delhi Municipal Corporation Act, 1957 (66 of 1957) and Government of India, Ministry of Home Affairs, Notification Number S.O. 3159, dated the 19th October, 1966, and after consultation with Union Public Service Commission and in supersession of recruitment regulations relating to the post of Deputy Education Officer notified vide No. F.No. F.9/26/76-LSG, dated the 19th April, 1982 except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi is pleased to make the followingPART IV] DELHI GAZETTE : EXTRAORDINARY 5 recruitment regulations for regulating the method of recruitment to the post of Deputy Director of Education in North, South and East Delhi Municipal Corporations, namely:- 1. Short title and commencement.—(1) These Regulations may be called Deputy Director of Education Recruitment Regulations, 2017. (2) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of posts, classification and pay band and grade pay/scale of pay.—The number of the said posts, their classification and pay band and grade pay/scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these regulations. 3. Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age limit, qualifications and other matters relating to the said posts, shall be as specified in columns 5 to 13 of the said Schedule. 4. Disqualification. —No person, - (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who, having a spouse living, has entered into or contracted marriage with any person; shall be eligible for appointment to the said post : Provided that Government, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation. 5. Power to relax. —Where the Government of the National Capital Territory of Delhi is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these regulations with respect to any class or category of persons or posts. 6. Saving. —Nothing in these regulations shall affect reservations, relaxation of age limit and other concessions required to be provided for candidates of Scheduled Castes, Scheduled Tribes, Ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Government of India from time to time, in this regard. Deputation (ISTC) : Officers under the Central/State Governments/ UTs/autonomous education institutions:- (a) (i) holding analogous posts on regular basis in the parent cadre / department; or (ii) with five years’ service in the grade rendered after appointment thereto on a regular basis in posts in the Pay Band-3, Rs. 15600- 39100/- plus Grade Pay of Rs. 6600/- or equivalent in the parent cadre / department; and (b) Possessing the following educational qualification and experience: (i) Masters degree in any subject plus (ii) Graduate degree in Education / Physical Education / Nursery Education. (iii) Seven years experience in Education out of which two years experience in Education Admini stration. Note : The Departmental Officers in the feeder category who are in the direct line of promotion will8 DELHI GAZETTE : EXTRAORDINARY PART IV] not be eligible for consideration for appointment on deputation. Similarly, Deputationists shall not be eligible for consideration for appointment by promotion. (Period of deputation (ISTC) including period of deputation (ISTC) in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not to exceed four years. The maximum age limit for appointment by deputation (ISTC) shall not be exceeding 56 years as on the closing date of receipt of applications) NOTE: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January of 2006/ the date from which the revised pay structure based on the 6th CPC recommendations has been extended shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the pay commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay/pay scale, and where this benefit will extend only for the post(s) for which that grade pay/ pay scale is the normal replacement grade without any upgradation.
